Design Standards and Guidelines
• Design must comply with BNL/C-A/STAR institutional standards (SBMS) for ESH&Q requirements in engineering design, electrical safety, work planning and control of experiments, experimental safety review, STAR design review and C-A OPM.
• Bill Christie STAR/C-A Safety Liaison.
• Local institutional standards used for fabrication, assembly, and test.
• Q/A, managed by TOF project office with institutional MOU’s, compliance with local institutional procurement policies. Large procurements require a Statement of Work and Product Specification.

Contingency Analysis
Risk is a function of the following factors: The sophistication of the technology, the maturity of the design effort, the accuracy of the cost sources and the impact of delays in the schedule. Risk analysis shall be performed for each WBS element at the lowest level estimated. Results of this analysis will be related to a contingency which shall be listed for each WBS element. The goal is to make the method of contingency determination uniform amongst all project WBS
elements.

TOF Project Resource Loaded Schedule
• All costs are in FY05 dollars, and institutional labor rates and procurements are fully burdened
• STAR Operations labor and Scientific labor are contributed cost.• TOF project calendar assumes 220 days or 1760 hrs per yr.• MSTC (travel & misc. cost) for subsystems included.• Project milestones are included.• Procurements & deliverables have been phased into FY’s.• Subsystem tasks have been linked & constrained to develop critical
path.• Monthly subsystem reporting on task % complete to project office.• Quarterly reporting of project performance and milestone completion
to BNL Project Manager.
