Esteyco is an independent consultancy in civil engineering and architecture, with
more than 40 years’ experience in projects all around the world. Its main activities
include road and railway engineering, civil structures, architecture and urban
planning, environment and energy infrastructures. Esteyco has developed and
patented a revolutionary concept for offshore wind, the SELF-INSTALLING TELESCOPIC CONCRETE TOWER. Two projects are Esteycos´s flag in the offshore
sector:
GBS ELISA Project, with GAMESA 5MW WTG, funded by the European Commission:
www.elisaoffshore.com. It is under construction in the Canary Islands ant it is set to
become the first (May 2017) bottom-fixed offshore wind turbine completely installed
with full independence of costly and scarce heavy-lift vessels.
TELWIND Project, is focused on the development of a revolutionary floating platform
for the production of windenergy, allowing a qualitative leap in reducing construction
and installation cost, thanks to the telescopic tower and its multibody floating
substructure geometry (evolved SPAR). This allows faster on-site setup, excluding
dependence on the availiability of heavy-lift vessels. This project has been supported

Esteyco proposes an open collaboration with any japanesse parther interested in
applying the described technologies.
SAITEC OFFSHORE TECHNOLOGIES

Saitec Offshore Technologies offers technology and engineering consultancy in the
Floating Offshore field.
The company has developed a full concrete Swing Around Twin Hull Float System
(SATH), consisting of two cylindrical and horizontal hulls with conical ends linked to
each other through bar frames structures, whose platform is moored by a Single Point
Mooring (SPM) system. Saitec has also participated in the European Research project
Demowind II, which promotes Knowledge-sharing of innovative wind offshore

Saitec is looking forward to collaborating with Japanese companies (e.g Wind
Turbine Manufacturer, EPCI Companies, Certification Bodies) in order to provide the
solution with the lowest Levelised Cost of Energy (LCoE) for Japanese Floating Wind
Energy Market.

EnerOcean is focused exclusively on Marine Energy, and has three main products and
services: Resource assessment, feasibility studies; Condition Monitoring of Marine
Energy devices; Development of Multiuse floating platforms.
EnerOcean is leading several SMEs to bring to the market the W2Power concept. This
is an integrated semisubmersible floating platform, that holds two multimegawatt
wind turbines (2x 5MW). The platform has reached a TRL5 by intense tank testing and
will be demonstrated at sea, TRL 6, during 2018. A fully functional scaled prototype
will be installed at PLOCAN (http://bit.ly/2kZdTO1) inside the European project H2020
DEMOWIND ERANET WIP10+. Additionally the platform can hold up to 10 wave
energy converters and is possible to integrate other functions: energy storage or a
farm size substation including an offshore aquaculture fish cage. The integration of
the aquaculture and wind energy and their synergies has been studied into the
projects FP7 MARINA and FP7 TROPOS, for the North Sea and the Mediterranean.
EnerOcean proposes to develop a new specific platform combining wind energy and
aquaculture production suitable for the conditions of the Japanese seas. This solution
could produce up to 10 MW of electricity while holding a 40000 m3 fish cage, able to
produce up to 360 Tn/yr of salmon or other fish. EnerOcean would like to find a
japaneese company to co-develop the project: construction company for offshore
wind farms, wind energy company; environmental research centre; consultancy
companies or any other potential contributor.

NAUTILUS Floating Solutions, S.L. is a company funded by TECNALIA (the fifth largest
R&D private Institute in Europe) in October 2014 and incorporating four industrial
companies leaders in advanced technology and with presence in international
markets like ASTILLEROS DE MURUETA (a shipyard in the Bilbao River), TAMOIN (an
electrical services company performing installation and maintenance of wind farms),
VELATIA (a manufacturer of electrical material – including switchgear for offshore
wind turbines) and VICINAY MARINE INNOVACIÓN (a well know manufacturer of
moorings for floating platforms -O&G and offshore wind).
NAUTILUS mission is to design, manufacture, install and maintain floating platforms
for offshore wind energy market. During the last three years NAUTILUS, has been
developing a new floating platform concept for offshore wind with features that will
give advantages and benefits in order to reduce LCoE. The concept is a four-column,
braces-less, semisubmersible platform, with a lower pontoon and heave plates that
give the required stability and good hydrodynamic behaviour. NAUTILUS has filled an
European patent application to protect the concept.
The company proposes a possible collaborative project in order to develop a new
floating wind turbine design including the supporting structure using the NAUTILUS
technology. NAUTILUS activity would be focused on the adaptation of its basic design
to the specific site met ocean conditions and specific wind turbine. Also, the
definition, and implementation of the design validation scheme will be a major topic
in this activity. NAUTILUS would need to collaborate with Japanese wind turbine
manufacturers, utilities and suppliers.
ADWEN

Adwen was created with the ambition of developing innovative solutions and focused
on design, supply, manufacturing and maintenance of offshore wind turbines.
Nowadays, it is a leading player in the offshore wind industry, with more than 600
MW installed at sea and close to 2 GW in the pipeline.
Adwen has a comprehensive offer of products and services that are key to lower the
LCoE. The 5 MW platform powers three offshore wind farms in Germany and is being
installed in a fourth one, which will bring the total installed capacity of this platform
to close to 1 GW. One of their products within the 5MW platform (AD5-132) has been
designed and certified as Special Class, covering the most demanding offshore sites
worldwide. This windturbine is tailored for subtropical Monsoon climates typical of
Asian offshore markets and it is designed to resist typhoons as well as harsh
environmental conditions such as high temperatures and humidity.
Adwen and its parent company Gamesa have previous experience with the most
rigorous and challenging code standards and regulations around the world such Asia,
where Gamesa has an extensive experience with more than 4,290MW installed.
Based in the proven technology of its 5 MW platform, Adwen has launched the AD 8-
180 turbine, with nominal capacity of 8 MW. This turbine has the largest annual
energy production (AEP) in the industry and as such it is a breakthrough development
for the industry on its quest to reduce the cost of offshore wind energy.
ADWEN would like to work with potential Japanesse partners, developers of offshore
wind farms, as well as to engage dialogue with potential service providers, who might
become involved in eventual stages of operation and maintenance of Adwen wind
turbines at sea.

The National Renewable Energy Centre (CENER) is a technology Centre, specialized in
applied research and in the development and promotion of renewable energies. It
currently provides services and performs research work in 6 areas: Wind, Solar
Thermal and Solar Photovoltaic, Biomass, Energy in Buildings and Renewable Energy
Grid Integration. CENER focuses its work around three areas:
• Development of technology through R&D&I projects, promoting the generation,
acquisition and dissemination of knowledge for the industrial sector.
• Highly skilled technical assistance and services for component testing and
certification.
• Drafting of reports and technical and economic feasibility studies.

Ditrel Industrial develops and provides connection solutions to different types
of electric energy converters in marine environment (offshore wind turbines,
wave energy, etc.), being its most important product the subsea connector
specifically developed for offshore floating generators (wave and wind ).
Ditrel Industrial is currently working on a solution for connecting and
disconnecting different energy converters in marine environment. It aims to
reduce the associated costs by simplifying these manoeuvrers and avoiding
the use of large vessels or specific underwater vehicles, saving both time and
money. The connector family is called KONEKTA2

the use of onshore standard terminals at sea, reducing its manufacturing cost
compared to other solutions.
Ditrel proposes a collaboratibe project aims to develop a family of subsea connectors
for offshore floating wind generators and wave energy generators as a result of
collaboration with japanesse offshore wind generators developers. The company can
participate in engineering studies of scalability of our current prototype and
adaptations for offshore wind platforms (dimensions and power).

turbine solutions for commercial parks. The company can provide it experience with
the analysis of floating offshore wind turbines and potential locations of wind farms,
designs, and full scale testing of mooring components.

The Spanish Renewable Energy Association –APPA- was constituted in 1987 and it
has become an institution of reference in the field of the RES and representing all RES
technologies: wind, marine, biofuels, biomass, photovoltaic, small wind, small hydro
and geothermal (high and low enthalpy) energy. Its mission is to support their 300
members providing legal advice and specific information, but also raising the
awareness of society about the importance of renewable energies through
conferences, seminars, publications, press news and lobby actions in different sectors
of public and private entities like policy makers, environmental organizations, NGOs,
chambers of commerce and any group interested. APPA also coordinate with
educational institutions at all levels dissemination and research on renewable
energies.
APPA Marina represents around 20 members of the spanish supply chain covering
wave energy, tidal and floating offshore wind.
Since 2016 APPA is in contact with the Ocean Energy Association Japan (OEAJ), and
both agencies signed a Memorandum for Understanding (MOU) to exchange
information and promote potential collaborations.

The Spanish Wind Energy Association (AEE) is the voice of the wind sector in Spain. It
promotes the use of wind energy in Spain, Europe and worldwide. It represents and
defends the interests of the sector.
With about 200 member companies, it represents more than 90% of the sector in
Spain which includes promoters, wind generator and component manufacturers,
national and regional associations, organizations connected with the sector,
consultants, lawyers and financial entities, among others. AEE coordinates research
into the areas surrounding wind energy and provides services to its members,
meeting their different needs. It contributes to the formulation of the normative
framework with a view to the sector developing under the best possible conditions. It
disseminates the reality of wind energy and endeavours to raise awareness in society.
It sets in motion high-level events at which it brings together prominent national and
international personalities. It publishes reports and studies which are a reference.
Moreover, AEE exercises the secretariat of REOLTEC (Technological Platform for the

Inside this development of Multiuse floating platforms, EnerOcean is leading the effort of several SMEs
in bringing to the market the W2Power concept, patented by our partly owned company Pelagic Power
AS.
The W2Power concept is an integrated semisubmersible floating platform that holds two
multimegawatt wind turbines (producing up to 10 MW, 2x 5MW).
The base platform has reach a TRL5 by intense tank testing and will be demonstrated at sea and reach
TRL 6 during 2018, by a fully functional scaled prototype that will be installed at PLOCAN in the
framework of the European project H2020 DEMOWIND ERANET WIP10+, with funding of the
European Commission, The British government and CDTI.
Additionally the platform can hold up to 10 wave energy converters, specifically design for its
integration into the platform, providing an addition of 3 to 4 MW. This wave converters and its control
have already reach TRL4-TRL5 by component and integrated tank testing.
Finally is possible to integrate other functions into the platform, like energy storage or a farm size
substation, including a offshore aquaculture fish cage.
The integration of the aquaculture and wind energy feasibility and their synergies has been studied into
the framework of the FP7 MARINA and FP7 TROPOS project, for the North Sea and the
Mediterranean.

New Product:
A specific platform combining wind energy and aquaculture production suitable for the conditions of the
Japanese surrounding seas will be developed, this innovative solution could produce up to 10 MW of
electricity while holding a 40000 m3 fish cage, able to produce up to 360 Tn/yr of salmon or other high
value fish.
Need of the development:
Japan as Spain, doesn`t have a continental shelf that allows for fixed foundation to developed additional
wind energy capacity. Floating solutions are a solution however the cost of the structure is still very high.
Additionally both countries are among the main consumers per capita of fish, with high external
dependence for its production, offshore aquaculture could allow for smaller environmental impact, better
water quality and better fish quality production, but the cost of supplying the food to the fish, and the
infrastructure to power supply and mooring of the cages are very high.
By combining the two marine uses, is possible to increase a wind farm revenue up to a 30%, with a very
little increase in CAPEX (the platform is use to hold the fish cage) and a big reduction in OPEX (energy
supply directly from the wind farm and a significant fish feeding silos capacity, reducing number of visits
to the cages), additionally a better Marine Space Planning is possible by colocation of both activities.
R&D activity during the project:
- Study of global wind and wave interaction with the combined platform considering
meteorological conditions in the Japanese waters.
- Selection of more suitable fish species and preliminary dimensioning and operation strategies
selection.
- Potential global control of the combined platform in order to reduce stresses over the platform,
the fish cages and the internal fish population, while keeping a significant power production.
- Specific mooring designs for very deep waters (platform to seafloor) and between platform and
fish-cage.

- EnerOcean has capacity to lead conceptually the project, and can support in the development
of the control strategies.

Summary:
The objective of the collaborative project is to develop a new floating wind turbine concept including the
supporting structure using the NAUTILUS technology. The project will include the design, the manufacture,
the installation and the validation of a prototype of a floating wind turbine in an experimental site in Japan.
As it is well known in the industry that the future development of fixed offshore wind farms is quite limited.
Sites with specific conditions like depth under 50m, sand sea bed and proximity to populated sites are only
found in some specific areas of the world (North Sea, Baltic Sea and some places in USA and China). In
order to harvest offshore wind energy in other regions, it is necessary to go to deep water places in which
fixed bottom solutions are no longer an option. Here it comes the floating solutions in which wind turbines
are supported by a floating structure that provides enough stability to keep the turbine working.
As it is easily recognized, the dynamic behaviour of the floating wind turbine becomes a complex problem
and a lot of R&D activities have to take place in order to assure a minimum cost solution without any
dynamic problems. Detailed knowledge about the Interactions between the aerial part and hydro part have
to be developed and this is the crucial R&D topic of this project. Wind turbine control have to be adapted to
the floating platform in order to extract the maximum amount of energy without compromising device
stability. Regarding manufacturing, it is expected the development of advanced techniques in order to
reduce the Levelized Cost of Energy (LCoE), a well-established requirement for this technology to succeed.
Also, installation and validation strategies will require advanced procedures that will have to be investigated.

1. Wind turbine manufacturers: We expect from a wind turbine manufacture to design and
implement the required turbine changes so that its turbine can work optimally on top of the
NAUTILUS platform.

manufacturers and NAUTILUS from the installation, operation and maintenance points of view.
We also expect that the wind farm developer could provide with a site to setup the floating
wind turbine.
3. Suppliers: Depending on the type of supplier, we would expect materials (steel) to build the
platform, facilities to manufacture o assembly platform components or the component itself
like the mooring system.

Advanced low cost bottom fixed / floating platforms for offshore wind
- Necessity of such new development
Japan and Spain have to develop their respective offshore wind markets. Nevertheless a great
opportunity exists to develop innovative low cost solutions for both bottom fixed and floating wind.
The bottom fixed market will offer the first commercial opportunities before the end of this decade,
with very good prospects for floating solutions for the next one.
Current bottom fixed structure designs are reaching maturity, but they are heavily reliant in port
infrastructures and purposely made construction vessels. Innovative concrete floating gravity
foundations with self erecting towers could avoid the need for special or additional expensive
ancilliary means and also shorten the time to market, as well as developing unique technological
capacities for export to many other countries.
Jacket foundations have strong design influence from legacy marine structures, but they are hardly
optimised for the dynamic loads of windturbines. This offers interesting opportunities for new design
solutions, such as cast nodes, that offer not only better functionalities but also standard
manufacturing of components.
Floating solutions have been either made of steel or bulk concrete, but optimised designs based on
pre-stressed concrete. These may allow lighter structures with added functionalities and they may
serve multipurpose objectives, such as fish farms. Also these configurations may be suitable for
multirotor implementations breaking with the cubic law increasing the mass of larger turbines.

- Expected R&D Activity during the project
All of the above mentioned new product opportunities involve a great deal of R&D that could also be
performed collaboratively because it involves different sectors such as wind turbine manufacturing,
naval and construction industries.
The technology readiness level of the necessary development is high, close to market product
demostrations. The concepts are known and many have been tested at smaller scales, but it is
necessary to carry out important dynamic optimisations to match the different elements involved in
order to make them cost effective in the competitive energy world. All the resulting components will
also have to be fully tested to demonstrate their reliability.
Dynamic optimisations do not imply only calculations and a set of equations with restrictions. In
offshore wind structures they imply the development of advanced control algorithms that
compromise loads, production and , mooring, structural and functional designs. Each solution needs
its own ad hoc developments in control in order to achieve its maximum competitiveness.
