attendedtoheartheplanspre-
sentedbytheownerAndrew
Waldmanandhisassistants.

each).Alargemovie screen
wasloweredtoshowacol-

WPRFnotworking.Apparentlythesedidnothavethedesired
result,andsothecomplainergraduatedtoputtingthemessage
onmensroomwallsatseveraloftheswimmingpools.The
sheriffsofcewasnotied,andImhappytoreportthatthe
individual,avillageresident,wasapprehendedandarrested.
Hopefully,thisputsanendtosuchmischief.
Therecentwatermainbreak,whichaffectedabout40%of
thevillage,madeusawarethatwelacktheabilitytotransmit
immediateinformationtoourresidentsinasuddenemergency.
Iam intheprocessofformingan emergencycommittee to
formulateastandardoperatingprocedureincaseofasudden
emergency.
OnWednesday,November4, 2009,VicePresidentDavidIsraelandIattendedaPalmBeachCountycodeenforcement
violationhearingagainsttheWaldmans(ownersoftheGolf
Course).Manyyearsago,apriorowneroftheGolfCourseap-
pliedforpermissiontoopenanentrancefromHaverhillRoad.
TheconditionsetbyPalmBeachCountywasthatafencebe
erectedbetweenthatentranceandtheentrancefromCentury
Village.ThatfencewasremovedbyMr.Waldman,claiming
thatsinceitwasnolongeroperatedasagolfcourse,thefence
wasnotneeded.
ThehearingofcerdisagreedandgaveMr.Waldman30days
toreplacethefenceorpayaneof$150perday.
Wehavechangedourbylawstomakeiteasierforindividu-
alstorun forofce inUCO.Moreprecisely,thenominating
committeeisnowalsoasearchcommittee.AnyonewishingtoruncancontacttheUCOofceforaform.Alternately,onecan
benominatedfromtheoorattheFebruarydelegatemeeting
(byadelegate)andonlyonedelegateisrequiredtosecondthis
nomination,nottenasinthepast.
InMarchwewillbeelectinganewpresident(Iamterm
limited),twovicepresidents,treasurer,andbotharecording
andcorrespondingsecretary,aswellas20membersoftheex-
ecutiveboard.Ihopethatyouwillseriouslyconsiderrunning
foroneoftheseofces.
Iwouldlikeallourresidentstoremembertousethecallin
systemfortheirguests,deliverypersons,andcontractors.In
Octoberover400entrancesweredeniedbecausetheywerenot
calledin.Thesituationcausesangertowardourguards,who
areonlydoingtheirduty.Theguardsworkhardtokeepusall
safeinthevillage.
Onbehalfofmyselfandmyfellowofcers,Idliketowish
allourresidentsandtheirfamiliesaveryhappyandenjoyable

closedonThanksgivingaswellasthenextday(Friday)sothat
ourvolunteersandemployeescanenjoyalongweekend.o

ForthoseofusluckyenoughtoattendtheCentenariansdes-
sertbuffet,weweretreatedtoaveryspecialoccasion.Honored
wereeightresidents,vewomenandthreemen,whohave
reachedthismilestonewithhumorandazestforlivingand
enjoyingthesimplepleasures.Howluckyweallaretohave
themwithus,toremindusoftheimportantthingsinlife
takingcareofourneighbors,friendship,andlaughter.
GuestsattendingwereStateRep.MarkPafford,CountyAp-
praiserGaryNikolits,andrepresentativesfromCongressmanRobertWexler,StateSenatorDavidAronberg,andMikeEd-
monsonrepresentingStateAttorneyMichaelMcAuliffe.Also
attendingwasHarryFreedman,CommunityRelationsOfcer
forWalgreens.UCOwasrepresentedbyUCOPresidentGeorge
Loewenstein;VicePresidentsFrankCornish,JerryKarpfand
BobMarshall;UCOTreasurerDorothyTetro;RecordingSec-
retaryBettyLapidus;andCorrespondingSecretaryAvisBlank.
Incommemorationoftheoccasion,eachCentenarianre-
ceivedakeyfromCommissionerKoonsofce.SusanBucher,
theSupervisorofElections,wasalsotheretohonortheCen-
tenarians,aswasarepresentativeofSheriffBradshaw.Anita
Cruz,W.P.R.F.VP,offeredafewwordsofcongratulationand
bestwishes.
Afterabreakforsomedeliciousdesserts,entertainmentwasprovidedbytheVillageSongbirds.Alldressedupintheir
redtopsandwhiteslacks,theypresentedastrikingonstage
pictureandthemusicandharmonywaswonderful.Direc-
torMartinRuderman,withpianobyMervKnecht,ledthe
groupinavarietyofmusicalnumbers,whichwereenjoyed
byeveryone.ToparaphraseafewlinesfromMartinsparody
ofThanks for the Memories,Yourcaringway,throughall
yourdaystoyouweraiseatoast.Congratulationstothe
Centenariansseeyounextyear.o

TheoverhaulofDuckIs-
land,whichhasbeenaper-
sonalprojectofmine,aswell

whowassidelinedforquite
sometime(missedbymany
welcomeback,Howie)has
beencompleted.
DuckIslandisawonderful
placeandunderutilized.Why

orBBQ?Benches,tablesand

waitingtobeused.

Inmanycasestheapartment
upstairsdoesnotsufferany
damageordoesnotevenknow
thatithasaleak.
The instrumentmeasures
showthatinthesetwohours,
allthedrywallsabsorbedhuge
amountsofwaterandareal-
readysoaked. MyAssociat ion is now
obligedforanotherdeductible
of$5,000.SinceJuneofthis
year,weareinfor$10,000.
Ourpreviouseventhappened
onJune23ontheothersideof
our24unitbuilding.
Ourboardhaslearnedhow
importantitwastohaveaccess
toallthekeysoftheapart-
mentsinourbuilding.We
wereabletoentertheapart-
ment,locateandstoptheleak
inminutes.
Theexperiencethatwehave
learnedinthepastyearhas
shownthatmostoftheoccur-
rencesandthemostdevastat-
ingoneshavebeencausedby
brokenandfailingball-cock
systemsinthetoilettank.Itis
duetoaging.So we are now
strongly recommending that
each unit will change its ball-
cock system to a new one that
is less likely to fail in the near
future.Thecostisminimal
andcomparingthedamage
thatithelpstoavoid,thisisan
importantinvestment.
Someotherissues:UCOreceivedanoticethatoneof
ourAssociationswasbeing
suedfor discriminationbe-
causetheboardhadrejected
anapplicationtobuyanapart-
ment.Althoughtherejection
wasbasedonbadcredit(in
fact,itwasawful),hislawyer
wastryingtoconnectitto
thetoneofhisskin.Noth-
ingcouldbefurtherfromthe
truthbecausemembersofthe
presidents family have the
sametone.Butnevertheless,ourinsurancecompanyhasto
defendthecaseregardlessof
itbeinganuisancesuit.
ItcametoUCOsattention
thatanewtreasurerofanAs-
sociationfoundout,whenhe
receivedthebooks,thathis
previouspresidentwaspay-
ingbychecksmonieswithout
receiptsthatcouldnotbeac-

claimssubmittedtotheinsur-
ancecompany.Thisindicates
apossibilityofalargeincrease
ininsurancepremiums,as
wellascancellationonour
waterdamagepolicy.Itisup
toustoactproactivelyanddo
something topreventwater
damage,especiallywhenunit
ownersareabsent. Themosteffective action
wecantakeistostartthein-
stallationofthewatercutoff
valvesmentionedlastissue.
Thereisanew,lowerprice
of$150estimatedforeach
installation,plusa$25permit
feeperunit.Itisstronglyrec-
ommendedthatassociations
contactmeintheUCOofce
at683-9189toarrangefor
thisworktobedoneassoon
aspossible.Whilewecannot
recommendanyparticular
plumber,wedohaveapool
ofvelicensedplumbersthat
wecanprovide.Itisvitalfor

Mr.Kajakwarnedusnot
tousethecircuitbreakerto
shutdownwaterheaterswhen
notinuse(tosaveelectricity)
becausethecircuitbreaker
wasnotdesignedtobeturned
onandoffconstantly.Ifyou
burnoutthebreaker,areplace-
mentpartmaynolongerbe
available.Itispossiblethat
theentireboxwouldhaveto
bereplaced,foranestimated
costof$600. Asolutionwouldbetohave
atimerinstalled;thatwill
automaticallyshutdownthe
waterheaterwhennotinuse.
Mr.Karrhadvisedusthat
tanklesswaterheatersare
illegalbecausethewiresin
ourvillagewerenotmadeto
handletheamploadrequired
bysuchheaters.Ourelectrical
systemissupposedtodeliver
100ampsperapartment,and
theaverageunitusesabout75
amps.Atanklesswaterheater
uses44amp,bringingyour
demand19ampsoverthe
limit.Sinceourcircuitboards
arealmost40yearsold,and
ourwiresarealuminum,this
isaformulaformajorprob-
lems,suchasblowingout
yourcircuitboardsorburning
outsomeofyourappliances,
aswellasare.Areisonly
amatteroftime,whenusing
moreampsthanthewires
inthewallsaredesignedtohandle.
