The following Despatch has been received from Lord Kitchener, G.C.B., &c., Coramanding- in-Chief, South Afiica :—From Lord Kilchener to the Secretary of State

for War.Cape Town,

Sir, 23rd June, 1902.1. have the honour to submit a final despatch

which covers the period between the signature of the terms of peace at Pretoria and my depar­ture from Cape Town. In this I have endeav­oured to acknowledge some small portion of the kind assistance or loyal service rendered me by civilians and soldiers during my command in South Africa.

2. In my last despatch, dated 1st June, I had the pleasure of reporting the conclusion of peace. Directly the terms were signed I appointed tho following three Peace Commissioners to receive the surrenders iu the territories of the new Colonies:—

General Bruce Hamilton, for the Eastern Transvaal.

.General W. Kitchener, for the Western Trans­vaal.

General Elliot, for the Orange River Colony.I also directed General French to make the

necessary arrangements for the same purpose in the Cape Colony.

3. The reports of General French and the three Peace Commissioners are herewith sub­mitted, and it will, I think, be evident from their perusal that the Boer leaders concerned played their part with loyalty and in a thoroughly straightforward manner, whilst the burghers and rebels on commando also accepted the situa­tion in a manly spirit which augurs well for the future of South Africa. So strongly did I feel this that I sent the following telegram to Gen­erals Louis Botha, De la Rey, ana Christian de W et:—

‘•‘Now that the surrender of the arms in the hands of the burghers in the Transvaal and Orange River Colony has been com­pleted, ' I desire to place' on record my nigh appreciation of the unflagging energy and unfailing ta'ct with which you have facilitated the work of my Commissioners. I recognize hew much it is due to your exertions that the burghers- have displayed everywhere such a loyal spirit in accepting the change of Government that has taken place, and I can in­form you that the manner in which the burghers have come in has greatly pleased His Majesty the King, and deeply impressed the British peo­ple, who are heartily anxious to welcome them as fellow citizens. I feel confident that a new era of complete reconciliation between all races has now dawned in South Africa.”

The total numbers of the surrenders of armed burghers in the Transvaal were 11,166, in the Orange River Colony 6,455, and in the Cape Colony 3,635. Total, 21,256.

4. I well understand that the accompanying list, which is in continuation of the other lists submitted periodically by me, of Departmental, Staff, and Regimental Officers, who have in my opinion rendered exceptionally good service during the campaign, is incomplete, and that, notwithstanding all my care, there must neces­sarily- be a proportion of officers omitted, who have rendered equal, or even better, service than

those who have been mentioned. This, however, is the fortune of war, and will, I am sure, be well understood by the Army I have been so ■ proud to command.

In the first place, I wish to convey to his Excellency the High Commissioner my cordial : thanks for the past, and my best wishes for the i future. In the many difficult situations in which. . I have had to co-operate with Lord Milner, it ;> has been the greatest relief to me to feel that I could always rely upon his unfailing sympathy ' and ungrudging assistance. ’ •* ■ ;

I find it difficult in the short space at my dis- ' posal to acknowledge the deep obligation of the Army in South Africa to the Governments of Australia, New Zealand, Canada, Cape Colony, : and Natal. I will only say here that no" request-., of mine was ever refused by any of these Govern­ments, and that their consideration and generosity - were only equalled by the character and quality of the troops, they sent to South Africa, or raised in that country. • >■

I am greatly indebted to Admiral Moore, the Commander of His Majesty’s Naval Forces in I South African waters, for the kind manner in • which he has always endeavoured to meet the ’ requirements of the Army in Hie field.

I have already, in a farewell order, expressed . to Major-General Iladeh- Powell my deep appre­ciation of the services rendered by the South African Constabulary, but I.am glad to have this opportunity to again testify to the good work : rendered by this fine body of men.

Sir Richard Solomon, K.C.M.G.> K.C., Legal Adviser, has been much more than a legal adviser , to me. His quickness and his ability, joined to his iatim&to knowledge of South Africa and" its people, have always been fully and loyally placed at my disposal.

I beg to take this opportunity of acknowledgin g with gratitude the obligations under which the Army in South Afiica has been placed by the - ungrudging assistance given me by Mr. T. R. Price, O.M.G., and the staff of the Cape Govern­ment Railway, as well as by Sir David Hunter, - K.C.M.G., and the staff of the Natal Government Railway.

Major-General (local Lieutenant-General) Sir I. .S. M. Hamilton, K.C.B., D.S.O. At much personal inconvenience, Lord Roberts lent me his Military . Secretary, Sir Ian Hamilton, as my Chief of Staff. . His high soldierly qualities are already well known, and h'is reputation does not require to be established-now. I am much iudebted to him for his able and constant support .to me as Chief of Staff, also for the marked skill and self-reliance he showed later, when directing operations in the Western Transvaal.

Brevet Colonel H. I. W. Hamilton, A.D.C.,. D.S.O., Military Secretary, has displayed m o s t.. untiring zeal in the performance of his duties. His reliability, accuracy, and unfailing attention to business are deserving of my special .recog-' nition.

Brevet Lieutenant-Colonel W. N. Congreve, ' V.C., Rifle Brigade, has been my private secre- ’ tary since I took over the chief command; during • that period he has dealt with many troublesome matters to my complete satisfaction.

Major-General W. F. Kelly, K.C.B., has an unrivalled knowledge of regulation and precedent, whereby his advice has been of great value to ' me in a time when my mind was perforce oceu- " pied with important operations.

Brevet Colonel J . S. Ewart, Cameron High­landers, is a Staff Officer of considerable ability. He has rendered good service in connection with the distribution and movements of troops.

Brevet Lieutenant-Colonel W. R. Bird wood, 11th Bengal Lancers. This young officer has held a difficult position as Assistant Adjutant- General, Mounted Troops, and responsible adviser as to the distribution of remounts. In carrying out these duties ho has proved himself to possess exceptional ability, and he has shown, moreover, remarkable tact in dealing with and conciliating the various interests which he had to take into consideration.

Brevet Lieutenant-Colonel D. Henderson, Argyll and Sutherland Highlanders, has held the responsible post of Director of Military Intelli­gence during my tenure of command, aud he has invariably done his best to cope with the great difficulties of his position.

Brevet Colonel H . C. Sclater, C.B., R.A., has been my C.R.A. throughout He possesses au unusual combination of ability and common sense. I consider him to be a Staff Officer of exceptional value, to whom all ranks of the Royal Artillery in South Africa owe much.

Colonel (local Major-General) E. Wood, K.O.B., R.E., has been indefatigable in rendering me all the assistance in his power.

Brevet Major (local Lieutenant-Colonel) Sir E. P. C. Girouard, K.C.M.G., D.S.O, R .E , has fc en my principal adviser in all the numerous and intricate questions pertaining to railway administration in South Africa. He is an officer of brilliant ability, and I wish him all success in his new capacity as head of a great civil depart­ment.

Brevet Major H. C. Nanton, R.E., has satisfac­torily carried out his work in connection with armoured trains.

Brevet Lieutenant-Colonel W. J. R. Wickham, Indian Staff Corps. As Assistant Adjutant- General, Transport, this officer has frequently had to grapple with sodden emergencies and many difficulties. In a campaign of this sort his post has been a most responsible one, and I recognize the hard work aud ability he has dis­played in rendering his department efficient.

Brevet Lieutenant-Colonel (local Colonel) H.G. Morgan, D.S.O., Army Service Corps, has brought much ability and administrative experi­ence to bear on the unprecedented task of supplying, not only an Army, but also a pro­portion of the civil population inhabiting the extensive territories in which military operations were being conducted.

Surgeon-General Sir W. D. Wilson, K.C.M.G., has given me satisfaction as regards his super­vision of his own department, as well as the advice he has given me on sanitary matters.

Colonel (local Piincipal Ordnance Officer) E. B. Appelbe, Army Ordnance Department, has con­ducted the affairs of his department with energy and forethought. His reorganization of the department in the second phase of the campaign has worked with great success.

Brevet Lieutenant-Colonel (local Colonel) W.H. Birkbeck, as Assistant Inspector of Remounts, has had the administration of a large depart­ment, which he practically had to form during the progress.of hostilities, lie has shown con- sideiable ability, and is perturbed by nothing.

In carrying out his duties he has been much assisted by Colonel C. J . Long, Royal Artillery, who possesses exceptional experience in horse- management-, and lias done very good service by his inspections of horse depots in South Africa.

Lieutenant-General P.S., Lord Methuen, K.C.B., K.C.V.O., U.M.G., has done more than m ost. Officers towards maintaining throughout this campaign the high standard for personal courage, modesty, and humanity which characterize the British Army. I share his own deep regret that his wounds have prevented him from remaining in the field until the conclusion of peace.

Major-General (local Lieutenant-General) SirJ . .D. P. French, K.C.B., has had a most difficult tank to carry out. His willingness to accept responsibility, and his bold and sanguine disposi­tion have relieved me from many anxieties, and, after 1 had appointed him to conduct the opera­tions in Cape Colony, enabled me to devote myself, more completely than would otherwise have been possible, to the conduct of operations in the territories of t t e late Republics.

Lieutenant-General Sir C. Tucker, K.C.B. I am indebted to this Officer, who has never feared responsibility, or failed in giviug emphatic pro­nouncement to the good common-sense of which, he is possessed.

Lieutenant-General the Honourable N. G. Lyttelton, K.C.B., has latterly commanded in Natal, and I am sure that in his new position he will deal with the many important administrative questions which must now arise in the Transvaal and Orange River Colony to the satisfaction of all concerned.

Major-General C. E. Knox, K.C.B., has given me satisfaction; first, when in command of a group of mobile columns operating in the Orange River Colony, aud latterly as General Officer Commanding, Bloemfontein, where he has carried out his responsible duties with ability and dis­cretion.

Colonel (local Major -General) R. A. P.Clements, D.S.O., A.D.C., is possessed of fine soldierly qualities, which his misfortunes have served rather to accentuate than to obscure.

Brevet Colonel (local Major-General) T. E. Stephenson, C.B., is an excelleut Officer, who has displayed good sense wherever he lias been employed.

Major-General F. W. Kitchener is an ex­ceptionally keen and energetic Officer, who has done good service, first of all in the. Nor them and Eastern, and latterly in the Western Transvaal.

Brevet Colonel (local Major-General) J. G. Maxwell, K.C.B., C.M.G., D.S.O., has been Gover­nor of Pre oria until comparatively recently, when he was transferred to the command of the Western District. He has an energetic mind, and a sound judgment, which, coupled with his kindly and considerate disposition, have enabled him to render valuable service.

Major-General B. M. Hamillon, K.C.B., is possessed of qualities of boldness, energy, aud resolution in no common degree. Ilis work has of late lain chiefly in the Eastern Transvaal, and he has had the good fortune repeatedly to deal serious blows to the enemy in that quarter.

Colonel (local Major-General) E. L. Elliot,K. C.B., D.S.O., has held a very important com­mand in the east of the Orange River Colony, and has worked hard, and with some measure of success, to subdue the enemy in that quarter.

Major-General Sir II. H. Settle, K.C.B., D.S.O., bas rendered valuable service in the difficult position of General Officer Commanding, Cape Colony. I have every cause to feel grateful to him for the judgment aud tact which ho has ■displayed, when dealing with the innumerable difficult questions which have arisen in connec­tion -with the administration of martial law, and other kindred matters.

Major-General M. W. Willson, C.B., did useful work whilst in charge of Krugersdorp district, and subsequently in command of the district west of Johannssburg, where he carried out the duties of supplying the mobile columns in that neighbourhood. In the construction of block­house lines he showed considerable capacity for organization.

Brevet Colonel (local Brigadier-General) H. C. 0. Plumer, C.B., A.D.C, throughout the campaign has invariably displayed military qualifications of a very high order. Few officers have rendered better service.

Brevet Colonel (local Brigadier-General) J. Spens, C.B., A D.C., has' proved himself on many occasions a reliable Brigadier.

Brevet Colonel (locai Brigadier-General) M. 0. Little, 9th Lancers, has twice held command of British Cavalry Brigades, and has proved himself a capable leader of mounted troops in the field.

Brevet Colonel R. G. Kekewich, C.B., has throughout this long campaign maintained his high reputation as a fine soldier of character, loyalty, and discretion. He is well qualified to hold high command.

Brevet Colonel A. N. Rochfort, C.B., R.A., is fearless’of responsibility, never makes difficulties, and has, I think, all the qualifications for a leader in the field.

Brevet Colonel C. W. Park, A.D.C., Devonshire Regiment, is a deserving Officer, who has done good service throughout the campaign.

Brevet Colonel H. J. .Scobell, 5 th Lancers, is a Cavalry loader of ability and resolution.

Brevet Colonel M. F. Rimington, C.B., 6th Dragoons, is a leader of mounted troops, who is particularly well - qualified for the coiiduct of special and independent raids or enterprises. His knowledge of the theatre of operations, his energy, and his soldierly instincts have enabled him to render exceptional services.

Brevet Colonel J . S. S. Barker,. R.A., is an excellent Column Commander, ready to take responsibility,, and' to disregard unnecessary details.

Brevet Colonel the Honourable J. H. G. Byng, M.V.O., 10th Hussars, has been an ideal com­mander of an irregular corps.

Brevet Colonel Sir H. Rawlinson, Bart., C.B., Coldstream Guards, possesses the qualities of Staff Officer and Column Commander in the field. His characteristics will always ensure him a front place in whatever he sets his mind to.

Brevet • Lieutenant-Colonel (local Colonel) A. W. Thcmeycroft, C.B., Royal Scots Fusiliers, is an absolutely reliable officer of great experience, common-sense, and force of character.

Brevet Lieulenant-Colouel (local Colonel) E. H. H. Allenby, C.B., 6th Dragoons, has proved himself a popular and capable Cavalry Brigadier.

Lkutenant-Colonel (local Colonel) D. Haig, C.B., 17tli Lancers, is, in my opiuion, one of the most thoughtful and bsst educated of our

Cavalry Officers in his own rank. He has also shown considerable skill in handling men in the field.

Brevet Lieutenan!-Colonel F. D. V. Wing, R.U.A., has a high reputation for boldness and dash. He has rendered good service.

Captain (local Lieutenant-Colonel) H. De B.De Lisle, D.S.O., Durham Light Iufantry, is an Officer of remarkable force of character. He has soldierly qualities, and is a fine leader.

I have the honour to report that, in accordance with instructions, I have received the surrender of the Boer Commandos in the Eastern Transvaal.

2. I arranged with Commandant-General Botha that he should personally visit theiHeidelberg, Standerton, Eimelo, Wakkerstroom, and Vryheid Districts, and that I should accompany him, and I deputed Officers to visit the remaining districts, as stated below:—

Captain Bradford; D.A.A.G., to accompany General Muller' in the district north of the Delagoa Bay’Railway.

Major Pratt, Durham Light Infantry, to accompany General Grobler to Carolina.Captain Neish, Gordon Highlanders, to accompany General Beyers to -Pietersburg and

Nylstroom.

I attach the reports of these Officers. '

3. Commandant-General Botha joined me at Elandsfontein on the 5th instant, and we proceeded to Israel Station near Heidelberg. General Botha then went out .to."meet the Commandos at a farm 3 miles away, which he had appointed as a rendezvous, and in the mean­time arrangements were made for the reception of tne burghers on their arrival at Kraal; a hot meal was provided, and rations were ready for issue to those who required them.

General Botha brought the men in about 1 p.m., and I addressed them, welcoming them/as Subjects of King Edward, and telling them that the fact of their Surrendering their arms Would be taken as an acknowledgment of King Edward VII. as their lawful Sovereign. Nominal rolls of all burghers were then made out, and, with the exception of the officers.who were granted permits to retain their rifles, they filed past Officers appointed for the purpose and laid down their arms.

■ 4. I went oh to Standerton that night, and the following day proceeded to Leeuwsprait (10 miles east), where I received further surrenders. The procedure oh thus and! subsequent occasions' was the ~~ addressed the men, down.

I visited in succession the following places:—

5. The total number of burghers who surrendered to me or to Officers deputed by me was' 6,210. T believe this - number to represent practically the whole of the * Boers remaining* irrthe. Transvaal east of the line Pietersburg—Pretoria— Vereeniging. ■ ■* The manner of the men on their surrender was all that could be desired.'' If they did not* display enthusiasm, they centainly appeared quite ready to lay down their arms, and to accept the* terms which had been arranged by their leaders. The feeling appeared to be that-they had made'a

good fight, and that now was the time wh.en the war should he ended, and their general desire was to get back to their farms as quickly as possible,- and to begip the work of rebuilding and restocking them. There is no doubt that the quiet and unostentatious way in which the surrenders were conducted, and. the general arrangements for their comfort gave- universal

' satisfaction, and I am quite sure that mere .is no feeling of hostility on the part of the Boers against the British Army, with whom, they have, for so long a time, been fighting. • * ;

6 . -I am strongly o f opinion that it is most desirable that, for the present at all events, the services.of some ox the Boer Field-Cornets should be utilized in their districts. The Boers have always been accustomed to look.' to these .officials as the representatives of the Government, and to go to them-for advice on innumerable petty .personal matters.' It is a position'much so sought

'--after by the fanners, and-the occupants of ithbve always been the beat-men,-- Byrfctaining them in their post much., friction .and'-posable difficulty would be guarded against. - There are many questions between the- Government -anA-the Boers which will now have to be settledj-and'-the derisions of Government should be communicated to them by those who know how to deal with them, otherwise difficulty will;very.'probably arise. I am quite satisfied that the Boers will be easy to manage by people whom they know and understand, and the new magistrates, however

capable, may not have had much experience in dealing with this particular class. In this opinion I am supported by CommandantrGener&l Botha and the principal B.oer .leaders, with.whom I have come in contact: no doubt the‘Field-Cornet system is expensive, but these mdn would be quite willing to give their services gratuitously for a few months until things settle down, and General Botha haB assured me that he could arrange this. It wonld, -moreover, help to bind these men to the new Government if they, were given a voice in the management of local,affairs..

be sent as soon as possible to those districts, such aa Swaziland and Vryheid, where the natives exist in large numbers, and where they are not well disposed towards the Boers. In the Vryheid District especially, where the native's and Boers have lately been in open conflict, feeling runs high, and I haye told both the Boers and the natives that General Cheere Emmet, lately the Boer General o f this district,'will assist the magistrate ■ and - the troops in - carrying out'the British administration.-

■ REPORT ON- SURRENDER OF ARMS, WESTERN. TRANSVAAL.

' The surrender of arms having been completed yesterday in a most loyal spirit throughout the district, I have the honour'to submit the following report of the procedure followed ; also to attach. Reports from Colonel Kekewich. and Major.Montgomery, who received a portion of the surrenders. Colonel Rochfort’s Report from the extreme south-western area has not yet come tp hand. •

2. Before leaving Vereeniging on 2nd June, I arranged with Assistant Commandant-General Delarey that we should, personally, together, visit the Northern Districts while our deputies carried out surrenders in the south. Generals Delarey, Kemp, Colliers, left for the Northern Districts oh the 3rd, while I went to Klerksdorp, met Colonel Kekewich and Generals Liebenburg and Du Toit, and arranged for the southern area to'be debit with'as under;—

Colonel Kekewich—. Potchefstroom Commando at Hartebeeotfontein. ,

Wolmaranstad Commando at that town.

Colonel Rochfort —Btoemhof Commando.Giiqualand rebels at Schweizer Reneke.

These surrenders have been satisfactorily earned out, and detailed reports are furnished by the Officers concerned.

3. At Tafel Kop, on 6th June, 1 received a helio message from General Delarey to say the commandos were assembling, and that the.Rustenburg Commando and most of the Krugersdorp and West Pretoria Commandos, the Staats Artillery and Zarps, all of General Kemp’s command, would be ready for me at 10 a.m. next day at Doonkom, 15 miles to north.

4. On 7th June, General Delarey met me half way, and accompanied me to Doonkom. We found the commandos assembled below a small kopje, their arms piled in heaps a little distance away. The men were grouped in no military order to hear General Delarey’s address, and after being introduced to the officers, I accompanied the General to. a commanding buttress of rock. THe officers appeared to me to be divisible into two classes. A few, such as Commandant Steenkamp, were grey bearded, tall, typical, “ old ” Boers, keen-eyed, and shrewd of feature. These were extremely cordial, and, I should judge, genuinely satisfied with the peace. The majority of the officers were younger men of a more foreign, that is, European type. They wore goatee beards, and had a generally alert, soldierlike appearance. They were enthusiastically glad the war was over, and eager to return to their avocations in. various towns.

5. General Delarey addressed the men in Dutch, which was translated to rue as he went on. He introduced me to the burghers as representing the British authority, and went on: “ I now formally hand you over to General Kitchener as British subjects, and 1 assure him, on your behalf, that you will serve your new Government with the same loyalty you have shown to the late Government.”

I then' addressed the burghers, and called upon them to formally acknowledge their allegiance, which they did with every demonstration of earnestness. The form of oath used was as follows

“ I now call upon you formally to testify your allegiance to King Edward the Seventh,liis Heirs and Successors. Burghers! You here, in the presence of our God, acknowledge

. Kjng Edward to be your liege Sovereign, and that you will henceforth maintain his authoritythroughout the land. So help you God.”

To which General Delarey, followed by his burghers, testified their assent.

6. The general feeling of the meeting, and of subsequent meetings, was intense satisfaction at peace having been concluded, and there was a universal, and, in my opinion, sincete expression of loyalty, to their new allegiance.

7. After the meeting the Field-Cornets assembled their men for the issue of rations, writing of names, &c. The arms were loaded on wagons, and the officers came to lunch at the mess tent where the Union Jack was flying. The escort then came off duty and mixed in the most friendly way with the burghers, the Highlanders and their pipes affording evident pleasure.

8. At Doonkom, 1,173 men surrendered, 1,115 rifles, 195 licenses were issued to men to retain their arms, 45 officers, 150 on border farms. These were certified to by General Kemp as men that can be trusted.

9. As. Van Tohder’s Commando of Zwartengen and Eland’s River men had been unablo t o , reach the meeting, I left Major Montgomery, D.S.O., to receive their surrender on the following ■ day, when 453 men handed in 382 rifles. k

10; On 10th June t met the Marico Commando at Waterkloof. These formed pari of the \ command of fighting General Celliers. The procedure followed was practically the same as] before, but the men were formed up 2 deep on three sides of a square’ men.', standing correctly to] “ Attention ” when addressed. There were a score of women at this meeting, who alt expressed ] themselves as delighted at the ending of the war. ' 5

12. The Marico district in which these meetings were held has sufierecTveiy little from the jWar. The farmsteads in’ their orange groves generally boasting of poultry, cattle, And wagons,1 and there was no sign of any shortage of necessary food. The men were in i-ags7 but in fine £ condition—well-grown men in the pnme of life, with a small sprinkling of grey beards, and lads.; The women were all quite neatly turned out. ~ >> j ■:

13. We now left the low county, and, passing through Lichtenburg, met the: Lichtenburg,Commando on the 12th June at Goedgedacht (112), on the Klein Harts River. These were: General Celliers’ best fighting men, almost all men in the prime of life and of a most workmanlike f appearance. They handed in almost universally Lee-Metford rifles, and were dressed-in our men’s! Uniforms. It was clear that, in making their submission, these men were conforming'to the stjnse* of discipline conspicuous throughout the commando. - £1 Ui r

14. It appears to me that this is essentially a district where care should be tAken in the!selection of the Executive Administrative Officer. He should be an Englishman of strong; character, capable of assembling his burghers, and speaking straight to the point. I feel sure; absolute impartiality and a strong character will be of more value than aptitude in Dutch or local' experience. ' ‘

15. At eveiy meeting the burghers begged me to submit their earnest request that they! may not be put under the magistracy of one of their countrymen who has fought against them, s In my opinion, they honestly intend to become good subjects, but they foresee bitterness on both; sides if their political differences during the Avar are emphasised by' making ione "side rulers' over: the other. From the experience I gained by mixing with the people at the meetings, and from • having three Generals And their staffs in our mess for a Aveek, I am convinced it Avilbbe found a; cheap policy to put high class Englishmen to run these districts for the first few years.

16. Of the Lichtenburg Commando 501 men handed in 500 rifles, and.18 licenses were issued;to officers, . £

17. General Celliers, who is not a man of this district, and appeared to have few local"sympathies, is a man of strong character and iron nerve, young and 'ambitious. If given a position and profepects in our service he could, in my opinion, be depended upon for. loyalty and; good work. '

18. The Boilthern districts dealt vvith hy Colonels Kekewich and Rochfort were even more,demonstrative in their appreciation of the Peace than the Northern Commandos, Avhich is td be expected when taken into account their losses from the Avar. •;

In accordance with yotlr instructions, I have the honour to report that at Brakfontein (278) on the 9th June I took the surrender of 453 men, chiefly of the Zwartenggen and Elands River Commandos under Field-Cornet R. Van Tonder. This commando handed in 382 rifles and A'revolvers, and I gave licenses for 9 rifles on the guarantee of Field-Comet Van Tonder.

A number of the burghers having arrived the night before the meeting, friendly relations Were established at a camp concert. Van Tonder arrived about 8 a.m. on 9th June, the arms were immediately handed over and packed on wagons by Captain Williams, Argyll and Sutherland Highlanders. As soon as this was done, the corporals brought their squads to tables at which

Lieutenant Burgess, Signalling Officer, and Lieutenant Willows, Intelli­gence" Officer, took down their names and particulars, and at another table I issued licenses to those allowed to retain their arms. The burghers then assembled near a Kraal. Field-Cornet Van Tonder addressed the burghers. I then spoke, , administered the Oath, and called for thre^ cheers -for the King, General Delarey, and Field-Comet Van -Tonder, all of which were given with- the- -greatest enthusiasm. I then handed over -the. supplies, of food to Field-Cornet Van Tonder, who distributed it, and he and Field-Cornet Van Hereden had lunch with me. . : -•

The whole proceedings passed off without a hitch, and with the utmost cordiality.I would like to bring to your notice Landrost Wannieburg, late of Rustenburg, and formerly

of Johannesburg, I am certain he is a very able and very honest man, and judge of the latter by hishaving-askedme where he should hand over a wagon, cart, and nine mules belonging to the late Z.A.R. He is very anxious to get employment for nis late Police on the Native Border.

Also Field-Cornet Van Tonder, a /young man who has been selected over the head; of many others to command. He evidently has a wonderful hold over his people, and should be very useful.

SURRENDERS IN THE ORANGE RIVER COLONY.

From Major-General Elliot-, Commanding Mobile Column, South Africa, to the MilitarySecretary, Pretoria.

In accordance with your telegraphic communication, I have the honour to report as follows on the method' observed in taking the surrenders of the commandos in the Orange River Colony.

Previous ti> leaving Pretoria, I arranged with General de Wet the most convenient centres and dates to suit requirements, and steps were at once taken to send out the necessary information to the commandos on the Veldt and the General Officers Commanding Districts concerned.

On arrival'at the fixed date at the surrender centres, General de Wet and his staff (including a signaller) proceeded at once to the farm where- the commandos were assembled. •

I had previously arranged with the General as to information required from commandos regarding names and ages of burghers, with details of arms and ammunition to be surrendered. A b a rule, these lists were well on the way to completion by the time I arrived.

On receipt of a signal that the commandos had assembled, I proceeded with my personal staff to the meeting. On arrival, General de Wet introduced the Generals and Commandants, and the latter their Field-Cornets. After explaining to these Officers the way in which the details of the surrender were to be earned out, the officers then returned to their commandos and explained to their burghers.

The men were then fallen in, counted, had their arms collected in convenient places. Passes were given to each burgher to the-effect that they had surrendered, date and place being noted.

The officers entitled to keep arms were then given, the necessary permits.General Officers Commanding of Districts had. arranged for. one day’s -rations -for men

and horses being sent to the proximity of surrender centres under a small escort.These escorts were utilised for counting, and checking the arms, placing them on the

wagons on which the rations had been sent out, and acted as returning escort for arms collected.After, business was over, rations were distributed, including coffee, and a tot of rum per man,

and the Commandants and Field-Cornetsjunched with me.The burghers were then assembled, and I addressed them briefly (Commandant Van Niekerk,

of Vredefort Commando, acting as interpreter) explaining that the arrangements were with regards to the signing of the Declaration of Allegiance (herewith attached), and the return of the burghers to their families and farms.

After informing them of the King’s telegram, eulogising the bravery on the field, and congratulating them on the termination of hostilities, I urged them to be. as good and “ loyal subjects ” to the new Government as they had been • to the old. “ Hats off, and three cheers for the King ” was then called for, and responded to by everybody most heartily.

This concluded the arrangements. The commandos then saddled up and rode back with us to nearest camps.

I, the undersigned, declare herewith that I signify my consent to the resolution of the representatives of the people, taken on the 31st May, 1902, at -Vereeniging, Transvaal, whereby uiir-former-Govemment was empowered to -accept -the proposals of His .Majesty’s Government, and I acknowledge herewith His .Majesty, Edward VH., as my Sovereign. . General Remarks.

The state of prosperity of the commandos; varied much in the different- districts, in inverse proportion to the amount of attention, that had'been pai'd them lately by the columns.

Van Niekerk and. Van der Merwe’s Commandos, who surrendered at Vredefort Road, were destitute ot everything except much-patched clothes’ coveting bodies looking as if soap had been an unknown substance in the laager for months. In one case, a burgher had a springbok’s skin coat sewed round his body. The men were tough, weather-beaten specimens, with unkempt hair and beard.

The next lot who surrendered aifReitz were better off, having .40 or .50 Cape carts amongst the 2,000 who surrendered. Many of these had carts consisting o f two wheels, and anaxle with corrugated iron fastened across, forming the body of the .cart." These burghers, although wearing much patched clothes, were clean and healthy-looking, and appeared as if their Spartan diet of meat, inealie meal,‘and coffee made from wheat or dried peaches, had not disagreed with them. As we,travelled south, and left the haunts of ‘De Wet1 between the Heilbron—Frankfort— Vrede and Kroonstad— Lindley—Bethlehem -blockhouse line, so . did the prosperity of the commandos increase: 1 ‘ . . . . . . . . ,,

The. Boschrand surrenders were slightly better off than the Reitz, ones. •*Whilst at Winburg the commandos -who surrendered had- been able to save a considerable

amount of th’eir. Cape carts‘and transport by hiding them in the rocky and wooded kloofs of the Koranaberg and Wittebergen.

The horseflesh-of these commandos showed-no signs of wear and tear, in marked contrast to those of the earlier-commandos at Reitz and VredefortRoad: ■

The road into Winburg after the surrender looked much like one leading from a big race meeting. Burghers galloped along, shouting and laughing, and challenging any officer from the General down to race with them. Whilst .every sort of conveyance rolled at its top speed along the bumpy veldt road. Riders .and drivers all heading for the Concentration Camp, delighted that the surrender .was oyer, and. they .were at last .able tq count the minutes on their fingers before they would see their, wives,, daughters, sisters, and mo.thers.

Here, a s . elsewh.ere, the burghers appeared pnly too eager to lay down their arms, have peace at last, join their families, and look forward to shortly being able to return to their farms.

Many said they regretted having to give up their rifles; but far from wishing to keep back any, each and all appeared feverishly anxious to find out what they ought to do if. arms were dug up on their farms by Boer prisoners when they returned to South Africa; and they appeared greatly relieved at being told they would be held blameless if they handed the unearthed rifles at once into the. nearest military post:

The Brandfort ’ and Bloemfontein surrenders were :by far the best off, possessing many Cape carts. These latter had not been molested for 'several months. .

Although a small percentage were young boys of 12 to 15 years and old men of 60 and upwards, the large majority were tough, hardy, weather-beaten men in the prime of life, and looking, with few exceptions, none the worse for the privations .they had undergone.

The tone of the.burghers was much the.same everywhere. They were all proud to think they had fought it out to the end, .and everywhere they said to us, “ We have been loyal to our Government'to the. end, and are now. prepared to .serve the new Government with the same loyalty.” A spirit .of camarederie. exists .between the. burghers and the Army; not a trace of bitterness being detectable.. . . . . .

With regard to. the future .administration, of the country, the burghers all declared they hoped they would be closely associated with British Officers, in whom they have complete confidence.

The majority of burghers evidently had small sums of money hidden away, or were assisted by their richer friends; for after a commando had been in a town a few days a transformation scene occurred; white collars, respectable clothes and hats, and shaven faces faking the place of dirty shirts, leather-patched clothes, and gredsy felt' or hUine made straw hats over bearded faces.

Few amongst'the bifr'ghers' bould Speak or redd English, except the Commandants and Field-Comets, who' bad evidently been' chosen partly on this account. Their power over the burghers seemed absolute, the latter being willing to accept anything that their leaders agreed to, whilst they were "all completely under the -iiifluence of General De Wet.

De Wet appears’a man of great character and firmness, and after’living with him for 10 days I have no hesitation in saying that he irttends ’ using his great influence, loyally, to further the interests of the British Government, and to maintain 9, lasting peace.

During the wholp of tjie tour nothing but deference and civility was shown ,by the burghers to the few Officers and unarmed soldiers who superintended and assisted in the task of accepting the surrenders and taking in the arms. The general manner, although independent, was respectful to % marked extent.

progress made with the surrender of rebels and burghers in Cape Colony uj> to 21st June, the date on which I handed over the command to Major-General Sir H. Settle, K.O.B., preparatory to embarkation. -

2. As the surrenders Were not then Complete, I am unable _ to attach the reports of the various Officers who conducted them, but the verbal and telegraphic rebofts made to me showed that the rebels were deeply impressed with the generous terms offered them, and that all were animated with the same spirit whioh characterized the surrenders in the Transvaal and Orange River Colony.

3. On 4th June, General Smuts (late Assistant Commandant-General of tb8 Federal Forces inCape Colony) arrived at my Head-quarters at Middelburg, bearing letters* from the Commander- in-Chief directing me to confer with that Officer and make all arrangements with him to bring about the surrender of the rebels and burghers in the field. - •' •"

4. In pursuance of these arrangements, flags of truce were sent out to all the commandos, and selected Officers were appointed by me to oonduct the surrenders at-oertaifl^CehtrAft'0*'

A list of these centres, with the names of the Officers conducting the surrender and of the various commandos, is shown in the attached statement.

5. General Smuts then proceeded to the commandos, commencing with those under Commandant Fouoh6 in the Cradock Distriot.

Together we interviewed Fouch6, and, judging from what I saw and heard as .to :the tone and temper of the rebels in the Eastern Districts, I considered the influence .and authority of that Commandant quite sufficient to carry out the surrenders.

General Smuts proceeded to the Western Districts.Commandant Fouch4 rendered every assistance, and by the 8th instant- the surrenders in

those districts were practically complete. .-6. The procedure I directed was carefully observed at each cenir4. :’> The few burghers

accompanying each commando were, on surrender, separated from the rebels. The latter were placed in a wired camp guarded by troops, and handed over as prisoners to the civil authorities.

A magistrate was sent to each place by the Attorney-General to conduct the trial of rebels The burghers were sent at once to their homes in the Transvaal and Orange River Colony.

7. I received the greatest assistance from General Smuts, who threw hiUiself into the work with the utmost energy. .He displayed considerable skill and tact, and.I was much struck with the ready obedience he exacted and scoured from rebel and burgher alike.
