Minutes of the Meeting held on 02.03.2021 in on-line mode to finalise
Simhadri Islanding Scheme
A meeting to finalise Simhadri Islanding Scheme was conducted on 02.03.2021 in on-line
mode under the chairmanship of Member Secretary (MS), SRPC. The list of participants is given
at Annexure-I.
2. MS, SRPC welcomed all the participants to the meeting. He stated that Islanding
schemes gained much attention in the wake of recent Mumbai Islanding scheme
incidence. Accordingly, fine tuning of settings and implementation of the proposed and
new islanding schemes were to be taken up expeditiously. He requested for active
participation from all stakeholders and hoped that fruitful deliberations in the meeting
would enable finalisation of the scheme to be put in place.
3. Superintending Engineer (P&SS) informed the forum that Simhadri Islanding Scheme had
its genesis way back in 2019, and the implementation details of the scheme were
thoroughly discussed in the meeting held in January, 2020. Subsequently, APTRANSCO
had also got the scheme approved by their management. However, due to Covid-19
pandemic, its field-level implementation could not be followed up. Now that another
year had elapsed in the process, it was thought appropriate to verify the scheme finalized
in January, 2020 w.r.t the present conditions, and take up its implementation without
further delay. Accordingly, APTRANSCO was requested in January, 2021 to furnish all
updated details including anticipated generation, anticipated load, and transmission lines
to be tripped for forming the proposed Simhadri Islanding Scheme. All the requisite
details including the converged PSSE Basecase considered for forming the Simhadri Island
were furnished by APTRANSCO in February, 2021.
4. Then, APTRANSCO presented the details considered for forming the proposed Simhadri
Island (copy enclosed at Annexure-II) including anticipated generation, anticipated load,
df/dt & AUFR & LI loads, and peripheral transmission lines to be tripped for forming the
desired Island. APTRANSCO also informed that in the islanded model, power flow study
was converging and all flows were under thermal limits.
5. On this, SRPC sought certain clarifications w.r.t. auxiliary power consumptions of the
participating generators, PLF considered, non-inclusion of the IPPs in the islanded
network, quantum of renewable generation within the islanding area and the reliability
of co-generators considered; and the following were noted w.r.t. the proposed Simhadri
Island:
The considered auxiliary consumption for various Generators have been confirmed to
be in order by APTRANSCO/ APGENCO/ NTPC.
The generation from private generators, viz., Sarda & Girija, is dependable.
Renewable generation within the Island is insignificant (of about 13 MW), hence not
considered.

Generation availability through HVDC-Gajuwaka not considered, in view of the
uncertainty/ unreliability of supply from Jeypore side under distressed conditions
such as that warrant Island formation.
The considered Anticipated Generation and Anticipated Load at various stations are
based on the past one-year data.
6. To above, SRLDC mentioned that the envisaged islanding scheme is covering important
installations like Naval Dockyard, Ports, etc., and stated that in the earlier islanding study
conducted by them (presented in the Islanding review meeting held in January, 2020),
the uncertainty in IPP’s generation and variations in loads at various stations were
generally found to be high; as such, there was a need to arrive at actual/realistic load and
generation within the island by considering the corresponding SCADA data for the last
two to three years. Further, it may also be prudent to maintain supply to gas based
generating stations for meeting their start-up power & other gas pressurization
requirements so as to bring them on to bar, if required, after formation of the Island.
7. W.r.t. Line loadings and Voltage profile of various nodes in the Island, SRLDC observed
that line loadings, as per the APTRANSCO presentation, were not alarming, and voltage
profile in the island would be stable owing to exclusion of 765 kV lines. It was also noted
that availability of several reactive energy resources within the island would provide
leeway for ensuring proper voltage profile.
8. It was noted that APTRANSCO, APGENCO, PGCIL-SR1 and NTPC-Simhadri have to install
Under Frequency relays on their respective lines as detailed at Annexure-II, to form the
desired Island by tripping them at 47.9 Hz. On this, MS, SRPC emphasised that as
Visakhapatnam is the important capital city of AP in the island, the implementation of the
scheme needs to be fast tracked. Procurement of required relays should be done
expeditiously, and the islanding scheme should be in place within a month.
9. Finally, tripping frequency of Lift Irrigation (LI) loads and enablement of back-up
under-frequency feature of df/dt relays at suitable frequency were also discussed.
10. After detailed deliberations, the following decisions were taken:
For arriving at anticipated generation, APTRANSCO to consider all generating stations
physically present within the proposed Simhadri Island (i.e., in addition to the 11 Gen.
Stations that have already been considered, HNPCL and all Gen. Stations present in
Vemagiri area shall be considered), and arrive at their actual generation by
considering past 2-3 years SCADA data.
The Loads considered at various nodes to be checked by verifying their power factor,
and validated by considering past 2-3 years SCADA data.
APTRANSCO to study Island stability with the above validated anticipated generation
& load, and furnish the details within 10 days.
Accordingly, to conduct a review meeting within 10 days to finalise the scheme.
APTRANSCO, APGENCO, PGCIL-SR1 and NTPC-Simhadri to start procuring and
installing required UF relays on the identified peripheral feeders to be tripped for
forming the proposed Simhadri Island, and complete the same in one month time.
All Lift Irrigation & Pumped Loads to be tripped at the tripping frequency of 48.5 Hz.
Back-up Under-Frequency feature of df/dt relays to be enabled at 48.4 Hz.

It was also agreed to call for another meeting for finalizing Simhadri Islanding Scheme
immediately after receipt of requisite details from APTRANSCO.

= DFI * (Dp – Dr - Dl) Here DFI (Diversity Factor for Load) may be arrived at by considering SCADA plots over a period of time in the past or may be suitably assumed based on experience] Note:- As per guidelines, Islanded Electrical System should have 15-20% more Generation than Load. Thus, it shall be ensured that ‘G’ = 1.15 times ‘D’. In case, G is more than 1.2*D, then the utility may propose for tripping few generating units to satisfy this requirement. Accordingly, the details of Anticipated Generation and Anticipated Load for the proposed Simhadri Island are given below:
