Executive Summary
Staff of the Property and Planning Department, in conjunction with
Operations staff, produced this document. Input was also received from
elementary and secondary school Principals. The methodology used to
produce the Official Enrolment Projections can be found in Appendix A.
For October 2013 there is projected to be a total of 46,725 elementary
students, with a full-time equivalent (FTE) of 42,392.50. The October 2013
secondary total is projected to be 22,672 secondary students, with a full-time
equivalent of 22,589.73.
There is a projected increase from October 2012 to October 2013 of 90
students, 2,017.05 FTE, at the elementary level. The FTE increase is as a result
of the implementation of Full Day Kindergarten with the incorporation of JK
and SK students as full time students. Previously these students were counted
as part time since they attended only half or alternate days. Next year we
will witness a further increase in these numbers, as the 2014 – 2015 school year
will be the final year of implementation of Full Day Kindergarten and the
phase out of Full Time Equivalent (FTE) at the Elementary panel.
At the secondary level the enrolment is projected to decline by 455 students,
450.77 FTE. This decline is anticipated as a result of the Ministry
implementation of a 34 credit maximum for graduating students.
For October 2013, total student enrolment for the Durham District School
Board is projected to be 69,397 students with full-time equivalent of 64,989.23.
This would be an overall decline of 365 pupils, and decrease in the FTE of
2,468.27 FTE, from October 2012 to that projected for October 2013.

Calculations of Students as Full Time Equivalent
Full-time equivalent (FTE) numbers are shown for all schools. For elementary schools, this
means counting half of the number of students in Junior Kindergarten (JK) and Senior
Kindergarten (SK). Although those programs will be offered on a full-time basis at 78 schools
as of September 2013, the Ministry of Education requires data to be submitted for funding
purposes in FTE format.
For secondary schools, the FTE is based on the credit load of students. The Ministry of
Education has recently announced its intention to cap secondary credits at 34, thereby
causing a reduction in the number of 5th year returning students. The Ministry of Education
continues to require the data to be submitted for funding purposes in FTE format for the
elementary and secondary panel. The School Board, therefore, will use FTE for staffing and
space allocation purposes.
Full Day Kindergarten (FDK)
Starting September 2010, the government began phasing in Full Day Kindergarten (FDK). In
the first year, nearly 600 schools across the Province offered the program. For the DDSB, 16
schools offered Full Day Kindergarten in 2010 and an additional 6 schools offered the
program in 2011. For the 2012 school year the DDSB offered Full Day Kindergarten at 34 sites,
bringing the total number of DDSB schools offering FDK to 54. In 2013 the DDSB will offer Full
Day Kindergarten at an additional 21 existing schools plus the two new schools (Chris
Hadfield P.S. and Seneca Trail P.S.). This will bring the total number of DDSB schools offering
FDK to 77, leaving 30 elementary schools to offer the program in 2014.
Selection of the school sites was based upon Ministry of Education criteria including the
equitable geographic distribution of classes, community need, minimal impact on existing
childcare and early years programs, student achievement needs and use of existing space
availability at schools.

Accommodation Plan
Additions were completed at three schools over the past year. Frenchman’s Bay P.S. had a
gymnasium addition as well as internal school renovations completed. Port Perry H.S. had a
classroom addition as well as internal school renovations and additional parking constructed.
Uxbridge S.S. had a gymnasium and classroom addition.
In September 2012 da Vinci P.S. opened in Ajax. This new regular track elementary school
opened with an enrolment of 579 students.
In the City of Oshawa, enrolments of the TR McEwen P.S. and Gertrude Colpus P.S. were
consolidated at the David Bouchard P.S. (former Gertrude Colpus) facility for the 2012 – 2013
school year. This is in preparation for the rebuild-on-site of a replacement school on the TR
McEwen P.S. site, proposed to open September 2013.
In September 2013 two new elementary schools are proposed to open, Seneca Trail P.S., in
Oshawa and Chris Hadfield P.S., in Brooklin. Seneca Trail P.S. in Oshawa will accommodate a
dual track English / French Immersion school, which will bring relief to Norman G. Powers P.S.
This school will provide a third French Immersion site in the City of Oshawa.
The new Chris Hadfield P.S. will bring much needed relief to Brooklin. For September 2013,
boundary revisions and adjustment were also made to Meadowcrest P.S., Brooklin Village P.S.
and Blair Ridge P.S. Meadowcrest P.S. will become a single track French Immersion school,
providing a second French Immersion site in Brooklin.
The approved French Immersion boundaries for the City of Oshawa will become effective as
of September 2013. The boundary realignments will result in some changes for the existing
French Immersion schools in Oshawa.
Other boundary changes to occur in the City of Oshawa included the adjustment of
Coronation P.S. and Gordon B. Attersley P.S. to include the small north section from
Coronation P.S. with Gordon B. Attersley P.S. Pierre Elliott Trudeau P.S. and Vincent Massey
P.S. will each acquire areas from Athabasca Street P.S., which are within close proximity to
their respective schools. The transition of Athabasca Street P.S. students to Pierre Elliott
Trudeau P.S. will occur through 2014.
Scugog Township Secondary Accommodation Review Committee (ARC)
The schools that were under the mandate of the Scugog Township Secondary ARC were
Cartwright H.S. and Port Perry H.S. The Board Staff scenario proposed to the ARC was the
closure of Cartwright H.S. and consolidation into Port Perry H.S. for the 2013 – 2014 school
year.
The Accommodation Review Committee (ARC) Report was submitted to the Durham District
School Board on November 19, 2012. The report was generated by the work of 12 members
from the affected community, after 13 working meetings. In addition four public meetings
were held where public input and information sharing was encouraged.
The review process is in accordance with the Ministry of Education Guidelines and the DDSB’s
Policy and Procedure (#7113). The ARC process is designed to facilitate collaboration, input
and ultimately build viable program options for our students.
At the February 19, 2013 Board Meeting, Trustees approved the accommodation solution of
Board Staff and the ARC (one of three solutions recommended) which will result in the
closure of Cartwright H.S. as of June 2013 and the relocation of current students from the
school to Port Perry H.S. in September 2013 which have been reflected in the projections. An
appeal to the Trustee decision is before the Ministry of Education.

Athabasca / Grandview Accommodation Review Committee (AGE – ARC)
The Durham District School Board began the Accommodation Review Process for Athabasca
Street P.S. and Grandview P.S., as approved at the Board Meeting of March 18, 2013. Both
schools are identified as potential for closure/consolidation with a rebuild on the current
Grandview P.S. site suggested as an option by Board Staff. The mandate of the
Accommodation Review Committee (ARC) is to review school accommodations and to
establish an integrated accommodation solution for east Oshawa. This process will take
approximately one year to complete. In a collaborative environment, the ARC will develop
options to improve the education opportunities for the elementary students in the east
Oshawa area, while examining the option developed by the Board.
Facilities
During 2011 a Facility Audit took place, in order to confirm the capacities of schools and
verify the use of rooms within elementary and secondary facilities. Any changes to use and
any alterations were documented going forward from the 2011 Ministry Rated Capacities.
Growth Analysis
Within the Durham District School Board’s jurisdiction fewer plans of subdivision are being
submitted annually than were witnessed during the 1980’s and 1990’s. This in conjunction
with declining family size, leads to fewer new pupils being generated from new subdivision
growth. New subdivision growth, from registered plans, has been reflected within the
projections for the appropriate schools.
Portable Classrooms
A total of 319 portable classrooms were in use in the system at the beginning of the
2012/2013 school year, 190 portables at the elementary level and 129 portables at the
secondary level.
Construction of three new schools throughout the Durham District School Board together with
an initiative within Facilities Services to reduce portable misuse will reduce the use of
portables within the Board in the upcoming school year. The new Chris Hadfield P.S. in
Brooklin, where a total of 33 portables are being utilized collectively at the elementary
schools, will reduce the reliance on portables for the upcoming school year. The new
Seneca Trail P.S. in Oshawa will relieve the portable needs at Norman G. Powers P.S. where
there are currently 12 portables. The new replacement school being built on the former T.R.
McEwen P.S. site, where the current David Bouchard P.S. (former Gertrude Colpus P.S.)
enrolment will be accommodated, will result in surplus portables which are currently in use at
the temporary David Bouchard P.S. site.
The secondary panel will experience a decline in portable use due to disconnection and
removal of unnecessary portables on site.
Housing Development
Durham Region is continuing to experience housing growth in Ajax, Whitby and Oshawa.
Growth within the City of Pickering is minimal, as the amount of developable residential lands
disappears. However, there has been progress with regards to the south sector of the lands
along the east and west sides of Brock Road. The City of Pickering and Region of Durham is
eagerly anticipating the commencement of the Seaton land servicing and development in
the next couple of years. The majority of growth occurring in the Ajax, Whitby and Oshawa is
north from the Taunton Road corridor and will occur over the next several years.
Growth in the three northern municipalities is projected to remain at the current rate.

Projection Methodology
The purpose of this appendix is to provide an accurate account of the
process used to reach the 2013 Official Enrolment Projection (OEP) for each
school within the Durham District School Board. The Ministry of Education
requires an enrolment reporting date of October 31. Each school is given a
student projection expressed as total enrolment and full-time equivalent
(FTE).
Elementary Schools
Various data sources were used to determine the elementary enrolment
projections. The primary data source for the October 2013 OEP is the
October 31, 2012 enrolment collected from elementary schools.
The second data source used is the pre-registration data collected from
schools for Junior and Senior Kindergarten students for September 2013.
Pre-registration began on January 15, 2013 and assists staff in verifying JK
and SK class size. If the pre-registration number is larger than the projected
enrolment, then the number is revised to match the pre-registration, if
historically the students showed up at the school in September. Also, pre-
registrations were also adjusted downwards if historically lower pre-
registrations translated to lower September actual registrations.
The third data source used is an average percent increase of SK enrolments
from the previous JK enrolment, done by school. The factor is used in
determining the SK enrolments. In some instances a municipal average
was used for a school, as the school average had been skewed by a
boundary change etc.
The fourth data source used is a 4-year average percentage of JK
enrolments to that of SK enrolments, by school. This factor is used in
determining the JK enrolments.
The fifth data source used is the overflow transportation listings for all
schools.
The sixth data source used is registered subdivision development
information. The data is collected from the Board’s Education
Development Charges database, through registered plans of subdivision,
and verified by visits to individual subdivision developments.
The final source of data is used when new schools are created or boundary
changes occur. The names and addresses of potential students within the
boundary area for the new/existing school are collected and sorted by
grade. The projection for the new school is created from existing school
populations.
The following general assumptions have been used to project pupils
forward at the elementary level:
Grade 1 to 8 students are moved forward from one grade to the
next

To account for the grade 1 French Immersion pupils, without double
counting them, pupils have been deducted from every Grade 1
enrolment at each English program school.
French Immersion grade 1 students are calculated based on a five
year average percent of students in the SK program going to grade
1
All grades for French Immersion students were adjusted if historically,
the school has showed a decline in enrolment from grade to grade
progression
Where overflow transportation occurs, students are returned to their
home school for the following years.
Special Education shown at each school remains constant with the
actual October enrolment, unless program changes are known at
the time of creating the OEP.
Growth pupils from registered plans of subdivisions are added to the
OEP annually for each appropriate school, with distribution evenly
distributed between Grades 1 to 8. The JK and SK factors that are
used, account for growth trends.
Feeder schools are assigned on historical boundaries. Where the
programs and/or school boundaries are altered, each school is
accordingly adjusted to eliminate missed data and double
counting.
Secondary Schools
The primary data source used in creating the secondary projections for
October 2013 is the October 31, 2012 secondary enrolment data.
The second data source used is the elementary October 31, 2012 grade 8
figures, to determine the Grade 9 class size in each municipality. If the
number of option sheets collected is greater or significantly lower than that
of the projection, then the number is revised to reflect such.
The following assumptions have been used to project pupils forward at the
secondary level:
Self Contained students are assumed to remain constant for each
year.
Grades 9 to 11 are moved forward to the next grade based on an
average 3-year retention rate, by grade, for each individual school.
Growth from new developments is captured in the retention rates for
each of the grades.
Even though secondary schools are a 4-year program, there
continues to be retention of pupils for a 5th year. This retention has
been reflected by school, based on the number of students at the
school moving from grade 11 to grade 12 (which includes 5th year
students).
Secondary numbers are verified in meetings with principals of each
school and the actual number of option sheets they have received
for students.
