ADOR COPIII Association is a unique and inspirational project for Romania, initiated by adoptive parents desiring to bring
their experience in support of vulnerable children blocked by the social protection system and to contribute to the
improvement of the adoption process. ADOR COPIII has become the community of the adoptive families and of all those
who understand that the most vulnerable human beings in Romania are the abandoned infants for whom the welfare system
becomes less helpful every day.

ADOR COPIII TEAM
Services in the field of domestic adoptions:
- information on domestic adoption procedure
- certification course for adoptive families
- course for parenting skills development through adoption
- psychological counseling and adoptive family therapy
- support groups and pre- and post- adoption workshops
- adoption conference
- advocacy campaigns for defending the rights of abandoned children
- adoption promoting campaigns
ADOR COPIII organization is AUTHORIZED by the Romanian Office for
Adoptions to offer services in the domestic adoption field.

Meanwhile, missconceptions about adoption and especially adoption of Rroma
children, children with disabilities, or older children, increases the number of
abandoned children who are not integrated into a permanent family.
Based on statistical data reported in 2013, the status quo of the social protection
system can be summarized as follows:

2,241 adoptable children
1,506 certificated adopting families or individuals
580 finalized adoptions
Abandonment
is one of the
worst cases of abuse
a child
may face.
CONTEXT The number of abandoned chi ldren who flood the files and folders of social workers increases every year, and as those
infants get older, their chances to be integrated in a family and adopted decreases dramatically. In addition the bureaucracy,
the lack of transparency and the difficulty to access information hampers the adoption process of an orphan, and also
discourages families from adopting those children, depriving them of their fundamental human rights, and making them
victims of a failed system Romania.

• Implemented more then 10 new types of authorized service in the domestic adoption field
• Increased to 1.006 the number of new families who adopt
• Integrated over 1.050 abandoned children in families
