Urban Institute study (released 8/18/11)

Between 2008 and 2009:

The number of eligible children increased by about 3 million (economic downturn, eligibility expansions)

Yet:

The number of children eligible but not enrolled dropped from 4.7 million to 4.3 million

Participation increased from 82% to 84%

$40 million in Cycle II CHIPRA outreach grants; 39 grants awarded in 23 states on 8/18/2011

$20 million for 10 grants in the Technology Focus Area

Funded activities include efforts to:

Create and enhance web-based application and renewal procedures

Enhance data matching to reduce reliance on paper verification and increase efficiency

Explore new ways to communicate electronically with beneficiaries

Provide laptops, portable scanners for community application assistors

Set up application kiosks at public sites

CHIPRA Grants Promote Use of Technology to Facilitate Outreach and Enrollment
