Define and configure the internal cells DXB001A and DXB002A and theexternal cell HXB001A in BSC_1; HXB001A is an internal cell in BSC_2.
If no data is given for a specific parameter (empty field), select areasonable value.
If a parameter is not in the list, use the default value.
Read the Notes !
Follow the user instructions !
Create a planned area pl_group_1.
Create a fallback area fb_group_1.
Part 1:
Insert the three cells DXB001A, DXB002A and HXB001A to the existingnetwork (planned area); the cells DXB001A and DXB002A are internalcells, HXB001A is an external cell.
Make sure that all cells are defined properly in the MSC as inner cells.
For creation of the cell DXB002A, copy the data from DXB001A andchange data if neccessary (e.g. Cell Identity or ARFCN)

Initial transmission power shall be set to 35 dBm on both BCCH and TCHcarrier.
The emitted power at the antenna of all Base Stations is 43 dBm on bothBCCH and TCH carrier. The minimum levels of received signal strength shallbe 110 dBm and the sufficient levels shall be 48 dBm. When filtering themeasurement result not more than five values in a sequence shall beinterpolated.
To prevent the Mobile Station from initiating location updatings all the timewhen driving along the border of two location areas the Cell ReselectionHysteresis shall be set to 4. At cell reselection, the old cell shall be treated inthe same way as all other cells. The minimum required signal strength foraccess shall be 106.
When accessing the system, the the maximum power the Mobile Station shalluse is 35 dBm. In "busy"-mode, the mobile shall use 31 dBm as maximum-power.
Mobiles tied to one of the cells should only reselect cells with a NetworkColour Code of seven.
When a Mobile is not able to decode SACCH messages for longer than 7.68sec it should disconnect the call.
Periodic location updating shall be performed every 30 minutes. The systemshall also be informed whenever the Mobile Station turns on/off power.
The cell shall not be barred for access. Mobiles of GSM phase 1 and of GSMphase 2 shall have equal chances to acess the network.
The maximum number of retransmissions of access request by the MobileStation shall be four. The access burst may be spread over seven time slots.
Mobiles assigned to the cell should take measurements on the frequencies ofthe neighbor cells. This means that the Mobile Station after having turned onpower and having assigned itself to this cell, it will start measuring on thesefrequencies only.
