Keeping in view the framework of the UN guidelines on consumer protection which emerged from these growing concerns, the Consumer Protection Act was enacted by the Indian Parliament on December 24, 1986.

The objective of the Consumer Protection Act is to provide better protection of the interests of the consumers by providing for the establishment of authorities for facilitating settlement of consumer disputes.

STATEMENT OF OBJECTS AND REASONS
• The Consumer Protection Bill, 1986 seeks to provide for better protection of the interests of consumers and for the purpose, to make provision for the establishment of Consumer councils and other authorities for the settlement of consumer disputes and for matter connected therewith.

STATEMENT OF OBJECTS AND REASONS It seeks, inter alias, to promote and protect the rights of consumers such as-
a) to be protected against marketing of goods which are hazardous to life and property;
b) informed about the quality, quantity, potency, purity, standard and price of goods to protect the consumer against unfair trade practices;

STATEMENT OF OBJECTS AND REASONS(c) to be assured, wherever possible, access to an authority of goods at competitive prices;
(d) to be heard and to be assured that consumers interests will receive due consideration at appropriate forums;
(e) to seek redressal against unfair trade practices or unscrupulous exploitation of consumers: and
(f) right to consumer education.

STATEMENT OF OBJECTS AND REASONS• To provide speedy and simple redressal to consumer disputes,
a quasi-judicial machinery is sought to be set up at the district, State and Central level. These quasi-judicial bodies will observe the principles of natural justice and have been empowered to give relief of a specific nature and to award, wherever appropriate, compensation to consumers. Penalties for non-compliance of the orders given by the quasi-judicial bodies have also been provided.

Consumer Disputes Redressal Agencies• District Consumer Disputes Redressal Forum (DCDRF): Also known
as the "District Forum" established by the State Government in each district of the State. The State Government may establish more than one District Forum in a district. It is a district level court that deals with cases valuing up to ₹20 Lakhs.
• State Consumer Disputes Redressal Commission (SCDRC): Also known as the "State Commission" established by the State Government in the State. It is a state level court that takes up cases valuing less than ₹1 Crore and appellate cases from district forum
• National Consumer Disputes Redressal Commission (NCDRC): Established by the Central Government for all other cases including appellate cases.
