Sports Games and the V Para-Pan American Games 2015 considering
them as a great festival for the unity of everyone in America, using
the power of Olympic Movement to share in peace and brotherhood
through sport.
Bogota 2015 will be an unforgettable experience filled of happiness
in an environment of respect, friendship and fraternity, where every
Colombian wait the opportunity to show at the world the dynamism of
its people, the greatness of the city, the passion facing new challenges,
the promotion of physical education and the civic culture model,
making it the best option.
The integration of everyone and the union of all lives forces from the
country to carry out the best Games in the history will go hand in hand
with sport, social, economic, environmental, cultural and educational
legacy, which will leave the Pan American family in every inhabitant
of this region, making this big dream a great reality.

As Mayor of the capital of Colombia is a great pleasure present to the Pan
American Sports Organization (PASO) the Bogota’s bid as candidate city to host the
XVII Pan American Sport Games and the V Para Pan American Games 2015.
“Bogota plays it all” and we’re already working to make this Games come
true in our Capital, and make it one of the most important legacies built by the
Government of City for its people, promoting the sport as tool of inclusion, identity
and sense of belonging.
The progress demonstrated last years in Bogota and Colombia in economic,

t’s a pleasure for me delivery with all my illusion the Bogota’s bid as candidate city to host the XVII Pan American Sport Games and the
V Para Pan American Games 2015.
The common effort between the Colombian Olympic Committee and the Mayor of Bogota city for the candidature for these games, let
me approve this report, which has all the guarantees required by the Pan American Sports Organization (PASO).
We are conscious of transcendence of these Games for the America Continent and Bogota won’t be inferior to challenge to organize
the best Pan American Sport Games in the history. It is a city that has it all. It’s cultural, modern, fun, social, and friendly, with excellent
gastronomy, with great progress in the transport system, with beautiful architectural buildings, engaged in the construction of modern
venues for high competition and accommodation offer that are rubbing shoulders with the most important world capitals.
Bogota is today and now a fresher city, more friendly with the tourists, which developed faster in its intention to establish itself as the
best metropolis in South America. Its geographic location makes it very attractive because it facilitates the transportation of all delegations,
both in distance and by the costs.
Our capital is an ideal place for athletes set up new records and big challenges. This benefit is in addition to the scenarios are a radius
less than three kilometers. In Bogota all is close around.
For this reason and others, Bogota is regarded like a center of cultural and sport development, with all possibilities to carry out any
international event such as those made recent year: Central American and Caribbean Games in 2006 and Bolivarian Games in 2005.
We are everyone Bogotanos and the best pride for us is host the Pan American family in this great Capital of Colombia.
You can be sure if Bogota wins the organisation of the XVII Pan Americans Games in 2015 the excellence and quality of the organisation
will mark a transcendental step in the Sport Pan American history.

2- NATIONAL CONDITIONSColombia is located in a strategic geographical position, corresponding to the north-western South America,
with an area greater than 2 million kilometers.
Bounded on the east by Venezuela and Brazil, the south by Ecuador and Peru and Panama to the northeast.
It is the only country in the south coast of the continent is in the Pacific Ocean and the Atlantic Ocean is also
the fourth largest country in land in South America and third largest population in Latin America.
The capital of Colombia is Bogota and is located in the country’s center, in department of Cundinamarca. Its
territory extends to greater than 40 kilometers from south to north and 20 kilometers from east to west.
2.1. Government structure
Colombia is a State based on the rule of law as
a unitary republic with a centralized political and
decentralized administration, where the power is
separated in three branches: legislative, executive and
judiciary, in addition to different supervisory bodies.
The President serves as Lead of State and Government
at the same time, delegating duties to the office
of ministers among other public employees. The
bicameral parliament is the Congress and is composed
of the Senate and House of Representatives.
Bogota is located in the Capital District, subdivision
of the Department of Cundinamarca, being a territorial
division of the first order in Colombia.

The Mayor of Bogota is the Head of Government
and the District Administration, representing legal,
judicial and extrajudicial of District Capital. The
District Council holds legislative authority and is
responsible for exercising political control in the district
administration.
2.2. Government levels
According to the Constitution of 1991 Colombia is
composed of 32 departments and one capital district
(Bogota). Departmental governments have their own
Departmental Assembly, public corporation elective
regional, which represents the legislative branch, with
administrative autonomy and own budget.
The Departmental Assemblies are made up of no
less than 11 and no more than 31 members, popularly
elected for a four years period. The Departments in
same time are made up of municipalities and currently
there are 1120 Bogotá as Capital District.
The Capital District of Bogota is divided into 20
localities and these are grouped into more than 1,200
neighborhoods in the city, except the locality of
Sumapaz. Each locality is composed of a Local Board
Administrator - JAL, comprised of not less than 7 and
no more than 9 members, elected by popular vote,
for same period with The District Council.

In Colombia the National Electoral Council - CNE under the rules enshrined in the Constitution, exercises
the control of politics and presents actually sixteen political parties, from the functional point of view, reflect

3- CUSTOMS AND IMMIGRATION FORMALITIES3.1. Regulations
The Colombian government and the Organising
Committee of the Pan American Games Bogota 2015
will provide support and guidance to each of the
participating delegations. Vis-à-vis of immigration
and customs procedures, alls accredited staff of
CON’s delegations will have the entrance opportunely
guaranteed for the Games..
3.1.1. SPECIAL REGULATIONS
Medical products and equipment
Athletes, coaches, officials and other members of
the delegations involves in the Pan American Games
Bogota 2015 must fill out special forms for the entry
of equipment and medical products for use as a result
of sport activity, identifying the main characteristics
of these products to use, the units and the medical
team responsible of prescription.

In that sense, Colombia accept the World Anti-
Doping Code of the World Anti-Doping Agency
WADA and makes regularly updates of prohibited
substances list, which allows healthy competition and
development of sport in its best expression.
Special situations
Without prior authorization by the supervisory
bodies and national security of the Government isn’t
possible entry and carrying of firearms in Colombia.
Sport weapons, may enter in the country by means
of special permission of the Organising Committee of
the Pan American Games Bogota 2015, who will deal
with according to special conditions, applications for
the participating delegations.

There are no specific regulations restricting the importation,
possession and use of photographic, technique and audiovisual
equipment in Colombia.
Not require any mandatory vaccine for international
travelers entering in Colombia instead the national authorities
recommending update the card or official vaccination
calendar.

4- MEDIO AMBIENTE
Bogota, Capital District of Colombia, is located
in the inter-tropical convergence zone, which results
in a bimodal behaviour: two marked rainy seasons
during the first half of the year in March, April and
May and in the second half in September, October
and November. Dry seasons are in January, February
and JULIO an august.
The city has a great variety of climates, soil types,
water bodies and other natural formations. The
average temperature is 14 ° C with maximum and
minimum temperatures between 9 ° C and 22 ° C.
The total area is 163,574 hectares, distributed in 20
localities of which 19 are urban and one is strictly
rural. The area the city’s limit is approximately 38,427
hectares.

Bogota is a cosmopolitan city with
large green areas and a considerable
wooded area. By 2007, according to
the census conducted by the Botanical
Garden are counted 1,114,765 trees in
public areas within the urban perimeter

4.1 AiR QuAliTy

According to recent data from the PM10 it was
of 71 mg/m3 due to the values recorded during the
months of February and March, which were influenced
by weather that disallowed a good transport and
diffusion of pollutants, such as high thermal inversion
(between 80% and 85% higher than average in the
year 2006), low wind speeds that cause ventilation
problems in the city, lower rainfall compared to the
rest of the year and the fires that generate high
emissions particulate material, etc.
Due to averages of PM10 since Bogota 2007 has
adopted mechanisms for the improvement of air
quality, through the Bureau of Air Quality, which will
allow the common development of built-in actions
against pollutant emissions generated by fixed and
mobile sources.

4.2. ENViRONMENTAl QuAliTy OF WATER REsOuRCEs
The District Secretariat of Environment (SDA) with
the Aqueduct and Sewer System Company of Bogota
(EAAB) develop the operation, maintenance and
strengthening of water quality monitoring network
in the city, through activities such as the location
of fixed and mobile implementation of random
monitoring, analysis and evaluation of information
against the infringement of rules on the issue of
pollution and use of rivers and uses of the Bogota
River half basin. Similarly, generate indexes of quality
maps and profiles, and spatial and temporal behavior
of rating quality.
The technical strength of all system of water supply

the holding of the Games. In this sense, it
is working on a project that will promote
the development of new initiatives on the
environment to ensure a sustainable legacy
of the Games.
One of these strategies currently in
operation is the network of bycle paths,
surrounding the area of influence of the
Games and it can be used for all Pan

high levels of modernity urban, mobility,
telecommunications and mainly security aspects.
Its gradual development has been possible
basically by the continuity of government
policies and progress on basic aspects such as
civic culture and sense of belonging, making
improve the quality of life of citizens at all levels
and class conditions
This will be a plus of great importance to
the organization of BOGOTA 2015 as it has the
tools, human resources and infrastructure with
skills to serve since the arrival of delegations
until ensures the security in the sports venues
through a special mechanism to accredited
persons permanent moving from the nucleus
of competition.
The experience obtained by the sports and
security authorities by means of develop of
big and massive events of sport, culture and
leisure determine a high level of reliability in
contingency plans to design, with the aim of
provide the best conditions and tranquility for
everyone.
5.1. Security DiviSion Bogota 2015
The organisation Bogota 2015 creates the Pan
American Security Division that will concentrate the
control of plan, operations and coordination the
components of security procedures.
The Planning Phase will have the

Army forces
The Ministry of National Defense will proceed
actively in the security of land, air and sea. The
Colombian government and COJP will request the
international cooperation to protect the airspace and
to obtain information about possible threats to the
Games.
He will provide support if any need, to the Security
State Forces and will complement its role in situations
or NRBQ threats (Nuclear, Radiological, Biological
and Chemical), providing the specialized work of his
units.
The Emergency Bodies will deploy to the safety
operation of the Games could play at the Ministry
of National Defense request, if the hypothetical
emergency created could not be resulted by own
resources.

Management structure
There will be a Unified Command Post, PMU, which
will operate in the High Performance Sport Center as
the epicenter of the green heart will be composed of
members of different agencies and bodies: district
government, national government, Police, Public Health,
Fire Department and organisation Bogota 2015. The
Operational coordination of this Committee will be headed
by the Government Secretary of the Capital District.
Airspace
The airspace control is exercised by the Colombian Air
Force (FAC) and the Colombian Civil Aeronautics. The Air
Force, with specific media and their ability to interdict shall
control any threat to the air space, a high, medium or low
altitude that may act against the peaceful development
of the Games. The Immediate safety and security in
the airspace of the venues shall be responsible to the
Security State Forces employing its units and aeronautics
facilities.
Control of the Pan American
Village and venues
It Refers to a special security and control plan to be
prepared jointly by the Organisation Bogota 2015 and
the assigned authorities according with the polices
given by Pan American Sports Organization PASO, which
must ensure the safety of athletes, officials, authorities,
spectators and venues in the Games.

Mobility
Bogota is projected to be in 2015 a model city
with high rates of urban mobility, with several kinds
of public and private massive transport system. The
process of planning, management, harmonious
development and sustainable legacy of the city in
the traffic, transportation, security and infrastructure
topics, will ensure a unique movement for the number
of vehicles taking their transport network.
Recently the city has made an investment in
technological surveillance cameras for traffic also has
installed radar and mobile checkpoints traffic with the
police and Mobility Guides guarantying alls travels in
the urban area.
Mobility into the sector includes green yellow

located and all competition and training venues

6- medical service and doping control6.1. HealtH system
Several representative aspects of the Medical Services Plan and Doping
Control which takes account by the Organising Committee of the Pan
American Games and Para-Pan Bogota 2015, the following is the list of
these elements:
6.1.1. Law and medical organisation The practice of medicine in Colombia is governed by the Law
14 of 1962 issued by the Congress. Once you graduate from a
recognized national or international authority by the State (concept
of Colombian Institute for the Promotion of Higher Education and
the Colombian Association of Faculties of Medicine), an applicant
to practice as a doctor in the country must obtain permission from
the Ministry of Social Protection, through professional card issued
according to Decree 1465 of 1992.
For the professionals of medicine, nursing, dentistry and bacteriology
is regulated the Obligatory Social Service seeking create relationship
between professionals and nation reality and consolidate experience
in the academic knowledge acquired, providing health care in
areas and populations unprotected. It is a requirement to obtain
authorization to practice professionally.

6.1.2. Social Security System in Colombian HealthIn 1990 is made the reorganisation of the National
Health System of Colombia with the Congress’s

6.1.3. Financing health in ColombiaHealth care in Colombia is subsidised by the
State and receive all services covered in the
Obligatory Health Subsided Plan; promotion,

the first level; in second care and hospital
service in third level care, consultation

public decentralised hospitals in I, II, III and
IV level of complexity. 45% availability of
hospital beds are in the public network and
the remaining 55% are located in private
institutions. Bogota has 12 thousand hospital
beds. Moreover by 2015 there will a structural
reinforcement, have been identified within
the plan of equipment in Bogota, the location
and reconstruction of health facilities of
Engativa and of Meissen hospitals.

6.1.5. Emergency Services In Bogota the emergency service operates an integrated
security and emergency system which is activated in the
123 number only. Through this unique free number, the
answer is guaranteed efficiently and quickly by the entities
included in the system of prevention, care and attention
of each of the events or emergencies that may happen in
the capital district.
It could request assistance from the Direction of Prevention
and Emergency (DPAE) security with the Metropolitan Police
of Bogota, search, rescue, fire control and related incidents
with the Fire Departement, the Emergency Medical System
(SEM) which is composed of public and private network
connected by the District Health Secretariat (SDS), the Pre-
hospital Care System implemented under the leadership
of the Central Regulator of Emergency (CRUE), with an
operative center located in the SDS.
The component of pre-hospital care for Bogota actually
have 50 ambulances transferring basic care (TAB) and
transfer of medical care (TAM), 20 fast-response vehicles
motorcycle type operating 24 hours by day, 365 days in year,
in addition the procedure involves the support of citizenship
and communication systems.
6.1.7. Plan in case of natural disaster
The sports venues in Bogota have evacuation
and emergency plans readiness for events
of low, medium and high complexity. These
evacuation plans contain:

guidelines of the Incident Command System
governed by DPAE (Directorate of Prevention
and Emergency Response) from Bogota and
the decisions take in the PMU (Post Unified
Command).

6.1.6. Emergency Services Bogota 2015During the development of the Pan American
Games and Para-Pan Bogota 2015 Capital District
in all sports venues, hotels, Pan American Village,
International Airport El Dorado, will have permanent
attention point of emergency for the delegations.
For that it will be available doctors, nurses, nursing
assistants, technicians in pre-hospital care and first
aid, in addition to the necessary technical resources.
In the Pan American Village Polyclinic will install a
Unified Command Post (PMU) since the members of
the different bodies and will provide and coordinated
the answers of emergencies and security, from the
PMU will coordinated the following actions:
Management of resources available to be sent •

6.1.8. Epidemiological risks
Bogota has an environmental surveillance system,
which makes a monitoring of the environmental
determinants that affect the health condition in
the population. This system depends on the District
Secretariat of Health and works in coordination with
the Ministry of Social Protection. It has a laboratory
for epidemiological surveillance and disease control,
based on the report or individualised notification of
new cases of a particular event of interest in public
health
6.1.9. Investment in the last 10 yearsFor the last decade, the city government has been responsible for projects to advance structural
reinforcement and extension of the physical plant of the entire network of hospitals, making them
earthquake resistant and with better accessibility to users.
Since 2000 until 2007 the hospital Engativa of level III has opened and the Colombian University
Clinic, which have strengthened the hospital in the Northwest area of the city (Zone of the Pan
American Games).
It is planned for 2017 to strengthen the structure of all public and private hospitals in terms of physical
plant, personnel, customer service and all current quality standards in the country.

selection and training of volunteers will start
a year before the Games take place, fulfilling

6.3. Doping control
For the celebration of the XVII Pan American
Games and V Para-Pan Games Bogota 2015, is the
primary objective for the Organising Committee to
ensure fair play among all the participating athletes.
With this premise in fair competition, Bogota
2015 put available to the Pan American Sports
Organization PASO, the infrastructure, the knowledge
and the experience of more than 15 years from
Doping Control Laboratory of the Institute of Sport
COLDEPORTES, accredited by the World Anti-Doping
Agency - WADA since 2002, and which is located in
the same area where Pan American Sports will carry
out the competitions being a very successful logistics
advantage.
Laboratory’s staff and its infrastructure are be
adapted according to the needs of the Medical
Commission have in common ODEPA accordance with
the AMA for the event to ensure accomplishments of
each of its internationals standards.
At present the Lab analyzes more than 2700
samples per year from domestic and international
competitions; its analytical scientific and operational
ability has been tested at events like the Central
American and Caribbean Games Cartagena 2006,
Armenia Bolivarian Games 2005 America Cup
Soccer and different versions of an International
Federation.
For the Doping Control Program outside and
inside competition should receive theoretical- practice
training in the specific topic of doping more than 400
people, including staff responsible for the controls;
volunteers, responsible logistics and personnel of
health professions be will be responsible for the
Doping Control Program in the games.
The Doping Control Program will be present in
more than 40 championships to be held in connection
with the Pan American Games Bogota 2015 and
will be covering in accordance with the schedule of
competitions defined by the Organising Committee. It
shall make big efforts in the promotion and diffusion
of all the specifications of international standards, the
athletes of the delegations that are designated within
the control program.

7- PAN AMERICAN VILLAGE
The Pan American Village is located in a strategic
area of the city with exceptional conditions for
accessibility, only 10 minutes from International
Airport El Dorado with a Lake-Park offers beautiful
meeting and leisure spaces.
The Village will be a guarantee of accommodation
for all athletes safely and comfortably, with
contemporary and compact design, for using resources
in a responsible way and creating comfortable spaces
with easy access to sports services and urban main
attraction in the city. The Pan American Village design
let have the services associated to the Games in an
area no greater than 300 meters and its concept
combines the requirements for the Games.
After the Games the Village will become a residen-
tial and business area. See Figure 1.

7.1. Planning area and urban rules
Due to Bogotá as part of its process of growth
and urban expansion has reached its physical limits,
the existing territorial management plan presents a
model of an open but compact and devolved city
through a functional connection with the surrounding
municipalities of region and the control of the physical
expansion of the city.
In this context one of the strategies of city
organisation is central areas having a strategic location
with low-intensity land use, they are densified under
the treatment of urban renewal.
It’s for this reason that the location of the Pan
American Village is a decision seeks to achieve two
objectives: one of urban kind because strengthens
the model of compact city and revitalizes an area of
the city with exceptional location, and another of
sports kind because facilitates the development of the
Games in 2015 to be within the nucleus of greatest
part city’s venues. See Figure 2

7.2. location
The Pan American Village will be located in the heart of the Bogota city, in an area with excellent urban
accessibility to and from the rest of District. It is located just 8 km from the International Airport and has
a Transmilenio station, one of the main lanes of the massive transport system as well as a railway project
in the regional train. Regarding the sports infrastructure the Village will be no more than 750 meters from

7.3. iimPlementation of the Village and relationshiP with the enVironment:

the transport system with Village’s square flags and Lake-
Park also.
Also provides the construction of a footbridge linking
functionally the project area with a lineal park located on
south side of the neighbourhood Nicolas de Federman. In
formal terms the project of Village will have two fronts each
one with own character in accordance with the urban role
to accomplish:
From Transmilenio Main Lines (NQS Avenue called too 30 Avenue) the project will have a •
homogeneous profile and elevation for give it a specificity metropolitan scale.
Around the Lake-Park the project will have a different profile, not only in terms of profile •
and height but also in its function because it will be on this facade which is complementary
and open spaces of meeting and the square flags.
In total, the Pan American Village will occupy an area for housing and related services of 8
hectares and an additional area of 17.5 hectares of park. See Figure 3.

7.4. accommodation:
The Pan American Village will have a
total capacity to accommodate 8,000 people
between athletes and officials. The residential
area will consist of the introduction of isolated
towers ranging between 10 and 25 floors high,
so that the delegations of the countries enjoy
common areas with total independence.
The accommodation system will be
through fully equipped flats with one or two
alternatives rooms and capacity for 2 or 4
athletes per flat each one with living room
and an adequate number of bathrooms. The
entire residential area will have availability
of telecommunications, cable television and
wireless network; each delegation will have
an additional office space, medical space
and storage area near the residence and free
laundry spaces for athletes. The proportion of
gross area of land in the residential area for
athletes is 10 m2.

for the delegations, as well as an
auditorium and multiple classrooms,
game and leisure spaces, gyms and
wet zones, business room and personal
services, a polyclinic, a main dining room

3000 athletes and alternating cafes with
attention 24 hours by day. Additionally,
the Village will have a great lake of 17.5

7.6. Pan american considerations:
The architectural urban and furniture design is
designed under a single concept of accessibility for the
Pan American and Para-Pan Americans Games; this means
that athletes in disability status may have access to the
entire project, from residential areas to service areas and

but also for people in different conditions of disability.

7.7. ProPerty and finance:
In relation with regard to project management,
property and financial support, its important make
mention that the land on which to build the Pan American
Village is owned by current residents of El Rosario
neighbourhood and the project construction will be
undertaken by a private developer.
This means that the management for the development
of the project involves the coordinated articulation of
public and private sector, where the public sector will be
responsible for issuing planning, defining the technical
specific requirements to the Village, set the management
conditions for the proper development of the project,
ensuring respect for property rights of residents, and
ensure that those residents-owners or residents, who
wish to stay occupied part of new housing units can
make it. The work will cost an estimated 126 million
USD in 2009 prices.
We should remark that the public sector, means the
District Administration is a key ally in the management
and correct operation of the project, this means that if
the private constructor is unable to achieve its financial
commitments for the implementation of the work,
the public administration shall support the project
financially. For that the District Administration shall adopt
appropriate safeguards to ensure the project.

7.8. Pan american Village use after games: enVironmental and social legacy
Once the Pan American Games finalised, the Pan
American Village will have a permanent use: The
area of residential accommodation will include a
percentage for housing and will stay in the area of
current residents who so desire it. The operational
and additional services will be used for commercial,
office and parking.
The project will leave a legacy to the city park-lake
of 17.5 hectares and completely appropriate spatially
articulated with the urban environment as well as a
large public space of 1 hectare to host the games
square flags and later to enter part of the free areas
of the city.
This new public space also come to assume
responsibilities within the emergency system of the
city in case of earthquake, with the possibility of
serving as a meeting, temporary accommodation for
homeless people, health care and food distribution.
It should be noted that the area of the Pan American
Village is a secure area in terms of threats from natural
phenomena, as it is free from threats from flooding
and landslides (landslides).

8- ACCOMMODATION
Bogota is a major destination for America; tourism, culture,
sport, fairs and big expositions have been used to gain experience
and recognition in the service and warmth in caring for its
visitors.
It has a hotel infrastructure of international quality, especially
lines like Sheraton, Accor, Raddisson, Royal, GHL, Estelar, Dann,
among the most important.
Currently it has an average of 11 thousand rooms and 16
thousand hotel beds, a data which will rise over the next five
years with the coming into operation of 2,500 rooms, with
investment of national and international chains like Hilton,
Marriott, Sonesta and NH, which will respond effectively to the
needs of the Pan American Games 2015 Bogotá.
Bogota 2015 and the Hotel Association of Colombia
(COTELCO) have agreed to negotiate all guaranteed prices of
hotel room without a minimum stay requirement.
Members of delegations and visitors to stay overnight in a 5
km radius of the Pan American Park, which will allow a quick and
convenient access to the sites and attractive places of the city.
At the same time officers and Medias, could be stayed in hotels
close to the venues and logistics centers of the Pan American
Games Bogota 2015.

9- transportThe Pan American Games Bogota 2015 will provide
an integrated transport system to facilitate in total safe
and efficient the moves for the different sites along
the Pan American Route.
In July 2015, athletes and members of delegation
sports will have an option to bring their dreams, thanks
to the dynamic of trips that carried out between the
Pan American Village and venues of training and
competition.
The evolution of the current infrastructure of the
city transport and projections for 2015 will allow us
to respond efficiently to the traffic needs of the Pan
American Games, making efficient the moves that
in the vast majority will be short, bearing in mind
the proximity of scenarios and the distance between
them, within a radius of about 3 kilometers.
Public transport and the significant amount of
parking in the Pan American Park ensure the agile
access of spectators to the sites, supported by an
extensive cycle path network which will reinforce
the environmental plan for the Games by means
of use the bicycle.
The transportation plan includes the flexibility
to fulfil the needs of different beneficiaries in real
time, based on the Pan American Park, main venue
of the Pan American Games Bogota 2015, allowing
delegations and spectators to enjoy sport, city and
nature at the same time.
Official car and experts drivers will be allocated to
the president and assistant of each National Olympic
Committee.
Also the plan seeks to minimize the impact of
the Games on the city’s inhabitants, mainly by the
concentration of the most competitive programs
in a single cluster venues taking advantage of the
lanes of the mass transport that will be available for
vehicles carrying members of the Pan American sports
delegations.

. 9.1.AIRPORT FACILITIES
The International Airport El Dorado covers an area
of approximately 690 hectares, the second largest
landing strip in the world. It is located 15 kilometers
from downtown and 8 km from the Pan American
Park.
With frequent and direct domestic and
international flights during 2008 El Dorado allowed
the transportation more than 13 million people and
a number close to 250 thousand air operations. For
2015 it will be the gateway to the Pan American
Games and the arrival in Bogotá will be as easy as
moving in the city. It is the first airport in Latin America
by cargo and fourth for passenger moving.
It has two passenger terminals, called El
Dorado and the Shuttle, which are connected
with the Pan American Park through exclusive
lanes massive transport system Transmilenio
helping the access to Pan American vehicles,
which averages to 10 minutes in duration, will
link the Pan American Park.
El Dorado will be in March 2012 “The New
Dorado”, this year will end the construction
work and renovation which is currently ahead,
making this airport one of the most modern
in America, with the best services, including
immigration and customs processes.

9.2. PUBLIC TRANSPORT
9.2.1 Massive Transportation System – TransmilenioTransmilenio is a reality for the Colombian
capital, which in recent years in terms of
mobility changed the face of the city. It’s
a massive transportation system allow to
improve the quality of life of residents and
maximizes the productivity of the city.
Currently, the system has 85 kilometers of
exclusive main lines belonging to steps I and
II, 42 and 43 kilometers in length respectively,
registered until March 2009 over 38 million
users.
Along these routes the buses travel at an
average speed of 26.7 kilometers per hour,
which is almost double the average speed
of vehicles in major transport routes in the
city.
Today is under construction phase III of two
mean lines belonging to the avenue 10 and
street 26, a length of 19.9 kilometers. The
street 26 will have a length of km 12.2 and 12
simple stations which are known as Avenida
68, CAN and Gobernacion, will permit have
access to the Pan American Park.
In this same main line 26 Street will have an
exclusive lane for the Pan American vehicles
next to Transilenio’s lanes.
9.2.2 Bike PathAs a complement to mass transportation, the
bicycle is now and will also in 2015 an authentic and
functional means of transport. Bogota has a growing
network of exclusive paths called Ciclorutas with 344
kilometers along the city, being used daily by more
than 200 thousand people who have cycle-parking
and security measures to travel and move.

The closeness between the sites and the Pan American Village prepared by the
Organising Committee of the Pan American Games 2015 will facilitate cycling,
because it has an extensive network of Bike Path who communicate among
themselves and permit both delegations as spectators enjoy nature and enjoy
their quickly and safely movements.
This is an important component of the Environmental Plan 2015 in Bogota,
which makes focus over the environmental sustainability of the city and reflects
the principal philosophy of the capital, helping people to reduce the impact on
natural resources.
There will be a significant number of bicycles and cycle-parking in different
sites and venues, allowing and encouraging the use of this kind of transport for
all and everyone who will enjoy this international sport event.

10- SPORT PROgRamThis bid offers to Pan American community compact games, as
few cities in the world could do it. Bogota has the conditions for
carry out 95% of the competencies within a radius of not more
than 3 kilometers.
The proposal dates for this great celebration is July 3 to 19,
2015. There are 34 sports programmed for the Games which 26
are Olympic Summer Sports and 8 projected to be in agreement
with the Pan American Sport Organisation PASO.

10.2 Venues of comPetition
The strategic and technical location of competition
scenarios for each sport is a unique factor of unity
and focus to ensure the realisation of more than 45
championships in a radius of 3 km in venues already
built.
It has consulted different experiences, norms and
specifications, through a process of interdisciplinary
work between experts and professionals in the sport,
engineers, architects, leaders of the National Sports
Federations and its Technical Committees.
In this selection process we have been taken into
account, in others the following conditions:

Bogota, as a permanent host of national and
international events in most sports, currently has an
adequate technical, but the greatest legacy will be
given after the completion of the 2015 Games the
most complete and implementing modern sport,
which will allow us to consolidate our projection
sports in the national and international levels. On the
other hand, Bogota will be able to provide optimal
conditions for sports organisations to develop future
continental and global sports events.

The ceremonies of the Pan American Games
Bogota 2015 will identify with the philosophy of the
Olympic Movement in general and in the ideals of the
Pan American Games in particular. In this context, the
Opening and Closing Ceremonies of the Games shall
promote mainly the following aspects:

The values of the Olympic Ritual •
Cultural Colombian identity •
Bogota’s characteristics, development and •
architecture

to facilitate the effective mass, diffusion, information and socialisation through the media, with clear and timely

12.1 PRESS, RADIO AND TV CENTER
Corferias Convention Center is a complete and
traditional building of the Bogota city, provide with a

Main Press Center (MPC) and International Broadcast
Center (IBC) during the Pan American Games Bogota
2015.
The Corferias Convention Center at present has 22

In the technical operations center will be received
all the signals in different scenarios to provide the IBC,
through digital airwaves, satellite links or optical fibber
ways, for routing it to the respective control centers,
recording studios, narration points, postproduction
rooms or satellite transmission units as requested.
The optical fibber will allow the connexion 24
hours by day between the IBC and the final destiny
for diffusion.
The Backup is a satellite link that will be used
only if the optical fibber is out of service temporarily
or completely. This link will be encrypted using BISS
system.
The multiuse signal will be open only to individual
countries that have paid the rights for each program
or the channel completely.
12.5 PRESS ROOMS IN VENUE
Bogota 2015 will have as complement of comfort
of the Medias involved and staff, communication and
press rooms at each venue competition, providing
information services, personalized consulting, wireless
Internet, telephone by card and CCTV.
12.6 PRESS AREAS IN VENUES
These sites will be permanent and special
located according to the credential and kind work
of Medias.
12.6.1 Press box It will be particular areas located within the
stands of the competition venues, which will
reserve for journalists according to needs and
parameters required in each sport. The access
is only with press credential. It is located in
the VIP stands sealed off and prior informed
with a map of the place for the press.

journalists on the press box and in some

permission of the Technical Commission.

12.7 TRANSPORT OF MEDIAS
During the Pan American Games Bogota 2015 in
complement with connected and the modern massive
transport system along all corners of the city, the organisation
will put into operation circular routes (round trip) to the
representations of the media connecting the IBC and the MPC
with the different sports complex: Metropolitan Park Simon
Bolívar, El Salitre and El Campin.

Bogota 2015 will enable Pan American exclusive
traffic lane from the International Airport El Dorado to
the Pan American Village, besides this exclusive lane,

the Pan American Games.

1. Urban Infrastructure.
2. Sports infrastructure.
3. Operation of the Games.
The urban infrastructure budget specifically refers
to investments that have recently opened in the city
in essential support with Game’s services such as
airports and mass transit systems (greater impact) and
increased hotel capacity, security and health.
The budget of sports infrastructure refers to the
investment needed for the construction of new venues
remodelling and development of existing venues, as
well as construction and / or use of temporary venues,
equipments and Pan American Village.
The operation budget for the Games includes all
the investment needed for the planning and operation
of the Organising Committee and implementation
of Games.

15- legal aspectsThe Colombian Government and the Bogota
Mayor Office as well as all national regional and local
authorities involved in the Bogota’ 2015 Candidature
to host the XVII Pan American Games and the V Para
Pan American Games give theirs commitment and
support with this celebration and its development in
the best conditions with absolutely accomplishment
of Olympics Chart and of the Regulations of the Pan
American Sports Organization ODEPA.
In Colombia there isn’t legal impediment to carry
out of high level international events like the Pan
American Games, as well as existing legislation to

17- PARA-PAN AMERICAN GAMES
17.1 GENERAL CONCEPT AND PHILOSOPHY
The fifth Para-Pan American Games Bogota 2015 in
its conception, will be motivated in the same general
premises of the XVII Pan American Games Bogota
2015 as a sports festival held by the America union,
using the values and ideals of Olympics, promoting
coexistence and social cohesion, independent of age,
sex or personal skills, enabling us to share in peace
and brotherhood through sport.
We can include a large population of the continent
in a country with the alls skills for organising big
sport events where the Para-Pan be an opportunity to
promote the Paralympics
values and demonstrate
the educational role of
sport in human and
social development,
next to the important
social, sporting and
cultural sustainable
legacy.
At present, technology is the great hope of those
who according to some physical or sensory disabilities
are often without opportunity to reply; therefore
the Organising Committee of Pan American Games
Bogota 2015 will encourage the implementation
of existing and new technologies that improve
opportunities for people with disabilities in society.
17.2 PROPOSED DATES
The Para-Pan Bogota 2015 as the highest
continental sport event for people with disabilities,
in which the inclusion will be promote for the eight-
day event.
As shown in the sports program, the Opening
Ceremony will be Friday, July 31, 7 days we will have
competence to proceed with the conclusion of the
event on August 7 2015

17.3 SPORT EXPERIENCE
Colombia led the inclusion of the Paralympics
cycling in America with the organization of the Para-
Pan Open Cycling Cali 2007, which had more than
150 athletes from all continents. This event initially
with the participation of the Americans, but taking
into account the efforts of the Colombian Paralympics
Committee CPC and the strong support of the
International Cycling Union UCI, it was decided that
the Open would be scoring points competition to
give classification to attend the Paralympics Games
in Beijing 2008; more than 20 countries around the
world participated in this successful event.
In the variety and specialty of sports for disabled
people, Bogota has explored in the preparation and
participation of their athletes, and organizing events

consequence in the year was made the Maximus,
Quadrugby Open 2008, with the presence of countries
as Canada, Brazil, and USA.
In 2009, Colombia continued to take the
Paralympics sport challenge and takes the development
of the II Para-Pan Youth Games Bogotá 2009, which
counted with the participation of approximately 900
athletes representing 16 countries.
They are great effort and progress in the sport for
people with disabilities in Colombia, and part of it
have been the first global results obtaining the first
in Paralympics Athletics and Swimming temples at
Olympic Games Beijing 2008.
These strong impulses have promoted the increase
participation in the country and have encouraged the

inclusion and special attention to the Paralympics sports, creating games in the country, as
the first National Paralympics Games in 2004 when 1.213 athletes took part and Bogota
was located in the first place, repeating the same title at the second National Paralympics
Games 2008 with the participation of 1.771 athletes from 30 national regions, reflecting
a growth of 46% in participation over the previous version of the Games.
17.4 ORGANISING COMMITTEE
The Pan American Games Bogota 2015 will have a unique Organising Committee,
which will have an integral structure for the XVII Pan American Games and for the V Para-
Pan American Games, based on the premise “ Bogota plays it all”.
We are constantly seeking advice from the IPC, APC and different members of
International Federations in aim to maintain the highest international standards in event
management.
17.5 VENUES
The Organising Committee of the Pan American Games Bogota 2015 ensures “total
accessibility” to the scenarios of opening, closing, training and competition, as well as
the Para-Pan Village.
Universal Accessibility is a concept adapted in Colombia, following international
trends. The ideal is to ensure friendliness to environment and taking advantage in resource
using.
With these concepts will allow the venues used for Game’s competitions, will be
used without inconvenience for the Para-Pan, which will give us an organisational

All competition venues are located within a radius of 3 kilometers from the Pan
American Village.

17.6 CALENDAR Of COMPETITION
The Competencies program proposed for Para-
Pan is shown in Table 17.6 based on the agreement
between COJP, the APC, the IPC and the International
Federations, with 14 sports and 404 gold medals in
dispute.
The duration of the Para-Pan Games will be eight
days (including the opening and closing ceremonies)
if the CPI, the APC and the International Federations
approve the schedule of competition.
17.7 TRANSPORT
Bogota 2015 following the criteria of total
accessibility is planning to provide the same transport
system as that used during the Pan American Games,
prioritising people with disabilities.
The Organising Committee of the Pan American
Games Bogota 2015, will constitute a Committee
Accessible Transport to structure the transport logistics
for sports people and other people with disabilities,
in addition to coordinating boarding points in each
of No Competition Zones as airport and Village and
Competition Zones.

17.8 ACCOMMODATION
Bogota city will build and equip the Para-Pan
Village (Pan American Village) close to Metropolitan
Park Simon Bolívar. This complex will follow the CPI
standard. This project will be built in an area of eight
hectares, as a result of a major process of urban
renewal and it will temporarily during the games with
the Lake Park for the exclusive use of athletes and
officials, forming a village of 25 hectares.
The hotel for the Games will be the same as that
of the Pan American Games maintaining all quality
ranges. Reservations and prices for accommodation
will be coordinated centrally.

17.9 ACCESSIBILITY
17.9.1 InfrastructureThe Pan American and Para-Pan venues, the
hotel infrastructure and transport networks
are accomplishing in Bogota with standards
for access in their constructions. The idea is to
ensure maximum assistance to the scenarios
with comfort for disabilities people.
The venues for the Games will be a model in
terms of universal accessibility allowing any
person to operate on equal opportunities
as other citizens. All this investment will be
reflected on the legacy for the promotion
of sports.
The athletes with disabilities will have spaces
according to their human condition with
great potential to prepare them to be part
of the Paralympics cycle.
17.9.2 Standards for Games The sport, hospitality and transportation
infrastructure shall be subject to international
standards of IPC for this big Games success
following the guidelines of Olympic Games.
In Colombia, universal design has been
developed thanks to already exist a specially
legislation charged to the guidelines to
improve the quality of life for people
with disabilities. It takes into account, for
example, law 361 of 1997 which established
mechanisms for social inclusion, and the 1538
Decree 2005, which regulates and defines
aspects about accessibility in Colombia.
Also as we have said in the past, the Games
Bogota 2015 will have in the Village xith a
special parking for people with disabilities,
boarding and landing areas, accessible
bathrooms, etc. In addition to having a great
volunteer staff trained in sign language and
guidelines for ensuring communication with
all people.

17.10 AWARENESS CAMPAIGN ABOUT DISABILITY
The concept is to interest many people from the National
Federations (Paralympics Sport) leagues, clubs, sports colleges and
universities. For this we will create a DB with information from these
people, which will be essential for the organisation of future events
in Bogota and Colombia. It will leave a large volunteer staff trained
to be one of the legacies for the country
The Paralympics world has become one of the most important
movements for people with disabilities, which has joined a partnership
with signs of inclusion and desire to recover to citizen life.
The education and diffusion of sport schools, voluntary and
communication of national and international elements will be the
start point for ensuring that participation and care for people with
disabilities are the most suitable not only for the participants of the
Games Para-Pan, but for all the spectators or family.
All processes for personnel involved in the organisation, will have
prior training processes, to secure knowledge management and
organization of this major event.
The Technology training in the organisation’s personnel will be
taken into account from the start of the organization and generate
confidence to the international participants by means of the up-
dates.
Colombia will encourage the country’s participation in the event
of total inclusion, the city will be happy to receive the best athletes
with disabilities from America, as well as prepare all sides of their
organisation to accomplish the success and building an entire sportive
country wishes.

17.12 CEREMONIES
The Opening and Closing Ceremonies will take place using

personalities, hymns, athlete’s parade and welcome.
The Bogota 2015 offer is structured around a principle
of great candidature; so that in the Opening and Closing
Ceremonies the city will become a big party “one country,
one flag” taking advantage the new native artistic possibilities
allowing set up the ceremonies in the locations indicated
17.11 fINANCE
17.11.1 Financing Agreements The Candidature Committee proposes a single budget for Pan American Games and
Para-Pan Games which includes an estimation budget. It is estimated an investment
guaranteed by national and local governments.
