HEALTH MAP FOR WALES

CLOSE on the heels of the details of management arrange-ments for the unified N.H.S. in England comes the WelshSteering Committee’s proposals for the Principality.’ Theabsence of a regional tier between Welsh Office and areahealth authorities is to be partly compensated for by acentral agency responsible for services that are betterprovided on an all-Wales basis. At district level, where theEnglish have so far procrastinated, the Welsh have startedto tackle the details of district size, overlap, and local-authority liaison. The eight A.H.A.s-Dyfed, Gwynedd,Clwyd, Powys, Gwent, and South, Mid, and West Glamor-gan-follow the new local-authority boundaries, but not allthese areas have an obvious district arrangement. In two casesa local-authority district is cut in half by an N.H.S. districtboundary. South Wales may be organised on the Universityof Wales H.M.C. lines, and for the sparsely populatedareas of Gwynedd (north-west) and Powys (east-central)geographical local-authority divisions are proposed. Theproblem of overlap is considerable-in Powys only a thirdof general-hospital admissions are to hospitals within thearea, and another third head east for England. More

hospital patients in Llanelli district go to a neighbouringarea or district than to Llanelli itself.

University of BirminghamDr. G. R. Skinner has been appointed lecturer in virology.

Medical Research CouncilProf. D. G. Evans, F.R.S., has been appointed director of

a new institute comprising the Divisions of BiologicalStandards and of Immunological Products Control of theMedical Research Council’s National Institute for MedicalResearch (Hampstead Laboratories). The new institutewill be responsible to the Health Departments and theMedical Research Council through their Joint Committeeon Standardisation and Control of Biological Substances.

Professor Evans was educated at Leigh Grammar School andthe University of Manchester, graduating B.sc. in 1933, M.sc. in1934, and PH.D. in 1938. In 1940 he became a member of theMedical Research Council’s scientific staff at the NationalInstitute for Medical Research. He returned to Manchester in1947 as reader in chemical bacteriology, then in 1955 he rejoinedthe staff of the Division of Biological Standards at the NationalInstitute for Medical Research, being appointed head of thedivision three years later. In 1961 he was appointed to the chairof bacteriology and immunology at the London School ofHygiene and Tropical Medicine, and last year he became directorof the Lister Institute of Preventive Medicine. He has made

important contributions to the development of immunising agents.

Mentally Abnormal OffendersA committee has been set up by the Home Secretary and

the Secretary of State for Social Services to carry out areview of the criminal law relating to mentally abnormaloffenders and of the facilities for their treatment. Thechairman of the committee is Lord Butler, and among themembers are Dr. D. I. Acres, Sir Denis Hill, Dr. StanleySmith, and Dr. W. A. Weston.

Nutrition and Liver DiseaseThis is the subject of two Heath Clark lectures to be

given by Prof. V. Ramalingaswami (New Delhi) at theLondon School of Hygiene and Tropical Medicine, KeppelStreet, Gower Street, WCIE 7HT, at 5.30 P.M. on Oct. 9and 12.
