1.1 Diverse types of Disasters in China

Droughts, typhoons, storms, floods, hail, ice, snow, wind, high temperature, dust storms, lightning and other weather disasters, earthquakes, mountain collapse, landslides, mudslides and other geological disasters, forest and grassland fires, a major biological disaster, agricultural pests and diseases

All ministries or departments have various public alerting systems. E.g.
• Disease outbreaks by National Health and Family Planning Commission through Press conference, the news media
• Earthquakes by China Earthquake Administration through Web sites, fax
• Geological Disaster by Ministry of Land and Resources through SMS text on cell phones , radio, television, Web sites
Main question: Time effective, incomplete coverage, lack of interoperability and information sharing

the end of 2012, it is now under test-running.
• Have established rapid dissemination
mechanism, and the early-warning information
coverage rate has achieved above 82%. The

automatically extracted when alert category and severity are
confirmed by sender according to preset regulations.
