About the TaiwanICDF
The International Cooperation and Development Fund (TaiwanICDF) is dedicated to boosting
socio-economic development, enhancing human resources and promoting economic relations in a
range of developing partner countries. We also offer humanitarian assistance and provide aid in the
event of natural disasters or international refugee crises.
To carry out our mission, we offer a range of assistance that centers on four core operations: lending
and investment, technical cooperation, humanitarian assistance, and international education and
training. Our Fund is used to make direct or indirect investments and to finance lending operations.
Revenues generated by the Fund are used to support our bilateral or multilateral technical
cooperation projects, humanitarian assistance operations and education and training.
Every new project from the TaiwanICDF proceeds according to a rigorous project cycle and is
backed by mutual covenants signed in cooperation with relevant stakeholders. Our projects are
designed to address the strategic development goals of each of our partner countries, pay due
consideration to associated regional trends, and maximize results by employing the right
combination of capital and technical cooperation.
Ultimately, our work is tailor-made to the local needs of each partner country. Our assistance covers
a variety of contemporary development issues such as environmental protection, public health,
agriculture, education, and information and communications technology.
We are also acting to improve human resources and build institutional capacity at the TaiwanICDF
itself. We believe that as a stronger, more professional organization, we will be better placed to
advise decision-making bodies within our government. Efforts to improve our own organization
will also help us to deepen the coverage of our projects and transfer technological know-how to our
partners. We aspire to making the most effective use of manpower and resources, and replicating
and adapting successful experiences from one partner country to another.

Overview of the International Higher
Education Scholarship Program
International education and training from the TaiwanICDF shares Taiwan’s own development
experiences with developing partner countries around the world. Our aim is to help these partner
countries cultivate and nurture a talented pool of human resources.
To achieve this objective, our International Education and Training Department performs a range of
interconnected operations. Our in-depth, professional workshops are dedicated to contemporary
trends in development, while our higher education scholarship program draws on expertise at
Taiwanese universities to strengthen know-how in critical disciplines. We also cooperate with a
number of international organizations on training projects.
Our International Higher Education Scholarship Program was initiated in 1998 when we joined
forces with a group of Taiwanese universities to offer scholarships for a number of
English-language courses, up to and including Ph.D. level.
The program enables talented young citizens to come to Taiwan to pursue their higher education
and follow course materials and learning objectives that are specifically designed to address key
development issues. The program provides full financial support for tuition and living expenses,
and having grown in scope over the years, now covers 35 courses from 21 universities — 11
bachelor's, 21 master's and 3 Ph.D. programs. These courses focus on the development needs of our
partner countries by addressing issues such as tropical agriculture, aquatic sciences, business
administration, information technology, human resource development, medicine and public health,
or various fields of engineering. All of these disciplines are in high demand in our developing
partner countries. We aim to boost social development and economic growth by generating a pool
of quality human resources.

TaiwanICDF Scholarship Application
Instructions
1. Eligibility
Applicants applying for a TaiwanICDF scholarship must meet both the general
eligibility criteria (please refer to appendix 1) and be a national of a country on the List
of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix 2).
Applicants must also meet the Regulations Governing Visiting, Resident, and Permanent
Residency of Aliens set by ROC (Taiwan) National Immigration Agency.
***Please Note: All Undergraduate Programs only accept applications submitted
by citizens of allied countries of ROC (Taiwan).
2. Application Procedure
The 2019 TaiwanICDF Scholarship application period will run from January 1 to
March 15 (GMT +08:00). For the 2019 TaiwanICDF International Higher
Education Scholarship Program, there are a total of 31 study programs available
for scholarship application.
Applicants should: (1) complete the TaiwanICDF International Higher Education
Scholarship Program Online Application, and (2) submit the documents listed
below to the ROC (Taiwan) Embassy/Consulate General/Representative Office in
their country. Applicants must ensure that they submit accurate and complete
documentation; failure to do so will result in the application not being processed. Please
also note: (1) Late submissions will not be accepted and/or processed; (2) All
Undergraduate Programs only accept applications submitted by citizens of allied
countries of ROC (Taiwan).
Documents to be submitted:
(1) A photocopy of applicant’s passport or other document showing proof of
nationality.

(2) A photocopy of applicant’s highest-level diploma and academic transcripts.
(3) A photocopy of applicant’s English proficiency certificate.
Please note: This means a TOEFL test score or that of another recognized English
proficiency exam, or documents certifying that the applicant has graduated from a
program where all courses were taught in English. Applicants who are unable to
provide such proof of English proficiency due to special circumstances may be
assessed for English proficiency by an ROC (Taiwan) Embassy/Consulate
(General)/Representative Office via interview or other forms of testing. Applicants
whose official national language is English are exempt from needing to supply these
documents.
(4) Two letters of reference.
(5) Any other documents specifically requested by an ROC (Taiwan) Embassy/
Consulate (General)/ Representative Office.
Please Note: In addition to the above documents requested as part of their
scholarship application, applicants should also submit all documents required by
the TaiwanICDF partner university that they are applying to before the admission
deadline of that university. For detailed information on such documents, please
refer to Section 4: Study Programs Available for TaiwanICDF Scholarship
Application at Partner Universities in 2019 in this brochure and the related
websites of each study program for further admission information.
The ROC (Taiwan) Embassy/Consulate General/Representative Office will conduct a
first review of applicants based on the eligibility requirements and selection criteria of
the TaiwanICDF, and then submit their list of recommended applicants to the
TaiwanICDF no later than March 31 each year.
A second review of the qualified applicants will be conducted by an academic committee
organized by the individual partner university in joint cooperation with TaiwanICDF
representatives. Such reviews will be based on each university’s selection criteria, whilst
also accounting for the eligibility requirements and selection criteria of the TaiwanICDF.

After the second review has been conducted in cooperation with all partner universities,
the TaiwanICDF will announce its list of scholarship recipients, in principle, no later
than June 30 each year. Successful applicants will receive an acceptance letter through
the ROC (Taiwan) Embassy/Consulate (General)/Representative Office to whom they
originally applied.
Please note: Gaining admission from the university does not necessarily mean that
the applicant has also been given a TaiwanICDF scholarship. Only the applicant
who receives the acceptance letter issued by the TaiwanICDF is the scholarship
recipient.

ABOUT THE PROGRAM
The curriculum is grouped into three major categories: Tropical Agricultural Resource
Planning; Production and Management of Tropical Agricultural Resources; and
Conservation and Utilization of Tropical Agriculture Resources. Agronomy, Horticulture,
Plant Protection, Rural Planning, Veterinary Medicine, Animal Science, Forestry, Wood
Industry, Aquaculture, Food Science, Agribusiness Management and Wildlife
Conservation are the focus areas. Except for required courses, the selective courses will be
tailor-made upon the request of major professor(s) on specific topics for the student.
Ph.D. students must complete the following requirements before the Ph.D. dissertation
exam:
1. Minimum of 30 credits (including 18 credits in courses and 12 credits in Ph.D.
dissertation).
2. Publications.
3. Minimum TOEFL ITP score 550 or equivalent English-proficiency verifications
(except for foreign students from English speaking countries). If the students could not
pass the English-proficiency test, an additional full research paper published in SCI (or
the same) journals or three English papers published in peer reviewed journals as a
substitute should be provided before the Ph.D. dissertation exam.
After completion of dissertation, the students will receive the “Doctor of Philosophy”
degree from the Department of Tropical Agriculture and International Cooperation,
International College.
ENTRY REQUIREMENTS
1. Completion of a master’s degree in agriculture or related fields at public or registered
private universities and independent colleges, or foreign universities and colleges
approved by the Ministry of Education, Taiwan (ROC).
2. Applicants from countries where English is not the native language are required to take
the TOEFL or equivalent English-proficiency verifications.

Master Program in Tropical Agriculture
ABOUT THE PROGRAM
The curriculum covers all fields related to tropical agriculture, including agronomy,
horticulture, plant protection, rural planning, veterinary medicine, animal science, forestry,
wood industry, aquaculture, food science, agribusiness management and water and soil
conservation, etc. In addition to the required courses (14 credits, including 6 credits for
thesis), the selective courses (16 credits) are tailor-made according to the requests from
the supervisor(s) of a student.
Students must complete a minimum of 30 credits and a minimum TOEFL ITP score 530
or equivalent English-proficiency verifications (except for foreign students from English
speaking countries) before the master’s thesis oral exam.
After completion of all the requirements for courses, English proficiency and thesis, the
students will receive the “Master of Science” degree from the Department of Tropical
Agriculture and International Cooperation, International College.
ENTRY REQUIREMENTS
1. Completion of a bachelor degree in agriculture or related fields in public or registered
private universities and independent colleges, or foreign universities and colleges

Undergraduate Program in Tropical Agriculture
ABOUT THE PROGRAM
Courses in fields of tropical agriculture, including agronomy, horticulture, animal science,
aquaculture, veterinary medicine, food science, agribusiness, and plant production are
offered for this undergraduate program. Students must complete a total of 130 credits
hours (including required credits and elective credits) to graduate with the “Bachelor of
Science”. For elective credits, students can choose courses freely in all fields according to
their personal interests and availability of courses, and acquire general and diversified
knowledge in agriculture. However, if a major is desired, the department currently offers
two majors, “Animal Production” and “Plant Production”.
Students must complete more than 70% elective credits in the same major, either “Animal
Production” or “Plant Production”, so that the major can be specified on the graduate
certificate. In plant production, the courses include but are not limited to: agronomic and
horticultural crop production; plant protection; and agri-business management. In animal
production, the courses include but are not limited to: anatomy and physiology of animals;
utilization of animal products; fish breeding and propagation; and pond management.
English Ability Examination: Students must pass a minimum of TOEFL ITP score 500 or
equivalent English-proficiency verifications before graduate (Except for foreign students
from English speaking countries).
After completion of all required courses and English Ability Examination, the students
will receive the “Bachelor of Science” degree from the Department of Tropical
Agriculture and International Cooperation, International College with or without a major.
ENTRY REQUIREMENTS
1. Completion of a Senior high school or vocational high school education, or the
equivalent, from institutions approved by the Ministry of Education, Taiwan (ROC).
2. Applicants from countries where English is not the native language are required to take
the TOEFL or equivalent English-proficiency verifications.

ABOUT THE PROGRAM
The IUP in BA provides most courses in English which includes various professional
courses and focuses on relevant management courses.
Students require to fulfill 128 credits for graduation (minimum requirement), which
includes 54 credits for require courses,42-46 credits for elective courses, 28-32 credits for
general courses, 4 PE and 2 service learning courses.
After completing their studies, students will receive a “Bachelor of Business
Administration” Degree from the Department of Business Administration at the College of
Commerce.
ENTRY REQUIREMENTS
International Students who meet the following requirements are eligible to apply:
1. Applicants of foreign nationality and have never held R.O.C nationality and also who
do not possess overseas Chinese student status at the time of their applications and
who comply with the regulations regarding ”International Students undertaking
Studies in Taiwan” of the Ministry of Education (MOE).
2. Applicants with a high school diploma or above are eligible to apply for undergraduate
programs.

ABOUT THE PROGRAM
The International MBA (IMBA) program offered by National Chengchi University
(NCCU) has dual accreditations by the Association to Advance Collegiate Schools of
Business (AACSB) and the European Quality Improvement System (EQUIS), a key
indicator of our quality resources in business education. In 2018, National Chengchi
University has been selected as full membership for the Partnership in International
Management (PIM) alliance, which symbolizes that the internationalization of NCCU has
been on par with top business schools around the world.
The IMBA program is designed to develop qualified candidates to be leaders in the field
of international business, with a special focus on the Asia-Pacific region. With the
continued growth of Asia’s emerging economies and the expansion of firms on a global
scale, the NCCU IMBA offers the perfect venue for international candidates to learn about
Asian economies.
The IMBA program requires a minimum of 42 credits to graduate. Required courses
account for 25 credits, including Accounting, Business Quantitative Methods, Corporate
Social Responsibility and Ethics, Financial Management, Leaders Forum, Leadership and
Team Building, Managerial Economics, Management Information Systems, Marketing
Management and Strategic Management. The elective courses fall under four areas of
concentration: Entrepreneurship, Finance, Management in Asia and Marketing. Students
have the option of taking the required number of courses to achieve a concentration or
take courses across concentrations to graduate with a General MBA.
The IMBA program provides an optimal international and multicultural learning
environment by maintaining balance between Taiwanese and international students
admitted to the program. The international students represent professionals from over 35

and industry experts in Taiwan and from around the world.
The IMBA faculty come from three equally qualified pools of local and international
talent. A third of the instructors hail from faculty members of the College of Commerce at

ENTRY REQUIREMENTS
1. Minimum of two years of full-time post-baccalaureate work experience.
2. Completion of or the equivalent of a four-year bachelor's degree from an accredited

Program, applicants MUST successfully complete two application procedures – One
for IMBA and the other for TaiwanICDF scholarship.

Step 2. For TaiwanICDF scholarship application, please access the Scholarship Online
Application System at http://web.icdf.org.tw/ICDF_TSP/WelcomeStart.aspx to fill
the application form between January 1, 2019 and March 15, 2019 (UTC+8).
Confirm the information you have entered and print out the application form.
Please submit the application form, together with your other scholarship
application documents, to the ROC (Taiwan) Embassy/Consulate (General)/
Representative Office in your country by March 15, 2019. Please be advised that
Scholarship Online Application System will be closed on March 15, 2019

2. Essays
The required Essays allow the Admissions Committee to learn about you, your
accomplishments and your professional aspirations. You will be asked some questions
and type them in the application system. Your essay should not be written or edited by
anyone other than yourself. Please prepare these essays carefully and candidly, follow
the instructions in the system for each essay.
Required Essays
(1) Describe your short-term and long-term career goals and explain how your past
experience together with an IMBA from the NCCU will contribute to your
achieving them. (750 words maximum)
(2) Answer any 2 questions from the 4 choices below:
A. Describe a time when you were part of a team in a professional environment
that worked well. Also, describe a time when you were part of a team that did
not work well. (500 words maximum)
B. Reflect on a time when your efforts resulted in a change within an organization.
Please discuss your role in these changes. (500 words)
C. Describe a situation where you were able to use your leadership skills to create
a better outcome. (500 words)
D. Discuss a risk you took that proved to be successful. Also describe a time when
a risk you took was not successful. (500 words)

Please include any other information that you believe would be helpful to the
Admissions Committee in considering your application. (250 words maximum)
3. Two recommendation letters
Two recommendations are required and should be completed by individuals who are
well acquainted with you and your managerial capabilities. Preferably, they should be
completed by employers or supervisors. You are advised to request recommendations
well in advance of the application deadline to ensure your application package is
complete when submitted.
As part of the online application process you will be asked to provide email addresses
for your recommenders; the system will then send them a link they can use to access
the system and fill the recommendation letter online or upload a letter of their own.

We require one copy of your transcript and one copy of the diploma or other
documentation indicating the date and conferral of your degree. If the original
language of the academic record and diploma is not English or Chinese, a certified

6. Evidence of English Proficiency
We ask all applicants to provide their Test of English as a Foreign Language (TOEFL)

7. Evidence of Management Study Aptitude
The Graduate Management Admissions Test (GMAT) is not a requirement for
admittance to the program. Applicants are however strongly advised to take the test
and submit their scores as additional support to their application. GMAT is
administered by the Educational Testing Service (ETS) in the USA as evidence of
management aptitude. The GMAT can be forwarded through National Chengchi
University’s GMAT code 9993. Include a photocopy of the score report in your

ABOUT THE PROGRAM
International Master’s Program in International Studies (IMPIS) at National Chengchi
University (NCCU), established in August 2012, aims to bring a broad interdisciplinary
focus to the understanding and study of contemporary international relations. It provides
an intensive learning and application of knowledge of economy, business, politics,
diplomacy, and international organizations in a world of globalization.
The diversity and passion of IMPIS students and faculty members will make the study in
Taiwan more productive. Each year IMPIS receives 20 master degree students, and they
come not only from Taiwan but also from all over the world. IMPIS is collaborating with
various teaching and research units of NCCU to guarantee the quality of teaching and
learning and the quantity of the courses to be offered. Those who plan to enter

ABOUT THE PROGRAM
The College of Technology Management at National Tsing Hua University, located in
Hsinchu of Taiwan, offers International Master of Business Administration (IMBA)
program leading to a master’s degree. IMBA is a two-year, full-time, and all-English MBA
program.
We encourage applications from all qualified persons interested in the study of
management. Prior study in business or economics is not a requirement for admission. In
the first year, students will be equipped with fundamental knowledge of management as a
background for advanced, specialized work in academic majors and professional fields. In
the second year, in addition to the master's thesis which is required, students are free to
take elective courses from six specialties and typically major in two or three areas.

ABOUT THE PROGRAM
National Tsing Hua University is located next to the Industry Technology Research
Institute (ITRI) and Hsinchu Science and Industrial Park. Within an hour driving, you can
reach the Hsinchu Industrial District, Chu Nan Industrial District, Tai Chung Industrial
District and Tung Luo Industrial District. Apart from all these industrial districts, National
Tsing Hua University already has very strong research sources, achievements and work
teams of Science, Engineering, Life Science, Humanities & Social Science and
Technology Management. The key direction of this program is twofold: One is to combine
technology talents and resources within the school; the other is to take the hi-tech
industrial companies next to National Tsing Hua University as training places for students.
The plan of this program is to follow certain directions as the intention of
development of IMPISA. The directions are as follows:
1. Train innovative information technology personnel. The courses will focus on the three
major fields:
(1) Data Science
We are looking for students from different domain knowledge, such as electrical
engineering, education, business management, humanities & social sciences, and
medicine. Under the cross-scope and multi-cultural environments plus the lectures
and advising from our professors who are specialized in data mining, machine
learning, artificial intelligence, natural language, and big data analysis, IMPISA is
a perfect place to train outstanding data scientists.
(2) Creative Multimedia
IMPISA has lots of experiences in creative multimedia and have obtained some
distinguished and breakthroughs in recent years. In this group, we are focusing on
combining information system with other knowledges, such as Wireless
Multimedia Networking Technologies and Computer Vision for Visual Effects to
name a few.
(3) Human-centered Interaction and User Experience
Consist topics related to intelligent human computer interface, natural language,
learning technology and information media. Based on the four topics, we also
extend our research to game programming, user experience, social computing,
intelligent agents, MOOCs, E-learning and so on and so forth.
2. Encourage foreign students to take relevant culture courses to learn within a
multi-cultural environment.
3. Provide students to have opportunities to visit local technology industries in order to
understand Taiwanese industry.
4. Assist students to participate in research projects from high-tech companies.

1. Graduate credits will be 24 credits, plus 4 credits for thesis; altogether there will be 28
credits.
2. There will be two pre-courses, which shall not be counted into the graduate credit,
including Computer Programming and Data Structure. Basically, these two courses are
prerequisite to apply for this program.
3. IMPISA program will require two years for a student to graduate.

NTHU only accepts diploma written in English or Chinese. Thus, if your diploma was
written in other languages, it should be accompanied by a certified English translation.
Applicants who are in the process of completing their studies must submit a letter from
the school/university clearly stating the anticipated graduation date and degree.
Applicants who will be pursuing a second degree in a different field of study must also
submit a photocopy of the first degree/diploma.

Preferable referees are faculty members who can evaluate your academic qualifications
and research potential.
6. Financial certificate
All applicants are required to provide financial proof that shows financial
sustainability (minimum TWD 120,000) for study in Taiwan, or proof of the
scholarship. If you have a sponsor to satisfy this financial obligation, then your
sponsor must provide a letter declaring their relationship to the applicant and their
intent to provide financial support throughout his/her period of study. Please note that

The importance of international human resource development has been increasing with the
trend of industrial globalization. To respond to the trend, the Graduate Institute of
International Human Resource Development (IHRD) was established in 2003. IHRD
institute provides MBA degree. The MBA degree program is for local and international

ABOUT THE PROGRAM
National Taiwan Ocean University is recruiting foreign applicants from aquaculture, life
sciences, biochemistry or related field for the Master of Science (M.S.) program. The
objective of the program is to train and cultivate foreign students to be specialists in the
fields list below.
The courses of the program contain six major research areas, 1) aquaculture and
environment, 2) aquatic biology, 3) nutrition of aquatic feed and live feed, 4) fish

ABOUT THE PROGRAM
This program aims to nurture expertise in sustainable development among the next
generation of professionals working in technology and management as well as to promote
the international cooperation. The program is divided into three areas: Energy Technology
and Policy, Environmental Technology and Geographic Information System (GIS) and
Remote Sensing.
A minimum of 34 credits is required for graduation. Students will receive a ‘Master of

1. Assisting international students in developing advanced electric power engineering
capacities.
2. Promoting professional exchanges among international experts in electric power

diplomatic allies.
Academic Requirement: Students enrolled in this program are required to complete
twenty-four (24) units of academic courses having three (3) units each. Four (4) of these
courses shall be taken from the core courses specifically designed for this program.
Students need to seek the advice of his faculty adviser to help him design his academic
loading. With the approval of the program director, the remaining four (4) courses can be
taken at the students’ liberty from any of the Engineering courses available. The eight (8)
specifically designed courses for this program are:

Thesis Requirement: A Master's thesis in the field of electric power engineering is a strong
requisite for graduation. Students enrolled in this program are required to submit and
defend his/her thesis to a panel of 3-5 committee members. The topic of the thesis should
be related to his/her specialties and meet the need of the industrial development of the
student's country.

Applicants must hold a bachelor’s degree in fields related to electrical/electronic
engineering at universities/colleges approved by the Taiwan Ministry of Education.

ABOUT THE PROGRAM
The curriculum is grouped into four major categories: Agricultural Policy, Institutions and
Regulations, Agricultural Marketing, and Trade and Consumption.
Students are required to complete 24 credits, including 18 credits of Required Courses, 6
or more credits of Elective Courses offered by the department, and Master’s Thesis.
After completing their studies, students will receive a “Master of Science” Degree from
the Department of Agricultural Economics at the College of Bio-Resources and
Agriculture, National Taiwan University.

ABOUT THE PROGRAM
1. This program includes four core courses (financial and cost concepts for engineering &
construction, project schedule control, operation research, engineering information
management) and 20+ courses in management and technical fields.
2. Graduation Credits: 36
(1) A minimum of 30 credits in coursework and 6 credits in master's thesis must be
completed.
(2) Master students must fulfill a minimum of 36 credits consisting of at least 18
credits from our department.
3. Students will earn the "Master of Science" degree from the Department of Civil
Engineering, College of Engineering after the full completion.
ENTRY REQUIREMENTS
1. Applicants must qualify for legal student status in compliance with Article Two of the
Ministry of Education's "Regulations Regarding International Students Undertaking
Studies in Taiwan”.
2. Upon completion of the course of study, at a school in Taiwan, to which an
international student has applied, the student's admission to higher academic levels
shall be handled in a manner identical to the procedures of admission for local students,
except that an application for master’s degree or higher level of graduate studies can be
processed under the rules of each individual school.
3. International students who withdraw from university/college after admission due to
behavior issues, poor academic performance or a conviction under the Criminal Code
may not thereafter apply again for admission under “MOE Regulation Regarding
International Students Undertaking Studies in Taiwan”. If a student wishes to transfer
from another university in Taiwan, he or she should still apply as a new student, and
notify the original university according to their rules.
4. During the course of study in Taiwan, international students, who are approved for
initial household registration, resident registration, naturalization or restoration of their
ROC nationality, will lose their international student status and shall withdraw from
school.

The mission of the MBA Program of International Business and Trade program is to
educate students with up-to-date knowledge of business management skills in
international business so as to prepare them for international business management and for

Graduation Requirements:
1. This degree comprises a total of 43 credits.

ABOUT THE PROGRAM
The International Business and Trade program in International College is devoted to help
both local and international students to have a global vision as well as to develop expertise
in international business through providing students with quality business education and
professional disciplines that strive for a balance between theories and practices. This
program is also devoted to cultivate and enhance students’ perspectives in business ethics
and social responsibility.
International Business and Trade Program provides students a diverse learning
environment with the delivery of basic business knowledge and skills, nurture of
professional international business proficiency and couple with humanistic and
technological courses in order to cultivate future professional managers and good
contributing citizens to the society.
This degree comprises a total of 128 credits, composed of 99 credits of required courses
and 29 credits of elective courses. The curriculum for the program includes fundamental

Organizational Behavior), and practice-oriented courses (Practice in International Trade).

1. Credit: Students must complete at least 30 recognized academic credits include 18
required credits (including 12 credits dissertation) and 12 elective credits (including 2

2. Doctoral Subject Examination: Students must complete a minimum of 12 credit hours
before they take the doctoral subject examination.
3. Qualifying Dissertation Proposal Examination: With the advisor’s consent, students
who pass the subject examination may submit their qualifying dissertation proposal
application
4. Doctoral candidates must meet all of the following requirements in order to proceed
with the doctoral dissertation examination:
(1) Doctoral candidates must (a). have one first-author original research article
published or accepted by an SCI or SSCI journal with a Journal Impact Factor (JIF)
greater than or equal to 2.0 or being ranked above or equal to the 50% JIF
Percentile, and (b). have one another first-author original research paper submitted
to an SCI or SSCI journal with a submission acknowledgement from the journal
prior to proceeding with the doctoral degree examination.
(2) Publications must be manuscripts coming out of the doctoral dissertation and list
the student’s affiliation with the GHHS program, and the advisor should be a
corresponding author for the two papers. The co-advisor, if any, can be the
co-corresponding author.
(3) Doctoral candidates should orally present one of the publications described above
in a peer-reviewed international conference or in an English-speaking conference

5. Doctoral Degree Examination: Students must pass both the doctoral qualifying
examination and the dissertation proposal examination in order to advance to doctoral
candidacy.
Qualification: Completion of a master’s degree in public health, medicine, or other health
sciences or related fields at public or registered private universities and independent
colleges, or foreign universities and colleges, approved by the Ministry of Education,
ROC (Taiwan).

ABOUT THE PROGRAM
The International Cooperation and Development Fund (TaiwanICDF) scholarship at
Taipei Medical University is only provided for students enrolled at the School of Health
Care Administration. Apart from displaying the spirit: helping the weak and befriending
with diplomatic allies, the “International Master’s Program” is the first
English-conducting healthcare administration master’s program to develop an
English-based learning environment in Taiwan.
The program offers interdisciplinary courses in English. Core courses focus primarily on
health care administration, and the program also provides courses in the theory and
practice of health insurance, medical informatics, total quality management in healthcare,
operations research in healthcare organizations, health information management,
international collaborative efforts on injury prevention and control, and writing scientific

International Master of the Arts Program in Cultural and Creative Industries (IMCCI)
ABOUT THE PROGRAM
IMCCI program focuses on cultivating professionals in the field of cultural and creative
industries, with arts related courses covering “Cultural and Creative Industries
Management” and “Aesthetics and Cultural Creative Industries”. Through seminars,
on-site visits, and internships or thesis, IMCCI cooperates with various academic
institutions and industries to incorporate theory and practice, establishing long-term
networking for students and alumni around the world.
ENTRY REQUIREMENTS
1. Overseas Academic Credentials
All overseas academic credentials have to confirm to relevant regulations by the
Ministry of Education (MOE) of R.O.C. Taiwan. At the time of registration/enrollment
at the school, those holding overseas academic credentials have to submit related
documents verified by Taiwan overseas representative offices (see Appendix 1).
Otherwise, their admission will be annulled.
2. Academic Background Requirement-Master’s Programs
3. Those with bachelor’s degree;
4. Those who are expecting their bachelor’s degree in the current academic year;
5. Those with equivalent educational level (to that of Taiwan’s academic degree system)
for entering master’s programs.
6. International students, who have been dismissed by from universities/college after
admission due to behavior issues, poor academic performances or a conviction under
the Criminal Law, are not allowed to apply for admission via this channel. Should any
of the above violation cases be verified, the applicant’s student status will be revoked
immediately.
7. An international student submitting forged, fabricated, or altered papers for the
purpose of the their school application shall be subject to enrollment qualification
cancellation; or a revocation of enrollment and denial to the request of any certificate
pertaining to study, if the said student is already enrolled; or revocation of graduation
qualifications and cancellation of the diploma by the student’s school, if the said
student has been already graduated.
8. In accordance with MOE’s regulations regarding the recognition of academic
credentials, holders of passing certificate of appraisal of academic achievement
examination issued by foreign institutes are not eligible for application in terms of
academic background.

2. A photocopy of diploma from the highest educational institution completed (translated
into English). The diploma shall be certified by Taiwan Embassy or Taiwan
representative office in/near your country. If your Diploma is obtained from schools in
Taiwan, it is not necessary to be certified by Taiwan Embassy.
3. Official transcript of academic records (translated into English) with grade point
average (preferable on GPA 0-4 scale) from each institution attended (high school for
those seeking undergraduate admission; university/college for those applying MS
programs). The completed transcript is required to be certified by Taiwan Embassy or
Taiwan representative office in/near your country. If your transcript is obtained from
schools in Taiwan, it is not necessary to be certified by Taiwan Embassy.
4. Two letters of recommendation should be submitted online. The notify letter will be
sent to referees automatically after applicants complete the application.
5. A one-page study plan, written in English.
6. One-page autobiography within 300~500 words or curriculum vitae, written in
English.
7. Proof of financial sufficiency such as a bank statement indicating sufficient funds for
staying in Taiwan issued by your financial institution(s). The issuing date should be
after January 1, 2019.
8. Copy of the personal information on your passport.

ABOUT THE PROGRAM
The International Master Program in Educational Leadership and Management
Development (ELMD) is a full English program at National Chung Cheng University
(CCU), mainly contributed by the academic staff from the Graduate Institute of Education,
the Department of Adult and Continuing Education and the Center for Teacher Education.
Our faculty members are not merely experienced teachers but also experts in research and
educational practices, particularly on the trends and issues in the fields of Educational
Leadership, Management and Development.
To promote high-quality pursuit of profound knowledge and to respond enthusiastically to
the overwhelming global trends form the solid basis of the Program. With a Master degree
in Education, our graduates are expected to find successful employment as an education
practitioner in an educational system, a manager working in the public sector or a private
learning organization, or as a researcher contributing to the academia.
We aim to offer a holistic educational experience in Taiwan. Your experience would be a
journey of gaining knowledge and skills, expanding your qualifications, and building your
international connection as a professional. Our two-year program is structured into
compulsory and elective courses, personal/group assignments, and research. By engaging

ENTRY REQUIREMENTS
1. Bachelor's degree either from a domestic university of independent college accredited
by Ministry of Education, Taiwan; or from an overseas university or college
recognized by Ministry of Education, Taiwan; or an undergraduate qualification
accepted by Ministry of Education, Taiwan as equivalent.
2. All students whose first language, or national official language, is not English must
provide recent evidence that their good command of the English language is adequate
for the Program. The required evidence should be recently obtained acceptable English
language qualification or test result among one of the following: TOEIC, TOEFL (PBT,
CBT, iBT), IELTS, CEFR, Cambridge Main Suite, BULATS, or Taiwan GEPT.

School of Medicine for International Students
ABOUT THE PROGRAM
The School of Medicine for International Students is a newly established four-year M.D.
program (taught in English for Bachelor's degree) in compliance with the government
policy that aims to cultivate passionate and devoted international medical professionals for
countries that have a diplomatic relationship with Taiwan. Students are conferred only a
Bachelor's diploma in English upon graduation and must return to their home countries
after graduation, and students are not allowed to take the medical licensing examination or
to conduct medical practice in Taiwan.
ENTRY REQUIREMENTS
1. Applicants who have a bachelor’s degree or above conferred by a local or foreign
university recognized by the R.O.C. Ministry of Education may apply for admission;
those who have studied at the School of Medicine, Dentistry or Chinese Medicine for
four years or more may apply with credentials of an equivalent education level. The
original diploma (or academic credentials) verified by the local R.O.C. diplomatic
mission must be submitted upon registration and enrollment (if the diploma (or
academic credentials) is in a language other than Chinese or English, a Chinese or
English translation verified by the local R.O.C. diplomatic mission or a registered
translation agency is required); otherwise, an applicant will be considered disqualified
and denied admission.
2. Pursuant to Paragraph 1 of Article 2 in the MOE Regulations Regarding International
Students Undertaking Studies in Taiwan, applicants who have a foreign nationality,
have never had the nationality of the Republic of China* (“R.O.C.”), and do not have
an overseas Chinese student status at the time of application may apply for admission.
3. Any matter not mentioned herein should be subject to the MOE Program of Assisting
Countries with Diplomatic Relations in Cultivating Medical Talents, the MOE
Regulations Regarding International Students Undertaking Studies in Taiwan, and the
MOE Regulations Governing the Assessment and Recognition of Foreign Academic
Records by Institutions of Higher Education.
4. This Program is open only to applicants who have never obtained a physician
license.
HOW TO APPLY
1. No application fee is required for applying for admission to this Program.
2. Application Documents
(1) An application must be completed not later than March 15, 2019.

Appendix 1: General Eligibility Criteria for
TaiwanICDF Scholarship
An applicant must:
Be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship, and
satisfy any specific criteria established by his or her country and/or government of citizenship.
Neither be a national of the Republic of China (Taiwan) nor an overseas compatriot student.
Satisfy the admission requirements of the partner university to which he or she has applied to
study under a TaiwanICDF scholarship.
Be able to satisfy all requirements for a Resident Visa (Code: FS) set by the Bureau of
Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident Certificate (ARC) set by
the Ministry of the Interior, of the ROC (Taiwan) government (this means that the
TaiwanICDF has the right to revoke a scholarship offered if an applicant cannot satisfy the
visa requirements).
Upon accepting a TaiwanICDF scholarship, not hold any other ROC (Taiwan)
government-sponsored scholarship (such as the Taiwan Scholarship) in the same academic
year in which the TaiwanICDF scholarship would be due to commence.
Not be applying for another TaiwanICDF scholarship in unbroken succession —to apply for a
2019 scholarship, applicants who have already held a TaiwanICDF scholarship, MOFA’s
Taiwan Scholarship or an MOE scholarship must have graduated before July 31, 2018.
Have never had any scholarship revoked by any ROC (Taiwan) government agency or related
institution, nor been expelled from any Taiwanese university.
