Dear friends and fellow Manatee County residents:
I’m very pleased to be entering my second term as chair of the Manatee County Port Authority. It’s truly invigorating to be able to lead the continuation of our diversification efforts at Port Manatee.
As we move away from dependence on single bulk commodities to explore the potential for a major automotive terminal, a new state-of-the-industry cold storage warehouse and a variety of other new business – from forest products to containerized fresh produce to steel and aluminum – we are planning for growth and major new job opportunities for Manatee County and the Tampa Bay Region.
All the port authority members and I are excited to have a new, highly experienced executive port team with a proven successful track record, as well as a skilled and dedicated port workforce, to lead us into the future. We will be working together to capitalize upon the port’s significant assets, which include nearly 5,000 acres of developable land in close proximity to the port, Interstate 75 and the CSX railroad mainline for the benefit of all Manatee County residents.
As one of Florida’s largest seaports and a prominent economic driver for the county and region, Port Manatee has been a prime source for attracting new businesses and high-wage jobs. The port also has recently added to its already impressive infrastructure, with such endeavors as a new 10-acre intermodal yard and a new deepwater berth. In 2014, we expect to advance more new projects to nearly double the size of the intermodal yard, add electric receptacles for refrigerated containers and develop a new paved outside bulk storage yard in conjunction with a private-sector partner.

ABOUT THE MANATEE COUNTY PORT AUTHORITY

As a dependent special district created by the Florida Legislature, Port Manatee’s governing body is the seven-member Manatee County Port Authority (MCPA). Members serve four-year staggered terms, with annual election of officers. The authority sets policy and approves major expenditures for Port Manatee. It consists of the seven members of the elected Manatee County Commission, but with distinctly separate officers and financial accountability.
Serving dual roles as port authority members and county commissioners provides a unique understanding of the port’s $2.3 billion annual economic impact and motivates a commitment to ensure economic health and competitive viability.
The MCPA board meets on the third Thursday of each month at 9 a.m. at Port Manatee’s Intermodal Center. Meetings are open to the public.

For example, Air Products and Chemicals Inc., the world’s leader in liquefied natural gas technology and equipment, has just completed its new campus adjacent to Port Manatee and will soon begin production of LNG heat exchangers, bringing many higher-than-average, family-wage jobs to Manatee County while exporting products worth hundreds of millions of dollars. Port Manatee’s day-to-day operations are managed by a dedicated team of transportation professionals. Port senior staff has more than a century’s worth of experience moving cargo on Tampa Bay. Port Manatee executives understand the unique features and benefits of the Tampa Bay region’s maritime community and are deeply engaged in the ever-changing world of international trade.
During the past decade, the executive team has managed more than $250 million in port infrastructure upgrades and improvements including the construction of more than 825,000 square feet of new warehouse and office space, the acquisition of the port’s first two mobile harbor container cranes and the completion of the Berth 12 dredging project – the largest new construction dredging project on Tampa Bay in years. The ongoing extension of Berth 12 will be complete by mid-year, along with the port’s first dedicated container terminal.
Port executives are responsible for the movement of approximately 8 million tons of cargo each year without the benefit of ad valorem tax support, depending instead on revenues earned from waterborne-related activities.

PORT MANATEE ADVANCES KEY INITIATIVES
Port Manatee continues to enhance its role as a diverse global gateway, advancing numerous key initiatives in 2013. Here are some of the most significant recent developments.
BERTH ADDED, NEW TERMINAL BEGINS
Port Manatee has finished construction of the initial 10 acres of the first phase of the South Port Intermodal Terminal, a planned 52-acre containerized cargo and vehicle-handling facility. A second phase, to bring the completed acreage to 29, is to commence in 2014.Also recently completed is the development of the 40-foot-draft Berth 14, which, combined with the adjacent Berth 12, provides 1,600 feet of contiguous berthing area.
This new terminal and extended dock are designed to attract containerships, breakbulk vessels, pure car and truck carriers (PCTCs) and others seeking to benefit from the shortest route between Mexican and Central American production facilities and Florida’s nearly 20 million consumers.
In 2013, Berth 12 was extended to 1,600 feet, resulting in the creation of two 800-foot berths – Berth 12 and Berth 14.

AGREEMENT INKED WITH PASHA GROUP
Port Manatee has signed a memorandum of understanding with The Pasha Group for development and marketing of a full-service roll-on/roll-off terminal and 174,000-square-foot vehicle-processing facility at the South Port Intermodal Terminal.
Port Manatee is the closest Florida port to Mexico’s fast-growing vehicle manufacturing areas served by the ports of Veracruz and Altamira – thus offering transit times a day and a half or more faster than routes via vehicle-handling ports on the Atlantic Coast. Officials also anticipate export opportunities into Latin America.
Adding to the portfolio mix at Port Manatee, a 52-acre containerized cargo and vehicle-handling facility is planned adjacent to Berth 12 and Berth 14.

AIR PRODUCTS COMES TO PORT MANATEE
Among new businesses attracted to Port Manatee and the Florida International Gateway is the 32-acre facility of Air Products.
The Air Products Port Manatee facility benefits from ready access to Port Manatee docks for global shipping of large liquefied natural gas heat exchangers, each weighing as much as 500 tons. Increasing worldwide demand for LNG technology poises to make Port Manatee the fastest-growing export port in Florida.
Air Products is the world’s leader in LNG technology and equipment, with a successful 45-year history of manufacture of LNG heat exchangers at its home location in Wilkes-Barre, Pa., Operating in more than 15 countries, Air Products’ LNG technology is helping meet the world’s increasing clean energy needs.
Air Products is anticipated to have a dynamic positive economic impact upon Manatee County, including the hiring of approximately 250 workers over a four-year period.

New energy-efficient locomotives augment Port Manatee’s intermodal connectivity.
Supported by a federal grant, the first of two new energy-efficient switcher locomotives has entered service at Port Manatee.
The “green” locomotives project is funded via a $2.5 million Transportation Investment Generating Economic Recovery (TIGER) grant from the U.S. Department of Transportation, with a 20 percent match provided by the port.
The new units augment Port Manatee’s intermodal connectivity, including its direct link to the main rail line of CSX Corp.
‘GREEN’ LOCOMOTIVE ENTERS SERVICE
PACT SIGNED WITH BRAZILIAN SEAPORT
An international sister seaport agreement has been signed by officials of Port Manatee and Docas do Rio de Janeiro (the Rio de Janeiro Port Authority) of Brazil.
The pact opens the door for new opportunities for U.S.-Brazil trade, including regular shipping services between Port Manatee and Rio de Janeiro, and allows for the free exchange of information related to the two ports’ cargo industries, statistics, planned infrastructure developments, marketing and research.
The agreement also establishes goodwill ambassadors to exchange educational visits between the ports and help implement the intent of the agreement.
Brazil is Florida’s largest trade partner, and Port Manatee is a principal importer of Brazilian orange juice and forest products.

MORE PROJECTS ON THE HORIZON
Port Manatee is preparing for the future by updating its master plan, calling for a proactive environmental mitigation program, dredging and berth expansion, new container terminals, cranes, land acquisitions, and road and rail enhancements.
Construction of a 15-acre pad on the north side of the port is planned to augment theport’s bulk materials storage and handling capabilities.
Port Manatee looks to fortify its position as a prime cold storage facility on Florida’s Gulf Coast by introducing a new state-of-the-industry cold storage warehouse, with 200,000 square feet of space subdivided for separate temperature control, gasification, differing pallet rack configurations and a possible storage and retrieval system. This project aims to allow current tenants to expand throughput with additional climate control capacity, higher efficiency and lower product loss with potential atomization, as well as offer additional space for new port tenants.

EXCELLENT ROAD, RAIL LINKS
Port Manatee offers exceptional highway connections, with 60-mph access to Interstate 75 and Interstate 275, as well as nearby Interstate 4. Trucks leaving Port Manatee reach I-75 and I-275 in less than four minutes via U.S. Highway 41 without encountering a single stoplight, putting all of North America at customers’ fingertips without the hassle of time-robbing urban traffic.
In addition, the Florida Department of Transportation and Federal Highway Administration are evaluating a proposal for development of a limited-access connector road to provide an expedited link between Port Manatee and I-75.
Port Manatee’s shortline railroad directly connects to the CSX Corp. mainline, which is less than 1 mile from the port’s north gate. To accommodate customer demands, the shortline is available to operate 24 hours a day. It features new switcher engines and nearly 7 miles of track, 19 switches, nine crossings and a 300-plus rail car capacity.

Port Manatee is just 12 miles from the Egmont Key pilot station, including 2.95 miles from the intersection of Cut B with the main Tampa Bay Shipping Channel.
The channel and berthing areas are maintained at the design depth of 40 feet at mean low water.The channel width at the toe of slope is 400 feet. The turning basin has a diameter of 1,300 feet, capable of accommodating Panamax vessels.

AROUND-THE-CLOCK SECURITY
Port Manatee’s security department is on duty 24/7, operating from its state-of-the-industry access control center at the port’s main entrance. Security personnel monitor the port’s more than 1,100 acres from the high-tech center via a sophisticated surveillance system, enabling vehicles to move quickly through the port with a high level of unobtrusive scrutiny. Security personnel also patrol the port’s grounds via a fleet of hybrid vehicles and monitor waterways using sophisticated surveillance systems and a variety of watercraft.
PROTECTING THE ENVIRONMENT
With more than $16 million invested on environmental projects since 2000, Port Manatee and its partners are dedicated to protecting the natural environment in and around the port’s rural setting. The Manatee County Port Authority is committed to enhancing Tampa Bay’s pristine ecosystem.
Port Manatee’s award-winning seagrass mitigation program, recognized by both the U.S. Environmental Protection Agency and the American Association of Port Authorities, netted more than 25 acres of vital shallow-water seagrass habitat.
The port’s 60-acre manmade island, Manbirtee Key, is a thrivingsanctuary for more than 120 species of birds since it’s 2003 restoration.
Port Manatee’s modern Access Control Center alleviates truckcongestion, improving cargo, vehicle and passenger screening efficiency.

PORT MANATEE ENCOURAGES BUSINESS DEVELOPMENT
Multiple initiatives are in place in and around Port Manatee to encourage development by businesses seeking to capitalize upon proximity to the port and its facilities. Both new projects and expansion of existing facilities are supported by these initiatives.
FLORIDA INTERNATIONAL GATEWAY IMPROVEMENT DISTRICT
The Florida International Gateway Improvement District is located on Tampa Bay and is inclusive of Port Manatee, east to Interstate 75, extending from the Manatee County line on the north to Buckeye Road on the south.
The district generates revenues for the port area from tax increment financing. This does not mean taxes are higher, just more of the dollars generated stay focused on this specific area of the county. These dollars are deposited into the Port Manatee Improvement Trust Fund and may be used for a variety of port-related activities in the district.
FLORIDA INTERNATIONAL GATEWAY (FIG)
The Florida International Gateway (FIG) is an area within the Florida International Gateway Improvement District which encompasses nearly 5,000 acres of largely undeveloped land adjacent to Port Manatee. The FIG area features excellent highway and rail connectivity, customized economic development incentives and expedited permitting.
No other property within Florida offers more direct, extensive and beneficial incentives to attract the development of logistically focused manufacturing, processing, warehousing and distribution facilities. With the cooperation of the Manatee County Port Authority, Manatee County government and the State of Florida, land within the district offers an unrivaled array of incentives, effectively leveling the economic development playing field with neighboring states.
The Florida International Gateway consists of nearly 5,000 acres of largely undeveloped land near the port that is highly incentivized to attract the development of warehouses and distribution center facilities.

BUSINESS DEVELOPMENT
PLANNED DEVELOPMENT ENCOURAGEMENT ZONE
Manatee County has established the Planned Development Encouragement Zone (PDEZ) to facilitate preapproval of a variety of land uses for local property owners. The PDEZ encourages port-compatible development on vacant lands in the vicinity of Port Manatee and provides an entitlement with no expiration date. This makes properties marketable for a wider variety of uses without worry of expiration of entitlements. This district is available to all property owners in the area.
REGIONAL IMPACT EXEMPTION
Lands within 3 miles of Port Manatee are granted automatic exemption from State of Florida Developments of Regional Impact (DRI) Program requirements. This exemption can furnish significant time and cost benefits.
RAPID-RESPONSE PERMITTING
Expedited review of all county permitting related to building and development in the Port Manatee area is provided by the Manatee County Economic Development Team.
ECONOMIC DEVELOPMENT INCENTIVE GRANTS
An economic development incentive (EDI) grant program is available to companies creating a minimum of five high-wage jobs. The amount of the grant is customized based upon the number of jobs created and the average annual wage and is paid based on performance over a five-year period.
TRANSPORTATION IMPACT FEE INCENTIVE
The transportation impact fee incentive provides relief from road impact fees to expanding, new or relocating businesses that create at least five quality jobs meeting standardized criteria within the area of Port Manatee.

DIVERSIFICATION KEYS PORT MANATEE’S GROWTH
Port Manatee customers move approximately 8 million tons of bulk, breakbulk, containerized, general and project/heavylift cargos each year, resulting in a regional economic impact of more than $2.3 billion annually.
The collaborative success of the port and its partners in competitively meeting customers’ needs demonstrates why more shippers are choosing Port Manatee as their transportation home.
The port’s cargo diversification strategy involves handling a sweeping range of imported and exported commodities, insulating the port from extreme global market fluctuations.
For nearly 44 years, Port Manatee’s bulk commodity partners have served as the cornerstone of the port’s portfolio, providing a vital stabilizing influence. Dry bulk cargos abound at Port Manatee.
Kinder Morgan handles fertilizer export operations at Port Manatee for CF Industries and a variety of other bulk importers, including International Salt Co., a leading provider of salt used primarily for water softening, agriculture and chemical industries.
South American forest products are another component of Port Manatee’s diverse cargo mix. Port Manatee remains the largest import destination for South American forest products in the U.S. Southeast.
Martin Marietta imports granite and limestone through Port Manatee. These commodities are primarily used for the building of roads and the creation of asphalt and concrete.

DIVERSIFICATION
Forest products carrier Gearbulk and its Arrow Terminals Inc./Port Manatee Forestry Terminal subsidiary lease port-owned covered storage to house lumber, plywood, drywall, fencing material and woodpulp. Gearbulk also delivers aluminum, steel and a variety of other cargoes to the port from Argentina.
Federal Marine Terminals handles general cargo duties for Gearbulk at Port Manatee. As one of the port’s longstanding partners, FMT is well-practiced in handling forest products, automobiles, steel, paper, aluminum, containers, project cargo and more.
Construction aggregates are also key dry bulk commodities. Port Manatee tenant Martin Marietta operates a proprietary, mile-long, high-speed conveyor system linking Berth 5 to a modern 20-acre aggregate terminal. The conveyor is capable of moving as many as 4,000 tons of aggregate rock per hour.
Another powerhouse aggregates company operating at Port Manatee is Vulcan Materials Co., which imports construction aggregates from its operations in Mexico.
Liquid bulk commodities – from asphalt to bunker fuels to not-from-concentrate citrus juices – also play a major role in the port’s cargo portfolio.
Natural gas is an important statewide commodity. In 2012, the Manatee County Port Authority approved a renewal option on a long-term agreement with Port Dolphin Energy LLC to partner with the port and the State of Florida for natural gas supplies. The company has plans to construct a liquefied natural gas (LNG) deepwater port and acquire an easement on port property to pipe gas to customers.
Forestry products are an important component of Port Manatee’s cargo mix.

Florida Power & Light Co. is a major consumer of natural gas imported by port tenant Gulfstream Natural Gas System LLC. FPL uses oil and natural gas to power many of its plants, including the Manatee Energy Center in nearby rural Parrish.
Imports of fuel oils, diesel and asphalt also are stored and handled at the port by Denver-based TransMontaigne Product Services Inc.
Citrus juices are another significant part of the port’s liquid bulk cargo mix. Citrosuco North America Inc. ships concentrated and not-from-concentrate juices through Port Manatee. Thousands of trucks deliver or receive citrus juice products at the port for processing plants throughout Florida every year.
Another bountiful commodity at Port Manatee is fresh fruit.
Fresh Del Monte Produce is the largest importer of fresh produce from Central America to Florida, bringing in palletized and containerized bananas, pineapples, mangos and plantains. Logistec USA Inc. handles all of Del Monte’s containerized and palletized produce at four of the port’s five cold-storage facilities.
Several industry giants ship orange juice and other concentrate and not-from-concentrate juices through Port Manatee. The juice is loaded into food-grade tankers for delivery.

Among relatively recent additions to the cargo mix at Port Manatee is imported bulk corn.
Fresh Quest Inc., which also imports fresh cantaloupe and honeydew melons from Guatemala, ranks among the largest U.S. importers of seasonal melons from November to May. Fresh Quest also exports automobiles, farm equipment and agricultural supplies to Central America. Logistec provides stevedoring and warehousing services for Fresh Quest.
Port Manatee and its partners understand the challenges shippers face moving perishables. With 207,000 square feet of chilled warehouse space, the port offers more refrigerated space than any other U.S. Gulf of Mexico seaport. Port Manatee’s modern chill facilities are ideal for year-round and seasonal fruit and vegetable imports or exports.
Federal Port Corp. owns the 362,000-square-foot Port Manatee Commerce Center on 23 acres just outside the port’s entrance. The company provides additional commercial and industrial staging, storage and office facilities and is connected by rail to the CSX Corp, mainline. A planned rail expansion bodes to double present capacity.
Port Manatee’s cargo operations are strengthened by the support of shipping administrators such as Alpico International and expert vessel servicing by B&N Welding & Fabrication Inc. and Sea Sub Systems Inc.

EXPANDING CANAL, CUBA OFFER OPPORTUNITIES
Expansion of the Panama Canal and future normalization of U.S. trade relations with Cuba are among global developments that bode to provide additional opportunities for Port Manatee for years to come.
The Panama Canal Authority is continuing to proceed with a multibillion-dollar project to double the capacity of the century-old water link, allowing the efficient, cost-effective transit of more and increasingly large vessels between the Pacific Ocean and the Gulf of Mexico and Atlantic Ocean.
The project entails construction of a third set of locks and development and building of a new access channel, plus widening and deepening of navigable channels.
Regarded as the closest U.S. deepwater port to the Gulf/Atlantic entrance to the Panama Canal, Port Manatee is ideally positioned to benefit from this expansion project, which has been targeted for completion by late 2015.

Port Manatee and its users are also perfectly poised to benefit from the future lifting of U.S. trade embargo against Cuba. The embargo, which dates back to the early 1960s, has limited commerce between U.S. and Cuban ports, but observers concur that restrictions are anticipated to be reduced or removed following a normalization of trade relations between the two countries.
The largest island nation in the Caribbean, Cuba has more than 11 million residents and provides extensive opportunities for both import and export of a wide range of cargos. In particular, Cuban consumers are anticipated to demand imports of food, clothing, medical equipment and other necessities, while construction materials will be needed for rebuilding of Cuban infrastructure.
In preparation of the expansion of the Panama Canal, Cuba implemented a free-trade zone and development of a new container terminal at Port Mariel, Cuba’s closest port to the United States.
Additionally, Port Manatee is preparing for deployment of fast ferry service allowing passengers and cargo alike to reach Cuba in as few as 12 hours.
