Welcome to this event which aims to;
• Introduce Mildren Construction Ltd., as the County Council’s contractor who will be constructing the scheme
• Provide some background and an overview of the scheme
• Identify an outline of the work programme which will take about 12 months to complete

This new road scheme is a new southern section for Newgate Lane that includes the construction of a 1.5km long section of single carriageway road
on a new alignment to the east of the existing road and Woodcote Lane, between a point near Tanners Lane and the Peel Common Roundabout. The
scheme forms the third and final phase of planned improvements to the Newgate Lane corridor, and follows on from work undertaken to the northern
section of Newgate Lane and at Peel Common roundabout.
The £9.5M scheme is being funded by the Solent Local Enterprise Partnership and Hampshire County Council.

2. Scheme Background
The work to Newgate Lane forms part of the wider ‘Improving Access to Fareham and Gosport’ – a strategy that aims to improve access and
journey time reliability on the existing arterial routes in the area to support the development of the local economy. The current package of schemes
includes those completed at Newgate Lane, the Peel Common roundabout and the A27 St Margarets roundabout, and those currently under
construction at the A27 The Avenue and at the A27 between Segensworth and Titchfield. Subject to final funding the Stubbington Bypass is planned
to come forward for a start of work on the ground in late 2019/20.
In June 2014, Hampshire County Council held a series of public exhibitions across the Fareham and Gosport Districts. Feedback from the public
identified positive levels of support with 81% supporting the planned improvements to Newgate Lane.
Solent Local Enterprise Partnership
With a population of more than 1.3 million and over 50,000 businesses, the Solent area is an internationally-
recognised key economic hub anchored around the Isle of Wight, the two cities of Portsmouth and
Southampton, the M27 corridor and the Solent waterway.
The Solent LEP is a locally-owned partnership between businesses and local authorities and plays a central
role in determining local economic priorities and undertaking activities to drive economic growth and creation
of local jobs.
The Solent Local Growth Deal is focussed on three key priority areas as identified in the LEP's Strategic
Economic Plan: enabling flagship sites for housing and employment; enhancing transport connectivity across
the area; growing the skills base and supporting business growth.

7. Programme
Work is starting in July 2017 for about 12 months.

Construction traffic is restricted to the A27, A32 and Newgate
Lane. Construction traffic is not allowed to use Woodcote Lane
except to provide the works on Woodcote Lane.
Access to the site is provided at three locations:
• north end, where the new road connects to Newgate Lane
• where the new link roads connect to Newgate Lane
• Peel Common roundabout.
The contractor will have a site compound on the east side of
Newgate Lane south of the MoD playing fields.
The contractors normal working times will be between 8am and
6pm Mon – Fri, and 8am – 1 pm on Saturdays, however some
night works will also be required (8pm – 6am).
Traffic disruption is expected to be low, however where lane
closures are required the work will be done at night.
Lane closures will be required on the Broom Way approach to the
Peel Common roundabout and when the new road is connected
to the existing roads. Temporary road closures and/or temporary
traffic signals will be required, but such restrictions will be
publicised in advance.
Work is planned on the unmade section of Brookers Lane so it will
be necessary to close this pedestrian route from time to time.
Such closures will be kept to a minimum and signed in advance.
HCC will be working with Mildren Construction to minimise noise,
vibration and dust during the works. Some temporary acoustic
fencing will be provided in the vicinity of Woodcote Lane pending
the construction of the permanent acoustic fencing here.
