I will not reveal my name due to reasons that it may compromise my position
As you are aware the school hoard issued an RFP on Central CoUegiate
The attached was the accepted response to that RFP
The initial response was favourable
Last summer ago there was a confidential commrmity design meeting that included Boardstaff and Board members about the attached plan for Central and BOW
It was felt that this plan would save Central and be a solution for closing one other highs c h o o l
There are people here who simply want to see Central gone
Combining the two high schools along with the savings noted within the plan would savethe board a considerable amount of money
This all ended with the RFP submission being rejected and the board entering into a sale ofthe property under ministry regulations
I hear that process has faded and 1 am not sure what the Board will do next
Many beheve that the solution submitted was the best for Barrie and for Central

1. Central Collegiate Master Developer Partnership Site VisionA puzzle stimulates thinking. A puzzle chooses its own path and sometimes in the solving -extraordinary things are achieved. The objective In this puzzle Is to achieve the goals of the SImcoeCounty District School Board (SCDSB): Development partners for a new Barrie Central Collegiate and arepurposed Prince of Wales that also builds an enriched environment for students to learn, achievesuccess, reach their full potential and continue along a path of lifelong learning. The pieces are the keyto solving this puzzle, and here we have a unique combination of public and private partners in GeorgianCollege, the YMCA of Simcoe/Muskoka, The Kilmer Group, and EDEV Realty Advisors. The combinedstrength of these four components already touches on the extraordinary.

Georgian CollegeGeorgian College's mission is to inspire innovation, transform lives, and connect communities through the power of education.Georgian has a commanding regional presence. It has three main campuses in Barrie, the largest, Orillia and Owen Sound, alongwith four regional campuses in Midland, Muskoka, Orangeville and South Georgian Bay. Georgian has over 11,000 full-time and28,000 continuing education registrations annually. The College offers academic upgrading, apprenticeship training, certificate,diploma, graduate certificate, and college degree and university programs. Its University Partnership Centre Is a one-of-a-kind inOntario with university undergraduate and graduate degrees, college degrees and graduate certificate programs, featuringpartnerships with eight select universities. Georgian Is a national leader in co-operative education, and its rapidly growinginternational enrolment is approaching 800 students. Its overall annual operating budget exceeds $170 M.
YMCA of Simcoe/MuskokaThe YMCA of Simcoe/Muskoka is also a regional leader with Ys in Barrie, Colllngwood, Gravenhurst, Innisfil, Midland,' Orillia, ParrySound and Wasaga Beach. Each of its communities has a long history that Is supported by a Y presence. The Barrie Y began over100 years ago as the Railway YMCA as part of old Allandale. The Y's many programs and services include immigrant services,childcare, and health and fitness. However, a central commitment is building youth leadership skills and stimulating leadershiproles at the Y, in school, and in the community. They also work with struggling teens to develop skills and personal action plansfor a better life. The annual operating budget of the Y is $35M. Through its programs and services, the Y serves over 25,000people per year.

The Kilmer GroupNeighbourhood and community-building are part of the DNA of the Kilmer Group. Collaborating with Dundee Realty Corp,Dundee Kilmer designed, financed and is building 2015 Pan/Parapan American Games Athletes' Village in the West Don Lands(75% complete). Dundee Kilmer worked collaboratively with Infrastructure Ontario, Waterfront Toronto, and Toronto 2015 to
achieve the goals of creating a global model for sustainable, contemporarycommunity design. After the games, the village will transform into thelegacy community, the Canary District, featuring a new YMCA, GeorgeBrown College's first ever student residence, 253 units of affordable rentalhousing and 808 market condominium units.
EDEV Realty AdvisorsEDEV Realty Advisors are experienced commercial and institutionaldevelopment services providers. EDEV has extensive experience withpostsecondary educational projects, urban waterfront projects, brownfielddevelopment, and large urban infill mixed use projects as well as publicprivate partnerships. They have also collaborated in award winning
developments like the City of Toronto's Corus Entertainment head office building on the waterfront and the University of OntarioInstitute of Technology (UOIT) Faculty of Humanities Building in downtown Oshawa. Brownfield redevelopment, remediation andrezoning are one set of EDEV's core strengths. This important expertise builds upon the partner strengths of Kilmer's BrownfieldEquity Fund.

Barrie Central & Prince of Wales have been a part of Barrie since well before it was a city. Eachschool has reflected a part of Barrie's evolution. Designing the Future is formed from the strengthof these beginnings to build a new vision and a new direction for the city centre of one ofCanada's fastest growing cities. The proud history of these two schools can be built upon againwithin a revisioning of Central Collegiate and the adaptive reuse of the Prince of WalesElementary School.
Barrie is targeted to grow to a population of 210,000 by 2031. Ontario's Places to Grow mandateddensity targets of 50 and 150 persons per hectare in urban growth nodes, meaning that 40% ofthat growth must be achieved In Barrie's designated urban growth centre. This makes the CentralCollegiate Site and the surrounding brownfield properties a strategic area for intensification andi n v e s t m e n t .
Much can happen on the Central site and the adjoining City lands that, intime, can also expand to include other neighbouring opportunities.Nevertheless, as the SCDSB knows it all begins with learning. This site canhave at its core-the Board's desire to create an environment for students tolearn, achieve success, and reach their full potential to continue along a pathof lifelong In this, the Board has two essential community partners whoshare that vision of lifelong learning - the YMCA and Georgian College.

Kenneth TanenbaumKenneth Tanenbaum is the founder and Chairman of the Kilmer Brownfield Equity Fund. The fund is Canada's leader in theapplication of private equity to remediating and repositioning impacted sites. He is Chairman of Kilmer Developments Limited,the entity leading the renewal and 50 year concession operations of the ONroute Highway Service Centre portfolio, and thedevelopment of the $830M Pan Am Athletes' Village. In addition. Ken is Vice Chairman of Kilmer Van Nostrand (KVN) where he isresponsible for infrastructure and real estate investments. His leadership role in public-private-partnerships (P3's) has been wideranging and has included projects for all levels of government, across many jurisdictions in Canada.
Wayne C. CarsonWayne Carson is President of Kilmer Developments. His primary role is to provide leadership and support to the businessinterests and various initiatives of Kilmer and its affiliates including strategy development, business evaluation, negotiation ofcontractual arrangements and promotion of corporate and government relations. Wayne has 19 years of executive managementexperience in the infrastructure, development and construction materials industries serving all levels of government andsegments of private industry. He has significant experience in corporate/commercial transactions, privatization and design-buildprojects, employment and labour issues, and construction law and contract negotiation. He was lead negotiator on the $830MPan/Parapan American Athletes Village and $410IVI Ontario Highway Service Centres projects.

Marc Baronette is President, The Baron Company Corp. Presently he represents Dundee Kilmer Development as the ProjectDirector for the development of six permanent buildings totalling 1,200,000 square feet to be used initially for 10,000 athletesand officials for the Pan Am games in 2015 and ultimately as a community centre, student residence, rental apartments andmarket condominiums. Marc's 32 years of experience have seen many successful projects including the 20 new Ontario HighwayONroute Centres.

Mark B. Cairns
Mark Cairns is the Founding Partner, EDEV Realty Advisors Inc. Mark began his career CP Rail Properties Group and MarathonRealty as Assistant to Senior V.P. Land Development North America. Mark has over 20 years of commercial and institutionaldevelopment management experience encompassing strategy, master-planning, joint ventures, public private partnerships,project management, design-building construction and structuring of commercial real estate transactions. He has a proven abilityintegrating complex project opportunities into cohesive action plans. Recent successes include: the Corus Quay 500,000 squarefoot $180M head office building on Toronto's Waterfront, nominated as the NAIOP Building of the Year -2011, and; the Universityof Ontario Institute of Technology -100,000 square foot $30M Faculty of Humanities Building.Clifton R, (Cliff) DykeCliff Dyke has over 30 years of experience in the real estate industry in Toronto, including property management, finance, leasing,development and investment. For 13 years Cliff was Director of Development for Ivanhoe and Director of Investments and AssetManagement for SITQ, both real estate companies controlled by the Caisse de depot et placement du Quebec, Canada's largestpension fund manager. In this role, he was responsible for investment, development and asset management, and built a portfolioin excess of $500 million. More recently, for 5 years Cliff was President of Redbourne Advisors Inc., a real estate advisor to someof Canada s largest pension funds. Responsible for real estate investments and management west of Quebec, he built a $300million portfolio.
John Levitt
John Levitt is a partner in EDEV Realty Advisors Inc. John has more than 40 years of experience in all facets of real estatedevelopment including project origination, design, construction, financing and leasing. He has been involved in a senior capacitywith both private and public companies and was the lead independent Trustee of Canmarc REIT. John is currently Chairman of theBoard of Trustees of a newly established real estate entity called PRO REIT. John had overall responsibility for design,construction and financing of this $ 250 million dollar mixed-use redevelopment project in downtown Montreal, The MontrealWorld Trade Centre.
