1.B Paris Agreement: Ecosystem-Based Adaptation
Assisted migrations of forest ecosystems
Norway spruce
(Picea abies) RCP 8.5 (2071-2100)
• Sustainability under climate change may have a different meaning.
• End of the century large areas are no longer suited for Norway spruce (red dots)
• By 2070 new areas will become favorable for Norway (green dots)
• Assisted migration of forest is under discussion in several MS.
• What are consequences for local climate, hydrology, biodiversity? What the legal aspects?

3.A Future plans: contribution of cities
EU’s Covenant of Mayors, joined with the Compact
of Mayors for the Global Covenant shows success.
The highest reduction: private transportation sector
with a 37.9% drop in the emissions, influenced by
increased bicycle mobility & use of public transport.
Bologna joined the Covenant of Mayors in 2008 &
submitted a Sustainable Energy Action Plan in 2012.
The emission inventory of 2013 showed reduction of
12.4% compared to 2005 (saving 300000 tons CO2).
Transport + buildings system:
> 300 000 tons CO2 saving

Conclusion
1. The Paris Agreement is a landmark agreement and increases EU’s effort not only on Mitigation but also Adaptation
2. In addition a transparency framework installs observation-based GHG monitoring and verification capacities for GHGs under under Copernicus
3. EC is establishing A. Long-term strategy for GHG reduction by 2050B. New Common Agricultural Policy
4. SDG mappingIntegrated assessment, e.g. for international development
