D3.1 – REPORT ON THE ESTABLISHMENT OF A COLLABORATIVE CROSS BORDER
SMART CITIES NETWORK STATUS: VERSION: FINAL, SAVED: 10 MAY 2012
This report presents an overview of establishment of a collaborative cross border smart cities network which brought cities from across Europe together, starting with a core group of cities and widening it during the two years of the project. The network met regularly and this summarises the progress of the network, the constituent members and examples of their joint working.
ABOUT FIREBALL
The over-all objective of the FIREBALL project is to coordinate and align methodologies and approaches in the domains of Future Internet (FI) research and experimentation testbeds and user driven open innovation towards successful innovation in smart city environments. In doing so, and in covering the whole FI research and innovation value chain driven by smart cities being the users of the FI, FIREBALL aims to establish effective forms of cooperation across the FI innovation value chain, creating synergies and cooperation practices among different research and innovation communities related to the FI.

1 INTRODUCTION
One of the key objectives of Work Package 3 (WP3) is to establish the Smart Cities network, starting
by involving a core group of European cities, Manchester, Amsterdam, Helsinki, Barcelona and
Lisbon, who are committed to becoming Smart Cities and to developing cross-border joint actions to
achieve transformation through the implementation and use of Future Internet based services. The
aim is that the core group of cities would work within the EUROCITIES network (www.eurocities.eu)
to create a wider knowledge sharing network which is open to all cities involved in EUROCITIES
working in a close cooperation with the European Network of Living Labs (ENoLL) and other partner
networks and projects. The goal is to bring together key actors from the cities and their partners
through a series of workshops to share knowledge and best practices and to enhance dissemination
of information of Future Internet to the wider audience.
This report describes how the network is being developed, what are the activities implemented
within the FIREBALL project and what are the achievements of the network to date.
2 IMPLEMENTATION
The Smart Cities Network of the core cities was launched in Helsinki on November 18th, 2010 by the
cities of Amsterdam, Manchester, Lisbon, Barcelona and Helsinki as a part of the conference
“Connected Smart Cities” (http://events.forumvirium.fi/smartcities2010/). The conference brought
together 170 professionals (City Officials, Development Directors, IT-Specialists, Professors,
Designers, Engineers) from across Europe to exchange views e.g. on future internet and user-driven
innovation in city contexts especially through living labs. Details of the agenda at the launch event
are attached in Annex 1.
After the launch of the Smart Cities Network of the core cities, the network partners have worked
closely with EUROCITIES, more precisely with the Knowledge Society Forum (KSF), the European
Network of Living Labs (ENoLL), the CIP Smart Cities Portfolio Projects 2010 and 2011 and other
projects (e.g. Networking Intelligent Cities for Energy Efficiency, NiCE, which is developing the Green
Digital Charter initiative), exchanging best practices and finding new ways to boost and sustain the
capacity for open innovation, co-production and sustainability for future internet enabled services in
cities across Europe. The network has participated in organizing several workshops in close

3 ACHIEVEMENTS OF THE NETWORK
The results of the FIREBALL project’s WP3 related to the establishment of the network include:
3.1 LONG TERM COLLABORATION BETWEEN SMART CITIES, LIVING LABS AND THE FUTURE INTERNET NETWORKS
The network has started to set out the basis for long term collaboration between the Smart Cities,
Living Labs and Future Internet networks and establish a collaborative Smart Cities Network which
will support cities to innovate in order to tackle the major societal challenges faced by Europe, such
as sustainable mobility, climate change, energy security and ageing population. Following the launch
of the network in Helsinki in November 2010 it has worked in a close cooperation with the
EUROCITIES Knowledge Society Forum (KSF) which launched its Smart Cities working group in April
2011, co-chaired by Manchester and Barcelona. Key members of the network are the core cities of
Manchester, Lisbon, Barcelona, Amsterdam and Helsinki, but also a further cities from across Europe,
a full list is attached in Annex 3. The network will be continuing its work within the KSF after the
FIREBALL project is finished, through the meetings planned in Belfast in June 2012, Vienna in October
2012 and Brussels in January 2013, with further meetings to be confirmed for Spring 2013 and
Summer 2013. The Autumn 2013 meeting will be hosted in Manchester to celebrate the 20th
anniversary of the founding of the Telecities network (which became KSF) on the theme of “Telecities
to Smart Cities: 20 years of Urban Digital (1993 – 2013). Other events in which the Smart Cities

3.2 KNOWLEDGE EXCHANGE
The network is developing knowledge sharing between cities and other relevant projects, networks
and actors, including the European Network of Living Labs (ENoLL) and CIP Smart Cities Portfolio
Projects related to Future Internet practices, open data, user driven open innovation etc. and
creating open innovation networks for new smart apps and services for city use-cases and test-beds.
The next stage is to sustain this work through the continuing collaboration within the EUROCITIES
KSF Smart Cities working group. The aim is to link this ongoing work with the development and
maintenance of the Smart Cities ‘Toolkit’ which is part of the Roadmap (see D3.2).
3.3 DISSEMINATION AND COMMUNICATIONS
Raising awareness of the key issues relating to Future Internet and open innovation Living Labs
developments is an important part of both the work of the FIREBALL project and the plans for future
sustainability. The work of the FIREBALL project to date has already brought these concepts to a
wider audience and started the process of linking these into global networking opportunities.
Ongoing dissemination and communications work will be developed through the KSF working group
and the thematic networks within ENoLL. The legacy arrangements for the FIREBALL project website
and its content are currently being discussed with EUROCITIES to enable these to be linked into the
EUROCITIES website in order to secure mutually beneficial outcomes. The results of these discussions
will be reported at the May 22nd
/23rd
event and at the next meeting of the KSF Smart Cities Working
Group at the meeting in Belfast on June 21st
2012.
3.4 ROADMAP DEVELOPMENT
The relationship between the network and the Roadmap development is an important one, enabling
the Roadmap to be informed by practical experience within the cities while the new concepts being
developed through the Roadmap in turn inform policies and practice in the cities. As reported in D3.2
the Interim Roadmap was presented at the KSF Smart Cities Working Group meeting in Berlin on
March 21st
2012 and the last stage of the consultation process with cities was initiated. This had
started with the “Smart Cities and Future Internet” event in Brussels on Jan 25th
2012 where partners
from the cities, Living Labs and the Future Internet research community met together to discuss
cities’ requirements and progress to date and the capacity of the Living Labs and Future Internet
research community to support the development of Future Internet enabled cities in smart cities.
The report from that event has been widely circulated and a summary produced of the key questions
that need to be answered by cities in support of finalizing the Roadmap and establishing a
collaborative network to offer mutual support for Smart Cities” This was also presented to the Berlin
meeting and a further period of consultation with cities is taking place until mid-April, prior to the
final version of the Roadmap being published at the beginning of May. This will be supported by the
Toolkit which is aimed at supporting knowledge exchange, both between existing cities involved in
this work and also to connect with new cities who wish to become involved.

3.5 STAKEHOLDER ENGAGEMENT
As well as exchanging knowledge of existing ‘smart practice’ the FIREBALL project has also been
working to support new projects as they develop. The consortium of the 2010 and 2011 CIP projects
focusing on Future Enabled services in Smart Cities consists of 33 cities or regions in 16 European
states, 19 being EUROCITIES members. List of the CIP Smart Cities Portfolio Projects 2010 and 2011
with short descriptions are attached in Annex 4.

3.6 CONNECTED SMART CITIES PORTFOLIO NETWORK: FUTURE PLANS
The framework for the work of the Connected Smart Cities Network was established at the launch
conference in Helsinki in November 2010 with the convening of the CIP Smart Cities ‘Portfolio’ of
projects and the first meeting of the Portfolio Working Group (as foreseen in the Commission’s CIP
Call text). At this meeting Dave Carter, City of Manchester, was elected as Chair of the Portfolio
Working Group. The Portfolio Working Group expanded with the approval of six new CIP projects in
2011 and, at its meeting in Brussels in September 2011 – re-elected Dave Carter, City of Manchester,
as Chair, together with Jarmo Eskelinen, City of Helsinki (Forum Virium), and Joan Batlle, City of
Barcelona, as Vice Chairs.
In the context of launching, in Brussels (Mechelen) in May 2012, the FIREBALL Smart Cities Roadmap
the initial stage of the development of the Connected Smart Cities Network is completed. The next
stage, as foreseen within the FIREBALL Coordination Action, is to link together the Connected Smart
Cities Network and the CIP Smart Cities Portfolio Working Group so that it can be sustainable as the
Connected Smart Cities Portfolio Network led by Manchester, Helsinki and Barcelona. The Connected
Smart Cities Portfolio Network will meet again in September 2012 in Brussels in the context of the
new enlargement of the CIP Smart Cities portfolio of projects approved in 2012. Each Portfolio
project coordinator will have a vote and the new Board will be elected at this meeting and will
prepare the terms of reference and organisational rules for the operation of the Connected Smart
Cities Portfolio Network, working closely with other partners including the EUROCITIES Knowledge
Society Forum and the European Network of Living Labs (ENoLL).

MORNING SESSION
Sustainable Smart Cities and European Innovation Strategies
In cities you can see the accumulation of the fast moving global challenges such as diminishing energy resources, pollution, social exclusion, ageing and now the biggest financial crisis of our century. However, cities are also at the fore-front in delivering innovation and thriving economic progress, despite having to cope with the challenges of rapid climate change and structural socio-economical changes, in these times of diminishing city budgets. Thus, in fact being a part of the solution, cities developing Smart City policies offer many possibilities for education, sustainability and creativity enhancing the overall quality of life of its dwellers. City development and initiatives are based on finding new and innovative ways of using information and communication technologies to support the planning and implementation of new strategies and services, which will contribute to urban sustainability, paving a way for the new Digital Agenda for Europe. Cities are in the heart of smart growth – an economy based on knowledge and innovation, delivering smart, sustainable and socially inclusive strategies and services, supporting the EU 2020 targets, in particular European Union Digital Agenda and Innovation Union objectives.
This opening session of the conference will focus on the different European strategies of how to become a Smart City. Distinguished, high level speakers from across Europe, including Mayors, Directors and experts, will provide diverse perspectives on issues relevant to sustainable and open Smart Cities and European Innovation Strategies. The aim of the conference is to raise awareness about the developments in the fields of Future Internet Research and collaborative innovation in the European Union Living Labs, leading and sustaining Smart Cities.
The conference will address policy priorities of smart, sustainable and inclusive growth in the cities and reflect how innovation can support the life the citizens. The European Digital Agenda will be presented and discussed and examples of good practises will be presented by the cities that are leading Smart Cities in Europe as well as the European Union financed pilot project FIREBALL will be presented.
AFTERNOON SESSION
From Local to Cross-Border Initiatives to support Smart Cities Collaboration
This session will be addressing Living Labs, Future Internet based services and Smart Cities from ongoing cross-border city initiatives in the fields of Open Innovation, Public Private Partnerships and Future ICT enabled services. Participants will discuss, how the developments and possibilities offered by Internet Technologies of today and the future as well as platforms and applications, can sustain open participatory innovation ecosystems and drive towards more innovative and effective cities. Thus, the question of how cities can act as networks of innovation ecosystems, accelerating development and take-up of new technology enabled services. Inspiring speakers will highlight major themes and presentations will be made from European funded initiatives of "Open Innovation for future Internet-enabled Services in Smart Cities".

During this session the Connected Smart City Network of five core cities, supported by DG Information Society and Media in cooperation with Eurocities Network of Knowledge Society Forum and the European Network of Living Labs, will be launched. This network will bring together different European cities to lay ground of Connected Smart Cities for new economy, jobs and skills as well as address new ways of working and a new quality of life that will serve the locality and its people and business for decades to come.
