Appendix 3: Issues arising from Alcohol Seminar,18 May 2004
The following is an account of issues pertaining to excessive and/or harmfulalcohol consumption and its consequences that participants to the Drugs andCrime Prevention Committee’s Alcohol Seminar considered were of mostpressing relevance. Clearly not all the statements enumerated below would beagreed to by all participants or representatives. For example, the views of thealcohol industry would not always necessarily coincide with those working inthe prevention or treatment fields.
The source of most of the following material is taken either from the keynotepresentations of speakers (from the transcripts taken on the day) or from theinteraction and reports of the focus groups.
The issues most commonly raised in discussion as matters of importance arelisted below. They are not listed in any particular order.
1. Alcohol use is inextricably associated with poly-drug use and other formsof drug use.
2. Alcohol use has become an ‘endemic’ part of youth culture, particularlybinge drinking. There is a ‘normalisation’ of drinking among youngpeople. Such normalisation is promoted in television, movies, magazineson billboards etc.
3. There is a strong correlation between alcohol and other forms ofsubstance abuse and mental illness and mental disorders. Dual diagnosesare common within the treatment and service sectors.
4. Alcohol advertising, particularly television advertising, is oftenirresponsible and aggressive, aiming directly or indirectly at youngpeople.
5. There is a proliferation in the marketing of alcohol-related products orproducts which, while not actually alcoholic, seek to make connectionswith alcohol, for example chocolate biscuits. Exotic labelling andcolouring of alcoholic drinks to attract young people should be avoided.
6. Alcohol taxation, excise and pricing are illogical, inconsistent anduncoordinated, with a disparity of taxes with regard to different alcoholproducts. Although taxation is primarily a federal responsibility, stategovernments should be urged to lobby for taxation measures thatminimise problematic drinking. For example, tax concessions for low-alcohol options and higher levels of tax for products that have higherconcentrations of alcohol. Hypothecation of alcohol excises into alcoholprevention/treatment/education programmes should be considered.

7. There is a low level of knowledge about alcohol use and particularlyabout factors associated with risky drinking, such as what constitutes astandard alcohol measurement. Warning labels on alcohol containersmay be a useful information adjunct. This lack of knowledge isparticularly acute among young people and people from ethnicbackgrounds.
8. While most club licensees are responsible individuals, there is stillinsufficient promotion of harm reduction measures to reduce the harmsassociated with alcohol and other drugs in clubs, venues and pubs. Inparticular there should be a review of the way in which the securityindustry (crowd controllers, doorkeepers and bouncers) operates withinthe licensed venue environment. It has been suggested that the grantingand renewal of either a retail or club licence be tied to better and ongoingtraining around alcohol and other drug issues for licensees, retail bottleshop owners and their staff.
9. Drink driving is still a major cause for concern, particularly among youngpeople. The possibility of a zero blood alcohol level for all drivers needsto be considered, as should the compulsory installation of interlockmachines in cars. There should also be better and more public transportoptions available to enable (young) people to travel from clubs and pubs,particularly late at night.
10 Similarly, police, community workers and members of the public stillexpress great concern about the clear (and arguably increasing) levels ofviolence, particularly domestic violence, associated with alcohol use andabuse.
11. There was a strong sense that all issues pertaining to alcohol use andabuse ‘play out’ differently between the metropolitan and the rural andregional settings. Any policies, programmes or recommendations thatconsider the excessive or harmful use of alcohol need to factor this intothe equation.
12. A viewpoint that was strongly held (but also strongly contested) was thatperhaps the deregulation of the liquor industry in Victoria has gone toofar. Such advocates argue that the Liquor Act should be amended to re-regulate the Industry, particularly with regard to opening hours of clubs,pubs and venues. Proponents of this view also felt that the outlets inwhich alcohol may be sold should be fewer and morerestricted/regulated.
13. Programmes for young people need to be developed to decrease ‘leisureboredom’ that may lead to alcohol and other drug use as a substitute forrecreation. This is a particularly acute need in the country.

14. Research, education, prevention, training and treatment programmesneed to focus on the special needs of discrete populations in addition tothe ‘mainstream’. This is particularly the case for young girls and women(the issue of alcohol and pregnancy was particularly noted), IndigenousVictorians and people from culturally and linguistically diversecommunities.
An underlying concern from almost all participants was that there wasinsufficient funding given to relevant agencies to address these issues. Anincrease in funding was needed in all areas, including education, prevention,research, policy and treatment. While it was felt that government (at all levels)had the key responsibility for providing and distributing this money, there wasconsensus that the private sector, including the liquor industry, also had a roleto play in this regard, either directly through sponsorship, grants or donationsor indirectly through fees, levies, subsidies or hypothecated taxes.

Purpose
The Northern Territory Alcohol Framework provides a broad structure forGovernment, individual agencies, community interests, licensees and otherindustry participants to work together to regulate the use of alcohol in theNorthern Territory and minimise alcohol-related harm to individuals and thecommunity.
Goal
The Goal of the Northern Territory Alcohol Framework is to achieve themaximum possible reduction in alcohol-related harm to individuals and thecommunity with the minimum necessary impact on responsible drinkingactivities.
Aims
In order to reduce the harm caused to individuals and the community, theNorthern Territory Alcohol Framework aims to:
◆ reduce the overall consumption of alcohol and reduce the occurrence ofharmful patterns of drinking,
◆ reduce the incidence of premature death related to misuse of alcohol,
◆ reduce the incidence of acute and chronic injury and disease,
◆ reduce the incidence of social disorder, family disruption, violence andother crime linked to alcohol use,
◆ reduce the level of economic loss to Northern Territory society relatedto misuse of alcohol,
◆ broaden the culture of responsible alcohol consumption, and
◆ increase community involvement in action to reduce alcohol-relatedharm. Progress against these aims will be monitored regularly,including by measuring and reporting on agreed alcohol indicators.
Principles
Action under the Framework is guided by the following principles.
Evidenced based - Policy and practice relating to Government, industry andcommunity action on alcohol issues will be based on an understanding andapplication of the evidence about what works to reduce alcohol-related harm.This evidence will be informed by evaluating the progress of actions under the

Framework, a commitment to research and the development of improvedinformation systems.
Coordination and collaboration - Effective action requires a coordinatedapproach to the planning, development and delivery of alcohol-relatedprograms and services, and collaboration between government agencies andbetween Government, community and industry sectors.

A balanced approach - There is no single strategy to reduce alcohol problems. A balanced approach based on a mix of policies targeting supply, demand and harm reduction is needed. Also required is a mix of long term and short term strategies and strategies targeted at the whole population, particular groups or settings, and individuals and families at risk.
Culturally and locally sensitive - Responses will be sensitive to local and cultural needs and recognise that local communities have unique settings, resources and expertise. In partnership with Government and community agencies, communities have the capacity to respond to issues about alcohol that affect them.

There was widespread agreement across Government and community groupsthat coordination would best be undertaken by a small centralised office witha role to coordinate activity under the Framework and to develop policies andstrategies that may be beyond the ambit of a single existing Governmentagency or program. The Northern Territory Council of Social Services(NTCOSS), for example, reported that:
In all the Darwin and Alice Springs forums [that NTCOSS conducted], the
establishment of a dedicated coordination body to develop and implement
the proposed framework was viewed as being the highest priority for
Government.
The Office of Alcohol Policy and Coordination should be responsible for tasksin the following areas to:
◆ overall coordination of Government policy on alcohol including
– ensure that community and industry have input into policydevelopment,
– coordinate the process for setting program level objectives for eachprogram undertaking activities relevant to alcohol (seeAccountability to Government and the Community above),
– promote collaboration between Government agencies and buildstrong and effective working relationships between agencies andorganisations within and outside Government,
– coordinate the development of policy and any changes to relevantlegislation,
◆ information sharing within and external to Government,
◆ coordination of Government reporting against Framework Aims andIndicators, including preparation of the Annual Alcohol Report toParliament,
◆ distribution and accountability for additional funds allocated toimplement the Framework, including administering a funding programto support local community action and coordinate the work ofGovernment officers providing support to local community groups (SeeSupport for Local and Regional Action on Alcohol below),
◆ supervising or undertake regular data collection analysis anddistribution, including:

– collate, prepare and publish data on the agreed indicators andprogress in meeting any targets,
– collate and disseminate other data (for example, local area data),
