Last year, the Institute made a reputable debut in the interna- tional rankings sharing the top place in India along with IISc Bangalore with its position in the 301-350 rank in Times Higher Education World Uni- versity Rankings 2020. In fact IIT Ropar has been ranked as number one in the world in research citations. No- tably, IIT Ropar is ahead of all IITs in research quality, scoring highest in Ci- tations. AGENCY SRINAGAR, FEB 19 Three militants of Hizbul Mujahideen (HM), includ- ing a self styled command- er, were killed by the Secu- rity Forces in an encounter in south Kashmir district of Pulwama on Wednesday, official sources said. The militants were identified as Jehangir Rafiq Wani, Omar Maqbook, both locals and Abdul Aziz Bhat, resident of Baramulla. According to the sources, on a tip off about militant movement at 0100 hours, troops of Rashtriya Rifles (RR), Special Operation Group (SOG) of Jammu and Kashmir police and CRPF laid an ambush in open field at Kanjibal, Tral, in Pulwama. However, when chal- lenged and asked to surren- der, militants resorted to in- discriminate firing with au- tomatic weapons. The sources further said that Security Forces also re- taliated and in the brief en- counter three militants were killed as well as arms and ammunition were recov- ered. Meanwhile, additional Security Forces and police have been deployed in the nearby areas to prevent any demonstration, they added. AGENCY NEW DELHI, FEB 19 Prime Minister Narendra Modi’s former principal sec- retary Nripendra Misra to head temple construction committee of Ram Janmab- hoomi Trust, reports news agency a news agency. The decision was taken on Wednesday evening after the meet of Ram Mandir Trust, which is overlooking the con- struction of a Ram temple at Ayodhya. The trust meeting also elected Mahant Nritya Gopal Das as president, Champat Rai as general secretary of Ram Mandir Trust. The session will begin with the address of Governor Satyadev Narayan Arya. The Assembly Secretariat re- leased a tentative schedule of the budget session yesterday. The Haryana Budget may be presented by the Finance Minister Manohar Lal Khat- tar for the year 2020-21 on February 28. It will be for the first time that Haryana Chief Minister Manohar Lal, who also happens to be the Fi- nance Minister will present the state budget. The FM has held extensive meetings with all sections of people includ- ing general people, business- men and politicians on their expectations from the state budget. The house will be ad- journed for half an hour after the Governor’s address. After this, a two-minute silence will be kept on the demise of dignitaries from the last ses- sion to the budget session and condolence proposals will be read. This will be followed by other legislative functions. Incidentally, the Haryana government has also called a cabinet meeting on 20 Febru- ary. The cabinet meeting will be held at two o'clock in the afternoon under the chair- manship of Chief Minister Manohar Lal. The Cabinet may approve the likely draft of the budget. The court of Additional Ses- sions Judge Sandeep Singh Bajwa also imposed a fine of Rs 23,000 each on the five accused and Rs 20,000 on the DSP. The court had convicted all the six accused, including former DIG Kultar Singh and DSP Hardev Singh, on February 17 and an- nounced the quantum of punish- ment today. Five accused were awarded eight years sentence while the DSP got four years imprisonment in the mass suicide case. It may be re- called that Hardeep Singh, his wife, mother and two children allegedly committed suicide on October 31, 2004, after consuming poison but before the suicide, they had written a note on walls of a room of their house and had also sent copies of the suicide note to their friends and acquaintances by post. Former DIG Kultar Singh was then posted as the Senior Superin- tendent of Police, Amritsar and DSP Hardev as SHO of C Division police station when the family took the ex- treme step. The Amritsar police had regis- tered a case in 2004 when public pressure mounted but the accused were not arrested then. In 2009, Punjab Human Rights Organisation (PHRO) activist Sarabjit Singh Verka took up the matter before a local court and sought justice for the victims while alleging that the local police was not probing the case properly. The court issued non-bailable warrants in September 2011 against Kultar Singh and Hardev Singh un- der Sections 306 (abetment to sui- cide), 420 (fraud), 467 and 468 (for- gery of documents), 471 (using forged document as genuine) of the Indian Penal Code and 7/13 of the Prevention of Corruption Act. But like us, others too have their rights, like the right to use roads, open their shops, students reaching their schools. Talking to the protestors, she said that she will hear them out and together they will find a solution that will set an example for not only the country but for the world. Senior advocate Sanjay Hegde also read the Supreme Court order to the protestors. "We have come here according to the or- der of the Supreme Court. We hope to speak to everyone. A local court on Wednesday award-ed eight years imprisonment to fiveaccused, including a former DIGand two women, and four years sen-tence to the DSP in the mass suicidecase. The court of Additional Ses-sions Judge Sandeep Singh Bajwaalso imposed a fine of Rs 23,000each on the five accused and Rs20,000 on the DSP.

The court had convicted all thesix accused, including former DIGKultar Singh and DSP HardevSingh, on February 17 and an-nounced the quantum of punish-ment today.

Five accused were awardedeight years sentence while the DSPgot four years imprisonment in themass suicide case. and Ideas”, the Chief Minister saidthat it has provided a platform to theMLAs to express their suggestionson the budget of the State withoutany debate unlike the Vidhan Sabhawhere the public representativesraise issues concerning their con-stituencies only. Advising people to be aware of suchfraudsters, Director General of Police (Crime)P K Agrawal on Wednesday said that scamstershave now come up with a new method to dupecitizens after the central government had madeFASTag mandatory for all private and com-mercial vehicles for their faster movement attoll plazas. They are now attempting to draw

off money from bank accounts of gullible peo-ple on the pretext of helping them register andactivate their FASTag accounts. As FASTagservice is new, scamsters are trying all meansto cheat citizens. Explaining the modus operan-di, he said that first, these scamsters send fakemessages which appear as if they are from gen-uine sources like banks, asking for personal orfinancial details or even OTP in the name ofFASTag registration. Then they lure citizens byoffering discounts or cash back schemes askingthem to transfer money or provide their details.As soon as someone shares details/OTP withthe caller, funds are siphoned off from his bankaccount.

The missing 14-year-old Sahil from Ludhiana washanded over to his mother on Wednesday. Sahil was sepa-rated from his family 3 years ago. This child reached thevillage of Aibatpur. After much investigation, Sahil's fam-ily came to know and as a result on Wednesday, the Dis-trict Child Welfare Committee handed over Sahil to hismother Sunita. With a deep concern to providehealthy, disease free and safe envi-ronment, the Health & Family Wel-fare Minister Balbir Singh Sidhuhas directed all the Civil Surgeonsto ensure the compliance of variousenvironmental laws in Governmenthospitals for safeguard of living be-ings and environment in all respect.He said that it is the responsibilityof in-charge of health care facili-ties, whether government or pri-vate, to handle, treat and dispose ofall kind of wastes scientifically.

Disclosing this here today, theHealth Minister said that all theGovernment bedded healthcare es-tablishments have been instructedto install the ETP (Effluent Treat-ment Plants) by 30 June, 2020. TheCivil Surgeons have also been in-structed to submit PERT (Program

Evaluation and Review Tech-niques) charts for various activitiesregarding installation of EffluentTreatment Plant in Governmenthospitals. He said that that soon,water meters will also be installedto curb the wastage of water in allGovernment Hospitals. BalbirSingh Sidhu said that it is legal re-sponsibility of government and pri-

vate hospitals to ensure propertreatment of waste water and scien-tific disposal of treated waste wateras well as all kind of bio-medicalwaste so that it cannot affect theliving beings and environment.

The Cabinet Minister furthersaid that all activities to install theETP to be chalked out within timebound manners and ensured to becompleted under the supervision ofconcerned Civil Surgeons.

He said that the requisite envi-ronmental permissions from theconcerned department to be ob-tained, failure of which shall attractstrict action against the in-chargehealthcare establishment. He in-structed the Civil Surgeons to sub-mit the action taken report withinseven days.

Balbir Singh Sidhu also saidthat Senior Medical Officers shouldensure that all the contaminatedplastic and bio medical waste mate-

rial to be cut and needles to beshredded before storage and handover to the common bio-medicalwaste treatment facility so thatsame could not be reused illegally,in any manners.

To enhance maximum utiliza-tion of paper and to reduce wastageof paper in offices, he also askedthe Director Health Services to is-sue instruction to all GovernmentHospitals to use paper from bothsides for writing and printing.

Free coaching for competitive exams at DBEEJALANDHAR: District Bureau of Employment and Enterprises (DBEE) will provide free coaching to the youths forthe competitive exams. Divulging the information, DBEE's Deputy Director Sunita Kalyan said that the interestedyouths can register with the DBEE by February 20. She said that the youths who are graduated will be given coach-ing for the exams of SSC/Banking and other sectors at free of cost.

The Chief Secretary said that theobjective of the training programmewas to provide adequate exposure ofthe census exercise to the DivisionalCensus Officers and Principal CensusOfficers. He directed the DCO andPCO to complete the census operationin a befitting manner within stipulatedtime frame. He directed the authoritiesto carry out the exercise withdedication and fidelity. He asked tonotify a nodal officer for Census2020-21 at district level forcoordination of all Census relatedactivities in the district. He also askedto appoint a Field Trainer at Districtlevel for all districts and theirregistration for technical assistancefor operating Census Managementand Monitoring System (CMMS), atthe earliest. It is discriminatory and denies due increment toemployees who are appointed into the government service,” MrTarigami said in a statement issued here on Wednesday.

The General began hislecture by explaining the geo-strategicsignificance of the Pakistan (thenundivided India) and Afghanistan andhow the division of the IndianSubcontinent in 1947 was linked withthe international geopolitics of thattime. He discussed how at thebeginning of the 18th Century theworld was seeing the expansion of theBritish and the Russian Empire acrossthe globe. The British had startedcolonising India from Kolkata andMadras and then expanding theircontrol over territories up to the IndusRiver and beyond. Across the Indusriver and beyond the Hindukushmountain range was Afghanistanwhich acted as a buffer between theBritish Empire and the RussianEmpire, controlled most of the CentralAsia. The British were convinced thatthe Russians had plans to expandsouthwards to be able to reach thewarm water ports of the Arabian sea,and this act would involve attackingthe British occupied territories of northwest India.

Not right to deprive child's access to grandparents: HCAGENCYMUMBAI, FEB 19

Observing that it is not right todeprive access of a child tohis/her grandparents, theBombay High Court directed aMumbai-based woman to let her10-year- old son meet her formerin-laws once a week. A divisionbench of Justices S J Kathawallaand B P Colabawalla earlier thisweek rejected a petition filed bythe woman challenging a familycourt order, which directed herto let her late husband's parents

meet their grandson once aweek, or as and when they cometo Mumbai from Delhi. Thewoman, who has now remarried,in her petition claimed that whenshe was married to her latehusband, she was not treatedwell by her in-laws. She alsosaid her son has never met hisgrandparents since his birth. Thebench, however, refused toaccept this argument. "Thereason given by the appellant(woman) that she was not treatedwell by her in-laws cannot be aground to deprive access of the

child to his grandparents. If theboy has not met his grandparentstill date, it is the appellant who isresponsible for it," the court said.The boy was born in December2009. His father died inFebruary 2010. The boy'smother then started living withher parents and laterremarried. The woman'sformer in-laws approached thefamily court seeking access totheir grandchild. In June 2014,the family court allowed thegrandparents to meet the boywhenever they visit Mumbai.

However, the woman did notcomply with the orderfollowing which thegrandparents re-approachedthe family court seekingexecution of its 2014 order.The family court, in its orderlast month, directed thewoman to allow thegrandparents to meet the childin the court premises everySaturday, and warned that ifshe fails to do so, a fine of Rs5,000 would be imposed onher. The woman thenapproached the high court.

A special court in Delhi onWednesday adjourned tillFebruary 28 hearing in the CBIvs CBI alleged graft case andasked the investigating officerAjay Kumar Bassi to appearbefore it on the next date ofhearing.

Special Judge SanjeevAggarwal summoned Bassiafter CBI informed the courtthat then investigation officerhad refused to join the probedespite summons.

The court, whileconsidering the recently filedcharge-sheet in the matter,directed Bassi to appear beforeit on the next date of hearing toexplain the case diarymaintained by him during hisinvestigation period.

The court asked the probeagency why no lie detector test

or any psychology tests wereconducted on former specialCBI Director Rakesh Asthanaduring the probe.

The court further said thatadvocate Sunil Mittal, a co-accused in the case "seems likea fictional character emergingfrom 'Mission Impossible' and'James Bond' movies. Whyshowing so much indulgence tohim?"

While talking aboutMittal's son-in-law, SomeshwarPrasad, the court asked, "Whyyou are so much indulgent tosomeone who isn't cooperatingand didn't even share hisphone?"

Earlier today, the court hadasked the probe agency to getthe case diary and interrogatedthe CBI regarding theinvestigation details.

DSP Devender Kumar, whowas arrested in 2018 and latergot bail, was named in thecharge-sheet in the case sincethere was not enough evidenceto make them an accused.

The CBI had registered thecase against Asthana on thebasis of a complaint fromHyderabad-based businessmanSatish Sana, facing probe in the2017 case allegedly involvingmeat exporter Moin Qureshi.

The CBI is probingAsthana and Kumar forallegedly accepting a bribe inexchange of giving a clean chitto Hyderabad-basedbusinessman Sathish BabuSana.

Asthana had also accusedformer CBI Director AlokVerma of trying to falselyimplicate him in the case,following which the Centresent both the officers on leavelast year.

Farmer's issue unaddressedin UP budget, says Priyanka

The Congress leader also shareda video in which farmers arenarrating their ordeals.

In the 1:55 minutes long clip,Priyanka also did a voice-over andclaimed that farmers are in deeptrouble. "They are not able to sleepat night as the animals enter theirfarms during the night. Theinvestigation must be carried out onthe same."

The Yogi Adityanathgovernment presented a budget ofRs 5,12,860.72 crore for thefinancial year 2020-21 on Tuesday.

This year's budget amount wasRs 33,159 crore more than theprevious financial year 2019-20,which in percentage terms is anincrease of 6.5 per cent year onyear. For the financial year 2020-21, the Yogi government hasincluded schemes of Rs 10,967.87crore in the budget.

A poet and a journalist havebeen arrested in connectionwith recital of a poem againstCAA and NRC at agovernment sponsoredfunction in Koppal district ofKarnataka last month, policesaid on Wednesday.

The arrests were madebased on a complaint from aBJP functionary alleging thatSiraj Bisaralli, a poet hadrecited an anti-CAA poem at'Anegundi Utsava' inGangavathi town of Koppaldistrict in January andRajabaxi, editor of an onlinenews portal uploaded it onsocial media. Police hadregistered a case againstthem under section 505 ofIPC (statements conducingto public mischief). OnTuesday, Bisaralli andRajabaxi surrendered beforea court in that district, whichrejected their bail plea and

remanded them to policecustody for investigationinto the matter.

"Siraj had recited thepoem and Rajabaxi hadshared it on the social media.Based on a complaint by aBJP leader the case wasregistered under section 505of the IPC. They wentabsconding after that andsurrendered before the courton Tuesday," a police officertold PTI. The duo sought aninterim bail, which thepublic prosecutor objected toand sought police custody toconduct inquiry. The courtgranted sent Bisaralli andRajabaxi to police custodytill Wednesday afternoon.

"We may not seekfurther extension of theircustody until some freshevidences surface. We haveseized their mobile phones toascertain whom they hadshared the details with,"police said.

It is official now. In a momentous judgment on Monday, theSupreme Court directed that women officers of the IndianArmy be considered for grant of permanent commission, ir-

respective of service tenure, as well as for command posts innon-combat areas. Currently, women are being inducted in theArmy through a short-service commission that lets them workfor up to 14 years. They are only allowed permanent commis-sion in the Army’s medical, legal and educational branches. Butnow they will be considered for permanent commission in all15 branches of the Army, come April, adjutant general Lt Gen.Ashwani Kumar said in the wake of the historic ruling.

Although they have amply proved themselves, female sol-diers and trainees have a lot to be grateful for to Justices D.Y.Chandrachud and Ajay Rastogi. They comprised the SupremeCourt bench that dismissed the government’s “sociological” ar-gument of the largely male and rural rank and file of the Armyhaving a mindset not congruent with receiving commands fromwomen as “indefensible” and its “biological” argument ofwomen being supposedly more suited to parenting and care-giving responsibilities owing to their physiological differencesfrom men as “disturbing” as grounds for their blanket exclu-sion from all difficult and challenging roles. The court, how-ever, did not rule on deploying women in combat roles, sayinga competent authority is needed to decide. Pertinently, the twoother wings of the Indian armed forces — the Indian Air Forceand the Indian Navy — do allow women in combat roles andcombat supervisory roles.

With this, the Supreme Court has taken a giant step towardsbridging the perception gap between women’s capabilities,competences and aspirations and the reality of their often lim-ited role in public life. It has opened the door to far-reachingreforms in policy and governance in all walks of Indian life,where women do daily battle with forces that contrive to cir-cumscribe not just their presence but also undermine their ef-forts, and yet find their contributions discredited or disregard-ed. For instance, the architect of Delhi’s education reforms,Atishi Marlena, did not find a place in the newly-formed stateCabinet even though it was the determined voting by her ilkthat brought her government to power and with such a thump-ing majority. As for parliament, the women’s reservation bill,calling for just 33 per cent reservation of seats for members ofthe sex, is yet to be passed. Women’s participation in the na-tional workforce has steadily been declining since 2005 and itfell to 26 per cent in 2018. In agriculture, which is the area oftheir best contribution in terms of sheer numbers and in whichfield they are a majority, women find themselves marginalised,not even counted for loans, subsidies and benefits, not only be-cause so few of them own land but also, critically, because theydo not conform to the government’s idea of the farmer —which is automatically male.

At an election rally recently,Rahul Gandhi forecast that in sixmonths’ time, angry young men willbeat up Narendra Modi with dandas.Now, shouldn’t he wonder why Con-gress workers are not beating up thetop leaders of his party with dandas?Did they do anything in the last fiveyears to reach out to the people of Del-hi and win back their trust? Why didthey fail to win even a single seat?Weren’t the sleek TV feeds and adver-tisements in the media a total waste ofmoney? Isn’t the Delhi defeat ascreaming rejection of the Congress’entire high command and its strategy,if there were any?

Some analysts feel that the Con-gress’ central leadership is blind anddeaf; it can’t see what is happeningaround it nor can it hear what the pub-lic is saying. And it certainly doesn’thave any idea of what the public’s pri-orities are! In brief, it is totally clue-less. The leadership has no connectwith the people. It gauges the mood ofthe public through the words and ges-tures of the hordes of its sycophantswho resort to massaging their egosand keep feeding them fake newsabout the party’s prospects. Well, a

party gets the leaders it deserves; andthe Congress is no exception. Most ofits remaining supporters are men andwomen of straw who see no future forthemselves beyond the Gandhi-Nehrufamily — so they cling on to its apronstrings.

Winning and losing elections ispart of electoral politics. Indira Gand-hi suffered a crushing defeat in1977but bounced back with a thumpingmajority In1980.In 1984, the BJPtouched an embarrassing low of twoseats in the Lok Sabha, but the rest, asthey say, is history. It achieved an ab-solute majority in 2014, and in 2019,its tally rose to 303! This transforma-tion was possible because those lead-ers possessed steely nerves, an irre-pressible desire to wipe out the set-back and indefatigable energy.

They did an honest introspectionof the causes of their earlier reverses,went back to the public to understandtheir problems and aspirations,thought through the various optionsavailable, offered a vision which at-tracted people, set out on a practicaland doable agenda and spoke in a lan-

guage which the masses could con-nect with. Above all, they executedtheir winning strategy through a dedi-cated cadre who canvassed relentless-ly day and night because they were in-spired by their leaders who led themfrom the front

. Alas, the present descendents ofIndira Gandhi possess none of thesequalities. They don’t have the firewithin to win back lost ground nor dothey have what it takes to take thefight to the enemy’s camp. The Con-gress has been reduced to being a par-ty of discredited, clueless, rudderless,visionless leaders with total discon-nect with the public; and a demor-alised, disheartened, ridiculed andlampooned cadre which has no spineto stand up and fight. The responsibil-ity for this Greek tragedy lies square-ly at the doorstep of the leadership.

In2014, the BJP dashed octogenarianL.K. Advani’s lifelong ambition andchose Narendra Modi as its primeministerial candidate. Arguably, it wasthe wisest decision the party has evertaken!

Arvind Kejriwal has never lookedback ever since he became chief min-ister of Delhi in 2015. Once he slepton the ground outside Rail Bhawan toprotest, and waged a running battlewith then lieutenant governor, NajeebJung. He never missed a chance tocastigate Mr Modi and Amit Shah, thehome minister. But nine months be-fore the Delhi election, whether as aresult of his own introspection or onthe advice of Prashant Kishor, hescrupulously refrained from criticis-ing Mr Modi, Mr Shah and the L-Gdespite numerous provocations. Hefocussed only on his government’sachievements — water, electricity,mohalla clinics, schools, and so on.He grabbed every opportunity to takepeople-friendly initiatives that did notdepend on central help — the odd-even car numberplate scheme for con-trolling pollution, the anti-denguecampaign, free Metro rides for under-privileged women, and so on. Theseseemingly small measures endearedhim to his core constituents.

The “why” and “how” ofthe verdict in the recentDelhi elections are be-

ing debated endlessly by ac-tivists and intellectuals acrossIndia. Since poll outcomesdepend on many factors, in-cluding the performance ofthe government in power, an-ticipation and management ofperceptions, the credibilityand antecedents of candidatesfielded, the manifestoes of thecompeting parties and theability of leaders to work forbetter conversion of votesinto seats and anti-incumben-cy sentiments, any result canbe justified with permutationsand combinations of such fac-tors. Electoral rhetoric oftenadds to the drama.

One may argue whetherthe overall quality of dis-course before polls has im-proved over the years, the lan-guage used has often reachedgutter levels, or whether rele-vant issues are framed for aninformed debate or not, butthere is little doubt that polit-ical pronouncements, promis-es and even gimmicks followa predictable pattern and arethus less stimulating to dis-cerning voters. Is it feasible todevelop a framework in makethe process more informed,nuanced and challenging?Here are a few ideas.

First, to enable a voter toexercise his/her option con-scientiously, the leaders ofpolitical parties must first ex-

plain clearly the respectiveroles of the Centre and stategovernments, pursuant to thedemarcation of powers in theUnion, State and Concurrentlists of the Constitution, inmaintaining peace and in pro-moting development activi-ties in that specific con-stituency. In an Assemblyelection, for example, theleaders should explain how,within the powers vested withthe state government, healthand educational standardshave improved, how commu-nal harmony is fostered, howactivities like road building,construction, distribution ofpiped water supply, creationof irrigation facilities andcompletion of other public

works have been undertaken,how local self-governmentslike panchayats and munici-palities have been empow-ered, how employment op-portunities have been createdin that constituency, and thelike.

The discourse for parlia-mentary elections should, forinstance, focus on how theCentre succeeded in defend-ing the borders, foiling terror-ism, improving relationshipswith neighbouring countries,handling the contentious citi-zenship issue and managingthe economy. Equally criticalis how the Centre, throughdevolution of resources tostates, has enabled them tomove towards the Millenni-

um Development Goals. Inthe case of a specific con-stituency, one can focus onCentral institutions set up,how many miles of nationalhighways have been added,how Central funding for var-ious shemes has beenutilised, how railway or com-munications tworks havebeen expanded,and suchlike.For both Assembly and LokSabha polls, the Opositionshould try to counter thesedeclarations, rebut allega-tions made with relevantfacts, and explain what theywould do, if elected to power.Second, each party needs toconcentrate on ideas and per-formance, against the prom-ises made. Attacking individ-

uals, often via exaggeratedallegations of corruption,may attract headlines andeven dent a candidate’s win-ning potential, but may not bea good poll strategy. If an in-dividual has indulged in cor-rupt activities, the best re-course is to take the matter tothe courts. On the other hand,deliberations on issues andideas may be more effective.

Third, it is important toensure that the two other or-gans of the State — the legis-lature and the judiciary — arenot mindlessly undermined.It has been a trend to casti-gate Parliament or the higherjudiciary if the laws passedthrough due process or rea-soned judgments deliveredby the courts don’t suit the re-quirements of the Oppositionparties. Admittedly, all of usare entitled to criticise thewisdom of Parliament or ofthe high courts and theSupreme Court.

But serious and orches-trated attempts to malignthese institutions, doubtingthe motives of individuals,may not be in the highestpublic interest. If a law is en-acted, it is binding on all un-less invalidated by the high-est court. In Parliament, sincevoting takes place on partylines, the outcome is general-ly predictable. But in thecourts, each judge in a benchexercises his/her discretion.Therefore, undermining the

decisions of a ConstitutionBench or seeking, throughthe media, to indirectly influ-ence a decision, smacks oflow self-esteem.

Fourth, while using ex-pressions of dissatisfaction,even dismay, shouldn’t somerestraint be exercised in re-spect of the chief minister forAssembly polls and thePrime Minister for parlia-mentary elections? In elec-tion time, some levity is al-lowed and is even enjoyed bypeople, but any disdainfulreference, especially of a per-sonal nature, directly at a CMor at the PM, who has tomaintain an international im-age, could perhaps be avoid-ed to the extent possible. Ci-vility does not hurt.

Finally, can there be a po-litical consensus about somestrict “no-go” areas duringcampaigning — such as anyattempt that may encouragedivisiveness within the bodypolitic? India’s federal spiritthrives on the strength of in-dividual states and their sym-biotic relationship with theCentre. In the early days afterindependence, JawaharlalNehru’s public meetings usedto be lessons in adult educa-tion.

SpaceX announced a newpartnership to send four touristsdeeper into orbit than anyprivate citizen before them, in amission that could take place by2022 and easily cost more thanUSD 100 million.

The company signed thedeal on Tuesday with SpaceAdventures, which is based inWashington and served as anintermediary to send eight spacetourists to the InternationalSpace Station (ISS) via RussianSoyuz rockets. The first of thesewas Dennis Tito, who paid USD20 million for an eight-hour stayon the ISS back in 2001. The

last to go was Cirque du Soleilfounder Guy Laliberte, in 2009.

The new tourists would becarried on SpaceX's CrewDragon capsule, which wasdeveloped to transport NASAastronauts and is due to make itsfirst crewed flight in the comingmonths. "Our goal is to try toget to about two to three timesthe height of the space station,"Space Adventure's presidentTom Shelley told AFP.

The ISS orbits at 400kilometers above Earth'ssurface, but the exact altitude ofthe Space Adventures missionwould be determined bySpaceX, added Shelley.

At its earliest, it could takeplace by late 2021, though

The capsule was designed to

take astronauts from the surfaceto the ISS. Just nine squaremetres in volume, there are no

RBI clears plan for dilutionof promoters' shareholding

Kotak Mahindra Bank said on Wednesday that theReserve Bank of India (RBI) has granted finalapproval on the dilution of promoters'shareholding in the bank. This marks the end of a13-month old dispute after the RBI had askedbank's Managing Director and ExecutiveChairman Uday Kotak to pare his stake to 15 percent as part licensing guidelines. On January 30,the bank said RBI had agreed to its plan to cutpromoter stake to 26 per cent from the current29.96 per cent over the next six months. Thecentral bank said that after the stake reduction, thepromoters will not purchase any further paid-upvoting equity shares of the bank till the percentageof their shareholding reached 15 per cent of thebank or such higher percentage as may bepermitted by the RBI in future.
