THE PURPOSE OF THIS EXHIBITION
The land to the north of Yew Tree Drive and Ramsgreave Drive outlined in red on the plan is a proposed housing development site in the Council’s new local plan.
The site has the potential to be developed for a range of high quality housing including a wider choice of family housing within an attractive rural setting on the edge of Blackburn.
Community facilities including schools and local shops are nearby. The site also has good connections to the surrounding countryside.
The land is privately owned by a number of landowners. The Council has
been working with the landowners to develop some initial ideas for how the site could be developed. The intention is to prepare a masterplan for the whole site to guide future development.
The purpose of this exhibition is to show the main issues that have informed an initial design concept for the coherent development of the site.

AMBITIONS AND AIMS The development aims to:

Movement through the site is important so that people can access facilities in the rest of the town and move around the site easily. It will also be important to create an attractive network of routes and spaces that are suitable for all modes of transport and create an attractive place.

KEY GUIDING PRINCIPLES FOR THE MASTERPLAN ARE TO CREATE:
• An accessible and connected neighbourhood with attractive roads and footpaths.
• A number of new vehicular access points off Ramsgreave Drive and Yew Tree Drive will ensure the development is well connected.
• Enhanced and improved footpaths across the site to link to neighbourhood centres, schools and green spaces beyond the site.
• An attractive footpath along the brook within the new green corridor to the northern par t of the site.
• Accessible and safe links to Weavers Wheel cycle network.
• An opportunity to create a series of attractive green spaces, shared streets and lanes that respect rural character.

A hierarchy of streets and spaces will be created which will work with the existing topography where possible and favour pedestrians over cars.

The development must create an attractive network of green spaces incorporating existing features such as watercourses, hedgerows and trees and provide additional features to create an attractive new neighbourhood.
KEY GUIDING PRINCIPLES:
• Aspect and topography to be used to create an interesting and varied development.
• Provision of sustainable urban drainage solutions to be incorporated within green infrastructure.
• Provision of attractive linear green corridor following watercourse at northern edge of the site to from new green corridor.
• Variety of green spaces to be provided to break up the built form, to form focal points open out views and provide areas for play and enjoyment.
• Trees, hedgerows and watercourses to be enhanced to support habitats.
• Tree lined streets to form an important element of the development.

A series of character areas will be created within the development to define the place and will respond to the site’s relationship with the surrounding context.The site presents an opportunity to create an attractive new neighbourhood with a distinctive character providing a mix of housing with predominantly family housing.

KEY GUIDING PRINCIPLES BEING CONSIDERED ARE:
• Creation of 4 distinct character areas which complement features of the site and housing in adjacent streets. This could include materials, density and views into and from the site.
• Landscape elements to form a key aspect of character with tree lined streets and shared surfaces taking references from the rural character.
• Dwellings to front a connected network of streets, lanes, and green corridors.
• Provision of a variety of plots and house types. Possibility to incorporate mews and courtyard developments.
• Creation of series of attractive public spaces that relate to landscape features within the site.
• Utilise level changes to provide interest across the site and make the most of views.

KEY PLAN
ILLUSTRATIVE CROSS SECTION THROUGH THE WAVES
Organic in character with a rural feel. A mix of brick, stone and render detatched, semi-detatched and terraced cottages with internal courtyard spaces and mews streets.
A mix of predominantly brick and stone housing, transitioning from a more formal, urban character along Ramsgreave Drive to a softer, informal feel along the landscaped corridor.

7. CREATING DISTINCTIVE NEIGHBOURHOODSA series of character areas have been created to define a sense of place within the development. The character areas are defined by landscape spaces, scale and density and provide appropriate variety and richness providing a sense of place.
THE WAVES
BULLION MOSS FOLD
Rural Green
Bullion Moss Fold is organic in character with building forms defining the internal courtyard spaces. A mix of properties and buildings should either front or side onto the adjacent open space, providing a high degree of overlooking. Varied roof forms (hips and gables), combined with use of render and timber within gables, can create variety and interest when viewed from the Green Corridor.
Boundaries should be less well defined with the landscape flowing into the spaces and front gardens, which may be minimal within locations. Marker buildings define the gateway into Bullion Moss Fold.
The Waves features a mix of brick and rendered properties of varying typologies with a character influenced by green streets and corridors. Along the Linear Park, buildings either front or side on to the open space, providing a high degree of overlooking and maximising views out to the

countryside. Variety and interest is created with the use of varied roof forms (hips and gables) and changes in building materiality. The Green Link brings the informal planting of the Linear Park into the development, with planting becoming more
formal as the development nears Ramsgreave Drive. Spaces which are courtyard in character provide the interface with the Linear Park, responding to landscape and visual sensitivites along the urban/rural transition.

8. NEXT STEPS
What Happens Next?
The consultation on the draft masterplan ends on 25th April 2016. After that date the Council will consider all the comments made before finalising the masterplan.
Once adopted the masterplan will be used by developers to inform the detailed preparation of individual schemes. The masterplan will be taken into account by the Council in considering all planning applications for development of the site.
There will be fur ther opportunities for resident engagement when planning applications are submitted for development on the individual land parcels.
