The Bartow County Board of Education met for the Work Session on March 14, 2011 at 6:00 p.m., at the Board of Education Office, 65 Gilreath Road, Cartersville, Georgia, with the following members present: Dr. Davis Nelson, Chairman, Mrs. Angie Cornett, Vice Chair, Mrs. Wanda Cagle Gray, Mr. John Howard and Mr. Larry Parker. Call to Order Public Participation
Dr. Davis Nelson called the meeting to order. One individual spoke to the Board of Education regarding numerous issues. Individual requested to be notified within 30 days of a response to his questions.
Superintendent’s Report
Dr. Harper acknowledged Mrs. Karen Mathis and the entire school nutrition staff for receiving an outstanding state review of our school nutrition program. The lead state evaluator stated the review was one of the best reviews she has conducted in 20+ years. Todd Hooper, chief financial officer gave a financial review to the board, Mr. Rick Little discussed progress that has been made on thesystem construction projects. Dr. Harper discussed district survey results and askfor board member committee preferences.

The Bartow County Board of Education met at the Regular Board Business Meeting on Monday, March 21, 2011 at 6:00 p.m., at 65 Gilreath Road, Cartersville, Georgia, with the following members present: Dr. Davis Nelson, Chairman, Mrs. Angie Cornett, Vice Chair, Mrs. Wanda Cagle Gray, Mr. John Howard and Mr. Larry Parker. Call to Order Dr. Davis Nelson called the meeting to order.
Recognitions and Character Education
Ms. Dot Frasier recognized Star Student and Star Teacher, Oratorical contest winner and Clear Creek Elementary Battle of the Books team. Taylorsville Elementary was responsible fthe character education word of the month of Self‐Discipline.
Public Participation
One individual requested use of Adairsville Middle field for five Saturday’s in September and/or October for youth football.
Superintendent’s Report
Dr. Harper thanked the administration, staff, students and parents of Taylorsville Elementary for their participation and attendance, at the Board of Education meeting. Dr. Harper recognized Cass High state wrestler, Adairsville High JROTC and Woodland High Wrestling team.

Upon motion duly made by Mrs. Wanda Cagle Gray and seconded by Mr. John Howard, the following resolution was passed by a vote of 5‐0, to wit: BE IT RESOLVED by the Board of Education of Bartow County, Georgia, that the Board approved the consent agenda as presented by the Superintendent. Mrs. Wanda Cagle Gray nominated Mr. Larry Parker as delegate and Dr. Davis Nelson as alternate delegate at the GSBA Delegate Assembly in the summer of 2011. With a vote of 5‐0 the nomination was approved. Upon motion duly made by Mrs. Angie Cornett and seconded by Mr. John Howard, the following resolution was passed by a vote of 5‐0, to wit: BE IT RESOLVED by the Board of Education of Bartow County, Georgia, that the Board approve the legislative position without any amendments, changes or additions. Upon motion duly made by Mr. Larry Parker and seconded by Mr. John Howard, the following resolution was passed by a vote of 5‐0, to wit: BE IT RESOLVED by the Board of Education of Bartow County, Georgia, that the Vision for Public Education resolution be approved as presented. March 30, 2011
The Board of Education met for the purpose of conducting a hearing in accordance with the Fair Dismissal Act of Georgia concerning the proposed termination of the contract of employment of Ms. Melissa Rahbe.
Four members of the Board were present: Dr. Davis Nelson, Mrs. Angie Cornett, Mr. John Howard and Mr. Larry Parker. The Chair called the meeting to order and presided throughout the hearing. Robert Fortson served as legal advisor to the Chair and to the Board. The case in support of the Superintendent’s recommendation was presented by Phillip L. Hartley. Ms. Rahbe was not represented by counsel. The entire hearing was recorded by a court reporter. The Board heard testimony from a number of witnesses called on behalf of the Superintendent; Ms. Rahbe presented no witnesses. After hearing all of the evidence, the Board, upon motion by Mrs. Angie Cornett and second by Mr. Larry Parker went into executive session to deliberate. Upon motion by Mrs. Angie Cornett and second by Mr. Larry Parker, the Board returned to open session. Upon motion by Mr. John Howard, seconded by Mr. Larry Parker, the Board of Education unanimously voted to accept the recommendation of the Superintendent to terminate Ms. Rahbe’s contract of employment. The meeting was then adjourned.

TOPIC: Bullying Policy, Descriptor Code JCDAG-The Bartow County Board of Education believes that all students can learn better in a safe school environment. (Second Reading) BACKGROUND: In 2010, the Georgia General Assembly modified the existing law (O.C.G.A. § 20-2-751.4) by expanding the definition of bullying and requiring local school districts to notify parents/guardians when their child has committed an offense of bullying or is a victim of bullying. In addition, the law was modified to require school districts to adopt policies that prohibit bullying for all schools, not just for grades six through 12 and to have age appropriate consequences and interventions available for all schools. TOPIC: Approval of the extension of the Fresh Bread Bid (GEC).
BACKGROUND: School Nutrition Services (SNS) requests approval of the extension of the Fresh Bread Bid (GEC) for sy12 to Sara Lee Bakery Group (Earthgrains). The products and services received from Sara Lee for the current school year were acceptable. Bartow County School Nutrition is a member of the Georgia Education Cooperative (GEC), a group purchasing organization of 42 north Georgia School Nutrition Programs. The bid issued by the GEC invited prospective vendors to bid on fresh bread products. Requests were sent to Sara Lee Bakery Group (Earthgrains), and Flowers Baking Co. Responses were received from both vendors. A formal, public bid opening was held at the Dade County Board of Education Central Office located at 52 Tradition Lane, Trenton, GA, on 5/10/10. In a blind taste test held on 5/7/10 products from both bakeries scored acceptable, however Sara Lee offered the lowest price on the requested products. Members of the GEC voted on 5/25/10 to recommend Sara Lee Bakery Group as the recipient of the Fresh Bread Bid. The GEC and Sara Lee accepted the extension of this bid on 3/30/11 for sy12. The products and services received from Mayfield this current school year were acceptable. Bartow County School Nutrition is a member of the Georgia Education Cooperative (GEC), a group purchasing organization of 42 north Georgia School Nutrition Programs. The original bid issued by the GEC invited prospective vendors to bid on milk and fortified juice. Requests were sent to Flav-o-rich, Mayfield and Pet Dairies. Pet declined to bid. Products were evaluated in a blind taste test on 2/12/10. Members of the GEC recommended that Mayfield be awarded the bid based on price and nutrient composition. The products and services received from Royal this current school year were acceptable. Bartow County School Nutrition is a member of the Georgia Education Cooperative (GEC), a group purchasing organization of 42 north Georgia School Nutrition Programs. The original bid extended by the GEC invited prospective vendors to bid on fresh produce and eggs. Requests were sent to Dexter Farms, Royal Produce, and Phoenix Produce. Responses were received from all 3 vendors. A formal, public bid opening was held at the Marietta City Schools, School Nutrition Office at 145 Dodd St in Marietta, GA on June 5, 2008. Produce Committee members met on June 9, 2008 to review the bid responses. Members of the GEC Produce Committee voted to award the bid to Royal Produce based on their bid response and references.
