JTF-University capabilities were ---
Developed by experienced joint-qualified officers, with rich training and education backgrounds as both courseware developers and instructors
In response to a robust emerging joint academic requirement within the National Guard JFHQs for more than knowledge-level lecture-driven courseware
Genesis
Educate commanders and staffs in JTF operational-level planning and execution, in accordance with applicable federal and state
authorities, in order to act in concert with other joint, interagency, and multinational
organizations, and instill an enduring commitment to civil-military teamwork,
attitudes and perspectives.
Mission
Training Modules focused on JMETL, staff supporting tasks, or other fundamental processes required of a joint, service, or interagency staff.
Training Exercises developed for joint and interagency audiences based on DHS scenarios or State-specific planning scenarios.
Exercise Support to include leading ROC drills and rehearsals, providing Observer/Controller teams to coach and train participants, and facilitating AARs.

Support Package Design
Academic Seminar
2nd Quarter
• Deliver one of seven available academic modules.
• A one day event tailored to customer requirements and based on command concerns, research of plans, SOPs.
TrainingWorkshop
3rd Quarter
• Deliver one module, amplified with vignettes, followed by a tabletop exercise.
• A two day event designed for “crawl, walk, run” approach to processes like mission analysis.
• Deliberately built on an unfamiliar scenario.
TabletopExercise
4th Quarter
• Lead a two-day "hands-on" enhanced tabletop focused on critical events and/or processes.
• Conducted like a wargaming session.
• Built around existing plans or emerging requirements.
• Built on a state scenario.
Site Visit
1st Quarter
• Analyze training requirements and leader guidance.
• Establish the content, focus and dates for future quarterly training events.
• Ideally, a “thread” runs through all three events.
Session A: Tailored Module• Focus:
• Application and analysis-level guided discussion in an interactive seminar environment.
• Scope:
• A cluster of functionally-related lessons or case studies five to eight hours in durations.
• “Tailoring and scaling” includes specific questioning / discussions based on command requests, research of plans, SOPs, etc.
• Deliverables:
• Student workbook with CD for attendees.
• Tailored scenario.
• One to two page after action report / summary report to command.
Session B: Training Workshop• Focus:
• Application and analysis-level guided discussion/exercise in an interactive seminar environment.
• Scope:
• One tailored module.
• One "hands-on" tabletop built around either existing plans (state-specific scenario) or specific processes, such as mission analysis or COA development (generic scenario).
• Deliverables:
• Student workbook with CD for attendees.
• Tailored lessons.
• Exercise and exercise read-ahead.
• Brief informal AAR, followed by detailed written AAR as part of the summary report.
Session C: Enhanced Tabletop Exercise• Focus:
• Application and analysis-level exercise in an interactive seminar environment.
• Scope:
• One "hands-on" tabletop built around either existing plans (state-specific scenario) .
• Preferred vehicle for exercising critical events within a plan, or as the predecessor to a planning workshop.
• Deliverables:
• Student workbook with CD for attendees.
• Tailored scenario.
• Exercise and exercise read-ahead.
• Brief informal AAR, followed by detailed written AAR as part of the summary report.
