Purpose of Drug & Alcohol Testing: 1. Deter students from initiating drug use:

2. Confidentially identify students who have started

using drugs or alcohol so that parents and

professionals can intervene early.

3. Help students who have a dependency on drugs

and alcohol, so that they can be referred to drug

treatment or counseling services.

4. Promote a safer, healthier school learning

environment.

Illicit or Banned Substances:

For the purposes of this Policy, the following

substances are banned for ingestion or use:

Alcohol

Amphetamines

Anabolic Steroids

Barbiturates

Benzodiazepines

Cocaine Metabolites

LSD

Marijuana Metabolites

Methadone

MDMA (“Ecstacy”)

Nicotine

Opiates

Phencyclidine

Propoxyphene

Certain other Steroids

Procedures: 1. Each year students planning to participate in

extracurricular or co-curriclular activities must complete

and sign the “Douglas County School District Informed

Consent Agreement”.

2. For 12 months students shall be subject to testing.

3. Testing can occur as often as bi-weekly.

4. A computer-based system is used to select individuals

for testing. A student number will be assigned and

used for identification.

5. All test results are considered confidential and will be

handled accordingly.

6. A sample that has been altered or adulterated will be

considered a positive test.

Procedures: 7. A refusal to test will be handled as a positive test.

8. If a student opts out of the program, he/she will may

not participate until one (1) year from the date he/she

opted out.

9. Students not able to provide a specimen will not be

permitted to participate until a proper specimen is

provided.

10.The Vendor will oversee the collection of specimens

and will give students as much privacy as possible.

11.Positive results will be reported in a confidential

manner to the parent/guardian and school principal.

Procedures for Positive Result:

1. Parent/guardian will be contacted to determine if the

student is on any prescribed medication that might

account for the positive result.

2. If on medication, the parent/guardian will be asked for

a letter from the prescribing physician within five (5)

school days to document medications.

3. The Medical Review Officer (MRO) will certify test

results as positive or negative.

4. Written notification from the principal will be sent to

the parent/guardian.

5. The student will be notified and required to submit to

periodic follow-up tests.

First Positive Result: 1. Students participating in extracurricular activities are ineligible for

remainder of the current sports season.

2. Students participating in co-curricular activities will be ineligible

to participate in their activity for six (6) weeks beginning the first

competitive week after the suspension occurs and forfeit at least

one competition or performance.

3. The student will participate in a drug/alcohol assistance program

and submit to periodic follow-up tests before being permitted to

participate in future activities.

4. Six (6) competitive week suspension from participation in an

activity in which the student’s name has appeared on an NIAA

roster.

5. The six (6) week suspension can be reduced to a two (2) week

suspension if the student successfully completes the substance

abuse intervention program.

Second Positive Result:

1. Student suspended from participation in any activity

for ninety (90) school days.

2. Prior to possible reinstatement, the student must have

successfully completed or be in the current process of

successfully completing a program recommended by

a certified substance abuse professional.

3. Submission to periodic follow-up tests.

Third Positive Result:

1. Student is permanently suspended from further

participation in any athletic and/or co-curricular activity.

say “No”;

Promotes a culture of non-use;

Promotes early identification and referral for

students using drugs;

Makes athletics and competitive activities safer

for all who participate; and

Promotes safer schools.
