Connecting lives. It’s what we do every day throughout the St. Joseph’s
Hospital Health Center system of care. In 2013, we engaged in many more
projects to ensure that our connections not only continue but grow.
For example, we’re continuing to renovate and expand our facilities to
ensure we’re providing the best care with an integrated, efficient approach
that helps our patients and their families receive the care they need when
they need it. In the pages of this report, for example, you’ll read about how
our new surgical suite and Primary Care Center – West are breaking new
ground in surgical and primary care.
We continue to expand our primary care presence throughout our
region, making it easier for patients and their families to connect with the
appropriate health care services in their communities. In our hospital, we
are connecting with patients and their families in new and innovative ways,
including using special touches, such as pet therapy and therapeutic music
among many more.
But it’s more than adding services and expanding facilities. At St. Joseph’s,
our doctors, nurses and staff connect with patients and families from the
moment they walk through our doors. It may be as simple as an honest
conversation. Maybe it’s a few extra moments to make everyone more
comfortable with a procedure. Whatever it is, you know that while you’re
here, the people caring for you or a loved one are truly invested in delivering
the best possible outcome. It’s our way of connecting lives – and that’s what

St. Joseph’s has stood as a community landmark atop Prospect Hill in Syracuse since 1869, when five Sisters
of St. Francis transformed a dance hall and bar into a 15-bed hospital. Still sponsored by the Sisters of
St. Francis, Syracuse’s first hospital has experienced phenomenal growth. The institution has evolved into
a health system that, in addition to the hospital, includes a college of nursing, a psychiatric emergency
program and two outpatient surgery centers. In addition to providing general medical and surgical care,

For nearly 30 years, Franciscan has extended the reach of the hospital
throughout the Central New York community with the goals of reducing the
length of stay of patients, preventing unnecessary admissions and generating
new sources of revenue for the hospital. Franciscan Companies provides
medical equipment, oxygen, CPAP, home health aides, Lifeline Medical Alert,
Registered Respiratory Therapists, a medical weight loss program and an elder life
membership program.

Franciscan Companies had a five percent growth
in gross revenue and exceeded 2013 budgeted
profit by seven percent.

joint venture (pending DOH approval) for
Embracing Age to hold a 40 percent ownership
of Oswego Health Home Care (CHHA). This will
be a joint venture with Oswego Health.
u Opened and received a management fee for
oversight of a sleep lab in Carthage in June 2013,
and established a durable medical equipment
(DME) preferred provider agreement, and a
d/b/a of Mountain Lakes Health Services.
u Continued to grow the business

u Franciscan Health Support Licensed Home Care
Agency expanded into Cortland County.
u Established a retail partnership with Kinney
Drugs which includes Franciscan and Kinney
joint venturing on in-store DME and e-commerce
DME. The e-commerce program includes disease
management education.
u Franciscan, Kinney Drugs and Pulmonary
Health Physicians, P.C., established an in-store
center (Healthy You Wellness Center) at
Kinney’s Lafayette Road, Syracuse location.
This center, in addition to providing mid-levels
for clinical assessment, provides screening and
education for pulmonary disease.
u Established a preferred provider agreement
with Fidelis for 17 counties in New York state,
and an exclusive agreement for four counties
for the provision of DME and medical supplies
required by Fidelis clients. Franciscan also
established a direct-ship program with Fidelis
which will eventually cover the entire state.
u Expanded its partnership with the Philips
Corporation for the purpose of providing an
equipment and supply direct-ship program
to the patients from the manufacturer.
u Embracing Age established a relationship with
a developer for the purpose of constructing
an Embracing Age community in Baldwinsville,
N.Y. (200 apartments).
u Embracing Age will receive a management fee for
the provision of Embracing Age services. The
project is anticipated to be completed by the end
of 2014.
u Entered into an agreement with VNA Options
to provide Licensed Home Care Agency
services and care management to
the VNA managed long-term-
care patients.

u Orthopedic/spine service line created a post-
operative volunteer program. The Center
Support Angels are patients who have had
surgery and then come back and support
new patients.
u Human resources enhanced staff training with a
redesigned leadership development program
and streamlined new employee orientation.
It also established an online learning
management system to train employees
and physicians.
u Redesigned the human resource function to
create a vice president position and an office of
employee engagement to meet the growing
needs of our system.
u St. Joseph’s Nurse Practitioner Carol Rogers was
presented with the first annual Partners in
Franciscan Ministries Award from the Sisters of
St. Francis. The award is given to an employee
from each of the Sisters’ sponsored corporations
who exemplifies key values of the Sisters of
St. Francis, including reverence, compassion
and justice.
u There were four recipients of the Sister Patricia
Ann Award. Debra Steves, RN, who works
in the Family Medicine Center, was the nursing
award winner; John Viola, who works in
nutritional services, was the employee winner;
Dr. Thomas Aiello, a pulmonary physician,
was the physician winner; and Teresa Mortise,
RN, manager of the Family Medicine Center, was
the Lifetime Achievement winner.

St. Joseph’s established an office of patient experience. Focused on all patient interactions throughout its
system of care, the office of patient experience works collaboratively with other departments to ensure care
is consistently patient-centered and focused on quality, safety and clinical outcomes.
The office of patient experience integrates multiple service areas and programs, including patient relations,
patient survey data analysis, patient/family advisory council, HCAHPS education, volunteer services,
interpreter services, diversity/inclusion, ethics, palliative care, service excellence training/coaching, and
the development of innovative programs to create a healing environment.
“This new office brings together all the entities that focus on the patient care as seen through the eyes
of our patients and their families,” explained Deborah Welch, vice president for people for St. Joseph’s.
“By integrating those areas that are already focusing on patient experience, we can take advantage of
synergies among the departments and bring patient-centered care to an exceptional level at St. Joseph’s.”
st. Joseph’s establishes office of Patient experience, implements Complementary Medicine
The office of patient experience recently implemented a pet therapy program, which offers a way for patients
to experience the evidence-based healing power of the human-animal connection.
Working with Pet Partners of Syracuse, St. Joseph’s has four separate animal/handler teams
that visit in two-hour blocks, first in the main lobby and waiting areas and later in patient care
areas, as appropriate.
“St. Joseph’s is committed to providing personalized care that recognizes the benefits
of integrating traditional medicine with complementary medicine,” said Deborah
Welch, vice president for people. “Research shows that therapy animals can
provide emotional support for patients with stress, anxiety and loneliness,
thereby contributing toward a better quality of life.”
In addition to therapy pets, St. Joseph’s offers other complementary
therapies to hospitalized patients, including therapeutic music and the
healing touch program. It also is focused on the healing environment,
adding natural lighting where appropriate and implementing noise
reduction efforts on the patient units.

u St. Joseph’s received ISO 9001 certification for
its quality management program, one of the

u Physical medicine and rehabilitation
collaborated with nursing and respiratory
therapy to initiate progressive early mobility
in the intensive care unit. This is an
evidence-based program that promotes
mobilization to each patient’s tolerance
to prevent complications from immobility.
u Implemented a pain management consult
service in the pharmacy.
u Received a $47,853
grant from CareFusion to implement
antibiotic stewardship principles
in a long-term-care setting.
u Executed a comprehensive falls
prevention program, which resulted in
four fewer falls per month in 2013.

In September, 2013, St. Joseph’s Physicians relocated its Baldwinsville office to the Radisson Health
Center, located at 8278 Willett Parkway in Baldwinsville.
The practice moved to its new space to improve service to its patients and accommodate
the growth in new patients with the addition of new providers— Julie King, MD, Emily
Rhodes, MD, and Daniel Spangenburg, MD.
“Our new, expanded practice and added services allow us to better serve our
community and meet the health needs of our neighbors,” commented Dr.
Timothy Tramontana, medical director. “Having resources dedicated to
expanding the family medical practice and to providing patient service
enhancements represents St. Joseph’s commitment to the community.”

state-of-the-art medical technology and larger
surgical team.
u Announced strategic affiliation agreement with

St. Joseph’s opened a new, state-of-the-art surgical
suite in June, 2013. The new surgical suite includes 15
operating rooms (ORs), which are two more than the
current suite, and each OR suite is 50 percent larger
to accommodate today’s state-of-the-art medical
technology and larger surgical teams.
Designed to enhance care for patients just before
and right after surgery, the Post-Anesthesia Care Unit
(PACU) has been expanded from 16 to 25 patient
beds, increasing annual capacity from 10,500 to
14,000 patients.
The new, co-located Central Sterile Unit is nearly
four times larger than the former, 40-year-old unit.
Its position adjacent to the new Surgical Suite
increases safety and efficiency, while “green” instrument
washers will save water and electricity.
“Today’s surgical setting has dramatically changed
since 1992 when the existing <15,000-square-foot
operating room suite (OR)/post-anesthesia care unit
(PACU) was built at St. Joseph’s Hospital,” explained Jodi
Donahue, director of surgical services for St. Joseph’s.
“Constructed to accommodate the resource needs of
the surgical procedures being performed at that time,
the operating rooms were once considered spacious.
However, these rooms simply can no longer meet the
demands of today’s advanced surgical technology and
procedural complexities.”
St. Joseph’s expansion not only will meet the needs of
patients and the community, but also will demonstrate
the hospital’s environmental commitment. Consistent
with Syracuse’s national identity as one of 10 top green
communities in the nation, as designated by the U.S.
Environmental Protection Agency, this project will
use sustainable design principles to build a “healthy”
hospital while seeking LEED certification. Phase 2A
and B together are one of the largest green health care
construction projects in New York state.
“As a Franciscan institution, we’re proud to note that
St. Francis is the patron saint of ecology, and we are
committed to applying progressive, ‘green’ construction
and operating principles throughout this project,” said
Kathryn H. Ruscitto, president and chief executive officer
of St. Joseph’s.
Working with the New York State Energy Research
and Development Authority (NYSERDA), the
plan includes solar panels, daylighting views,
energy-conserving systems, a greenway park, site
drainage, and underground water and storm
water infrastructure, all of which will reduce the
hospital’s energy costs. Additionally, these features
are aimed at maximizing the sustainability of the
new St. Joseph’s and ensuring that every impact on
current and future generations is a positive one.
St. Joseph’s is financing the expansion project,
which includes the recently completed Emergency
Services Building, in several ways. The Central
New York Regional Economic Development
Council identified the Phase 2B expansion as
a priority project and in 2011, St. Joseph’s was
awarded $2.5 million in Regional Economic
Development Council funding.
St. Joseph’s also has received an inducement of
$177 million for tax-exempt bonding from the
Onondaga Civic Development Corporation, a
local development corporation recently formed
by Onondaga County Executive Joanie Mahoney.
The Corporation has the authority to assist not-
for-profit organizations that undertake economic
development projects by the Onondaga County
Legislature. The remainder of the investment
will come from hospital reserves, as well as
St. Joseph’s Hospital Foundation’s Generations
capital campaign.

St. Joseph’s is helping connect patients to primary care in the community through a new patient navigator program
in its Emergency Department, the only one of its kind in Central New York. Part of an overall strategy to ensure
patients are seen in the appropriate healthcare setting and are connected to the services they need, the program
includes three individuals who meet with patients seven days a week.
“The patient navigators focus on two types of patients,” explained Christina Pavetto Bond, MS, FACHE, associate,
strategic integration. “First, they help those who do not have a primary care physician or are unable to get to their
physician. Second, they meet with those who are un- or underinsured to help enroll them in insurance programs.”
Since the program began, more than 500 patients have been connected with primary care, insurance or both and
nearly 80 percent of them have kept follow-up appointments.
“Follow-up appointments are important because the best ongoing care for patients is with a provider who can get
to know them and their unique healthcare needs,” said Bond.
Patient navigators are available in the ED, Monday through Friday from 9 a.m. to 11:30 p.m., and weekends from
9 a.m. to 5 p.m., the time frames when the ED sees the most patients.
In addition to the patient navigator program,
case managers in the ED continue to work
proactively with physicians to discharge
patients home as much as possible, rather than
admitting them to the hospital.
“Patients want to recover at home,” said Mary
Luziani, MS, RN, director of care management
services. “We want to help them do just that by
providing home care and other services to
support them.”
In addition to the patient navigator program, St. Joseph’s employs a
community and patient liaison who helps with education and outreach
programming on Syracuse’s North and West sides. The liaison, a
FrancisCorps volunteer, works with primary care providers and partner
organizations to ensure patients and community members are connected to
the services and support they need.

Health care bills can be daunting, especially to those
who do not have insurance to pay for them. St. Joseph’s
understands how confusing medical bills can be
and has trained financial counselors who can help
patients understand their financial responsibility and
the payment options available. Translator services are
available to assist with the application process.
St. Joseph’s patient financial assistance program helps
people who are unable to pay all of their medical bills
incurred at St. Joseph’s. St. Joseph’s patients with or
without insurance may also set up manageable monthly
payment plans with no cost or added fees or interest.
Patients may also qualify for financial assistance if they
do not have health insurance or if their health insurance
does not cover all the medical care they need. The
financial assistance program may substantially reduce
the amount owed to the hospital.
eligibility for financial assistance
A patient’s eligibility for financial assistance is based on the
size of the applicant’s family and is limited to those families
whose income is less than or equal to 300 percent of the
current poverty level income guidelines as determined by
the Department of Health and Human Services. Applicants
for financial assistance may be screened for Medicaid
eligibility by a financial counselor. Income verification
for the time frame in which a patient received services
will be needed to determine whether an application for
state-sponsored insurance should be completed.
Covered services
Patient financial assistance funds are utilized for all
medically necessary inpatient and outpatient services.
Financial assistance does not cover cosmetic services,
physician professional services, or telephone/TV
charges. Patient financial assistance is applied after all
insurance coverage has been exhausted or for uninsured
self-pay patients. St. Joseph’s will determine a sliding
fee scale for each service based on the Federal Poverty
Guidelines and the patient’s income level.

The CHANCE program has helped many to get back on their feet. One example is the story of “Ralph,” who
was staying at the Rescue Mission after being released from prison. He had served more than 20 years before
he was released and when the CHANCE program staff met him, he had severe symptoms of depression and
a significant heroin addiction. He was overwhelmed with life beyond bars and wanted to go back to prison
because he didn’t know what to do. CHANCE counselors eventually connected Ralph to outpatient services,
where he remains a patient today. He has graduated from a drug addiction program and has since remained
in housing and reconnected with his children and grandchildren. He even has a new relationship with a new
baby! Ralph is an example of the kinds of success stories heard every day within the CHANCE program.
ChanCe sees Many successes
Earlier this year, St. Joseph’s opened its expanded Primary
Care Center – West on Syracuse’s Near West side. It features
an innovative approach to patient care, which integrates
primary care and behavioral health care, as well as preventive
programs to help the community get and stay healthy. Take,
for example, a collaborative healthy shopper program.
Brought together by the Near West side Initiative, Nojaim
Brothers supermarket is joining forces with St. Joseph’s
Primary Care Center - West, and Syracuse University’s Lerner
Center for Public Health Promotion in a “food-indexing”
effort. The program is aimed at encouraging residents of
Syracuse’s Near West side to eat far healthier foods than
many of them are eating now, and to avoid the kinds of food
that contribute to high cholesterol, heart disease, diabetes,
and high blood pressure and may even lead to early death.
“We’re partnering with Nojaim and SU’s Lerner Center with
this food index,” said Luis Castro, MD, medical director of
St. Joseph’s Primary Care Center - West. “When our patients
shop at Nojaim and buy certain foods or beverages, each
food will have a numerical index between 1 and 100 based on
how ‘healthful’ the food is—the higher the index number, the
better it is.”
There is a reward for patients, depending on the
“healthful foods” they are consuming. It may be a gift
card with which they can purchase more items or
other rewards for buying the “right things.”
With patients’ consent, Dr. Castro or a
dietitian will counsel Nojaim shoppers
on what they purchased the previous
month, how healthful their choices
were, and what similar foods are
available at a higher,
healthier index number.
“Here’s what you’ve
done,” Dr. Castro
may tell a
patient, “and
here’s
where
you are
on a
scale from 1 to 100. It’s more tangible than just telling them
to go out and eat more nutritious food.”
Dr. Castro, recalling a recent patient encounter, said he has
learned to be more specific in his advice and directions.
He told a diabetic patient that she “had to eat more fish
and chicken.”
When his patient returned a month later, he noticed a burn on
the woman’s forearm. The woman told Dr. Castro that she was
eating more chicken, as instructed, but had burned herself
while following his instructions.
“I had not done a very good job of explaining that I meant
skinless chicken baked or broiled, not fried,” Dr. Castro said.
The effort to bring healthier eating habits and much more
to the Near West side involves other partners, including
the Onondaga County Health Department and Syracuse
University’s David B. Falk College of Sport and Human
Dynamics, and key individuals such as Marilyn Higgins, who
served as chair of the Near West side Initiative board of directors
with Nojaim as vice chairman, and Syracuse University’s Tom
Dennison, who serves as faculty director of the Lerner Center for
Public Health Promotion at the Maxwell School.
“I’m convinced that place-based solutions may make sense
more than very broad, scattershot projects,” Dennison said.
“If you can concentrate resources in a community and have
the best composition of resources, you can really make a
difference in people’s lives and, thereby, their health. What
is happening at St. Joseph’s Primary Care Center – West is an
interface between what happens at the retail food level and
what happens in the doctor’s office.”

The Comprehensive Homeless Access to Nontraditional
Clinical Experiences (CHANCE) program is a cooperative effort
between St. Joseph’s, the Onondaga County Department of
Mental Health, the Syracuse Rescue Mission, and the Salvation
Army. The program is funded by a grant with the goal of
facilitating a connection between behavioral health services
and the homeless individuals using the shelters.
To accomplish this goal, the CHANCE program employs one
full-time Program Counselor who has an office at the Rescue
Mission but spends time at the Salvation Army Women’s
Shelter and Emergency Shelter as well. St. Joseph’s also has
included, by virtue of working with the homeless population,
people referred by Catholic Charities (Oxford Inn), Dorothy Day
House and Vera House.
“The Program Counselor’s role is diverse and flexible,”
explained Christopher Prosak, manager of behavioral health
services. “A part of this role is helping individuals transition
from psychiatric inpatient units and correctional facilities into
the shelters. Training of the shelter staff is also a large focus
of the program.”

or CPEP (Comprehensive
Psychiatric Emergency
Program). Their needs are treated
right where they are.
A part-time Psychiatric Nurse Practitioner
assists with medical assessments and client and
staff education and has a frequent presence at
the shelters to establish familiarity and relationship
building. He or she also orders medication and injections,
and monitors compliance with taking them as prescribed.
The ultimate goal is to develop a relationship with the client
and eventually connect him or her with long-term treatment in
the community.
ChanCe Program helping the homeless in syracuse
Health Train is an innovative workforce development program designed to identify and prepare North Side community
members for entry-level positions within St. Joseph’s Hospital Health Center and other partnering healthcare employers.
Developed in collaboration with St. Joseph’s human resources staff, the program’s mission is to connect community members
with jobs, assist community members in leveraging career opportunities within the hospital, and reduce employee turnover of
targeted positions within the hospital. The third Health Train class program graduated 10 individuals, all of whom were placed in
jobs at St. Joseph’s. Since 2012, 38 people have graduated from the program and 37 remain at St. Joseph’s, which is a 97 percent
graduation and job placement rate.

We often hear from our donors that their generous gifts were primarily motivated by the “personal gratitude” they feel for the
care that was provided while they were patients in the hospital.
During 2013, many of you sent letters and gifts, in response to our grateful patient invitation in honor of National Doctors’
Day. In fact, more than 650 of you took the time from your busy lives to write notes and letters to us. One such note reflected
how “all in all, I can honestly say that our entire experience from the level of care, compassion, surgical expertise and follow-
up was second to none.” At St. Joseph’s Hospital Health Center, we are grateful to our doctors, nurses and other caregivers
who deliver the highest level of care every day. They inspired more than $1.7 million in donations in 2013 that have helped
St. Joseph’s support key programs and services, and new initiatives.
Charitable funds to support St. Joseph’s Phase 2B construction of a new patient surgical tower were generated during this
year’s public portion of the campaign, and more than 60 people from across our community have gone behind the scenes to
see how the progress on the building is evolving.
A new state-of-the-art Surgical Suite, complete with 15 operating rooms and a 25-bed preoperative/postoperative care
unit, opened in July, and the rest of the patient surgical tower will be completed by fall 2014. Your gifts and pledges, totaling
more than $15.8 million, have helped us design and construct one of the most modern healthcare facilities for patients in the
region. When finished, the patient surgical tower will accommodate 110 private patient rooms, including those designated
for medical and surgical intensive care. Donors will see their gifts recognized throughout the new building in key areas.
Across town, a number of local and regional foundations awarded grants in 2013 to assist with the development of the
St. Joseph’s Primary Care Center—West. This new 16,000-square-foot facility on Gifford Street provides one-stop
shopping for patients and families in need of primary care, behavioral health services, obstetrics, pediatrics
and dental services. More than $230,000 in support was received. Neighborhood partners include Nojaim
Brothers Supermarket, Syracuse University’s Lerner Center and the Near West side Initiative.
Supported by tremendous volunteer support, St. Joseph’s Cherry Blossom Gala and Golf Classic
for 2013 together set new milestones for attendance and net proceeds. Held at the ever-popular
Turning Stone Resort Casino, these annual events raised more than $750,000 combined. Many
thanks to all who contributed as well as to the 350 golfers who played on one of three courses
and the more than 825 who attended the Gala dinner dance.
2013 also saw the kick-off for the St. Francis Society, which honors Circle of Caring members
who make a commitment of $10,000 over five years. Moreover, to recognize the extraordinary
efforts of the Auxiliary of St. Joseph’s Hospital Health Center, a thank you reception was held when
they completed their $1 million Generations Campaign pledge one year ahead of schedule.
Simply put, we encourage continued investment by our many generous donors in the vision and progress

iMProVing health on the near west side
By the end of 2013, the new, expanded Primary Care Center on Syracuse’s Near West side–formerly known as the
Westside Family Health Center–was complete and ready to open to the community. Now known as St. Joseph’s Primary
Care Center—West and located at 321 Gifford Street in Syracuse, this 16,000-square-foot healthcare facility offers an
integrated approach to patient care, increasing access to care and improving health outcomes for low-income and
vulnerable neighborhood residents.
Serving a neighborhood in one of the poorest census
tracts in the United States, St. Joseph’s Primary Care
Center—West places an emphasis on preventive care,
developing strong relationships with its patients and
families. The Center not only provides for the health
care needs of patients but also for non-medical
needs, such as social work services, parenting
classes, breastfeeding instruction and
nutritional counseling. Through a unique
community collaboration, St. Joseph’s,
along with Syracuse’s Near West side
Initiative, Nojaim Brothers
Supermarket, Syracuse
University’s Lerner Center,
the Huntington Family
Centers and the
Onondaga County Health Department, are working together to develop a wellness
outreach strategy to address diabetes, high cholesterol, heart disease and obesity
through a focus on healthy shopping and eating habits.
Funding for St. Joseph’s Primary Care Center—West expansion and
associated care consolidation was secured from New York state
through a HEAL NY Phase 11 grant, which included $4.9 million for
the facility. Grant awards in support of this vital community project
include $150,000 from the Central New York Community Foundation,
$60,000 from the J.M. McDonald Foundation, Inc. and
$17,642 from the Flora Bernice Smith Foundation. Other
funding for the Center was generously provided by
the Auxiliary of St. Joseph’s Hospital Health Center,
which contributed the proceeds from its 2012
Annual Wine Tasting toward furniture for the
waiting room, and Gary Bobbett, president
of Kimber’s Inc., who made a private
gift that will be used to purchase a
television for the waiting room.

The need for advanced surgical technology in the operating room, and
additional space to accommodate not only the equipment but also the
surgical team, created a dramatic need for the hospital to create an efficient
and ergonomic Surgical Suite.
On July 8, 2013, the surgical teams at St. Joseph’s performed the first
procedures ever to be done in the hospital’s new state-of-the-art Surgical
Suite. Its 15 operating rooms and 25 preoperative/postoperative (PACU)
beds reflect a collaborative design developed by surgeons, nurses and
support staff with the overarching goal of improving patient outcomes,
facilitating optimal workflow, maintaining a sterile environment, and
providing flexibility to accommodate current and emerging surgical
techniques.
Created with both patients and surgeons in mind, the new operating rooms
are designed to support hybrid technology and are suited for minimally
invasive surgical procedures, as well as large-incision open surgeries.
Offering improved patient privacy, the new PACU is a highly specialized
intensive care unit that provides a safe environment for the close observation
and care of patients who are at their most vulnerable when recovering from
surgical procedures that require anesthesia.
Through the support of our generous donors, and as part of the Generations
of Compassion u Healing u Innovation capital campaign, St. Joseph’s Hospital
Foundation raised more than $2.4 million toward this vital project.
new surgical suite redefines Quality Patient Care
it’s all aBout “faMilY”
Henry “Hank” Fust and his wife, Andrea, make decisions based on how they will affect their
family. However, the concept of “family” for Hank and Andrea holds far more meaning than
merely being born into a bloodline. In their opinion, family includes people who care for
you, who are there for you, who want more for you, and who share a history with you.
Growing up in Central New York, the Fusts have shared a history with St. Joseph’s
Hospital Health Center for nearly 50 years. They consider St. Joseph’s physicians,
nurses, staff and patients part of their extended family.
At the age of 16 years, Fust held his first job at St. Joseph’s Hospital when
he worked in the Physical Plant–long before he graduated from Le Moyne
College in 1967. Today, as a Partner of Fust Charles Chambers LLP, he recalls
that St. Joseph’s became one of the firm’s first clients 30 years ago. His wife,
a 1966 graduate of St. Joseph’s College of Nursing, went on to work at the
hospital, fresh out of school, and remained for more than 20 years.
Both Fust and his wife state that St. Joseph’s has had a profound influence on their
lives. Not only did they both work many hours in service to the hospital, but they also
remember fondly those they encountered along the way, from the late Sister Gretchen
Gilroy, who taught Andrea during her college years, to Sister Patricia Ann Mulherin, who
until her death in 1987 served as hospital administrator and who befriended Hank as a young
employee. More than any other influence, the Fusts hold St. Joseph’s long-standing mission of
service as an ideal they admire. They point to how St. Joseph’s led the way nearly 145 years ago
by embracing a mission statement during a time when other organizations had not thought
to develop one.
The Fusts believe it is important to offer help to family when it is needed; they believe that it
is equally important to give back to their community. For more than three decades, they have
quietly led by example, giving back of their time, knowledge or resources because generosity
enriches lives, inspires others and holds the potential to empower today’s youth to believe
in a better future. “We may not be able to create a perfect world in our lifetimes, but every
effort we put forth counts,” Hank Fust said.
Through their generosity, the Fusts have helped to enhance patient care at
St. Joseph’s. With a significant history of gift-giving to St. Joseph’s since 1984,
Fust Charles Chambers has pledged its support for St. Joseph’s facility
expansion by naming a Conference/Staff Education Room in the new patient
surgical tower. Moreover, recognizing the importance of education, Hank
Fust, and the couple’s children–Lisbeth, Christina, Kathleen and Walter–
surprised Andrea by establishing the Andrea Turley Fust ‘66 Scholarship fund
at her alma mater, St. Joseph’s College of Nursing. To date, there have been
eight scholarships awarded to students, helping to defray the costs associated
with tuition, books and other expenses. Scholarship funding is especially significant
to financially disadvantaged individuals who hope to attend nursing school. For some
recipients, a scholarship can make the difference in allowing them to focus less on
financial worries and more on their academic studies.
Each operating room is a modern space complete with superb l ighting, digital integration, high ceilings with boom-mounted technology, and improved ventilation and infection control systems.

new York state department of health awarded a grant of
$40,000 to St. Joseph’s Hospital Health Center for bioterrorism
preparedness. This funding is being used to continue to
strengthen the hospital’s ability to respond to the threats of
bioterrorism through the purchase of equipment, supplies
and training.
As part of a $1.2 million, multi-year grant award, St. Joseph’s
Hospital Health Center received $279,000 in 2013 from the
new York state department of health to continue the work
of its regional Tobacco Cessation Center. The Tobacco Cessation
Center provides support and assistance to area physicians in
their efforts to help patients “kick the habit.” The Center offers
educational sessions for physicians and staff, patient education
materials, Nicotine Replacement Therapies for distribution by
physicians, and assistance to healthcare organizations as they
initiate and continue tobacco-free grounds policies. According
to the New York State Department of Health, “Smoking kills
25,500 people every year in New York state. Secondhand smoke
kills 2,500 New Yorkers every year. At any one time, there are
estimated to be 570,000 New Yorkers afflicted with serious
disease directly attributable to their smoking.”
One of 11 hospitals across the U.S. to receive a Clinical
Excellence Grant from the Carefusion foundation i at
the san diego foundation, St. Joseph’s Hospital Health
Center received a $47,853 grant designed to help
recipients develop and share infection prevention
best practices. St. Joseph’s is using the grant
funding to help address Clostridium difficile
(C. diff.) rates in the community by seeking
to extend the success of its internal
Antibiotic Stewardship Program to local
long-term-care facilities. According

of reducing healthcare-associated infections through decreased
use of antibiotics as well as promoting the appropriate use of
these powerful medicines, St. Joseph’s Antibiotic Stewardship
Program is collaborating with Loretto on this program to reduce C.
diff. cases among its residents, and consequently among patients
who present to St. Joseph’s with the infection.
To help enhance care for residents living in one of the poorest
neighborhoods in the United States, Central new York
Community foundation awarded a $150,000 grant to help
support construction of the new St. Joseph’s Primary Care Center–
West facility. Toward this same project, the J.M. Mcdonald
foundation awarded a $60,000 grant. This capital project
relocated St. Joseph’s Westside Family Health Center into a new
16,000-square-foot location on Gifford Street. The larger footprint
is the centerpiece of an initiative to co-locate and integrate
primary care and outpatient behavioral health at three sites with
the goal of improving access to care and health outcomes for
the low-income, minority, immigrant and refugee populations
of Syracuse, and in particular the impoverished Near West side
neighborhood. Primary Care Center—West will allow St. Joseph’s
to add more practitioners to respond to the needs for care in our city.
St. Joseph’s Lymphedema Program received a grant award of
$30,199 from susan g. Komen for the Cure Central new York
affiliate for the L.E.A.P. from Stage 0 program. Lymphedema
Education And Prevention from Stage 0 works to prevent, delay
and reduce the progression of lymphedema that may occur as
a result of breast cancer treatment when it occurs as a result
of treatment for breast cancer. Lymphedema, or blockage of
the lymphatic system, is a harmful side effect of breast cancer
treatment that can lead to permanent disability if not treated.
Although there is no known cure, prevention, early intervention
and management allow most individuals to return to a normal
active life.
Helping to increase access to St. Joseph’s Breast Cancer Services,
the saint agatha foundation awarded $50,000 to enhance care
for women and families who “cannot afford their disease” and
have nowhere else to turn. Playing a vital role in the lives of the
patients who access it, funding from the Saint Agatha Foundation
is used as a “last resort” after all other potential funding sources
have been exhausted.

The Auxiliary‘s annual gift to St. Joseph’s was $198,000 in
2013, representing the fourth and final payment to fulfill the
Auxiliary’s five-year, $1 million pledge to the Generations
Capital Campaign. This amount represents revenue from the
hospital gift shop, Charley’s Angels (baby photo program),
Coffee Bar, Patient Television and Telephone Service, the
Spring Follies and a number of other revenue-producing
Auxiliary projects.
The “Operation Backpack for Our Kids” program filled 720
backpacks with school supplies and distributed them to
children who receive their school physicals at St. Joseph’s
outpatient primary care centers. In addition, the Auxiliary
purchased books for staff members of St. Joseph’s Primary
Care Center—West to distribute to children, infants through
12-year-olds, who visit the office for their annual wellness
check-ups.
The Care and Share Closet, now in its second year, provides
adequate clothing for patients who are ready to leave the
hospital after being treated in the hospital’s Emergency
Department. Clothing provided: clean undergarments,
a shirt, pants and footwear. In 2013, the Berkshire Bank
Employees’ Christmas project provided clothing to the Care
and Share Closet. Private donations are also accepted.
The 17th Annual Holiday Wine Tasting held Nov. 1, 2013,
welcomed more than 500 guests to the Holiday Inn in
Liverpool, N.Y. $23,265 was raised and will name a patient/
family consultation room in the hospital’s new surgical tower.

The second Follies “Hooray for Follywood”
was presented in March 2013. Revenue
raised from the amateur musical production
benefited the hospital’s Employee Wellness
Fitness Programs.
The Ellen Needham Fund was established to honor the
memory of the daughter of Dr. and Mrs. Dwight Needham.
An annual Mass is said for those who have been memorialized
in the past year and for deceased members of the Auxiliary
of St. Joseph’s Hospital Health Center. Through the funds
donated, art supplies, creative materials, stuffed animals and
toys are purchased to benefit the children in the St. Joseph’s
Emergency Department, St. Joseph’s Primary Care Center
– West and the Psychiatric Emergency Program. The Fund
also supports literacy programs for the primary care centers
and Intensive Care Nursery by providing books given to the
children and babies at the time of their discharge.
The Auxiliary continues to provide a variety of services
throughout St. Joseph’s system, including: managing the
volunteers at the main information desk, operating the
Gift Shop, and providing free television and telephone to
palliative care unit patients.

persistent work,
St. Joseph’s College of
Nursing faculty launched a
new, concept-based curriculum
in the fall semester of 2013. After its
inaugural semester, the retention rate of
students immersed in the new curriculum
was 95 percent.
The College has designed, and accepted
students into, a new program called the Accelerated
Evening/Weekend option. Students pursuing the
Accelerated Evening/Weekend option will earn an
Associate in Applied Science with a major in nursing degree
and will be eligible to take the licensing exam to practice as
a registered nurse after 18 months of study. In addition, a
select cohort of the Accelerated Evening/Weekend option
students with a previous BS, BA, or higher degree in another
discipline and the appropriate prerequisites will be eligible to
earn a BS with a major in nursing. This program is called the
Accelerated Dual Degree partnership in nursing. Students
pursuing the Accelerated Evening/Weekend option will
begin their studies in July 2014.
On May 19, 2013, the College held its 113th graduation
ceremony at the SRC Arena and Event Center, located on the
Onondaga Community College campus in Syracuse. One
hundred thirty-two students were awarded an Associate in
Applied Science with a major in nursing degree. Bradford
Berk, MD, CEO and senior vice president for health sciences
of the University of Rochester Medical Center (URMC), was
the commencement speaker. He spoke on “Patient-and
Family-Centered Care: An Insider’s View.” After a leave of
several months in which he recovered from a serious spinal
cord injury, Dr. Berk has focused on cultural transformation
at URMC, promoting development of a patient and
family-centered environment, developing capabilities to
address the challenges of health care reform, and facilitating
the translation of fundamental research discoveries into
clinical applications.
Of the May 2013 graduates, 96.24 percent passed the
National Council Licensure Examination for Registered
Nurses on their attempt through December 2013. This
successful pass rate tops the state mean rate of 78.14 percent
and the national mean rate of 83.04 percent.
The annual Commitment to Nursing Ceremony was held on
Sunday, September 22, 2013 at the Immaculate Conception
Church in Fayetteville. The rising level two Weekday and
Weekend Options students participated in this annual
ceremony celebrating their commitment to the profession
of nursing. All 150 students recited the Florence Nightingale
pledge and received a small cross pin. The cross is a symbol
of the inspiration of St. Francis and signifies that St. Joseph’s
nursing students practice their profession with compassion
and reverence. At this ceremony many of the students were
presented with awards and scholarships.
An awards brunch and graduation ceremony was held for the
Weekend December 2013 graduates at the Doubletree Hotel
in East Syracuse. This is the first time the College has held a
separate commencement ceremony for the Weekend Option
graduates. The Associate in Applied Science with a major
in nursing degree was conferred on 41 students, who also
received the College pin. The Commencement speaker was
Lois Needham, MS, RN, the recently retired Assistant Dean
for Weekend Option.
In 2013, students and graduates were awarded more than
$53,000 in awards and scholarships at their Commitment to
Nursing Ceremony and graduation. Scholarships supported
by the College Alumni Association and the Hospital Auxiliary
totaling more than $32,000 were awarded to incoming
students, enrolled students, and graduates.
College Corner
The College is very proud of the students, staff, and faculty
who have served and are currently serving in the armed
forces. On Veteran’s Day 2013, student Andrew Walsh Curtin,
a United States Marine, was honored at the CNY Veteran’s
Parade and Expo as one of the “30 Heroes Under 30.”
Andrew did two combat tours: one in Fallujah and another in
Afghanistan. He was awarded the Purple Heart after he was
wounded by an improvised explosive device.
The College is also proud of our students who choose to
better their community, hospital, and college through
volunteer work. A few of the volunteer organizations and
charities that benefited from student volunteer hours include
4K for Cancer Bike Ride, local nursing homes, Make-A-Wish
Foundation, College fundraiser Breakfast with Santa,
St. Joseph’s Hospital Volunteer Office, and the College
Recruitment Office.
Say Yes to Education, Inc. is a national non-profit committed
to dramatically increasing high school and college graduation
rates for our nation’s inner-city youth. St. Joseph’s College of
Nursing has joined the Say Yes Higher Education Compact,
in which private colleges and universities agree to ensure
that the neediest of the students served by the organization
—typically those whose annual family income is at or
below $75,000—are eligible, at a minimum, to attend
tuition-free, provided they successfully navigate
the institution’s regular admission process. Say
Yes students whose family income is above
$75,000 and who are enrolled in a Compact
institution are eligible to receive annual grants
from the organization itself of up to

Three Walkways of Caring offer peaceful settings for
patients and visitors. St. Francis Garden is located at the
front of the hospital while Caritas Park is located in front of
the College of Nursing. The Walk of Valor, at the flagpole
in front of the hospital, pays tribute to veterans, reservists
and active military personnel. Inscribed bricks and benches
honor personal heroes and memorialize departed loved
ones. Proceeds support programs and services throughout
St. Joseph’s system.
