The International Association of Ports and Harbors (IAPH) will meet in Bali, Indonesia, 7-12 May 2017 at Bali Nusa Dua Convention Center
th(BNDCC) for the 30 IAPH World Ports Conference, hosted by Indonesia Port Corporations I, II, III and IV.
This will be the very first IAPH conference since we adopted a new constitution in June 2016. What you will see and experience in Bali is a newly-born IAPH where the decision-making process will be speedy and the Association will be made more relevant and valuable not only to the membership but also to the world port industry as well. I believe the Bali Conference will mark a cornerstone in the history of IAPH and we are determined to create a new and exciting era for the IAPH as the representative voice of world ports and harbors.
Under the main conference theme of "Enabling Trade. Energizing The World", five open sessions will be organized to address such hot topics as Greenfield Port Development, Port Hinterland Connectivity and Multimodal Logistics, Indonesia Maritime Transformation, and others.
IAPH technical committees are often described as the backbone of the IAPH in addressing critical issues for the entire membership. They will meet in Bali to make an interesting presentation on the outcome of their ambitious two-year term research initiated in Hamburg, May 2015, for instance, “Port Performance Indicators for Container Terminals” (Port Operations and Logistics Committee), the updated edition of the “Introduction to Maritime Law for Port Officials” (Legal Committee), the “2nd phase of the PCS (Port Community System) Benchmark (Trade Facilitation and Port Community System Committee), “Guidance to trailers' behavior at landside terminal gates” (Port Planning and Development Committee) and others.
For social program, our Indonesian hosts are now planning to offer the most exciting and entertaining program for the delegates and their accompanying persons.
I look forward to seeing you all in Bali in May 2017.
Sincerely,
Susumu NaruseSecretary General of IAPH

About the Event IAPH meets every two years in odd-numbered years at its World Ports Conference, the largest gathering of the world port community. Port executives and experts coming from all parts of the world exchange views and experiences on a range of issues and challenges.
The first IAPH Conference was held on November 7th – 10th 1955 in Los Angeles, USA, in conjunction with the official establishment of IAPH. Following conferences was held in turn from Africa/Europe region, America region, and Asia/Oceania region.
The 30th IAPH World Ports Conference (IAPH Bali 2017) will be hosted in Bali, Indonesia on 7 – 12 of May, 2017, in which this will be the biggest maritime event held in Indonesia. This event is expected to have 1000 attendees from the field of port, logistics, shipping and maritime industry. Among them are IAPH members, government officials, company executives, professionals, operators, consultant, fund managers, bankers and journaslist.
Indonesia is the largest archipelago in the world with more than seventeen thousand islands. Which flanked by two continents, Asia and the Australian Continent and two oceans namely the Pacific Ocean and the Indian Ocean made the position of Indonesia very strategic to be passed by the intersection of international traffic either the sea or air. This condition makes the role of ports in Indonesia is very important as the gate of the country's economy, as well as the linkage of the international trade.
The Indonesia government have a big vision for the country that is aimed to transform Indonesia into a Global Maritime Axis. The vision will be as a priority program for the infrastructure and economic development of Indonesia. Through numerous innovations and transformation in the maritime industry, is expected to accelerate freight flow, reduce logistic costs, promote new industries, and increase economic growth, so that its impact will be perceived not just locally but also regionally and globally. Energizing The World!
Greenfield Port Project: Challenges and Opportunities1
Increase in world's freight flow followed by technological innovation in maritime industry demand development and revamp of Indonesia's hard infrastructure. World ports must be able to serve larger vessel, provide deeper channel, and also provide quicker and more efficient equipment. Many countries, including Indonesia, has invested massively in constructing New Port/ Greenfield Port to anticipate increase in demand and technological evolution and also provide benefits to its host country.
Although construction of new port has many opportunities and benefits, many challenges are also faced, so that mature planning process is highly required in order to provide maximum benefit. Specifically, this session will discuss many Greenfield Port Projects, which have been and will be built, not only in the host country but also in other countries globally.

Port Hinterland Connectivity and Multimodal Logistics2
Connectivity between a port and its hinterland is vital to ensure the success of said port. The hinterland connectivity usually consists of roads, inland waterway and railway. Each country possesses its own characteristics in developing its hinterland connectivity to suit their geographical conditions. Many countries has successfully developed multimodal logistics concept, in which roads, inland waterway, and railway are integrated to realize a more efficient supply chain.
How good hinterland connectivity may support port performance, and how many form of transportation mode could be integrated so that logistic costs, transportation time, and eventually may support reduction of air pollution will be an interesting topic to be discussed among practitioners of port and logistics industry.
With all potentials as the world's largest archipelago nation, Indonesia faces massive challenges. Through governmental commitment, maritime transformation program become one of the priority in the national development plan. Numerous innovations, both from the soft and hard infrastructure sides, are conducted as a part of the Maritime Transformation program to give more benefit to the country.
This session specifically will address various maritime program both ongoing and currently under planning stage in Indonesia. These maritime programs demand collaboration from all stakeholders, namely the Indonesian Government as regulator, and state-owned or private company as business stakeholders, with potential in investment.
The Effect of Special Economic Zone on the Port Growth

The Evolution of Global Shipping Industries and Shipping Routes3
Global shipping industries have faced tremendous growth and advance in recent years. It is commonly known that shipping industry and shipping routes serve as one of the most important pillars in the world maritime industry, which aims to deliver efficient and effective logistics chain. In the same time, challenges and potentials were faced by its stakeholders.
Development of vessel size is very rapid, even outside the comprehension of common people, which then raises the question “How Big, How Efficient?” Furthermore, the implementation of current shipping route is questioned on whether or not they could provide a more effective and efficient maritime logistic chains.
Growth of a port in general, is dependent upon surrounding industries. The more rapid industrial development in an area will increase served cargoes in a port and also have implication on the increased service quality within the port. Several countries around the world has a concept named Special Economic Zone (SEZ), which can be defined as an industrial zone which possess several incentives for its stakeholders.
The SEZs shall be connected with international ports to provide the benefits of economic of scale and also through the reduction of logistic costs. The synergy between SEZ and the ports shall deliver multiplier effect both for traffic generation in the ports and industrial development in the SEZ area. How SEZ provide benefits to the port will be answered in this topic.
