(I) Current Situation
* Chemical and Related Substances Safety Law Draft was successfully drawn. * It is still submitted to Parliament and draft approved by Parliment. * IT need to be enforcement on Chemical Management by Law. * We have the plans to adopt the transition periods for substances, mixtures and Building Block Approach plans for GHS after the Chemical Safety Law was approved.* Now , we only organised a working group to do GHS. It contains government and private sector, Chemical Industry Group (CIG). * In the near future the plans will be implemented.

Current Functions of Government (Ministry of
Industry) We collected over 7000 kinds of Chemicals from 18 Ministries
in Myanmar. Most of them were transported by companies and they were
used by Ministries of Government. We catergorized these chemicals by the Physical Hazards (16),
Health Hazards (10) and Environmental Hazard s (2) under Globally Harmonized System (GHS).
We have already finished over 500 groups of Chemicals classification and labeling.
Cooperative activities between government and private sector (NGO).
We are searching the classification result s in the NITE, JSIA, EFFA, CRIP & ESIS website and MSDS of other website s from Internet.
Finally, we will classify the Prohibited, Restricted and Conditional Chemicals from the final classification result for National Chemical Profile.

Globally Harmonised System (GHS)
What is the GHS ?
A common and coherent approach - To define and classify hazards - To communicate information on labels and Safety
Data Sheets (SDS) Objective of GHS - To enhance the protection of human health and the
environment. GHS Benefits - Protection of human health and environment around
the world will be enhanced. - An internationally maintained system will be made
available to all nation without an existing system - Avoidance of duplication of testing and evaluation of
chemicals to determine their hazardous effects will be ensured. - International trade in chemicals will be facilitated
![Page 13: CURRENT SITUATION OF GLOBALLY HARMONIZED SYSTEM (GHS) IMPLEMENTATION IN MYANMAR DR. KHIN PA PA SOE ASSISTANT DIRECTOR 22.5.2013 MINISTRY OF INDUSTRY MYANMAR](https://reader037.vdocuments.mx/reader037/viewer/2022102700/5519408c5503468d738b4592/html5/thumbnails/13.jpg)
Workplace - Including Agriculture (pesticides) and Pharmaceuticals - Labels and Safety data sheets
Consumers - Labels, Emergency number
Transport - Labels, Placards, Transport documents (TREM CARD)
Emergency responders - Labels, Placards
Target Audiences Needs
![Page 14: CURRENT SITUATION OF GLOBALLY HARMONIZED SYSTEM (GHS) IMPLEMENTATION IN MYANMAR DR. KHIN PA PA SOE ASSISTANT DIRECTOR 22.5.2013 MINISTRY OF INDUSTRY MYANMAR](https://reader037.vdocuments.mx/reader037/viewer/2022102700/5519408c5503468d738b4592/html5/thumbnails/14.jpg)
Manufacturer or Supplier - To make labels and SDS (MSDS) Employer - To give a chance of education and training for workers on GHS. Consumer
- To understand the meaning of contents of label Workers - To understand meaning of contents of label or
(SDS,MSDS) Government
- To harmorize of the domestic regulations on order to implement GHS
Institute, Agency, Academic
- To do hazard assessment, information society, etc.., dissemination, education program, etc.
What should be done for GHS?

Principle: Physical and Chemical hazard data is based on to measure but can be collected from various data lists.
The data used under international agreement, laws and regulations can be used as GHS classification because GHS is based upon part of the UN classification system (Transport of Dangerous Goods.)
