Report on Improving Local Retail Environments (ILRE) DCC received an update from officers on the Council’s funding programme on improvement of local shopping parades in the Dulwich area which were identified in:
- Norwood Road, Half Moon Lane, j/w Herne Hill (Village) - Lordship Lane, junction of Melford Rd (College) - Underhill Rd, j/w Hindmans Rd (East Dulwich)
DCC notes: i) That works are due to commence shortly on the parade of shops along Herne Hill Station ii) Agreed that the Council should engage more frequently with local traders etc iii) That local priorities for each area need to be identified – e.g. CCTV, streetscaping Improvements…
iv) That works for the 3 schemes will be carried out within the next few months

Questions / Comments: Herne Hill Society Committee: Welcomes this proposal and hope that Southwark also work with Lambeth to ensure money is well spent. Dulwich Society: Question was raised about the design skills etc. Officers said will be commissioned locally by the design team giving assurances this would be carried out. Cllr Thomas expressed concern about figures identified for the schemes particularly in relation to Herne Hill stating that Members should have been consulted on prior to this meeting. ACTION: Officers agreed report back to Dulwich CC on the progress of works for the schemes and to ensure there is no slippage with regard to timescales etc.

Strategic Health Authority: The chair read out the following response from the Strategic Health Authority (SHA) with regard to their to meeting:
The SHA has responsibility for approving capital investment proposals for schemes whose value exceeds the delegated financial limits of the NHS organisation concerned. The SHA seeks to ensure that local proposals fit with the strategic vision for healthcare in London. We understand that Southwark PCT is currently reviewing its strategy for out-of-hospital services and NHS London is not expecting firm capital investment proposals for some time. We think Southwark PCT are best placed to update Dulwich community council both on the state of plans for use of the Dulwich Hospital site and how the PCT will be seeking to ensure strategic fit with the broader requirements of the NHS in London. Presentation from Southwark Primary Care Trust Susanna White was present at the meeting who outlined issues concerning: Health Care for London – consultation ensuring the overall strategy is consistent with Dulwich Community Hospital Polly Clinics – describing community and primary care facilities operating from one site Business case – looking at strategic fit and size of the development (Aug/Sept 08) also working with GPs and hope to consult formally in Oct – Dec 08 Business case on Dulwich site – best suitable model for the Dulwich will be announced in Jan 09 Susanna responded to questions concerning cost and size of development, number of beds for the new DCH, - which currently has 12 beds - this is likely to be reviewed. Further questions and discussion took place on issues concerning the type of facilities (GP practice, renal services and a whole range of diagnostic services) at the Dulwich site and G.P. services – including extended hours etc. Susanna agreed to feedback views and concerns expressed at this meeting to Southwark PCT.

it is likely to be Sept 08 • Officers drafting traffic restriction order (7.5 tonne weight
restriction) for the 21 day consultation formal notice period • Planters on the bridge deck may delay the opening of the
road • CCTV – monitor lorries etc to ensure they do not exceed the
weight restriction Further feedback to be given at the next meeting.

1. It is recommended that the local parking schemes detailed in the appendices to
this report be approved for implementation subject to the outcome of any necessary statutory procedures.
BACKGROUND INFORMATION 2. This report presents proposals for a number of local parking amendment schemes,
which are matters reserved to Community Council for decision. 3. The origins and reasons for the proposals are discussed in the main body of the
report.
KEY ISSUES FOR CONSIDERATION Melbourne Grove (0809Q2048) 4. The network development team received a request from a local resident supported
by Cllr Thomas, to revoke the partial footway parking on Melbourne Grove between Grove Vale and East Dulwich Grove.

road varied between 7.9 and 8.3 metres. Should partial footway parking arrangement be removed this would leave approximately 4 metres of clearance between parked vehicles which exceeds current Fire Brigade requirements.
6. This arrangement will make it more difficult for two large vehicles to pass one
another and with parking demand very high in Melbourne Grove there are few natural passing spaces to allow one vehicle to pull-in and give way to the other.
7. Network development do not consider the installation of yellow line passing places
to be necessary. However should feedback from the local community be received network development will re-evaluate the location
8. It is recommended that on completion of the planned road in the vicinity that the
partial footway parking be revoked and that vehicles park wholly on the highway. 9. A Letter will advise occupiers in Melbourne Grove approximately 2 weeks before
the partial footway parking is revoked.

POLICY IMPLICATIONS 10. The recommendations contained within this report are consistent with the
polices of the PEP and associated Local Implementation Plan (LIP). 11. The proposals will support the council’s equalities and human rights policies and
will promote social inclusion by:
• providing improved access for emergency vehicles, refuge vehicles, residents and visitors;
• improving sight lines for all road users; and • improving junction and pedestrian safety, especially those with limited mobility
or visual impairment. COMMUNITY IMPACT STATEMENT 20. The policies within the Parking and Enforcement Plan are upheld within this
report have been subject to an Equality Impact Assessment (EqIA).
RESOURCE IMPLICATIONS
21. The Head of Public Realm has confirmed that any costs arising from implementing the proposals, as set out in the report, will be fully contained within the existing budget.
CONSULTATION 22. No informal consultation has been carried out. 23. Should the community council approve the item, statutory consultation will take
place as part of the making of the traffic management order. A proposal notice will be erected in proximity to the site location and a press notice will be published in the Southwark News and London Gazette. If there are objections the proposal or a modified proposal will be re-submitted to the community council.
24. The road network and parking manager has been consulted on the proposals and
has no objections. 25. No consultation or comment has been sought from the borough solicitor &

RECOMMENDATION(S)
1. It is recommended that the disabled parking bays set out in the Appendix B to this
report are approved for implementation subject to the outcome of any necessary statutory procedures.
BACKGROUND INFORMATION
2. This report presents proposals for a number of local traffic management schemes,
which are matters reserved to Community councils for decision.
3. The origins of the proposals are indicated in the annexed schedule. KEY ISSUES FOR CONSIDERATION 4. The reasons for the proposed traffic schemes are set out in the Appendix B.
5. The proposals are consistent with the policies set out in the draft Parking and Enforcement Plan, which in turn reflects the Council’s policy priorities as set out in the Community Strategy and the emerging Transport Plan.
6. The proposals will support the Council’s Equal Opportunities Policy and will promote social inclusion:
by providing improved access for emergency vehicles and residents for disabled drivers increasing parking provision
