JTF-University Overview

JTF-University capabilities were ---

Developed by experienced joint-qualified officers, with rich training and education backgrounds as both courseware developers and instructors

In response to a robust emerging joint academic requirement within the National Guard JFHQs for more than knowledge-level lecture-driven courseware

Genesis

Educate commanders and staffs in JTF operational-level planning and execution, in accordance with applicable federal and state

authorities, in order to act in concert with other joint, interagency, and multinational

organizations, and instill an enduring commitment to civil-military teamwork,

attitudes and perspectives.

Mission

Training Modules focused on JMETL, staff supporting tasks, or other fundamental processes required of a joint, service, or interagency staff.

Training Exercises developed for joint and interagency audiences based on DHS scenarios or State-specific planning scenarios.

Exercise Support to include leading ROC drills and rehearsals, providing Observer/Controller teams to coach and train participants, and facilitating AARs.

Training Modules

Training Exercises and Exercise Support

Planning and Training Workshops

Analytical SupportAnalytical Support to enhance operations for the commander and staff, ranging from OPLAN reviews to strategy and policy development.

Core Competencies

Planning Workshops in support of State requirements, focused or product/process development and refinement.

Training Workshops employing a “crawl-walk-run” methodology from academics through exercise, focused on specific missions or processes.

Module Design and Scope

• Nature of the Operational Environment

• Planning Fundamentals

• Advanced Planning Considerations

• Mission Analysis

• COA Determination

• Lifecycle of the JTF

• Building and Maintaining Situational Awareness

Modules build on knowledge-level readings and challenge students in a seminar environment to elevate their learning to application, analysis and synthesis levels

Exercise Design and Scope

• Hands-on tabletop exercise

• Eight to ten hours duration, using generic or State-specific scenarios

• Generic exercise scenarios more appropriate for practicing staff processes

• State-specific scenarios more appropriate for developing, wargaming, or refining portions of an existing plan or emerging planning requirement

• Discussion-based tabletop exercise

• Three to four hours duration, using State-specific scenario

• Designed to elicit constructive discussion as participants examine and resolve problems based on processes, procedures, or existing operational plans

FY09 State Initiative Concept of OperationsOverview

• Genesis of JTF-University

• Establishment of Initial Customer Base

• State Requirements vs. Funding Availability

• ARO Funding for JTF-U Concept

• FY09 Initial Offering ---

• Six States (“Known Quantities”)

• Baseline of Approximately Three Events per State

Genesis of FY09 Initiative

Support Package Design

Academic Seminar

2nd Quarter

• Deliver one of seven available academic modules.

• A one day event tailored to customer requirements and based on command concerns, research of plans, SOPs.

TrainingWorkshop

3rd Quarter

• Deliver one module, amplified with vignettes, followed by a tabletop exercise.

• A two day event designed for “crawl, walk, run” approach to processes like mission analysis.

• Deliberately built on an unfamiliar scenario.

TabletopExercise

4th Quarter

• Lead a two-day "hands-on" enhanced tabletop focused on critical events and/or processes.

• Conducted like a wargaming session.

• Built around existing plans or emerging requirements.

• Built on a state scenario.

Site Visit

• Deliverables:

• Student workbook with CD for attendees.

• Tailored lessons.

• Exercise and exercise read-ahead.

• Brief informal AAR, followed by detailed written AAR as part of the summary report.

Session C: Enhanced Tabletop Exercise• Focus:
