Without prejudice to the powers of this Board under the Water(Prevention and Control of Pollution) Act-1974, the Air Act-1981 andthe Environment (Protection) Act-1986 and without reducing yourresponsibilities under the said Acts in any way, this is to inform you thatthis Board grants Consent to Establish for setting up of an integratedcommon hazardous waste management facility at Survey No. 414, 415,416,417,418,383,384,385,386,40911 & 2, 178, 179, 180, 181/1 & 2of ViII. Juna Katariya 1 Lakadiya, Ta. Bhachau, Dist. Kutch of followingcapacity.

SPECIFIC CONDITION:-
(1) The Validity period of the order will be Five years from thedate of issue of this order.
(2) You shall not carry/start out any construction activity /operation without obtaining ECC from MoEF, New Delhi.

(3) You shall comply with all the conditions of the ECC, if issued,by MoEF, New Delhi.
(4) You shall also comply with the Sub Rule 5, 6 and 7 of Rule 8of Hazardous Waste (Management F& Handling) Rule, 1989 asamended in 2003 i.e. The site should be notified by StateGovernment before any activity.
(5) You shall design and set up disposal facility as per theguidelines issued by the Central Government or the StateGovernment, if any.
(6) You shall before setting up a disposal facility get the designand the layout of the facility approved by the GPCB under (1)& (2) Rule 8 (A) of Hazardous Waste (Management F&Handling) Rule, 1989 as amended in 2003.
(7) Operation and closure of landfill site shall be as per 8 (B) ofRule 8 of Hazardous Waste (Management F& Handling) Rule,1989 as amended in 2003.
(8) You shall comply all criteria / conditions for TSDF along withall its components as per guidelines published by CPCB as"Criteria for Hazardous Waste Landfills". (HAZARDOUSWASTE MANAGEMENT: HAZWAMS/17/2000-01)
(9) You shall comply with the guidelines for transportation ofHazardous Waste for transportation of hazardous wastes.(HAZWAMS/33/2005-06)
(10) The waste(s) shall be either disposed off directly into landfilland/or after the treatment like solidification & stabilization,segregation, pyrolysis as per the criteria mentioned in theCPCB guide lines "Criteria for Hazardous Waste Landfills".
(11) Incinerator shall be designed and operated as per the CPCBguidelines i.e. Guidelines for common hazardous wastesincinerator.
(12) The funds earmarked for environment protection measuresshould be maintained in a separate account and there shouldbe no diversion of these funds for any other purpose. A year-wise expenditure on environmental safeguards should bereported to GPCB and CPCB.
(13) Construction of the proposed structures should beundertaken meticulously confirming to the existing Central /Local rules and regulations. All the construction designs /drawings relating to the proposed construction activities musthave approvals of the concerned State GovernmentDepartment / Agencies.
(14) To meet any emergency situation, appropriate fire-fightingsystem should be available. Appropriate arrangements foruninterrupted power and water supply to meet therequirements of the environment protection equipments andcontinuous water supply for the fire fighting system should bemade.

(15) In case of deviation or alternation in the project including theimplementing agency, a fresh reference should be made toGPCB and MoEF, New Delhi for modification in the clearanceconditions or imposition of new one for ensuringenvironmental protection. The project proponents should beresponsible for implementing the suggested safeguardmeasures.
CONDITIONS UNDER WATER ACT 1974:
1. Total quantity of effluent generation frOfl1 an integrated commonhazardous waste management facility and other anallary activrtyshall not exceed 7000 Lit/Day.
2. The quantity of the domestic waste water (sewage) generation shallnot exceed 800 Lit/Day.

(a) The minimum height of stack to be provided with each of thegenerator set shall be H = h + 0.2 (KVA)1'2 , where H = Total stackheight in meters, h = Height of the building in meters where or bythe side of which the generator set is installed.
(b) Noise from DG Set shall be controlled by providing an acousticenclosure or by treating the room acoustically, at the users end.
(c) The acoustic enclosure or acoustic treatment of the room shall bedesigned for minimum 25 dB(A) insertion loss or for meeting theambient noise standards, whichever is on the higher side (if theactual ambient noise is on the higher side, it may not be possible tocheck the performance of the acoustic enclosure / acoustictreatment. Under such circumstances the performance may bechecked for noise reduction up to actual ambient noise level,preferably, in the night time). The measurement for Insertion Lossmay be done at different points at 0.5 m from the acoustic enclosure/ room, and then averaged.
(d) The D. G. Set shall be provided with proper exhaust muffler withinsertion loss of minimum 25 dB(A).
(e) All efforts shall be made to bring down the noise levels due to the D.G. Set, outside the premises, within the ambient noise requirementsby proper siting and control measures.
(f) Installation of a D.G.sets must be strictly in compliance with therecommendations of the D. G. Set manufacturer.
(g) A proper routine and preventive maintenance procedure for the D.G.Set should be set and followed in consultation with the DG set
manufacturer which would help prevent noise levels of the DG setfrom deteriorating with use.

CONDITIONS UNDER HAZARDOUS WASTE:
1. Hazardous Wastes shall be disposed off in accordance with theHazardous Waste (Management & Handling) Rules. 1989 asamended in 2003.
2. The project proponent shall ensure that the TSDF fulfils all theprovision of Hazardous \"Jaste (Management and HandilngyRules, 2003 and the design of landfill is as per the guidelines eXthe Central Pollution Control Board with proper leachate coUectionarrangement.
3. The project proponent shall ensure that the transportation of thehazardous wastes to the TSDF conforms to the norms laid downin the Hazardous Waste (Management and Handling) Rules,2003.
4. The TSDF shall only handle the waste generated from themember units.
5. ETP shall be provided to treat the effluent / leachate generatedfrom the landfill.
6. The project proponent shall monitor the ambient air quality,ground water and noise abutting the site as per norms laid downby CPCB.
7. Incineration of hazardous wastes shall be carried as per theguidelines of CPCB. The emissions from the incinerator shall bepassed through APCMs.
8. Project proponent shall ensure that wastes with organic content>5% of degradable organic matters are not disposed into thelandfill. However, required arrangement for collection, treatmentand disposal of gases from the landfill of any, should be provided.
9. Project proponent shall carry out periodical ground water / soilmonitoring in and around the site to check the contaminationincluding TCLP test for heavy metals.
10. Adequate dust and noise separation measures should be put inplace during construction of the plant.
11. The ground water, surface water and air quality should bemonitored regularly to assess the leachate contamination.

12. A leachate collection system should be provided to collect theleachates at a collection point. Treatment facility for the collectedleachate should be provided.
13. The landfill site should be as per the norms laid down by CPCB.
14. A separate Environment Management Cell with suitably qualifiedstaff to carry out various environment related functions should beset up under the charge of a Senior Executive who will reportdirectly to the Chief Executive of the Organization.
15. Applicant shall have to comply with the protocol for the TSDF andshall also have to comply with the Hon'ble Supreme Court's orderin W.P. No. 657 of 1995 dt. 14th October 2003; Hon'ble SupremeCourt's Monitoring Committee's directives issued from time-to-time and Hazardous Waste (Management & Handling) Rules,1989 as amended up to 2003 with regard to the Hazardous wastemanagement.
GENERAL CONDITION:
1. Adequate plantation shall be carried out all along the periphery ofthe industrial premises in such a way that the density of plantationis at least 1000 trees per acre of land and a green belt of 5meters width is developed.
2. The applicant shall have to submit the returns in prescribed formregarding water consumption and shall have to make payment ofwater cess to the Board under the Water Cess Act- 1977.
3. In case of change of ownership/management the name andaddress of the new owners/partners/directors/proprietor shouldimmediately be intimated to the Board.
4. The applicant shall however, not without the prior consent of theBoard bring into use any new or altered outlet for the discharge ofeffluent or gaseous emission or sewage waste from the proposedindustrial plant. The applicant is required to make applications tothis Board for this purpose in the prescribed forms under theprovisions of the Water Act-1974, the Air Act-1981 and theEnvironment (Protection) Act-1986.
5. The applicant also comply with the General conditions as perAnnexure - I attached herewith (No.1 to 38) (whicheverapplicable).

6. The concentration of Noise in ambient air within the premises of

7. Applicant is required to comply with the manufacturing. Storageand Import of Hazardous Chemicals Rules-1989 framed underthe Environment (Protection) Act-1986.
8. If it is established by any competent authority that the damage iscaused due to their industrial activities to any person or hisproperty, in that case they are obliged to pay the compensationas determined by the competent authority.
9. Applicant shall have to comply with all the guidelines/directivesissued / being issued by MoEF / CPCB / DoEF from time to time.
10. Applicant shall not use/withdraw ground water either duringconstruction and/or operation phase and water requirementsshall be met through water supply of GWSSB.
11. Environmental Cell shall be set up and shall be responsible fortotal environmental management.
12. Applicant shall have to obtain the permission from the concerneddepartment/authority for storage & handling of hazardoussubstances.
13. Applicant shall have to comply with the Risk Assessment &Disaster Management Plan.
14. Applicant shall have to comply with the Environmental AuditScheme introduced by Hon'ble High Court and shall submit theEnvironment Audit Report every year in accordance withdirections given in the High Court Order dt 16109/1999 IInEnvironmental Audit Scheme.
15. Applicant shall have to comply with Fly ash notification. aIEnvironmental Acts / Rules / Notifications along with thetramendments from time-to-time & other guidelines issued / beingissued by MoEF / CPCB / DoEF from time to time.
16. Applicant shall have to comply with all the suggestions /recommendations of the Environmental Public Hearing,enumerated in REIA report.

17. Applicant shall have to submit copy of approval of Chief Controllerof Explosives for storage & handling, if applicable; up datedDisaster Management Plan along with On Site & Off SiteEmergency Plans & other guidelines issued I being issued byMoEF I CPCB I DoEF from time to time.
18. Applicant shall have to carry out mock drill both on site and offsite for all the possible eventualities at a regular interval of time.For any of the disastrous situations, escape route shall have to bepredefined, properly marked and shall be brought to theknowledge of the concerned.
19. Applicant shall have to obtain the 150 14001 & 05 HAS 18000certification and shall have to implement the suggestions Irecommendations of the same.
20. Applicant shall have to implement EMP as stated in the REIAReport before the commencement of the production.
21. Applicant shall comply with The Forest (Conservation) Act - 1980and Rules - 1981, CRZ notification and all Environmental Acts IRules I Notifications and their amendments from time-to-timewhich ever is applicable
22. Full support should be extended to the officers of MoEF, CPCB,GPCB and all other relevant authorities by the project proponentsduring their inspection for monitoring purposes, by furnishing fulldetails and action plans including the action taken reports inrespect of mitigative measures and other environmentalprotection activites.
23. GPCB reserves the right to stipulate additional condition if foundnecessary. The company will implement these conditions in atime bound manner.

2. CONDITIONS UNDER WATER ACT 1974:
2.1 The quantity of the industrial effluent from the manufacturing activities and other ancillary operations shall notexceed n4.00 Liter/Day.
2.2 The entire industrial effluent shall be disposed by incineration within plant premises,2.3 The quantity of the domestic waste water (Sewage) shall not exceed 900 Liter/Day.2.4 Sewage shall be disposed of through septic tank/soak pit system.2.5 The unit shall provide metering facility at the inlet and oullet of ETP as well as AO plants and maintain the
record as per Water Cess Rules-1977.

4.5. The applicant shall provide portholes, ladder, platform etc at chimney(s) for monitoring the air emissions and thesame shall be open for inspection to/and for use of Board's staff. The chimney(s) vents attached to varioussources of emission shan be designed by numbers such as 8-1, 8-2, etc. and these shall be painted I displayedto facilitate identification.
4.6. The industry shall take adequate measures for control of noise levels from its own sources within the premisesso as to maintain ambient air quality standards in respect of noise to less than 75dB(a) during day time and70dB (A) during night time. Daytime is reckoned in between 8a.m. and10 p.m. and nighttime is reckoned between10 p.m. and 6 a.m.
5. CONDITIONS UNDER HAZARDOUS WASTE:
5.1The applicant shall provide temporary storage facilities and maintain the 'record for each type of HazardousWaste as per Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2008 as amendedfrom time to time.
5.2The applicant shall be obtain membership of common TSDF site for disposal Hazardous Waste as categorized inHazardous Waste (Management, Handling & Transboundary Movement) Rules, 2008 as amended thereof.
6. GENERAL CONDITION:
6.1 Unit shall develop green belt within premises as per the CPCB guidelines. However, if the adequate landis not available within premises, the unit shall tie up with local agencies like gram panchayat, school,social forestry office etc. for the plantation at suitable open land in nearby locality and submit an actionplan of plantation for next three years to GPCB.
6.2 Plantation should be started along with constitution activrty. For plantation within the premises, a spacing of atleast 4m x 4m shall be kept Le. to say 250 plants per acre shall be plantation. For plantation out side thepremises a spacing of 2m x 2m will be kept i.e. to say 1000 plants per acre.
6.3 Adequate plantation shall be carried out all along the periphery of the industrial premises in such a way that thedensity of plantation is at least 1000 trees per acre of land and a green belt of 10 meters width is developed.
6.4 The applicant shall have to submit the returns in prescribed fonn regarding water consumption and shall have tomake payment of water cess to the Board under the Water Cess Act- 1977.
6.5 In case of change of ownership/management the name and address of the newownersfpartners/directors/proprietor should immediately be intimated to the Board.
6.6 The applicant shall however, not without the prior consent of the Board bring into use any new or alteredoutlet for the discharge of effluent or gaseous emission or sewage waste from the proposed industrialplant. 6.8 The over aU noise level in and around the plant area shall be kept well within the standards by providing noisecontrol measures including engineering control like acoustic insulation hoods, silencers, enclosures etc on allsources of noise generation. The ambienl noise level shall conform to the standards prescribed under theEnvironment (Protection) Act, 1986 & Rules.
6.9 The concentration of Noise in ambient air within the premises of industrial unit shall not exceed following levels:

The funds earmarked for environment protection measures should bemaintained in a separate account and there should be no diversion of thesefunds for any other purpose. A year wise expenditure on environmentalsafeguards should be reported to GPCB and CPCs.
To meet any emergency situation, appropriate fire-fl9hting system should beavailable. Appropriate arrangements for uninterrupted power and water supplyto meet the requirements of the environment protection equipments andcontinuous water supply for the fire fighting system should be made.
In case of deviation or alternation in the preiect including the implementingagency, a fresh reference should be made to GPCB and MoEF, New pelhi formOdification in the clearance conditions or imposition of new one for ensuringenvironmental protection. The project proponents should be responsible forimplementing the suggested safeguard measures.

2.1 You shall have to strictly comply with all the conditions mentioned in theEnvironment Clearance issued by MOEF vide letter nO.1O-45/2007-1A-IIIdated 15-04-2008.

and Gujarat Pollution Control Board from time to time.2.3 You shall have to strictly adhere to and comply with the Guidelines / Manuals
published by the different authorities for Construction and safe operation of theHazardous Waste TSDF / Incineration sites like (a) Criteria for Landfills (b)
Manual for design, construction and quality control of liners and covers ofHazardous Waste Landfills (c) Guideline for proper functioning and upkeep ofdisposal site (d) Guideline for transportation of Hazardous Waste (e) Guidelinefor setting up of operating facility (f) Guideline for Hazardous wasteIncinerator etc . along with the instruction and stipulation issued time to timefor the safe handling, construction and operating of Hazardous Waste TSDF /Incineration Sites.
2.4 In case of deviation Of alteration in the project including the implementing
agency, a fresh reference shall be made to GPCB and MoEF, New Delhi formodification in the Clearance conditions or imposition of new one for ensuringenvironmental protection. The project proponent shall be responsible forimplementing the suggested safe guards.
2.5 You shall have to follow the Guideline for Transportation, Storage, Handlingand Labeling of Hazardous Waste published by CPCB.
2.6 The owner/facility operator is fully responsible for compliance of all thedirections issued by the Apex Court and High court from time to time.

2.8 The project proponent shall use Hazardous waste tracking system of XtendedGreen Node (XGN) for on line real time data updation on Transportation ofHazardous waste by them. The compilation of real time data for preparingonline manifest by the generator, Transporter and receptor shall have to bemaintained on daily basis & submitted by the generator and receptor of thefacility to the concerned Regional Office, and Head Office, GPCB.
2.9 The project proponent shall have to transport Hazardous waste throughdedicated Vehicles with GPS (Global Positioning System) enabled system andin line with Hazardous waste (M,H&TM) Rules-2008.
3. CONDITIONS UNDER WATER ACT 1974:3.0 The generation and discharge of industrial effluent from the common facilities
and other related operations of the site shall not exceed 41.700 KLlDay and theentire waste water shall be disposed off through forced evaporation system.
3.1 The quantity of the domestic waste water (Sewage) shall not exceed 5.400KLlDay.
3.2 There shall be no waste water discharge from the site activities3.3 Sewage shall be disposed off through septic tauklsoak pit system.3.4 You shall have to take all the precautions to control fugitive emission and
Odour control form the different operations of your site as per the Guideline ofCPCB.

5.2 The projects proponent shall ensure that TSDF fulfills all the provisions ofHazardous Waste (Management, Handling and Transboundary Movement)Rules 2008 and the design of the landfill is as per the guidelines of the CentralPollution Control Board with proper leachate collection arrangement.
5.3 Project proponent shall ensure that wastes with organic content greater than 5% of degradable organic matters shall not he disposed into secured landfill.Co-processing of the hazatdous waste at Cement plant! Steel Plant shall beexplored. The project proponent shall carry out all necessary measures for thesafe handling of Hazardous waste and is liable for all the damage caused to theEnvironment.
5.4 If it is established by any competent authority that the damage is caused due toProject Proponent's activities to any person or his property, in that case theyare obliged to pay the compensation as detennined by the competent authority.
5.5 The project proponent shall monitor the ambient air quality, ground water andnoise levels in and around the site as per nonns laid down by CPCB.
5.6 Post storage monitoring shall be continuously carried out and report of thesame shall be submitted to Gujarat Pollution Control Board.
5.7 In no case hazardous waste shall be disposed off on land, within or outside thepremises, sold out to traders/ dealers or transferred without prior approval ofthe Board,
5.8 As per "Public Liability Insurance Act 1991" company shall get insurancepolicy and valid copy of policy shall be submitted to Gujarat pollution ControlBoard.
5.9 The owner/operator of the facility shall apply in writing at least 6 months inadvance seeking approval for the closure of the facility to the Gujarat PollutionControl Board along with detailed closure plan.
5.10After Post Closure of the landfill cells, vents shall be installed & regularmonitoring of the emission of vent shall be carried out and Analysis reportsshall be submitted to GPCB regnlarly,
5.11 Project proponent shall carry out periodical ground water / soil monitoring inand around the site to verify the contamination including TCLP test for heavymetals and Paint Filter Liquid Test shall be carried out as per the guidelines ofCPCB,
5.12 A separate Environment Management Cell with suitably qualified staff tocarry out various environment related functions should be set up under the

charge of a Senior Executive who will report directly to the Chief Executive ofthe Organization.
5.13Applicant shall have to comply with the protocol for the Performanceevaluation for the common Hazardous Waste disposal facility and shall alsohave to comply with the Honorable Supreme Court's order in W.P NO.657 of1995 from time to time, and all the conditions mentioned in Hazardous Waste(Management, Handling & Transboundary Movement) Rules 2008.
6, GENERAL CONDITION:6.1 Adequate plantation shall be carried out all along the periphery of the
industrial premises in such a way that the density of plantation is at least 1000trees per acre of land and a green belt of 5 meters width is developed.
6.2 The applicant shall have to submit the returns in prescribed form regardingwater consumption and shall have to make payment afwater cess to the Boardunder the Water Cess Act- 1977.
6.3 Applicant shall have to comply with all guidelines/ directives issued / beingissued by MOEF / CPCB IDOEF/GPCB.
6.4 Applicant shall have to comply with Risk Assessment and Disastermanagement Plan.
6.5 Applicant shall have to carry out mock drill both on site and off site for all thepossible eventualities at a regular interval of time. For any of the disastroussituation escape route shall have to be predefined properly marked and shall bebrought to the knowledge of all the concerned.
6.6 The Environmental audit shall be carried out twice in a year and theenvironmental statements pertaining to the previous year shall be submitting tothis Board latest by 30'" September of every year.
6.7 In case of change of ownership/management the name and address of the newowners/partners/directors/proprietor should immediately be intimated to theBoard.
6.8 The applicant shall however, not without the prior consent of the Board bringinto use any new or altered outlet for the discharge of effluent or gaseousemission or sewage waste from the proposed facility. 1. Introduction and Background
1.1 Project Details
SAURASHTRA ENVIRO PROJECTS PRIVATE LIMITED (SEPPL) is the group
company of Detox Group which is engaged in environment consultancy and
engineering work since 1991, having head office at Surat, Gujarat. The company has
existing units of Common Hazardous Waste Treatment Facilities at District Kutch
and Bharuch.
Now the company proposed for the expansion project at its existing unit at District
Kutch. The company has already developed 1.2 MMT of secured land fill cell. As the
capacity of existing cell is almost exhausted, company proposes for replicating the
landfill with propose capacity of 1.1 MMT in existing 62 acres of land to cater the
member units.
1.2 Need of Proposed Project
In 2008, project was conceived with estimation to receive 60,000 MT waste annually.
Accordingly over 20 years, 1.2 MMT waste was anticipated.
Against the above anticipation in 7 years, SEPPL has received waste of 9,08,997.95
MT i.e 09 MMT as on March 2017.
In order to meet with this requirement and future expansion of these industries we
have proposed to expand our capacity by 1.1 MMT in existing 62 acres of land.
1.3 Regulatory Framework
The proposed project of Integrated Common Hazardous Waste Management Facility
falls under category A, Sr. no. 7 (d) in the Government of India Notification no. S.O.
1533 dated 14th September, 2006; which require obtaining prior Environmental
Clearance before starting construction, production or any other allied activities
related to the project. For getting the Environmental Clearance; it is required to carry
out the Environmental Impact Assessment (EIA) study.

1.4 Project description with process details
Saurashtra Enviro Projects Private Limited proposes to develop Integrated Common
Hazardous Waste Management Facility at Villages Lakadia, Juna Kataria, Taluka:
Bhachau, District: Kutch, Gujarat. The proposed project will consist of Secured
Engineered Landfill Cell.
Secured Landfill Disposal Facility (TSDF)
The company proposes to develop secured engineered landfill facility of 15 MMT
capacity. Progressive cell will be developed as per latest technology which will result
in air space utilization in between adjacent cells with reduction in occupancy of land
for secured engineered cell development.
The hazardous wastes are either disposed of directly into the landfill and/or after the
treatment such as solidification and stabilization, segregation, incineration, etc. The
decision on whether to treat or directly dispose of will be taken as per the criteria
mentioned in the CPCB guideline Criteria for Hazardous Waste Landfills
(HAZWAMS/32/2005 2006, Annexure III).
The secured landfill cell comprises of the following components.
Bottom Liner System for impervious containment
Top liner system (placed at the time of closure of the cell)
Leachate Drainage, Collection and Removal system
Monitoring wells
Gaseous Emission Management

The proposed project will be developed in 62 acres of existing land. The area

2. Study Area & Classification System
2.1 STUDY AREA
The study area is within 10 km radius from project site at Lakadia & Juna Katariya
village of Bhachau taluka of Kachchh district. This area covers Bhachau and Rapar
talukas of Kachchh district. Area covers total around 26 villages of two talukas as
shown in the Map 1. Figure also depicts the major roads passing through the study
area. The boundary of the village locations has been derived from the Census of
India maps.
2.1.1 Classification of Land use and Land cover
The classification system followed for land use/cover classification was as published
by National Remote Sensing Agency (NRSA), Government of India, in the year
1988-89. This is two level of classification system with seven classes in first levels.
This system of classification requires some modification and made to include
additional sub-categories which are more relevant in describing the land use/cover
for a particular study area. A synopsis of the classification is summarized and
presented in Table 2.

3. Methodology & Ground Survey
3.1 METHODOLOGY
Mahabal Enviro Engineers Pvt. Ltd. had entrusted the work to carry out - Satellite
Data Analysis and Interpretation for within 10 Km Area for Integrated Common Hazardous Waste Treatment Facility.
To achieve above objective following methodology was employed for preparation of
land use/cover report.
Study and collection of relevant documents and maps
Interpretation of satellite data
Field Survey / Ground Truthing
Generation of final land use and land cover map
Impact assessment and mitigation measure suggestions
3.1.1 Study and collection of relevant documents and maps
Primary Data Collection
The land use/land cover mapping was carried out using digital satellite imagery
procured from NRSA, Hyderabad. Details of the satellite data are as given in table 3
as under:

Secondary Data Collection
The ancillary data collected for the study were District planning series maps and
Census maps as base information for interpretation.

3.1.2 Interpretation of satellite data
The study area was demarcated within the 10 km radius of the project site using
buffer option on the ancillary map collected. Satellite data was imported using
importing of data, option and clubbing the three layers into the single layer for
interpretation. The data was in standard projection system universally followed as
UTM.
Considering the basic elements of interpretation such as tone, size, shape, texture,
pattern, location, association, shadow, aspect and resolution along with ground truth
and ancillary information collected during the preliminary reconnaissance survey the
interpretation was accomplished. The classification scheme followed in the project
was according to NRSA classification system as mentioned in previous chapter.
3.1.3 Ground truth study
Ground truth study comprises of data collection of ground features along with the
respective geographical position in terms of latitudes and longitudes with GPS. Using
all the collected information the data was interpreted. A detailed ground truth was
carried out to check the discrepancy of the interpreted data. This comprises of
respective geographical positions in terms of latitudes and longitude of ground
features.
3.1.4 Final Map preparation
The proportional presence of different land uses and land cover in terms of statistical
percentages was derived for the study area. Appropriate legends were used to
represent the various categories of land use and land cover, and were then written
on the prepared land use and land cover maps.
3.2 GROUND SURVEY
The field survey was carried out around radial distance of 10 km from the project
site; the site was visited on 11th
& 12th April, 2017 for quality check of the map.
GPS readings were taken during the surveys wherever it was felt that additional
confirmation in interpretation of the data and also observations of land features were
noted. Additionally, spot checks were also done to confirm the land use / land cover
interpretation even where confidence of interpretation was high. Table 4 enumerates

4. Land Use/Cover Pattern of the Study Area
The land use and land cover in the region comprises of seven first level classes and
eleven second level classes as given in Table 5 below.

The image was classified into the above mentioned classes for different regions of
interest are given in Map 2. The photo documentation is as given in Annexure1. Brief
description of each type of the class forming land use and land cover, derived from
the remote sensing data analysis and the ground observations are explained below.
4.1 HABITATION
Rapar and Bhachau ta lukas there are 26 villages within 10 km radius.
4.2 INDUSTRIAL AREA
There are few industries along the two highway roads. It was observed that many of
them were closed. This includes solar power plants.
4.3 AGRICULTURE
The agricultural land includes cultivated and fallow agricultural area. It covered major
region in the study area i.e. 61 per cent of the study area. The major crop cultivated
in the study area was cotton (Gossypium spp.) and castor (Ricinus Communis).

Other crops are Jiru (Cuminum cyminum) in winters and Juwar (Sorghum sp.), Mung
(Vigna radiate), Guar (Cyamopsis tetragonoloba), Bajra (Pennisetum glaucum), Moth
(Vigna aconitifolia) and til (Sesamum indicum) in winters. Few areas had bore wells
which goes upto 200-300 fts.
4.4 BARREN LAND
These are lands having no vegetation having bluish tone on data was segregated as
barren land, covering 0.34 sq.km. of land.
4.5 WATER BODY
The area covered by natural or impounded inland fresh water lakes, ponds, or other
inland impoundments covered by water was designated as water bodies. They were
mostly on eastern side of the study area.
4.6 RIVER BED
There were two non perennial rivers Bambodi nadi and Khari river and its tributaries
flows through again on eastern side of the study area.
4.7 GRASS COVER
There were 24 hectares of grass covered region which may include river bed areas.
4.8 SCRUB
There are areas having sparse vegetation it was mainly covered by grasses and it
also had scattered scrubs or tree species, these areas were delineated as Scrub. As
per the classification based on Forest Survey of India the category denotes land
having bushes and poor tree growth with canopy density less than 10 percent. The
Scrub category covered 23.18 percent of the area dominated by ravenous region
along the river, which is second most observed class.
4.9 OPEN VEGETATION
The vegetation category Open was segregated based on the canopy density of 10 to
20 per cent. Open Vegetation was mostly of ravenous and the hilly region on
northern side.

4.10 SCRUB (FOREST)
The designated forest area having sparse vegetation mainly covered by grasses or
having scattered scrubs or tree species, these areas were delineated as Scrub
(forest). These areas were just 2.61 hectares which were in small patches.
4.11 OPEN FOREST
The designated forest area having canopy density of 10 to 20 per cent were
classified as Open Forests. These areas were of Shivlakha and Chitrod foreests.
4.12 AREA STATISTICS OF LAND USE/ COVER CLASSES
The area statistics of these classes are presented in Table 6. The major portion of
the study region is covered by agriculture, scrub and open vegetation respectively in
descending order of the area covered. The study area has Reserve Forest near
Rampar, Govindpar, Khanpor village.

5. Environmental Impacts and Suggested Mitigation Measures
5.1 Identification of Impacting Activities for the Proposed Project
The environmental aspects and impacts have been identified based on an
assessment of environmental aspects associated with the project. Potential impacts
on land use and land cover are given in Table 7.

5.1.1 Land Acquisition
The present project is expansion project so there wont be any land acquisition for
the project.
5.1.2 Site Preparation
Clearance of Vegetation
The proposed expansion will be carried out in 24 acres of land. This area is within
the factory premises where waste was dump. So from barren land it is being
changed to industrial area.
And associated activities like construction of temporary huts and colonies will not be
constructed since workers will be tapped from nearby villages. The land
contamination issue will not be addressed.
The digging of secured landfill site would create change in topography of the region;
this could have been well addressed since establishment of the project.

5.1.3 Approach Road
It has been suggested to strengthen and widen the existing approach road
connecting the site to highway which will be nearly 1 km of distance. This will
account to nearly 2 sq.km of land take area which is agricultura l land. As proposed
project execution will increase the vehicular movement. The National highway no. 15
will be used for transportation purpose.
5.2 Post Construction Phase
The present project will have overall impact on development of highway hote ls and
breakdown repairing shops. Also this would create employment for people. So there
might be shift from agricultural land labourers to developing their own business. This
would also have increase in traffic to this region.
Considering the above impact as well as the operating and other conditions
mentioned above, the likely impact scores on land environment are mentioned in
Table 7 below. The methodology followed for the same is as mentioned in Annexure
2.

The impact scoring results shows that two activities comes under less severe
wherein it can operate, requires no action unless escalation of risk. And one activity
is moderately severe which can operate subject to management and or
modifications. The details are as given in table 8.

5.3 Changes in Land use/cover since establishment of the project
The study of land use/cover pattern was done in the year 2008 before 9 years. The
changes in the land use/cover pattern have been studied before establishment of
project and after 9 years wherein project expansion is proposed.
It has been observed that since then there is decrease in the agricultural land by
almost 8 per cent which is attributed to the industrial development which includes
solar power plant. Also this could be attributed to interpretation of high resolution of
satellite data.

Another major category classified was scrub which shows decrease in the area by
almost 3 per cent. This is due to declaration of the patch near Rampar village by
forest department as Reserve Forests. Also due to change in resolution for
interpretation of satellite data.
Thus this decadal change study shows that there is trend of decrease in agricultural
land. People are slowly changing their occupation due to rainfed agriculture. It had
also been observed that there is increase in industrial area.

Annexure 2: Impact Scoring Methodology
The steps in identifying environmental impact follow.
1. Scoring the Impact Severity / Consequence
The consequences on various environmental receptors have been ranked into 5
levels ranging from insignificant to extreme consequence and are given in Table 1.

2. Quantifying the Probability of Occurrence of the Impact
After identifying the consequence severity as shown in Table 1, the probability of
occurrence also needs to be estimated to arrive at a complete picture of

environmental impact. Table 2 provides probability / likelihood ratings on a scale of
1-5. These ratings are used for estimating the likelihood of each occurrence.

3. Identifying Activities Causing Unacceptable Levels of Environmental Impact
Environmental impacts are now clubbed into four levels from extreme to low impact
activities. Extreme impact activities are unacceptable and therefore need to be either
stopped or modified such that they are brought to a lower level of environmental
impact. This is summarized in Table 3.
