Title:Medical letter writing action - Sudan: disappearances: Paulino Qumat, Stephen Daniel, Samuel Garang
Abstract:Paulino Qumat, a pharmacy assistant, and Stephen Daniel, a veterinary surgeon,
"disappeared" following arrest during a wave of detentions and killings in Juba in
1992. Samuel Garang, a member of the Sudan Nurses Trade Union, was
arrested for the second time in 1993; he too has "disappeared". AI fears that they
may have been detained in secret detention centres, known as "ghost houses".
Detainees in these centres are reportedly at risk of torture and the conditions in
which they are held are believed to be very poor. AI is calling on the Sudanese
Government to clarify the fate of these three men.

state. Police are reported to be treating the killings as political. Jose Luis
Sundermann was the Vice-President of the Sao Carlos Federal University
Functionaries Union. The couple were both members of the newly formed
Partido Socialista dos Trabalhadores Unificado (PSTU) and Rosa Hernandes
Sundermann had recently been elected to its National Directorate. They are
reported to have been active in supporting a number of strikes in the region.

Title:Colombia: Children and minors: victims of political violence
Abstract:Children in Colombia are frequently the victims of human rights violations. In areas
of armed conflict young people have been killed, "disappeared" or been subject
to harassment and torture by the military. Others have been killed when caught
in the crossfire between guerilla groups and the security forces. In the cities
thousands of street children live in constant fear of attack by "death squads".
There have been growing numbers of reports of killings of "social undesirables"
(desechables sociales) in so-called social cleansing operations (operaciones de
limpieza social). The majority of such murders are attributed to the so-called
"death squads" who have links with the national police. This report contains
details of a number of illustrative cases.

Abstract:This memorandum is based on an Amnesty International visit to the Indian state of
Maharashtra in January 1994, the first AI visit to India for 14 years. It describes
AI's main human rights concerns in Maharashtra, which include: the problem of
unrecorded detentions; use of force to extract confessions; torture; lack of
accountability in the security forces; use of lethal force; the misuse of emergency
powers (TADA) in Bombay; and deaths in custody. Appendices to the report
include reports showing prima facie evidence of human rights violations by police
during the December 1992/January 1993 riots in Bombay.

Title:India: Reaction to the government response to Amnesty International's report on "disappearances" and impunity in Jammu and Kashmir and Punjab
Abstract:Following the issue of a disappointing response by the Indian Government to an AI
report in December 1993, this report challenges the Indian Government to
respond seriously to more than 200 cases of "disappearance" in Jammu and
Kashmir and Punjab. The government response concentrated on the Indian
Government's views on the political dispute between India and Pakistan and on
abuses - condemned by AI - perpetrated by armed opposition groups. Only a few
pages dealt with the pattern of "disappearances" in these two states. Several
cases of "disappeared" individuals are commented upon here. They are:
Mohammed Maqbool Bhat; Javid Ahmad Ahangar; Syed Basharat Ahmad Shah;
Mohammad Shafi Dar; Wahid Ahmed Ahangar; Peer Mohammed Shafi;
Manzoor Ahmed Zarger; Rouf Ahmed Shah; Javeed Ahmad Shalla and
Mohammed Sidiq Sofi; and Ashaq Hussain Ganai.

Abstract:This report contains new information concerning 58 people reported to be detained
for political offences in North Korea. The fate of many of those described in this
report remains unknown after decades of official silence. Some may have died in
prison, others may still be detained. There is also concern that relatives of
political prisoners may also have been detained. Details of the following cases
are given: Cho Ho Pyong and Koide Hideko; Kim Duk Hwan; Han Kyong Ji; Hu
Ik; Kim Yong Soo; Yi Ki Sok; Yu Chang Sik; Yun Sun Dal; and 49 long-term
political prisoners reportedly held in harsh conditions at a detention centre in

Abstract:Mansur Kikhiya, a prominent member of the Libyan opposition, went missing from a
hotel in Cairo in December 1993. AI fears that he may have been abducted by
Libyan government agents. He is a former foreign minister but since 1980 has
been actively opposed to the present regime and has lived in exile in France. He
is an insulin-dependant diabetic. The Egyptian authorities are reportedly
investigating his "disappearance" but the outcome of the investigation has not
been disclosed.

Title:The Un Advisory Services and Technical Assistance Program
Abstract:In the 38 years that the United Nations (UN) program of advisory services and
technical assistance has been in existence, the political context in which the UN
operates has changed radically. International standards for human rights
protection and UN mechanisms for dealing with human rights violations have
also undergone profound change. This document considers how the UN
Commission on Human Rights has used the advisory services and technical
assistance program and presents AI's proposals for ensuring that the limited
resources available to this program can be used in future to maximum
advantage to promote and protect human rights.

Title:Commentary on basic rules of law enforcement
Abstract:This document has been prepared to accompany pocket-sized cards containing ten
basic rules for law enforcement which Amnesty International is offering to
Mozambican police and ONUMOZ civilian police monitors to help ensure the
protection of human rights in Mozambique during the run-up to the country's first
multi-party elections in October 1994. These rules are based on international
human rights standards, although the cards and this commentary are intended
as a handy reference and not as a full explanation of all the rules of law
enforcement.

Title:A call for UN human rights action on Rwanda and Burundi
Abstract:In this document AI sets out its recommendations for urgent and coordinated
human rights action by the UN on both Rwanda and Burundi. A special session
of the Commission is to be held on 24 and 25 May. AI is calling on this special
session to: (i) appoint Special Rapporteurs on Rwanda and Burundi to visit the
region within days; and (ii) urgently send the Commission's own thematic experts
to work with the Special Rapporteurs in investigating the situation. AI
recommends that the Commission calls on other UN bodies, as well as the OAU
to: (i) strengthen the human rights provision in the Arusha Peace Accords; (ii)
establish an effective human rights presence in Rwanda; and (iii) ensure close
UN/OAU cooperation. AI calls on the Commission to send a message to the
international community that it must strongly support (i) the UN High
Commissioner for Human Rights in developing a long-term human rights
program for these countries; (ii) the establishment of independent, impartial
commissions of inquiry; and (iii) effective steps to bring human rights violators to
justice.
