TRASH REMOVALDue to the Covid-19 pandemic, Patriot Disposal is unable to service any bulk items or curbside yard waste and limbs. All trash and recycling must be in the toters for removal. Yard clippings can be bagged and placed in the trash toter. Limbs and brush must be stored in the rear of the residence until normal service resumes.

Any bags or other items placed at the curb outside of the trash toter, will not be serviced at this time.

PRESIDENT’S REPORTTo my fellow Virginia Run Residents

First, I would like to wish each of you the very best and trust that you are remaining healthy, safe, and sequestered to the maximum extent possible. I firmly believe this will be the only way to beat this thing in the short run while our medical professionals continue to find a long-term solution. I would like to thank those who have tried in their own way finding creative ways to take care of each other. As I walk around the Community, I’ve seen many sidewalk drawings, bears and eggs in the window, and instances of people sharing their time to support our local schools and small businesses. Please continue keep yourselves and your family safe and healthy.

Next, I would like to thank Ted Troscianecki for his service to the Community over the last four years as Board President. Through his leadership we have seen many significant enhancements to the Community. We’ve made improvements to the pool area with new fencing and new lounges and chairs. We’ve revisited The Horn creating a substantially new communication channel to the Community. Our new website portrays a vibrant and energetic neighborhood, just to name a few. Ted has agreed to remaining on the Board and we look forward to his continuing insights and guidance.

In March we had the Board elections. As a result, we welcome a new member, Diego Quiros to and welcome back Ted Troscianecki and myself to the Board. Your new Board of officers are Kelly Bobek as Secretary, Jason Collinsworth as Treasurer, Dee Kakar as Vice President, and myself as President. I look forward to working with this Board over the next few years and continuing to grow our Community.

This year the Board is reviving our attempt to pass the new Declaration of Covenants and Restrictions document for the Community. This document is critically important to managing the association and will require a 2/3 majority of the association members to vote in the affirmative for it to pass. Our goal is to vote electronically through the new website. Please read the Horn for the first of many updates on the process and procedures for passage of the Declaration.

At our April Board Meeting, we received Delegate Dan Helmer, who provided an update from Richmond as well as answered questions from the Board and association members. He provided his background and reasons for wanting to represent

Virginians. He indicated that he would take on the special interests, making healthcare affordable for seniors and those with pre-existing conditions. He advocates for universal background and common-sense gun safety measures to reduce gun violence. He will fight to revise the gerrymandering laws that manipulation electoral boundaries that tend to favor one party or class over another.

At this meeting, the Board members unanimously directed the Management Company to grant relief for the financial penalties incurred by association members who are unable to pay their association dues on time. We recognized this as an unnecessary financial burden for those already experiencing financial hardships. While the Board is unable to grant relief from association dues completely because of our Declaration and Bylaws, the Board has directed Management to accept, review, and present requests from association members on a case-by-case basis for review and approval.

The Board will continue to make decisions on a monthly basis to scale back operations and activities to support the social distancing for the safety of our residents. Naturally, we hope that these actions will be short lived. We apologize for any inconvenience our decisions may have caused. I trust that we can get back to normal soon assuming we continue to follow the guidance from our public officials.

For the foreseeable future, I would encourage all association members to enroll and subscribe for notifications on the new website. The Virginia Run website will become the primary means for communication to the Community. Management is using the website as well as the email addresses provide to ‘blast’ out information and updates to residents. Please check out our new website at virginiarun.com. Your feedback is welcome to continually enhance the user experience. In the foreseeable future, the Board will continue to hold its monthly Board meetings virtually. I encourage you to join our meetings from the safety of your own homes.

TREASURER’S REPORT

Treasurer’s Report summarizes the period through February 2020 with an analysis and explaination of variances.

Overall, our financial position is excellent for the first two months of 2020 bettering our overall cash position and operations.

NOTES: 1.Capital Improvement Reserves decreased this period over last year. The Board is looking forward to improving Capital Improvement Reserves in the upcoming months.

2. Columbia Gas Reserves decreased from last year as we continue our work on the master plan improvements for the Community, repair and construction of the entrance pillasters and caps, and replacement of the fence and lounges at the pool. Board made a decision to separate out the Master Plan costs for 2020 and beyond.

3. Total Liabilities are lower in the first few months of 2020 as we hold the line on overall expenses of the Community.

4. Net Available Cash and Operating Contingency, are significantly higher than this point last year as we continue holding the line on expenses due in part to reduced operations. Emphasis continues to remain within the approved budget.

Treasurer’s Report summarizes the actual to budgeted expenses for February 2020 with an analysis and explaination of variances.

Overall, our financial position is excellent for the beginning of 2020 maintaining actual to budgeted costs.

NOTES: 1. Common Area Expenses were significantly lower than expected. All categories of Common Area Expenses were lower than expected except for irrigation expenses related to repairs of the system.

2. Community Center Expenses were slightly over budget due to utilities costs.

3. Program Expenses were higher than planned due in part to the CAC costs in February.

4. Total Expenses are slightly above due in part to utility cost and CAC costs in February. The Board expects reduced costs in the next few months due to decreased operations in the Community Center and Community overall.

The Horn magazine is published monthly and is the main source of information for Virginia Run residents. Every effort is made to include information for the current month as well as the following month to keep everyone up to date on what’s happening in the neighborhood.

The new Virginia Run Website is up and running but it requires all members that were on the previous website to login as an existing account and you will receive a new password. If you are registering on the website for the first time or using a different email, then please login using the create an account button. Our new website vendor is Civic Plus so please be sure to check your spam folder for emails. Detailed instructions are as follows:

You were signed up to receive email notifications on the old website. We’ve switched to a new website! For the next two weeks this office will continue to email you directly with communications. Please make sure you log into the new website and set up your email and or text notifications as that will be the primary way we send messages out. If you don’t sign in and set up your notifications you will not receive community updates via email or text. They will always be available on the website. For those that have set up your account and notifications, you will receive this email as well as your notification during the two week transition.

What happened to my old account? If you had access to the old website, you have access to the new one. But you’ll need to setup a new password.

How do I access all of the features of the new website (sign in for the first time)? You’ll only have to do this once.

■ Enter the same email you used to sign into the old website. (if you forgot it, ask [email protected] with a subject line virginiarun.com email.)

■ Click “Reset Password” under the Sign in button.

■ Look for the Civic Plus email to reset your password and follow the directions. (if you have two emails use the most recent. If you make a mistake don’t worry.)

■ Once complete, you might land on a page that’s white and shows “platform information.” Ignore it.

TRASH SERVICE CHANGESDue to the Covid-19 pandemic, Patriot Disposal is only collecting trash and recycling that fits in the toters. No bulk service or additional bags will be removed from the curb. Yard clippings can be bagged and placed in the trash toter for removal. Do Not Place Clippings in the

Recycling Toter as it will not be serviced. All trash toters must be stored out of view when not at the curb for pick-up. This means they need to be in the garage or the rear yard. Toters cannot be stored on the side of the home.

COMMUNITY CENTER OFFICE HOURSThe Community Center is currently closed to members during this time. Jan and Ann are alternating days and are available by email – [email protected] or phone (703) 815-1136 Monday through Thursday 9:00

am until 5:00 pm and Friday 9:00 am until 1:00 pm. We can provide tennis keys ($10 deposit), mailbox stain or forms. Just let us know what you need and we will leave it in the black mailbox at the bottom of the steps.

RIPTIDE SWIM TEAM NEWSThe VR Riptide is still hopeful that we will have a summer season, but we don’t know exactly what the season will look like. A lot depends on our league and when area pools can open for the summer. Here is what we know so far.

STATUS OF THE RIPTIDE SEASON WITH COVID-19: The NVSL (Northern Virginia Swimming League) has not made a decision on how to handle the 2020 season. They will be monitoring State, Federal and USA swimming guidelines, as well as consulting other summer leagues. The priority will be “safety first” and the 2020 season could run as planned, be condensed or cancelled completely. They have asked for input on what HOA’s and Pool Management Companies are doing in terms of pool operations and consolidating that information. PRACTICE SCHEDULE: Usually we start daily practices in May after Memorial Day. We will update our practice schedule as soon as we know more about the status of the season and pool opening.

We look forward to working with NVPools again this pool season. We do not know at this time when the pool will open but we can still issue pool passes for new members or members that have lost their passes.

POOL REGISTRATION Pool registration will temporarily be by email and U.S. Mail only. Each member of your immediate family, aged 2 and up, requires a pool pass. You can email – [email protected] - a picture of each family member (a cell phone picture is fine) with their name, date of birth and an emergency phone number. We will make the passes and mail them back to you once they are completed.

The 2020 pool rules are posted on the website.

USEFUL INFORMATION TO OUR NEIGHBORS

As a homeowner in Virginia Run for over twenty years, we’ve created a lot of great relationships which has helped us grow into the business we are today. With a dedicated team of 30 landscape foreman and designers we are able to create and install new landscaping, front walkways, steppingstone pathways, backyard entertainment areas which can include large patios with fireplaces, seat walls, water features etc. – you dream it and we build it!

1. SET UP A CONSULTATION You’ve seen all the different shrubs and trees you like, the different style walkways and patios but you don’t know what they are or how to build it – this is where we come in! During a consultation, we will walk the property together to determine what you like and don’t like, what your goal is for each space and then we will help create that vision! It may be a situation where you want to establish some privacy trees or there may be a muddy area that needs a walking path solution or you simply just want more curb appeal - there’s always a practical solution to help your needs!

3. CONFIRM AN INSTALLATION PLANAfter you have a chance to review the design and proposal, you will then have what you need to start installing your dream landscape! Whether you decide to break that plan up into a phased approach over a few years or install it all as one large project – we can help either way.

2. CREATE A DESIGN Once we finish our consultation we can then create a design through our CAD software which will be a too scale drawing that will consider different colors, heights and textures with the planting material as well as potential patio/walkway layouts with different materials such as flagstone, brick or pavers. Having a too scale design for your property will help establish a vision and plan so that you can then determine what you want to do based on your priorities, budget, etc. What comes with the design are a detailed proposal which breaks down each tree/shrub cost, labor, mulch, etc. as well as plant photos and previous job examples.

4. GET IT SCHEDULED!We are open all year long and believe it or not you can install landscaping and hardscaping in the winter months too! Whenever you are ready to install your project, we can do it! We simply ask for a signed proposal, a 1/3 deposit of the job total and then start ordering plant material and hardscape material depending on what your job needs!
