Program Background
Main Objectives
• Develop energy performance-based rating and certification standards and program procedures
• Oversee the implementation of procedures
• Develop and maintain a database of fenestration attachment product performance
Summary
• Up to $1.6 million, 1 award; 4 year funding period
• Cooperative Agreement with substantial involvement between EERE and WCMA;
• Minimum 35% cost share
• Financial self-sufficiency at the end of four year funding period
• Despite the large energy savings opportunity, the market tells us that window replacements are too expensive.
• Fenestration attachments have a large estimated energy savings potential
• Currently no consistency in performance rating protocols and thus no way to identify efficient products
• There is currently no organization responsible for creating a viable rating program for attachments
• The proven strategy to grow market share of EE consumer products—ENERGY STAR or a similar program—requires an established independent rating and certification product for energy performance

Spring 2012 DOE funds analysis of data gathered via D&R on the installed base of window and window attachments and user behavior; LBNL used results to generate climate-based energy savings estimates

October 2012 FOA development begins
January 2013 RFI released and received 13 responses
November 2013 FOA released:Lawrence Berkeley National Laboratory (LBNL) will provide key technical support and software tools for product rating and certification
May-Sept 2014 WCMA selected for negotiation and ultimately awarded $1.6M
