Charleston, West Virginia 1. Introductions & Agenda Review The Chairman called the meeting to order and introductions were made. The attached roster documents those in attendance.
2. Global Outreach Reports
APWA Outreach Efforts – DOW and NIXON A brief summary was made regarding the materials that were provided before the meeting. Some important points discussed were:
• The “Top 10” project was discussed during the APWA meeting with favorable feedback. • Social media can be a useful tool to deliver information. • APWA developed a tool to assist in the creation of a comprehensive snow and ice plan. There
has been discussions regarding making this a part of the curriculum for the APWA certificate program
• The APWA certificate program is moving towards Learning Management System standards. • Facility design is being struggled with – what is the best practice? There is a connection with the
SICOP MS4 project. This would be a good synthesis project. • Succession planning -> strengthening workforce management. This ties into the SICOP 4-year
plan.
PIARC Update - NELSON It was reported that there has been more cooperation and coordination between the PIARC
Technical Committee (TC) 2.4 Winter Service and SICOP during the current 4-year PIARC cycle. Several SICOP-WMPCC members made presentations at the PIARC TC meeting in Andorra and during the Winter Road Congress also held there. During that meeting NIXON presented on the SICOP Top-10 project. (It should be mentioned that the PIARC TC provided input to the SICOP Top-10 project), and PERCHANOK presented on the research activities of the TRB Winter Maintenance Committee, AURORA, and the 2013 National Winter Maintenance Peer Exchange.
A brief presentation was made regarding the World Road Association Snow and Ice Data Book. NELSON reported that he attended the PIARC mid-term meeting where the strategic plan for the
next 4-year cycle was being developed. There was some success in crafting the strategic goals for the Winter Service to be consistent with those of SICOP.
SIRWEC Update- NIXON
The SIRWEC meeting in 2016 will be in held somewhere in the US and in conjunction with the quadrennial TRB Winter Maintenance Conference. Traditionally the SIRWEC meeting is held just before the TRB conference to facilitate international attendees to participate in both events. Possible Web Conferences/SICOP
Possible Web Conferences – All
There are several examples of technology transfer utilizing this technology. One suggestion was to create a “Click, Listen, Learn” on extreme events. It was mentioned that the National Operations Center of Excellence (NOCoE) will have the infrastructure – through AASHTO – to handle up to 200 participants on a webinar. Cooperation with NOCoE could be a venue for us to use to produce a webinar.

Gummada MURTHY suggested that a crosscutting yearly webinar for universal distribution could be utilized to provide coordination among snow states, discuss what’s going on to prepare for winter, trends, etc. It could possible take the form of a “talk radio” format, like a conference call on steroids. The idea of a series of 15 minute Podcasts was raised as a way to disseminate this information.
3. Domestic Outreach Reports
TSM&O Update - MURTHY
Initially this AASHTO Subcommittee was called System Operation & Management (SSOM), and had a difficult time reaching critical mass. Under the leadership of Don Hunt, CEO of Colorado DOT, it has seen new vitality and recently changed its name to better reflect its mission and purpose - AASHTO Subcommittee for Transportation System Management & Operations (STSMO).
Strategic Plan – There are three working groups within STSMO: Operations Strategies, Future Research Needs, and Performance Measurement. It appears that the Operations Strategies WG has some common interests with SICOP in the areas of equipment (RWIS, AVL/GPS, etc).
Operations COE – Building on the successes of the SHRP2 Reliability project L-17, Enhanced Knowledge Transfer Center, a Technical Service Program was established with an annual contribution of $15,000 to establish an Operations Center of Excellence. There could be opportunities for collaboration with the Operation COE.
TSM&O/SICOP collaboration should initially take place between the SICOP Coordinator and the Executive Director of the COE.
Establishing liaisons – In the past NELSON was NDOT’s voting member of SSOM (now
STSMO) and was able to carry the winter maintenance message to that group and the network operations message to SICOP and HSR-TWG. The concept of creating an at-large member of the WMTSP committee to be held by a member of STSMO with winter maintenance interests was discussed. This will create a formal liaison between the two committees.
SCOM Update
HSR-TWG Progress Report –
The Statement of Direction and Work plan define where the TWG is going. These documents should be complementary to the SICOP 4-year plan.
The TC3 training resource program is lead by Jim Feda of South Carolina. This training resource curriculum is a NHI product. It takes training developed by states and others and makes it available through the program and provides tracking. It was mentioned that MnDOT has posted an eTraining module on Job Hazard Analysis.
It was suggested that the HSR-TWG could have a larger roll in curriculum development for future peer exchanges acting through SICOP.
The HSR-TWG advanced a research needs statement regarding the development of a performance measures toolkit for winter maintenance that was funded. The WMTSP committee is represented on the project panel for this work.
There was considerable discussion regarding the success of the HSR-TWG in establishing liaisons with other AASHTO committees. There are several other committees with overlapping interests such as Public Affairs, Performance Measures, Highway Traffic Safety, STSMO, SCOTSEM, Training, and SCOE. If a person were identified as a liaison, what would their role actually be? This question was largely left unanswered.

There have been 3 research needs identified:
− Facility Design − Sustainability − Work zone best practices
4. Future Directions “Grand Challenges: A Research Plan for Winter Maintenance”
Some of these topics have been worked on and others have not. Not knowing how to approach solutions is defiantly a gap and there are new topics being identified for example the environmental protection issues facing many states. This document is 4 years old already and should it be refreshed? Likewise, should a paper be prepared to document the progress in addressing the Grand Challenges?
NIXON offered to prepare a draft progress report that could be the topic of a future conference call. The Committee could then consider what’s there, what’s not, what can be dropped and what should be added.
Sustainability in Winter Maintenance
The SICOP/APWA checklist on sustainability was discussed along with the news that the Salt Institute picked it up and is reworking their Salt Storage Excellence Award into a sustainability award. This should be considered a success for SICOP. There was some discussion regarding the need to push this self assessment tool through AASHTO and share with a broader audience to see if this could be a model for looking a sustainability on a more local or regional level – [as opposed to the more broad statewide assessments].
Extreme Events – FHWA
Mike Meyer provided a report on the Extreme Weather Symposium and the National Climate Assessment Report / Synthesis 454 – Response to Extreme Weather Events. There was discussion with respect to extreme events and if we should only focus on winter or if we should consider all weather events of an extreme nature. Another consideration is “adaptation” and role we play. The WMTSP discussed extreme events and debated where does it fit into out 4-year plan, if in fact it belongs there. This could possibly be a HSR-TWG topic with respect to reliability or additional maintenance strategies.
5. Winter Maintenance Agency & Consortium Reports FHWA – MDSS, Clarus, IMO, Road Weather Stakeholders, Pathfinder, Salt Storage BMP Project, Others
AURORA - Attached
Clear Roads – Has been together for 10 years and has an annual income from contributions of $750,000 with an annual research program of approximately $500,000. They have completed 37 projects.
TRB – Winter Maintenance - Attached
TRB – Surface Road Weather – This committee is a co-sponsor of the WorkshoponTransportationSystemResiliencetoClimateChangeandExtremeWeatherEvents.Theplanningofthiseventwasdiscussed.
APWA-Attached

thereisn’tasnowandicecomponenttothisAPWAsubcommittee.Theywillbelookingforpapersandpresentationsforfuturemeetings.
6. Project Review of SICOP Program CBT – The CBT is SCORM compliant and available on the web. There was some discussion if there was any need to update it. It was determined that there wasn’t but we should keep an eye on the performance measures work being done by NCHRP and Aurora.
2013 PEER Exchange Progress Reports – There were 2 that fell to SICOP:
− True costs of level of service – The Clear Roads project on the cost-benefit of various winter maintenance strategies is in progress and may fulfill this need.
− MS4 and environmental concerns - There are many resources regarding MS4 requirements available through the Environmental Center of Excellence.
Draft 4-year plan – The draft 4-year plan has been prepared. There have been some modifications to include narratives of the issues to be worked on.
AASHTO Triennial Review - SICOP will be presenting its report for review during the AASHTO Spring Meeting next March. 7. Unfinished Business Lee Smithson was recognized for his many years of service to the profession and as SICOP Coordinator on the occasion of his retirement.
The change in membership of the WMTSP was discussed. Our coordinator, Lee Smithson has retired. NELSON has retired from NDOT (AASHTO region 4) and was selected by AASHTO to be the next SICOP Coordinator. This will require the selection of a new WMTSP Chairman and a region 4 representative.
Operating Guidelines for the committee were discussed; things like membership criteria, members should contribute to SICOP, financial model, Chairman should be from a State, etc.
