    1. INTRODUCTION:

    Pakistan Nuclear Regulatory Authority intends to pre-qualify non-authorized

    workshops for repair and maintenance official vehicles ( Vans, Jeeps, SUVs, Cars,

    Trucks, Mini Trucks, Mini Buses / Coasters and Motor Bikes etc for its HQs located

    in Islamabad for the period of 03 years. Local workshops situated in Islamabad /

    Rawalpindi may apply for pre-qualification.

    The required workshops must have Mechanical, Electrical, Denting & Painting

    capabilities. Ample Space should be available to park the vehicles. Options like

    Lathe work, wheel balancing & alignment facilities will be considered as an added

    advantage.

    Two stage bidding procedure will be followed for the pre-qualification.

    In the first stage, workshops will be pre-qualified as per defined criteria.

    In the second stage, all prequalified firms will be asked to submit their

    financial proposals.

    2. INSTRUCTIONS / GENERAL CONDITIONS:

    a) Each page of pre-qualification documents should be signed and

    submitted with the application attached at Annex-A.

    b) Incomplete or conditional applications will not be entertained.

    c) Status of enlistment with Government Organizations and other

    agencies, if any, should be provided.

    d) Sales tax returns should be provided to assess the annual turnover of

    workshop.

    e) Any document/information/statement provided by the applicant if found

    to be false, concocted or incorrect during or after the pre-qualification

    process or even after the tendering process will result into

    disqualification of the applicant.

    f) The Authority may, at its discretion, verify the documents provided, take

    feedback from the clients, physically inspect the workshops for detail

    services being provided by the workshop and interview the technical

    staff in order to ascertain the capability.

    g) The Authority may, at its discretion, ask any or all the interested

    workshops for some clarification or additional documents, if required, or

    to give presentation to the Authority about the technical, professional,

    financial and / or managerial skills / competence.

    h) Applicants may request any clarification from Procurement Branch

    PNRA either in person or on telephone No. 051-9263025 during 0900-

    1600hrs from Monday to Friday.

    i) Competent Authority reserves the right to cancel the process of pre-

    qualification and reject all the applications at any time/stage without

    assigning any reason thereof.

    l) Only those applications will be considered for pre-qualification which

    reach our office on or before the closing date as notified in the Pre-

    qualification Notice published in the press (dated 20-11-2020).

    k) Bids are required from workshops located in Islamabad & Rawalpindi

    only.

    l) The pre-qualification of workshops shall be valid for 03 years and

    extendable/renewable for another 01-02 years with mutual consents of

    both the parties.

    3. MANDATORY REQUIREMENTS:

    a) The date of establishment of workshop.

    b) Complete address of the offices, workshop and any allied facilities.

    c) List and Bio-data of full time technical staff.

    d) Details of the execution equipment, plant, machinery and tools required to carry

    out the works.

    e) NTN, Income tax and Sales tax registration certificates.

    f) List of Clients

    g) Manpower strength of the firm / workshop including permanent, temporary,

    technical and non-technical.

    h) Affidavit on Stamp Paper regarding non-involvement in any arbitration/litigation

    with any government agency/department and that the firm has never been

    blacklisted by any government agency / department.

    i) Compliance of the PNRA documents.

    j) Any other document or information which is considered necessary for pre-

    qualification may be asked by the Authority.

    4. QUALIFICATION CRITERIA:

    Pre-qualification will be based on the following criteria as demonstrated by the

    Applicant’s responses in the Annexure attached to this document and the

    documents submitted along with the application.

    Note: The applicant must secure at least 50% score in each category. The Authority reserves the right to waive minor deviations, if these do not

    materially affect the capability of an applicant to perform the contract/works or

    provide services.

    Credit Points will be awarded on the basis of following qualifications which are

    further elaborated in the detailed criteria for each category as under:-

    A = Total of credit transactions in last 2 two years.

For more than 01 denter and painter, having 02 years experience, 02 additional points are given for each denter or painter upto maximum of 5 Points.
