WHO WE AREThe BC Family Hearing Resource Society is the largest
not-for-profit organization in British Columbia that
combines skilled expertise of professionals, technology
and innovation to provide early intervention services to
Deaf and Hard of Hearing children and their families.
For over 33 years, we have been providing family-centred
services that are evidence based and use a non-biased
approach. We offer all communication choices such
as spoken language only, sign supported speech
and American Sign Language; and develop a plan together with the family to maximize every child’s
communication potential.
BC Family Hearing Resource Society (BCFHRS) is the name of the
organization. BC Family Hearing Resource Centre (BCFHRC) is the
name of our provincial program serving Deaf and Hard of Hearing
children. The Surrey Early Speech and Language Program (SESLP) is the
name of our program serving children in the local community who have
speech and language learning challenges unrelated to hearing loss.
We are accredited by CARF (Commission on
Accreditation of Rehabilitation Facilities), which
means we have met international standards for quality
of service provision.

Columbia to Deaf and Hard of Hearing children, their families and community service providers.

MESSAGE FROM THE pReSIDenT
Welcome to the 2015 Annual Report and our 33rd year of helping children with hearing loss and communication challenges.
This past year witnessed our new relationship take shape with
the Ministry of Children and Family Development (MCFD). BC Family Hearing is now fully responsible for providing services to all infants, toddlers and preschool age children with hearing loss/deafness throughout the province of BC. To ensure quality of service remains high, we have sub contracted with Deaf Children’s Society of BC and Children’s Hearing & Speech Centre of BC to continue to provide services to the families they have dutifully served over the years.
Technology continues to be a priority with Telehealth teleconferencing. This technology allows us to increase services to those families who do not live in the lower mainland by adding online visits to the current personal visits.

and families we work with on a daily basis. Silent gratitude isn’t much use to anyone so I would like to take this opportunity to give a great big THANK YOU to everyone who has contributed to our success as we continue forward purposefully in our mission to provide the best service possible to the families we serve. Dr. Noreen Simmons and her top-notch staff are second to none for their dedication and commitment to the children they work with. It has been said, “It takes a village to raise a child.” Making this work possible is a large village that I am proud to be a member of. Included in our village are: MCFD and all the governmental agencies supporting our work, the Elks & Royal Purple lodges and their members who diligently volunteer their time to support and raise funds as our Society’s founding members, and all donors and volunteers who give both financially and of their time. Lastly, a big THANK YOU to my fellow board and committee members. Your knowledge, dedication and leadership continues to inspire me each and every day.

MESSAGE FROM THE eXeCuTIVe DIReCToR
Impressive accomplishments and significant changes were the highlights of the past transitional year. Following a Request for Proposal in September, 2014, the Society was awarded the
contract from the Ministry of Children and Family Development to provide the much-needed early intervention services across the province of British Columbia. The Ministry’s decision led the specialized agencies serving Deaf and Hard of Hearing children and families to discuss program collaboration and partnerships with the aim to deliver programs, services and information to families in the most effective fashion. This discussion addressed overlap, duplication and gaps in service delivery, maximization of program efficiencies and effectively managing financial resources. The goal of this new endeavour is a shared vision to maximize long term language and communication outcomes for all children.
Another exciting accomplishment was the purchase, development and advancement of our tele-practice options. We are now able to connect to 300 telehealth sites across British Columbia and reach several families who live in rural and remote communities. We simultaneously worked
on advancing our online training programs to ensure tangible differences are made in the lives of children by equipping families with the advocacy, education and intervention skills that they require.
Our funders and donors make all the work that we do possible; we would like to take this opportunity to thank all our funders – Ministry of Children and Family Development, Provincial Health Services Association – BC Early Hearing Program, and major donors – Elks & Royal Purple, Rotary Foundation and the Caldor Foundation.
In presenting this annual report, I take this opportunity to acknowledge the professionalism and dedication with which my colleagues have advanced the interest of the children and families served at the Society. It is a privilege to work with a Board of Directors who offer their constant support, guidance and wise counsel. Even during this transitional period, we are pushing forward to lead with passion, tenacity, and optimism to strengthen and serve Deaf and Hard of Hearing families across the province of British Columbia.

EVENTSWalkathon 2015
The 14th annual Bright Futures Walkathon, hosted by
the BC Elks and the Canadian Royal Purple Society, took
place on May 24 at Campbell Valley Regional Park in
Langley. The event was another huge success raising
$16,000 for programs and services at BCFHRS.
Canadian Royal Purple Society Provincial Conference
The first provincial conference of the new Canadian Royal
Purple Society was held in Kamloops on May 25 & 26. The
Rowe family of Kamloops, who received services from BCFHRS
through our Outreach program, shared their story with the
ladies and thanked them for supporting BCFHRS. More than
$7,000 was raised for BCFHRS at this conference.

BC Elks Provincial Conference
Elks from the across the province gathered in Langley from
May 29 - 31 for the BC Elks provincial conference where local Elk
and long-time BCFHRS supporter Dave Sallenback was ushered
in as the new president. The Wildeboer family of Langley, who
are receiving services from BCFHRS, attended the event and
shared their story, thanking the Elks for their continued support
and commitment to BCFHRS. Donations totalling $8,000 were
presented to BCFHRS at this event.
Elks & Royal Purple Appreciation Luncheon
On the heels of the BC Elks Provincial Conference was the
annual Elks & Royal Purple Appreciation Luncheon held on
June 1 at our Centre. This event is an opportunity for our
students to share their communication skills with an audience
of friends, family and supporters, and an opportunity for the
Elks and Royal Purple members to see firsthand how their
donations are benefiting the children.
Mingle & Play
Our annual Mingle & Play event was held on August 5 – 7 at our
Centre. This fun-filled event is an opportunity for families from
across the province to gather and share experiences and ideas.
Entertainment included Sherry the Face Painter, world famous
Congolese children’s entertainer Jean Pierre Makosso, and
award-winning, bilingual children’s musician and educator
Will Stroet. This year’s event also featured an information fair
where parents had a chance to learn more about our services
as well as services available in the community.

GRANTSVancouver Rotary Hearing Foundation
The Vancouver Rotary Hearing Foundation (VRHF)
donated $20,000 towards the purchase of
equipment for our Telehealth program. The Telehealth
program allows our clients living in remote or rural
communities to receive intervention services through
videoconferencing. Including their donation to our
online program, the VRHF has recently donated
$35,000 to BCFHRS.
Caldor Foundation
The Caldor Foundation who are long term supporters of BCFHRC
donated $15,000 towards the purchase of equipment for the
Telehealth program (as seen to the left).
Wilson Family Fund
The Wilson Family Fund generously donated $20,000 in honor of
our client, Coen Cacic.

The Surrey Early Speech and Language Program (SESLP)
provides programs and services in response to the needs
of children and families with the desire to maximize
communication outcomes for children. The program serves
children and their families who have speech and language
challenges without hearing loss and/or deafness, and who
are from diverse ethnic and cultural backgrounds. Services
are provided in a safe and supportive environment with a
family centered and evidence based practise approach.
Below we present our “year in numbers”.
Over this past year, 248 new referrals were received, with an additional 122 referrals being redirected to the
South Fraser Health Speech and Language programs in order to help provide a more equitable distribution
of families, thus allowing families to receive more timely services.

351 of our children were discharged from the program this past
year, with 82 of these children moving on to school, and 37 being
transferred to other agencies due to specific needs or relocation out
of our service boundaries.
Parents continue to be key players in their children’s communication
development, and by empowering them we’ve seen great strides in
the children’s development.

GRAdUATE PROGRAM AFFILIATIONS & RESEARCH
The Organization’s affiliation with the graduate
programs in Education of the Deaf and Hard of
Hearing and School of Audiology and Speech Sciences
at the University of British Columbia has helped to
strengthen its research, clinical training, and educational
partnerships. The multidisciplinary research team, which
includes faculty members and doctoral students from
the above graduate programs, as well as researchers
from the Human Early Learning Partnership, has taken
initiatives that have resulted in regular meetings with
a goal to foster interaction, collaboration and the
advancement of knowledge to improve services for Deaf
and Hard of Hearing children and their families.
The research team is currently investigating the
transition process for Deaf and Hard of Hearing children
from an early intervention program into kindergarten.
Findings from the investigations will be published in peer
reviewed journals and/or text books and can be made
available upon request.

Family Hearing Resource Society:The accompanying summary financial statements, which comprise the summary statement of financial position as at August 31, 2015, the summary statement of operations and changes in net assets and summary statement of cash flows for the year then ended, are derived from the audited financial statements of BC Family Hearing Resource Society for the year ended August 31, 2015. We expressed a qualified audited opinion on those financial statements in our report dated October 19, 2015.
The summary financial statements do not contain all the disclosures required by Canadian accounting standards for not-for-profit organizations. Reading the summary financial statements, therefore, is not a substitute for reading the audited financial statements of BC Family Hearing Resource Society.
Management’s Responsibility for the Summary Financial StatementsManagement is responsible for the preparation of a summary of the audited financial statements in accordance with Canadian accounting standards for not-for-profit organizations.
Auditor’s ResponsibilityOur responsibility is to express an opinion on the summary financial statements based on our procedures, which were conducted in accordance with Canadian Auditing Standard (CAS) 810, “Engagements to Report on Summary Financial Statements.”
Basis for Qualified OpinionIn common with many charitable organizations, the Society derives revenue from donations, the completeness of which is not susceptible to satisfactory audit verification. Accordingly, our verification of these revenues was limited to the amounts recorded in the records of the Society, and we were not able to determine whether any adjustments might be necessary to donations, excess of revenue over expenditures, assets and net assets.
OpinionIn our opinion, except for the effect of any adjustments that we might have determined to be necessary had we been able to satisfy ourselves concerning the completeness of the donations referred to in the preceding paragraph, the summary financial statements derived from the audited financial statements of BC Family Hearing Resource Society for the year ended August 31, 2015 are a fair summary of those financial statements in accordance with Canadian accounting standards for not-for-profit organizations.
