Executive Summary
Vision:
“Provide a family friendly, safe and clean aquatics destination for the residents of the City of
Steubenville and surrounding communities.”
Goals:
Goal 1- Ensure the facility is a safe, family friendly and clean facility that meets the needs
of the constituents.
Goal 2- Increase daily pool attendance and maximize the use of the City pool.
Goal 3- By maximizing pool use through additional concessions, marketing and facility
rentals, aquatics generated revenue will average 10% of total aquatics expenses and pool
maintenance costs.

Belleview Community Pool Overview
One of the key missions of the City of Steubenville Parks and Recreation Department is to
provide the maintenance and upkeep of the facilities and provide safe and positive experiences to
all patrons that engage in leisure activities. On and off for several years the City has operated
and provided programming and use of the Belleview Community Pool.
The purpose of this business plan is to establish a strategic direction for the Belleview
Community Pool that results in maximizing the potential of the pool, increase the number of
residents who use the pool and increase revenues generated by the pool.
To make all of this possible and to develop a unique brand and image for the facility the City
will actively market and promote the pool by following a to be determined branding and
marketing plan.

Strategic Direction
Goal 1- Ensure the facility is a safe, family friendly and clean facility that meets the needs
of the constituents.
Objective- Complete needed renovations and upgrades to the facility.
Strategy: Replace baby pool area with new splash/spray area, remove existing pool
slide and install new model, install new features that enhance the aquatic experience.
Objective- Develop a consistent record keeping methods that will track pool cleanliness,
safety and appearance.
Strategy: Provide training and handbook guidance to all pool staff.
Strategy: Monitor records and ensure accurate records are being kept. Use of
consistent record keeping methods and forms for fiscal management, daily counts,
chemical balances, etc.
Strategy: Post signage indicating patrons may call the parks and recreation offices
with concerns or complaints.
Goal 2- Increase daily attendance and maximize the use of the City pool.
Objective- Develop a programming schedule that increases pool use and appeal.
Strategy: Provide senior swim times that allow patrons over the age of 55 use of the
pool before pool opens to the general public.
Strategy: Schedule Dive In Movie Nights, themed parties and other events.
Goal 3- By maximizing pool use through concessions, marketing and facility rentals,

Objective- Develop a limited profitable menu, pool pass sales and rental schedule
Strategy: Provide an easy to serve menu of foods that are cost effective and popular
with youth. Foods to include hot dogs, pizza, popcorn, etc.
Strategy: Increase marketing for the sale of family pool passes, market ease and
safety of pool and increase marketing for facility rentals for youth birthday parties, etc.

Current Conditions
The City of Steubenville currently operates the Belleview Community Pool seasonally
during the months of June, July and August. In 2016 the department will operate the
concession stand attached to the pool to increase revenue generated by the facility. The
Parks and Recreation Department will also market the pool for private after hour rentals
depending on staff availability.
Revenues and Expenses
For the fiscal year 2016 the City has budgeted approximately $53,548.31 to staff, maintain
and operate the pool.
To pay for these expenses, the City has several revenue categories including: daily
admission fees, season passes, pool rentals for private use and concession sales.
A copy of the 2016 budget is attached in the appendix of this document.
Current Facility
The Belleview Community pool features a 22,000 gallon swimming pool, 3 feet deep at its
shallowest end and 5 foot 4 inches at its deepest end. A smaller two foot deep baby pool is
adjacent to the pool house. The pool house features showers, restroom facilities and an
area for staff to store cleaning supplies, pool equipment and a pool manager’s desk.
Adjacent to the pool is the Belleview Clubhouse, a three story WPA built facility that
features maintenance offices, a rental hall and private third floor residence. It also features
the concession stand area with three compartment sink, counter space and other
equipment.
An ADA compliant chair lift was installed in 2014-2015. Other projects identified for
replacement/repair include the sand in the filtration system, replacement slide or other
splash features and repainting of the main and baby pool.

Concession Sales
To generate additional revenue at the Belleview Community Pool the Parks and Recreation
Department will be operating the concession stand as part of the operations of the Pool.
A cost analysis of the sales lists the proposed menu items, their sale price and the potential
net profit.
Staff will also develop “meal packages” to potentially promote additional sales. More items
may be added as the season progresses if the need is to be found.
