(iv) The accounts of the organization shall be open to inspection by the sanctioning authorityand audit, bot! by the Comptroller and Auditor-General of India under the provision of CAG(DPC) Act 1971 and internal audit by the principalAccountsOffice of this Ministry, whenever the Institution or Organization is called upon to do so, in termsof the provisions contained in Rule 211 (1) of GFRs, 2005; and(a) The amount released by ihe grantee to the voluntary organization or branches during the lastfinancial year along-with the amount refunded or lapsed in the last financial yeal will beadjusted before releasing the next installment of grant-in-aid,

Sir,

I am directed to convey the sanction of President of India to the payment of a sum ofRs.1,35,84,Q721- (Rupees One Crore Thirly Five Lakhs Eighty Four Thousand Seventy Two only)towards recurring grant to Central SocialWelfare Board, New Delhifor running 1282 creches in NEStates as the lstinstallment of grant under Rajiv Gandhi National Creche Scheme for the Childrenof Working Mothers for the period from 01 ,04,2015 to 30.06.2015 of the year, 201 5-16 as per thefollowing details:-

2. Government assistance is limited to 90% of the schematic pattern (except salary of workers)or actual expenditure whichever is less and the remaining expenditure will have to be borne by theinstitution/organization concerned.

3, The 1st installment'is less than 75o/o of the budget provision for 2015-16 and totaladmissible grant to this organization. The provisional Utilization certificate for the financial year2014-15 has been furnished by CSWB,

4. The Budget provision under Rajiv Gandhi National Crdche Scheme for the Children ofWorking Mothers during 2015-16 is Rs.205,94 Crores,

5, The funds received from this Ministry may be further released under the scheme in termsof the provisions contained in GFR, 2005.

6, The amount mentioned in paragraph t has been sanctioned .subject to the followingconditions:-

(i) The grants for implementation of Rajiv Gandhi National Crdche scheme will be releasedby grantee in accordance with the sanctioned pattern of the scheme.

(ii) The assets required wholly or partially out of this amount will not be disposed off,encumbered or utilized for the purpose other than those for which these assets areacquired,

(iii) The above amount will be utilized only for the purpose for which it has been sanctioned.

(iv) The accounts of the organization shall be open to inspection by the sanctioning authority-'and audit, both by the Comptroller and Auditor-General of lndia under: the provision ofCAG(DPC)Act1971 andinternal auditbythePrincipal AccountsOfficeof thisMinistry,whenever the lnstitution or Organization is called upon to do so, in terms of the provisionscontained in Rule 211 (1) of GFRs, 2005; and

(a) The amount released by the grantee to the voluntary organization or branches during thelast financial year along-with the amount refunded or lapsed in the last financial year willbe adjusted before releasing the next installment of grant-in-aid,

(b) The grantee institution will submit performance cum achievement reports soon after theend of the financial year.

7. The grantee organization will maintain separate account in respect of the grants receivedby them under this scheme, The accounts will remain open for inspection by the representativeof the Government of India including the Comptroller and Auditor General of India and anyunspent balance out of this grant will be refunded by the grantee immediately after the close ofthe current financial year, The Utilization Certifieate and Audited Statement of Accounts arerequired to be submitted as per provision mentioned in GFR,

10, This issues under the powers delegated to the Ministry/Department of the Government ofIndia in concurrence with the JS & FA vide Dy, No,592 dated 19,06.2015, Ministry of Finance(Deptt. of expenditure) has approved the implementation of the Scheme with revised normsduring the remaining parl of the 12th Five year Plan vide U,O,lD No. a2(7)/PF-ll/2014-dated06,07.2015,
