New policies tackle problem A These are just two ex- ' amples of enlisted Marines who are growing increas- ingly frustrated by their lack of promotion opportunity in our Corps. After three years of preparation, HQMC is ready to aggressively tackle these problems with a series of new programs and policies that are collectively known as Enlisted Career Force Controls. Before going into the specifics of those new programs, however, let's dis- cuss what is causing the overall slowdown of promo- tions in the enlisted force.The Marine Corps pro- ' motion system is designed to fill grade vacancies. It aims to provide commanders with Sec PROMOTIONS/A-6 4 nations converge for RIMPAC '88 More than 50,000 Marines, sailors and airmen from four different nations began par- ticipating in RIMPAC '88 June 16. RIMPAC is a major maritime exercise that includes the United States, Japan, Canada and Austra- lia. The 'four countries and their naval forces, which amount to more than 45 ships, and approximately 200 air- craft,will operate in the vicin- ity of the Hawaiian Islands and Southern California until August 5. RIMPAC '88 is the eleventh is a series of exercises that began in 1971, and includes operations involving carrier- based aircuift, attack subma- rines, and a wide variety of major surface combatants and support ships. The exercise is designed solely to enhance the tactical capability of the participating units in the most major aspects of conventional mar- itime warfare. 1/444 ?ft Airfield Hours Extended Airfield operating hours here will be extended on several days through the end of June, as jets from the Station act as "enemy" aircraft for Navy forces involved in a training exercise near Oahu. The airfield is normally closed for flight operations on weekends. Marine convicted for murder MCB, CAMP PENDLETON, CALIF. - Cpl. Dennis Butler is the first person in San Diego County, and only the second in California, to be convicted on murder charges following a drunk driving accident. Butler was found guilty of second degree murder and ten other charges, including vehicular manslaughter and driving under the influence of alcohol. Butler was behind the wheel of a Camaro Z-28 on Feb. 8, 1987, which, while traveling 114 mph, struck a pickup truck head on. The driver of the truck and a passenger in Butler's Camaro were killed. The civilian jury in Vista, Calif., deliberated for four hours before returning a verdict of guilty on all counts. COLA Reduction? All personnel are advised that an approximate 25 percent reduction in COLA is currently being consiaered by DoD and if approved, could be reflected in pay checks as early as July 88. COLA is designed to make our spendable income equal to the spendable income of a servicemember in CONUS. DoD advises that food prices, a big contributor to the COLA rate, either remained stable or declined from 1987 to 1988, but increased in CONUS during the some period. The net result is the nronoeed COLA reduction to be effective July 1. Alexander Brigade Service Support Group -1's group colors got a little heavier June 17 when BGen. G.L. Cates, com- maning general 1st MEB added a Navy Unit Commen- dation (NUC) streamer. The group was awarded the NUC by Navy Secretary William Ball for its "excep- tional meritorious service in the provision of outstanding combat support" to the lst Marine Expeditionary Bri- gade (let MEB) from July 1, 1985 to June 30, 1987. The honor comes as BSSG- 1 prepares to celebrate its upcoming 18th anniversary. The diversified support units of BSSG-1 include supply, maintenance, motor transport, combat engineer, landing support, medical, dental, data processing, and postal. Without these units, let MEB could not move, shoot or communicate effec- tively in order to carry out its primary mission. Of the multiple operational commitments ranging from the East and Gulf Coasts of the United States, Hawaii, Marianas and Solomon Is- lands, to the Republic of Korea, the citation lime- lighted BSSG-1's perform- ance during a loadout of the Maritime Propositioning Squadron-3 (MPS-3) ships at Panama City, Fla. It took BSSG five months to load the four ships. It also mentioned massive efforts the group put forth in the "flawless execution" of MPS operations during Team Spirit '87. During the two- year award period, BSSG-1's supply maintenance sections kept their readiness percent- age at 92.3. Other awards adorning the group's colors are the Meri- torious Unit Commendation, and the National Defense Service streamers. Navy Relief Fund Drive will go on By Sgt. Stephen Frank The 1988 Navy Relief Fund drive has been ex- tended through July 6, and 1st MEB and Air Station Marines and sailors have so far proven that they are willing and eager to take care of their own. Butler is the first person in San Diego County, and only the second in California, to be convicted on murder charges following a drunk driving accident. Group -1's group colors got a little heavier June 17 when BGen. G.L. Cates, com- maning general 1st MEB added a Navy Unit Commen- dation (NUC) streamer.

In an interview with Hawaii Marine last week, Col. Gage shared his perspective on his last command, and on the challenges facing him as the second-senior officer in the Brigade.

Hawaii Marine: As the C.O. for MAG-24 you were responsible for a number of accomplishments to include winning several, Marine Unit Citations and the first-ever FMFPac Avi- ation Logistics Award. What do you consider your most significant accomp- lishment?

Col. Gager The most sig- nificant accomplishment was the amount of flying we did in an accident-free regime. You are going to have to qualify that a little bit, because of the accident that occurred just prior to the change of command. But we did fly a lot and we did it safely. The MAG had a "three-legged milking stool" concept that enabled us to do that. The three legs consisted of the aviation maintenance conducted by the squadron, the IMA support that was provided by H&MS-24, and the Group Supply. The reason I use that three-legged stool analogy is because if you take away any one of those legs, the stool falls over. I set out to encourage the team work that would enable the three- legged milking stool concept, for those three entities to reach some kind of a maxi- mum in terms of its goodness, cooperation and teamwork: It worked. The pieces were in place, but if. I had anything to do with it, it was by virtue of encouraging our Marines to make it work on a full time basis. And it did.

I charged those Marines in the squadron maintenance shops, the group supply, and the IMA with providing abso- lutely the most safely flyable aircraft that human beings

could provide. The aircrews then had the requisite confi- dence in those machines to be able to go out and fly hard, i.e. train hard for their war- time mission and come back safely.

Hawaii Marine: Where does MAG-24 stand in teems of its ability to be the air combat element (ACE) in this brigade?

Col Gage: Our basic flying skill are superb. We need to place more emphasis on work- ing together as an Air Combat Element in an exercise mode - which is very, very difficult to do here in. Hawaii. It's difficult because we lack the ability to conduct an air- ground, helo, fixed wing, into - grated exercise somewhere.

Even with the 3rd Marines and BSSG hero, we can't just conjure up one of these exer- cises and make it happen because of the limitations of the training areas. We would like very much to do so in conjunction with our MPF role. Certainly Gen. Cates is on board with that. But we are extremely limited, unlike MEB s back on the mainland, that can make these exercises happen almost in their own back yards. We can't do that and that's a severe limitaion on our ability to take the next step in terms of proving our operational readiness. We do as much as we can with local exercises that we have con- jured up; for example, the last Aloha Blitz exercise was very

successful. Aloha Blitz was a totally "in-house" exercise and it worked out very well. But that's not the same as participating in a unilateral, joint or combined exercise. The MAG didn't get to play in Team Spirit as the ACE this year, and that hurt.

Hawaii Marine: You are moving from a command position to a staff position. How do you feel about that move?

Col. Gage: The best place to be, obviously, is in com- mand. But, I think coming up to the Brigade to be the chief of staff, having been the group commander, will enable me to provide an avi- ation perspective, and give the Commanding General some valuable insight on how his assets on the aviation side can best be utilized, trained and husbanded if you will, on a daily basis. I think the situation is really ideal. I would hate to come to this position from outside the Bri- gade, never having served in the 1st MEB, and try to do the same thing.

Hawaii Marine: Now that you are the chief of staff, what do you see as your biggest challenge?

Col Gage: Well first and obviously, to successfully coor- dinate the efforts of the staff through the summer turnover period, with billet gaps, per- sonnel turnover and a very busy' schedule in terms of operations and Brigade exer- cises. And beyond that, to ensure that Gen. Studds, when ho arrives, is brought up to speed as soon as feasible to the many facets of this command - and there are many. That's going to be a challenge. Then to see what we can do relative to CPX's, staff exercises and so on to

ensure that the Brigade staff, as well as the major subordi- nate commanders and their staffs, are able to coordinate and conduct the liaison nec- essary to ensure effective command and control of all the Brigade's assets in so far as we can, short of actually deploying in n MPF exercise.

Hawaii Marine: You are a prior enlisted man and were an infantry platoon commander. Does this background give you any special advantage in your job?

Col. Gage: I think it pro- vides a greater appreciation of how the Marines live and what experiences they go through at an early age, in their post-formative adoles- cent years when they're some- what naive, inexperienced, immature, and unworldly as I was. Their perspective on life is far different from those of us who are older and more mature. I would like to think having been there before, I can still appreciate what it means to be q young Marine on his first enlistment.

Certainly, having been an infantry platoon commander then subsequently a helicop- ter pilot providing the combat support to those infantry units, I know how very impor- tant it is to provide them with the maximum amount of sup- port in a timely manner. We sometimes do better or worse at that - I hope that we will do better, because the empha- sis is there. The ground side needs to be supported, and we're going 'to do the best job we can to provide that sup- port.

Hawaii Marine: How does the performance of the Chief of Staff affect the average enlisted Marine, in terms of perhaps their

training, their personal -

assignments, and support: they get?

Col. Gage: That's a tough: question. But I think the way I would like to be remembered after this tour was that I was an honest broker for the: enlisted Marines relative to their training, their. support, how much we can expect of.: them, and what their needs are for rest, relaxation, and rehabilitation. We must main- tain a balance between how much we work them and how much we let them play. With that kind of perspective I. would like to think that my sensitivities are such that its not going to be all work and no play for our Marines, and that Hawaii doesn't turn out to be a place where they can't enjoy themselves.

Hawaii Marine: You've been with the Brigade for two years now. Do you have any views on how life in Hawaii could be improved for our Brigade Marines?

Col. Gage: I think if there is anything that we would probably like to do more for our junior enlisted, if not the staff NCOs, it is to provide more affordable housing, par- ticularly in light of the high cost of living out here.

We work our troops hard and they are superbly capa- ble, they are intelligent, they are willing, and they look forward to a challenge. And I've encouraged all officers, by virtue of their incall with me, to ensure that even though we work them hard and we allow them an oppor- tunity to play, that we also stay sensitive to our Marines' - real or perceived problems,: whether they are economic,-

D.C. -The Marine Corps inspection process is under- going a major evolution which will alter the way in- spections are viewed and conducted.

The most obvious change is the end of IGMC Inspec- tions as most Marines know them. Other changes include doing away with an inspec- tion grading system, and the adoption of Corps-wide prin- ciples to set a clear philoso- phy behind the inspection process.

IG Inspections were sus- pended May 1 and, as of July 1, the responsibility for conducting these inspections at the major commands will shift from HQMC to the commanding generals.

According to Dam. John P. Brickley, deputy director

of the Training and Educa- tion Center, MCCDC, Quan- tico, and Inspector General of the Marine Corps, this is where the responsibility be- longs. "The inspection sys- tem lost its focus. Because of a series of preparatory in- spections, the IG was almost anticlimatic. Yet because of the way the IG myth grew, it took away responsibility from the commanding gen- eral. It's time to give the authority and responsibi.li.ty back."

The IGMC will evaluate the effectiveness of the individ- ual command inspection programs every three years through visits and the analy- sis of the command inspec- tion reports. II-le will con- tinue to coordinate and

Each commander will be responsible for designing andconducting abiennial Command Inspection Pro- gram (CIP). Inspection checklists and guidelines will be provided by the IGMC to maintain Corps-wide inspoc-

personal representative for request mast cases during IGMC visits.

In addition to these re- sponsibilities, the IGMC will send teams to the field to observe field exercises. He will then serve as the Commandant's eyes and ears to appraise the effective- ness of training programs and identify any Corps-wide shortcomings. Combined arms exercises, the Marine Corps Combat Readiness Evaluation System, "Special Operations Capable" exer- cises, and major field exer- cises will also be monitored.

"Either a unit is combat ready or it is not combat ready," said BGen. Brickley. "Evaluating field perform- ahce is one of the best ways§ to determine this and one of the reasons why we are doing away with the old rating system for inspections

within the Marine Corps." In the future, the rating

"outstanding" to "unsatisfac- tory" will be replaced with "combat ready" or "not combat ready" for all inspec- tions, from the section level to the CIP.

"The philosophy behind the IG Chas become distorted over the years," said BGen. Brickley. "If you ask 10 Marines what the IG means to them you get 20 different answers."

He explained that the great emphasis placed on getting high "grades" on IG inspec- tions had become a burden- some administrative require. ment and successful comple- tion often became the pur- pose of the inspection. Add in an aura of zero defects, and the result is units re- orienting from their real mission to a total focus on the 1G.

Another problem was that:' there were no clear priorities within the IG 'inspection process. "There was no real balance in prioritizing whether your margins were right on your paper versus whether you were ready to go to war because your weapons were properly maintained. The perception was that eve- rything had become priority one," BGen. Brickley said.

To clearly state this new philosophy and avoid future confusion, 11 Marines Corps Inspection principles have: been adopted. They are:

'232 Marine up for Marine League award

NCOIC of the Power line Division for VMFA-232, was recently nominated for the Marine Corps League's Ser- geant Major Frederick B. Douglas Award.

SSgt. Glick is one of five Marines from within the Fleet Marine Force Pacific who have been nominated for League awards. If cho- sen, SSgt. Glick will be presented his award at the 8th Annual Marine Corps League "Modern Day Marine-Force in Readiness" exposition, to be held Aug. 23 - 25 in Washington, D.C.

SSgt. Glick, a 32-year-old native of Park Falls, Wisc., has been in the Corps for 12 years, serving as a J79 jet engine mechanic. Ho cur- rently runs the line opera- tions for his squadron.

The award is primarily presented for outstanding leadership, according to Capt. Gary Meisenhelder, the assistant maintenance offi- cer for '232.

"SSgt. Glick is probably the best power plant man I've ever seen as far as the F-4 community goes," said Capt. Moisenhelder.

"If five planes are down, he'll stay and work on them to get them back up for the next day's flight schedule. He'll work around the clock if necessary, and he trains his people to be just as good as he is," said Capt. Meisen- holder.

"He's Marine Corps, and I guess that's the best thing I can say about him," Meisen- helder said. "If you wanted to pick someone to emulate, he'd be it," the captain added.

Local scouts plan active summer Local scouting leaders are

planning an action-filled summer for their scouts, according to the Air Station scouting coordinator, Lt.Col. John Wintersteen.

The Scouting programs here and in the local commu- nity have openings for boys and girls alike.

Scouting provides whole- some, educational experi- ences for children of all ages. The programs are: Cub Scouts for boys entering grades one- five; Boy Scouts for boys entering grades six-12; the newly-formed Varsity Scouts for boys, 14.18 years old; Cadets for girls entering grades 7.8; and Seniors for girls entering grades 9-12.

Day camps are available for Cub Scouts and Brownies, while Camp Pupukea and

Camp Paumalu are offered for Boy and Girl Scouts respec- tively. Outer-island camping trips and excursions to Coco- nut Island, Sea Life Park, Waimea Falls, Hanauma Bay and Chinaman's Hat are also among the planned activities for this summer.

Scouts can also learn valu- able skills while achieving merit badges in areas like first aid, horsemanship, swim- ming, woodworking, and com- munication skills. Badges are also available for camping, botony, hiking, and life sav- ings.

NASA seeks astronauts NASA, Washington

D.C. -NASA' has an- nounced plans to conduct astronaut candidate selec- tions on a two-year cycle and has scheduled the next class of candidates for 1990.

The two-year process will moderate the demand on resources required for candi- date selection and training

while maintaining the man- power levels necessary to meet mission requirements.

The next selection cycle will begin July 1, 1989, the cutoff date for applications. Nominees will be submitted by the military services at that time. After six months of screening, medical evalu- ation and interviews, selec- tions will be announced.

GI Bill users must get GED by June 30

Servicemembers who do not have a high school diploma must take the General Educa- tion Development (GED) examination before Juno 30 to be eligible for the Montgo- mery GI Bill (MGIB).

The MGIB requires that a high school diploma or equi- valency certificate is needed to meet eligibility require- ments. Vietnam-era GI bill eligibles must meet the requirement before June 30. Members with no prior service must meet the requirement within their first 36 months of active duty.

Members who are unable to take the G14-31) before June 30 because of command opera- tional commitments will be

considered as having met the deadline if their commanding officer enters the following page 11 entry in their service record by June 30.

In effect, it is a grant of power from the people to establish a government of laws for the common good of a nation "blessed with lib- erty." Understanding bad discharges By Capt. C.J. Woods

Most Marines are generally familiar with our system of military justice; they under-

:: stand what happens when a servicemember receives non-

.: judicial punishment or goes to a court-martial.

What most people don't know, however, is that a Marine who is sentenced at a court-martial to be discharged with a bad conduct or dishon- orable discharge doesn't receive his "bad paper" and walk away from the Marines

. Corps after a few months in the brig.

Any court-martial case involving a punitive die-

:: charge also involves an auto- ': matic appeal to the Navy-

. Marine Corps Court of Mil-

itary Appeals. Although a military court may award a dishonorable or bad conduct discharge to a wrongdoer, it cannot actually be imposed on the servicemember until it is approved at the completion of the appellate process. Since an appeal in a complex case may not be decided for many months or even several years, technically an individual waiting for approval of a punitive discharge remains in the Marine Corps for that entire period.

For years this meant that Marines, after ser,ing any required brig time, would be sent back to their unit until final word of their cases came down from

the appellate courts. The adverse effect that the

presence of these convicted Marines had on morale and discipline within their units was substantial. Appellate leave was developed to allow commanders to rid them- selves, in a timely fashion, of these Marines before they had a lengthy opportunity to cause more trouble.

Simply put. appellate leave is an administrative method of sending a convicted Marine home to wait for final action on his case. Although it can be requested by the accused, it is normally requested by his command.

The mechanics of placing a Marine on appellate leave require action by several ele- ments of the military justice system, and results in an awful lot of paperwork. Var- ious court-related documents, recommendations, a confine-

ment progress report, and a psychological report are gathered by the Review Sec- tion of the Legal Services Center for forwarding to the Navy Clemency and Parole Board in Washington. D.C.

While this is being done, the Marine's unit must arrange for his separation physical, audit his service and health records, and send a written request that he be placed on appellate levelto the Brigade Personnel Office.

Once Brigade Personnel receives approval from Head- quarters Marine Corps, they normally draft orders sending the accused to Camp Pen- dleton, Calif., where he will actually commence appellate leave.

The only exception to this general rule occurs when an accused requests local appel- late leave. Approval of such a request, however, is rare;

unless the accused is a Hawaii resident, it can only be granted by Headquarters Marine Corps.

Before a Marine can be placed on appellate leave, he must, of course, have com- pleted any sentence to con- finement. Although this doesn't make his unit's task any eaiser, the fact remains that virtually every prerequi-

site to such a placement can be satisfied before a service- member is released from the brig.

If the effort is made to complete the necessary docu- mentation, a Marine released from confinement should be back with his unit for little more than a week before transfer to the mainland, and

on his way home from Camp Pendleton within five days after that.

A Marine on appellate leave is administratively placed on excess leave in a no duty status. He receives no pay after any built-up leave runs out, but retains use of medical, dental, exchange and com- missary services. Although he generally returns to civil- ian life, he can be recalled to active duty, i necessary, until his dishonorable or bad con- duct discharge is approved and actually imposed. Once that occurs, the accused's last contact with the Marine Corps is automatically severed, and appellate leave terminates. From that point on, the former Marine is on his own.

Alcohol incidents A lance corporal was

apprehended for DWI at the Mokapu gate. As he ap- proached the gate, MPs noticed an open cooler and an open bottle of Schnapps in the vehicle. The lance corporal submitted to a breath test, which resulted in a .13 percent blood alcohol content. A sergeant was appre- hended for DUI in Honolulu during one of the Honolulu Police Departments road- blocks. The sergeant's breath test resulted in a .09 percent blood alcohol con- tent. The sergeant was not charged by HPD and was released on his own recog- nizance.

A civilian employee re- ported a housebreaking. A storage room within a bar- racks had been broken into, and various hand and power r

was reported by a dependent wife. Someone had stolen jewelry and miscellaneous items from her home, which had been locked while she was away.

In addition, there are 144 vehicles in the vehicle stor- age lot. Abandoned vehicles are kept for 120 days and then released to the Defense Reutilization and Marketing Office or a contractor for final disposition.

PROMOTIONS/from A-1 the correct number of Ma- rines in each grade we need to fight a war. For example, the Marine Corps rates about 16,000 staff sergeants during FY88. If HQMC projects 14,000 will be on active duty after all retirements and separations are counted, the staff sergeant selection will be authorized to select 2,000 sergeants for promotion. The sergeants selected will then await promotion until a vacancy actually opens up.

Two ways to increase vacancies HQMC can increase the

number of staff sergeant promotions by increasing the number of vacancies into which qualified sergeants can be promoted. There are two ways to do this. One is to increase the overall number of staff sergeant billets in the Marine Corps. To continue our example from above, if we increased the overall USMC require- ment for staff sergeants from 16,000 up to 18,000, and had the same 14,000 staff ser- geants on active duty after accounting for all expected losses, the selection board could select 4,000 instead of 2,000 sergeants for promo- tion. In other words, the added "demand" of 2,000 new staff sergeant billets caused 2,000 new vacancies, and therefore promotions for sergeants.

Another way to increase the number of vacancies is to reduce the overall number of staff sergeants on active duty. Say 2,000 fewer staff sergeants decided to re-enlist during FY88. Then only 12,000 staff sergeants would remain on active duty in- stead of the 14,000 originally expected. The promotion board could again be able to select 4,000 sergeants for promotion even is the origi- nal 16,000 staff sergeant billets did not increase. Instead of increasing vacan- cies by increasing these bil- lets, we increased vacancies

by reducing the "supply" of staff sergeants on active duty competing for a fixed number of billets. In either case, the result is exactly the same -- increased promotions for sergeants.

Supply, demand: key indicators

Since we promote to fill vacancies in primary MOSs for the grades of sergeant and above, manpower plan- ners have begun to track two key indicators to help Moni- tor the health of our enlisted promotion flows. One is the overall promotion "demand"-the total number of billets that call for a Marine in the top five en- listed grades, (sergeant and above). The other is the overall "supply" of Marines of more than four years of service-our career compo- nent when the supply roughly equals the demand of the grade structure, enough enlisted vacancies will be created each year so that the average Marine will be promoted along this pro- motion pattern: Sergeant 4.5 years Staff Sergeant 8.0 years Gunnery Sergeant 12.0yrs First/Master Sergeant 17.0 years Sgt Maj/ M Gy Sgt 22.0 years

By 1987, however, most Marines were being promoted later than this target promo- tion pattern. At the MOS level, the problem is espe- cially evident, with some MOSs being promoted as much as five and six years later than desired. Why is this problem occurring? Quite simply, we have more career Marines than our career force grade structure can absorb.

In 1980, 28 percent of all billets in our grade structure were sergeants or above. In the same year, only 24 per- cent of our Marines had greater than four years on service. As a result, there were large numbers of vacan-

personal, or human affairs type problems.

Hawaii. Marine: Where do you see the focus of the Brigade for the next year? What are the priorities?

Col. Gage: We have to continue to do our utmost to flake the most of training opportunities in an era of constrained resources to ful- fill the Commandant's desires to that we be Basic Warriors- plus. It's not going to be easy. We are just going to have to do more innovative, creative things here in Hawaii - within the islands - to squeeze the very, very maxi- mum out of training areas and opportunities to stay in the forefront of combat read-

iness. That's our real chal- lenge.

Hawaii Marine: Are there any other points you would like to get across to the Marines and sailors of the Brigade?

Col. Gage: I would only like to say, to each and every Marine in MAG-24, how proud I am of them because of the hard work and respon- siveness they showed to the direction that I had given. They did an absolutely superb job, in some cases under ardu- ous circumstances. And they never flinched at all. They seem to welcome the more difficult challenges, and for that I want to get across my message of sincere thanks and appreciation for a job extremely well done.

ties in the grade of sergeant and above, and Marines on active duty were promoted very quickly to fill them. In other words, the demand of our grade structure was much greater than the sup- ply of experienced Marines. The average time in service at promotion to sergeant that year was therefore much lower than desired-only 3.5 years time in service.

By 1987, this situation had reversed. Thirty-one percent of our grade structure was sergeant or above, a slight increase over the 1980 Marine Corps. But the number of Marines with more than four years of service had grown tremen- dously, from the 24 percent in 1980 to 39 percent in 1987. The number of expe- rienced Marines competing for promotion far exceeded the number of leadership billets in our grade structure. Therefore, very few vacan- cies existed in our senior NCO grades, and promotions slowed down for all enlisted Marines. This overall promo- tion slowdown is reflected by smaller promotion alloca- tions for Staff NCOs and rising composite scores for most NCOs.

Here's how the 1987 aver- age promotion pattern looked:

Although promotions have slowed down for the entire enlisted force, the problem at the MOS level is even more serious. In some occupa- tional fields, such as 3500 (motor transport), the situ- ation is such that many ser- geants and corporals who have never had the opportu-

nity to compete for promo- tion are approaching their service limits. HQMC policy is to continue past service limits any sergeant who has not had at least two oppor- tunities to compete for pro- motion to staff sergeant. Corporals who have not been promoted to sergeant by their eighth year of serv- ice will have their records screened, and if competitive, will be allowed to continue in order to give them a reason- able time to get promoted.

This policy is only a short- term solution designed to protect good Marines from being denied further active service because of lack of promotion opportunity. The long-term solution to the problem is to speed up en- listed promotions, and to pre- vent good Marines from being put in the situation of wondering when, if ever, they will have the opportu- nity to compete for promo- tion.

Remember that there are two ways to increase the number of enlisted grade vacancies, and to speed up promotions: by increasing the number of top five billets that career Marines are competing for; or by decreas- ing the the number of career Marines that are competing for a fixed number of top five billets. Unfortunately, in- creasing the number of senior NCO billets will not be possible without large in- creases to our manpower budget, which will be very hard to do in the years ahead. HQMC believes that the total percentage of billets that call for a sergeant of above will remain steady, at best. If promotions are to speed up, then, HQMC will have to decrease the growing number of top five enlisted grade vacancies.

This is what enlisted career force controls are all about. When the new fiscal year starts Oct. 1, new re-enlist- ment policies will be put into place that first aim at stop- ping the growth in the

By limiting the total number of first-term re-enlist- ments to what we need to man our career force grade structure, HQMC hopes to keep the growth of Marines with more than four years of service within proper bounds. This will prevent the promo- tion problems we are encoun- tering from getting worse. Other programs and policies will be necessary, however, to reduce the large overage of career Marines we presently have on active duty. This will be necessary to increase the tempo of enlisted promo- tions, and lower the average time in service at promotion to the Marine Corps' target pattern. Planners envision six different programs/poli- cies to accomplish this career force reduction.

First, substandard Marines will be aggressively identi- fied, and when appropriate, separated from active duty. MCO 1610.15, the enlisted substandard performance program, has recently been rewritten. Marines are warned that they have been identified as substandard performers by letter via their commanding officers. Dis- charge letters identifying Marines who continue to perform below the minimum standards expected of an NCO or Staff NCO are now being sent directly to the Marine's commanding offi- cor. Those letters include a complete copy of the Marine's master brief sheet as well as their entire per- formance record. Command- ers will be encouraged to discharge prior to their EAS those Marines who remain unproductive.

master/first sergeant by their 22nd year or service will be denied further service. This is a reduction from the present gunnery sergeant high-year tenure point of 25 years. We desire gunnery sergeants and master/first sergeants be promoted, on the average, at 12 and 17 years of service, respectively. The new service limits for gun- nery sergeants will allow them approximately ten years in grade before they are denied further service, creating a vacancy for an- other Marine.

Two now programs will attempt to solicit volunteers for early retirement or trans- fer to the Fleet Marine Corps Reserve. Starting in FY89, HQMC may waive them requirement to have two years time in grade before retirement. This program to encourage voluntary early retirements will be targeted at Marines in over grades and in over and balanced MOSs. MOS overages in an upper grade directly translate into zero promotion alloca- tions for Marines in the next lower grade. By reducing these overages, HQMC hopes to create vacancies into which junior Marines can be promoted. This process, multiplied across the entire enlisted force, in every MOS that it makes sense to do so, will help speed up enlisted promotions.

their EAS if they so desire. ALMARs and career plan- nin g newsgrams will be published which list the MOS and grade combina- tions HQMC desires to re- duce. For every master gun- nery sergeant that retires a year earlier than planned, five potential promotion allo- cations will be freed up for junior Marines in that MOS to compete for: master ser- geant to master gunnery ser- geant; gunnery sergeant to master sergeant; staff ser- geant to gunnery sergeant; sergeant to staff sergeant; and corporal to sergeant.

Should the number of volunteers for early retire- ment or transfer to the Fleet Marine Corps Reserve not be sufficient to break up promo- tion logjams in selected MOSs, retirement-eligible Marines in 'over grades and in over and balanced MOSs may be denied the opportu- nity to re-enlist. This pro- gram is a matter of last resort, which will be used only in the event the volun- tary programs fail to produce the number of vacancies

necessary to improve enlisted promotion flows.

In summary, enlisted career force controls are designed to stop the rapid growth of the Marine Corps' enlisted career component, and to bring the MOS supply of career force Marines into balance with the number of MOS billets in the top five enlisted grades. By doing so, HQMC hopes to speed up the overall pace of enlisted promotions, and to correct the nagging in- equities at the MOS level in our promotion process

The Manpower Briefing Team will be here later this summer to more fully brief Kaneohe Bay Marines on this important new concept, and to give career Marines the opportunity to ask the "experts" how the new programs will affect them.

Intramural Softball: Bandits beat SOMS for crown

The wives and girlfriends of the intramural softball players can breathe a sigh of relief now that the intramural season is finally over. However, the

summer's here, and tournaments can be found throughout the island just about every weekend.

The Bandits of H&MS-24 took the intramural playoff tournament by defeating SOMS here to claim their second consecutive intramural title as well as the best record in the regular season in the double-elimination playoff tourney.

During the championship games the time limit and 12- run rule were omittod,allowing the teams to play full seven inning games.

The visiting Bandits took advantage of SOMS in the first inning on a solid base hit by Jesse Calico scoring Chris Barron and Jim Gardner. The SOMS squad played catch- up ball throughout the game, but gave the Bandits a scare with a five-run rally in the third inning and two-run rall y in the sixth. SOMS was unable to put a rally together during their last bat and received their first loss in the tournament.

After a 10-minute break, the Bandits won the coin toss and took the home field advantage. With good defensive plays by both teams, the Bandits began to chip away at SOMS by scoring three runs in the second inning, one run in the third and fourth and two in the fifth inning. SOMS put one run on the board in the fourth and sixth innings, but hurt themselves offensively by killing a couple of "would-be" rallies with poor base running. '

At the last out, the Bandits closed the book on another chapter of their second winning season. The H&MS-24 squad has compiled a 47-4 record on the station, not including two first-place tournament wins during the past two years.

The five-man team of the FIMM-165 White Knights squadron, one of th.e smallest units stationed here, placed second in the military divi- sion and 6th place overall in the Ninth Annual Manoa Marathon Relay in Manoa Valley June 12, with a com- bined time of 2:33:43.

The relay played host to more than 100 open division teams and 20 military teams.

Each. White Knight Marine ran live and one-quarter miles averaging 30 minutes per man.

Fleet Feet Gold were the first place military winners with a time of 2:23:26. Set- ting a new military division record, Fleet Feet Gold was a hand-picked team from dif- ferent units and services throughout the island. Joe Kerr gets the hand-off from

teammate Mike Babcock.

The start of the race was run by Danny Pinyerd with a time of 29:30.
