Environmental Impact Assessment Study Proposed PNR South Commuter (North-South Railway Project (NSRP) - South Line (Commuter))

Solis, Manila to Calamba, Laguna Department of Transportation

The Public Hearing for the Proposed PNR South Commuter (North-South Railway Project (NSRP) - South Line (Commuter)) (the ‘Project’) of Department of Transportation (DOTr) from Solis, Manila to Calamba, Laguna was conducted in three (3) cluster areas on June 20, 21 & 22, 2018 which details are presented in Table 1.

Prior to the conduct of Public Hearing, the information was disseminated to encourage the participation of various stakeholder groups. Notice of Public Hearing was published in the newspaper, The Manila Times, on June 6 &13, 2018 and was posted at the EMB Website, www.eia.emb.gov.ph, on May 31, 2018. Moreover, invitation letters for the Public Hearing were also sent to the concerned project stakeholders and interested parties. Electronic copies of the Draft Environmental Impact Statement Report (EISR) and EIS Summary for the Public (ESP) were also sent to the Office of the Mayor and City Planning of the host cities of Manila, Makati, Taguig, Parañaque, Muntinlupa, San Pedro, Biñan, Sta. Rosa, Cabuyao and Calamba. The copy of the affidavit of publication, notice of public hearing and received copies of invitation letters are presented in Annex 1. The main objective of the Public Hearing was to present the result of the EIA Study as written in the Environmental Impact Statement Report (EISR) and to solicit additional inputs/concerns, if there were any from the concerned project stakeholders and interested parties. The details of the Public Hearing conducted in Cities of Makati, Taguig and Sta. Rosa are discussed in the following sections.

I. Public Hearing in Makati City The Public Hearing in Makati City was conducted at Barangay Carmona Covered Court, Barangay Carmona, Makati City on June 20, 2018 at 9:00 A.M. It was facilitated by Mr. Lenon Ramboyong, Case Handler from the Environmental Impact Assessment (EIA) Division of the Environmental Management Bureau (EMB) - Central Office. The agenda of the Public Hearing started with a prayer followed by the singing of national anthem. The welcome remarks were given by Hon. Virgilio Guillermo and followed by the introduction of participants prior to the presentation of the EIA Process, Project Description, Result of the EIA Study and House Rules of the Public Hearing. A three-hour open forum was allotted for the stakeholders to raise their issues, concerns and inputs to the EISR, if there were any. The overview of the process of the EIA Study was presented by Mr. Lenon Ramboyong. The description and benefits of the Project were presented by Ms. Karla Escober, DOTr representative,

while the results of the EIA Study were discussed by Engr. Ledicia dela Cruz, the EIA Consultant of DOTr. Atty. Lucille Moreno, Legal Officer of DENR and Public Hearing Officer conveyed the objective and house rules of the Public Hearing and presided the open forum. After the open forum, the issues, comments, suggestions, inputs to the EIA Study results were summarized by Atty. Moreno. Public Hearing was then officially closed. The participants during the Public Hearing are presented in Table 2. The summary of issues/comments/suggestions that were raised during the Public Hearing is presented in Table 3. The transcriptions of the open forum, attendance sheets and photos taken during Public Hearing are presented in Annex 2.

Project Description

We wrote a letter to Atty. Matias, Chief EIA Division, EMB-DENR, clarifying if Celadon Residences will be affected by the project. Our barangay, Brgy. 350, is not included in the impact statement. We hope that you can respond to our letter, in writing, so we will be guided.

When you called for a meeting in Brgy. 473, you explained this project to the constituents. They were saying that you will occupy 60 m x 70 m, that’s about half a hectare. A lot of civilians, living there for a long time, were told by the representatives that the affected residents will have to vacate the area. We were instant squatters. They told us to vacate the area; they will pay us. But, we are residing there for 60 years and then all of the sudden, you will tell us to leave? What happened to my suggestion if you can reduce the area, 60 m x 70 m, that you will get? This time you showed us that the cross-section of the train will almost occupy the Algeciras and Prudencio Streets.

On the first meeting held in Brgy. 473, I was not present. There is

Algeciras St, Prudencio St. and then the railroad. Based on the presentation, my question is that 60 meter width on the midline of the railroad? It means from the right side is 30 meters?

There’s a need for a thorough clarification because the people are confused. From the midpoint of the railway track, can you draw (the ROW) so we would understand and it would not cause undue stress?

How about the area that will be affected by the North-South Connector Road Project of DPWH? What is the distance of the project from the mid-track, is it still 15 meters?

The DPWH (Project) will be on the left side (of the ROW), and then this project will be on the right side? How would that be? You will get 30 meters from the midline?

Is it possible that you coordinate with the DPWH to have joint venture on ROW by any ways? Would it be possible that the DPWH (Project) will be at the top and you will be underneath or vice versa? You can help a lot of people if you can do that.

The PNR ROW is 30 m so, you will move 15 m outward. This will cover the road, approximately 9 m, the sidewalk, approx. 2 m, therefore, you will get approx. 4 meters from our property line. There’s already a tagging in our area. Would there still be a road and sidewalk at the front of the houses or that would be totally covered by the PNR?

Is your perspective drawing of station already the final design?

The PNR ROW of 30 m. For stations, you will extend another 15 m. Here in Manila, we have a lot of roads. If you will get more ROW, the width of our existing roads would be narrower.

How about the easements? Would that be included in the 30 m ROW? Would the freight line use the same line (with this project) and included in the 30 m?

When will be the final design ready? We will be expecting a presentation from DOTr on Feb 2019?

People Will you conduct stakeholder’s consultation meeting there (Celadon Residences)? We only have limited information to know what will happen. So, there are still many individuals who were not yet informed.

We are coordinating with Ecosys Corp. We are actually waiting for the response of our letter. We are waiting for the schedule of the consultation meeting.

We are talking about urban area. The owners of the lots are already spending for facilitating the papers of the lands. Others were already looking other place to transfer. We hope that you will not back-out from this or else all the money that these residents spent will go to waste.

If the final tagging is already finished and the affected residents were already identified, what is the methodology of transferring to the resettlement or relocation site and would there be compensation?

This project will result to traffic. No one is updating us on the alternatives (routes). It is already traffic even if there’s no construction yet.

We have a self-generating power station. If that would be affected through expropriation, what would happen? What is your definition of stakeholders since it (power generating facility) supplies power to approx. 300 houses in our community? If we will call for SCM, all of our community will be invited since they will also be affected?

How would you secure the area in case there will be expropriation process going on? How about the location, how it will be secured by you? We, in Celadon Residences, we have perimeter walls. Will the walls be open in case there will be expropriation process ongoing? What will happen to the security of our area? Are you going to provide extra security? This is a big concern in our community.

Others What are the grounds/concerns for the ECC not to be issued?

Do you have a hotline where we can call?

II. Public Hearing in Taguig City The Public Hearing in Taguig City was conducted at The Lakeshore Tent, C6, Lower Bicutan, Taguig City on June 21, 2018 at 1:00 P.M. It was facilitated by Mr. Lenon Ramboyong, Case Handler from the Environmental Impact Assessment (EIA) Division of the Environmental Management Bureau (EMB) - Central Office. The agenda of the Public Hearing started with a prayer followed by the singing of national anthem. The welcome remarks were given by Ms. Gemma Baylon, barangay secretary of Brgy. Lower Bicutan, and followed by the introduction of participants prior to the presentation of the EIA Process, Project Description, Result of the EIA Study and House Rules of the Public Hearing. A three-hour open forum was allotted for the stakeholders to raise their issues, concerns and inputs to the EISR, if there were any. The overview of the process of the EIA Study was presented by Mr. Lenon Ramboyong. The description and benefits of the Project were presented by Ms. Rae Cecille Palma, DOTr representative, while the results of the EIA Study were discussed by Engr. Ledicia dela Cruz, the EIA Consultant of DOTr. Atty. Lucille Moreno, Legal Officer of DENR and Public Hearing Officer conveyed the objective and house rules of the Public Hearing and presided the open forum. After the open forum, the issues, comments, suggestions, inputs to the EIA Study results were summarized by Atty. Moreno. Public Hearing was then officially closed. The participants during the Public Hearing are presented in Table 4. The summary of issues/comments/suggestions that were raised during the Public Hearing is presented in Table 5. The transcriptions of the open forum, attendance sheets and photos taken during Public Hearing are presented in Annex 3.

Project Description You mentioned that you will utilize the ROW of the existing railway, right? Why there is a need for tagging since the 15-15 m is already 30 m. That is already your property. Why there is still a tagging? What for?

Approximately 10 m from the centerline of the railway, there is a national power. It encroached in your right of way by about 5 meters. What would you do with that? Would you demolish it and transfer it farther from the railway? Would you relocate the posts?

If you’re saying that you have not yet identified the centerline, what was the basis of the demolition that happened before? The ISF were demolished and were resettled in Southville 3. Why don’t you use the centerline that the PNR used before so that there would be no further discussion of demolition, especially in Muntinlupa.

When would the construction start? May 2019? When you say construction that means that the area is already cleared? We need to know so we could count backward when should be the start of clearing for relocation.

In your presentation, majority of the south portion of the tracks will be elevated? The 38 km will be elevated. Does that mean that the whole stretch of the railway in Metro Manila will be elevated?

The most common complaint of the residents is the noise from the train horns. There is a suggestion to close the unrecognized crossings to limit the noise from train horns. Here in Muntinlupa, there are a lot of unrecognized crossings, even in subdivisions. What is your plan with the criss-cross in the railway? It would be good if the railway will be elevated so there would be no need to close the roads.

Do you have a waste disposal plan per station and would there be

intermodal from the stations to the terminals?

People A company called, Ecosys Corp, called for a meeting in barangay hall (Sucat). They explained the project. However, since then, the meeting caused fear, worry and doubts in our area. They were talking about demolition. The project is still under study, why are they talking about demolition. In our area, we have (land) titles. Those that they identified that will be affected were subdivisions. We are residing there for hundreds of years already. They are also conducting tagging. The project is still under study. The term “demolition” caused fear on our residents. Is it possible for the tagging to be stopped? The residents were afraid. If you will continue, we could not assure that nothing would happen since many of the residents are afraid of their situation. Since it would still take a long time before the project implementation, is it possible to stop the tagging?

We all know that the relocation site should have water, lighting and electricity. If the target start of construction is May 2019, where is the relocation site? And, what is the process of their transfer to the relocation area.

What is the mandate of MMDA in the traffic management plan?

Others Not all can attend in this kind of hearing. Can you post on the internet or any website regarding the progress of the project? We will just monitor it from there so it would just be very simple.

III. Public Hearing in Sta. Rosa City The Public Hearing in Sta. Rosa City was conducted at Sta. Rosa Auditorium, Rizal Boulevard, Sta. Rosa City on June 22, 2018 at 9:00 A.M. It was facilitated by Mr. Lenon Ramboyong, Case Handler from the Environmental Impact Assessment (EIA) Division of the Environmental Management Bureau (EMB) - Central Office. The agenda of the Public Hearing started with a prayer followed by the singing of national anthem. The welcome remarks were given by EnP. Erlinda Crecencia, City-ENRO of Sta. Rosa City and followed by the introduction of participants prior to the presentation of the EIA Process, Project Description, Result of the EIA Study and House Rules of the Public Hearing. A three-hour open forum was allotted for the stakeholders to raise their issues, concerns and inputs to the EISR, if there were any. The overview of the process of the EIA Study was presented by Mr. Lenon Ramboyong. The description and benefits of the Project were presented by Ms. Joji Marie Salaver, DOTr representative, while the results of the EIA Study were discussed by Engr. Ledicia dela Cruz, the EIA Consultant of DOTr. Atty. Lucille Moreno, Legal Officer of DENR and Public Hearing Officer conveyed the objective and house rules of the Public Hearing and presided the open forum. Project Description Before, a Local Inter-Agency Committee (LIAC) was already formed. However, the project did not push through. How many percent that this project will be implemented? Would the resettlement action plan be implemented?

Pansol is the hot spring capital of the Philippines. If there is no Pansol, there is no traffic in Calamba. I would like to push our request to revive the station in Pansol. This project and the revival of the station in Pansol would be a big help to solve the problem in traffic.

The City of San Pedro has a San Pedro Urban Renewal. The plan on the environment is good. Have you coordinated with the Office of the Mayor? If you have a project, you should consult with the City.

In Muntinlupa, the railway has drainage. Would that extend up to here in Laguna? It would be better if there’s drainage to avoid flooding.

The questions that were previously raised were good. We hope that the resource person that we could talk to is accountable enough to answer our questions. We hope that you can send answers to our questions. I am also concern with the noise pollution, the impact of the project on the traffic, how often the train would run. In Calamba, not only families, but industries, tourism industry. Our market at the crossing will also be affected.

Air Cabuyao Central School is very near to the railway. Would it be affected by the project? The noise of the train and from the construction, would it affect the students? Also, since our 3-storey building is made of steel and screws, wouldn’t it be affected when the train operates? We just want to ensure the safety of our students.

People We had already a 1st stakeholder’s consultation meeting last January and

followed by another in April. They explained to us the Peoples Plan. We called our members. The problem, however, is that they don’t have yet a coordination with our Mayor. We hope that they will coordinate first with the Mayor and talked about the ISFs since project including the laws that they presented is good.

Would it be possible to have relocation in each barangay? The relocation site before was far from hospital, market and school. The transportation is also difficult and there’s no livelihood in the area. That’s why most of the relocatees returned to the ‘riles’. So, if it’s only possible that we will be relocated in our own barangay, we would be happy.

Why is it that the affected residents don’t know who is the particular person that they can talk to? What office and where? This is a big project. The public don’t need to wait for a public hearing or stakeholders meeting for their concerns to be addressed. Do you have already an assigned or accredited mobilizer to do the documentation for them? I heard last year, the PCUP is doing the accreditation of mobilizers.

Do you have an established contractor for the development? Because there are those who went to our barangay and showed presentations about housing. That, they can finish the housing project within 6 months. They are giving us forms. We want to know if they are telling the truth.

When would the housing project start? They are saying that the railway is until 2020? Is that true?

What we are asking is just quality (for the relocation). Even if there is payment from us as long as it has quality and complete with facilities, school, health center, hospital, with livelihood, near to transport facilities and far from dumpsite.

Would there be a separate body coming from JICA for the relocation site? Does this mean that the budget for relocation is the disturbance compensation or all the housing project? There would be a separate budget that will be funneled out to the SHFC for this PNR Project?

They mentioned that 50% (will be given) if we will sign that we will leave. However, we couldn’t understand the remaining 50%. Is this after I leave the ‘riles’? Before, it was 70-30 but based on our last meeting, it was already 50-50.

Others We can’t deny that the affected residents go to the elected official since they don’t have any other access to the government. Their access is their elected officials. So, to reduce the pressure to our elected officials, we hope that there would be a separate consultation meeting with the Sangguniang Panglungsod.

May naibigay po kaming sulat, nakaaddress kay Atty. Matias, Chief EIA Division, DENR, clarifying if Celadon Residences ay maapektuhan ng project na ito. Kasi, ang aming barangay, 350, ay hindi kasali sa impact statement. Nakatangap po kami ng letter galing PNR ng June 14. Eh ngayon, June 20. Yong anim na araw na yon ay kulang po para kami makagawa ng position paper. Mahirap po para kami makalabas ng position paper para dito. At saka kung ang barangay namin ay kasama or hindi. So, inuulit po namin, ang plea namin na ang sulat namin iresponde ninyo, in writing. Sulatan nyo po kami para matulungan kami at ma-iguide kami po. Salamat po.

Engr. Lenon Ramboyong – EMB DENR: Yong sulat po na binigay ninyo ngayong umaga ay inaacknowledge ko po bilang isang kinatawan po ng Environmental Management Burea at ni Atty. Matias. Ngayon po, hindi naman po sa magtatagal pero it will take time bago kami makapagrespond po sa sulat. Pero andito na po ang DOTr at ang Geosphere para masagot if ang residence po ninyo ay matatamaan po ng proyekto. Pwede po matawag ang ating DOTr. Ms. Ally Narvaez – DOTr: Magandang umaga po. Ako po si Ally, isa sa representative ng DOTr ngayong umaga. Lilinawin ko lang po yong kapalitan nyo ng letter noong una po ay PNR. Nagpadala po kayo ng sulat. Kukumpirmahin po namin yan. Pero, sa katunayan po, meron po tayong ongoing na pag-uusap with the property manager of Celadon. Sa katunayan po, kung di po ako nagkakamali, it was last last week, nakausap po ng representative ng DOTr yong Alveo at meron lang po silang hinihingi na ilan pong documento from us regarding po sa proyekto. And after po that sana, magpoproceed po tayo sa tinatawag nati na stakeholder consultation meeting kung saan ipapakilala po natin yong proyekto, kagaya po nito at makakakuha din po sana kami ng initial impormasyon don po sa posibleng tatamaan within the Celadon Residences. Ngayon, hindi pa lang po kami nakakakuha ng mga data na kailangan naming document from Celadon dahil meron din po nirerequire yong property manager po ng Celadon. So, sa darating po na Stakeholders Consultation Meeting (SCM), na hopefully po, as soon as possible, macoconduct na po namin sa Celadon ay makuha na po namin yong mga kailangan namin from the property manager as well as sila din kung ano pa man yong mga kailangan na communication from us or project related document from us ay amin din pong ma accommodate.

Ano po yong mga papers na kailangan po ninyo? Doon sa amin magcoconduct ng stakeholder’s consulation meeting? Kasi yong mga information ay napakunti para madetermine kung anu ba yong mangyayari? So hindi pa masyado na papaalam sa mga individuals.

Ms. Ally Narvaez – DOTr: Actually, sa huli po namin pag-uusap with Alveo and sa property manager po ng Celadon, may mga hinihingi lang po silang certain project related details, yong features po ng project pero they wanted it in writing at saka humihingi lang po sila ng formal request to conduct the stakeholder consultation meeting po doon sa Celadon. Gusto po sana namin hingin yong inyong pang-unawa at cooperation po sana ng Celadon because the first step of exchange of communication sa part po namin at sa part po ninyo ay yong stakeholder consultation meeting po. Doon po ay magkakaroon din po ng exchange pero very particular to the residence of the Celadon po.

Yes, we are coordinating with Ecosys Corp. We are actually waiting for the response of our letter. We are waiting for schedule of consultation meeting.

On the first meeting held in Brgy. 473, I was not present. There is Aglisira St, Podencio St. and then the railroad. Based on the presentation, my question is that 60 meter width, is the midline of the railroad? It means from the right side is 30 meters?

Mr. Rupert Cruz – JDT: Naunawaan po namin at inyong kalagayan. Nong pumunta po kami doon marami po talga hinagpis, daing at sentemiento po kaming natanggap lahat po yan ay amin po na nirecord at aming isina alangalang bilang kapwa Pilipino po na naiintindihan namin ang mga damdamin po na mga matatamaan at napaliwanag po namin yan sa mga stakeholders namin. Nagkaron ng stakeholders meeting na medjo nagkaroon ng kainitan, nabalitaan ninyo po siguro. Ako po ay taos puso humihingi ng paumanhin kung ano man po ang mga nangyari noon at sana po makarating kay Brgy. Chairman of Brgy. 473/472. So, I’m announcing an apology to those people na nagka meron po kami ng medyo uminit po ng kunti sapagkat hindi din po namin maiwasan dahil na i-intindihan din namin yong inyong mga damdamin. Kami po ay kumukuha ng 60 meters by 250 meters sa bawat istasyon po upang mapag aralan kung ano po yong mga tao na potentially matatamaan po para malaman po kung ano po yong mga buhay-buhay ninyo kung kayo po ba ay nangungupahan, may ari ng bahay or kung kayo po ay ISF. Kaya po ang 60 meters ay para sa pag-aaral lamang. Malalaman po natin ang resulta niyan pagdating po ng bago matapos ang taon kung kayo po ba ay matatamaan. Kasi po yong 60 meters po na yan nakalagay mo sa ADB at JICA guidelines ay hangga’t maari po mabawasan kung feasible, sa technical requirement. Ms. NathalieTatualia - DOTr: To clarify lang din po sa sinabi ni Sir Rupert from JICA Design Team, baka po naguguluhan kayo ay sabi ko po 30m at sabi niya po 60m sa alignment po kasi as in mga tracks lang po yong makikita niyo mga viaduct 30 meters lang po yong kailangan pero hindi po ba kailangan din po natin yong mga stations. Sa stations po, doon papasok yong 60 meters na width na requirement po namin na pag-aralan na hanggang sa ngayon po, pinag-aaralan pa lang po namin pero again po hindi pa po ito final kapag nasukat po kayo or may nagkaroon na study po sa inyo sa area na yon, hindi pa po sigurado at hindi ibig sabihin na mapapa-alis po kayo sa area. Again po, nasa design stage pa lang tayo kung ano po yong pinakamaganda na station location. Sa station location po ay 60 meters 30/30, pero sa the rest of the alignment 30 meters lang naman po yong kukunin po namin.

Kailangan po ng matinding clarification kasi po nalilito po ang mga tao. From the midpoint ng railway track pwede po ba paki-draw lang para maintindihan po ng mga tao? Para hindi siya maka cause ng stress? Naiintindihan po natin yong gusto ninyo gawin pero nakastress po yong mga nakalagay po.

Ms. NathalieTatualia - DOTr: (Pinakita yong cross-section ng alignment) For alignment, 15 meters mula po sa gitna centerline pakanan at 15 meters po pakaliwa. (Pinakita yong cross-section ng stations) For stations, 30 meters naman po mula sa gitna papunta sa kanan at 30 m pakaliwa.

Yong area na tatamaan ng DPWH Project yong North-South Connector road, paano yong distance ng project? Is it still 15 meters from the midtrack? The DPWH on the left side, tapos tayo sa kanan is 15 meters only? Papano yon? So from the centerline lang?

Ms. NathalieTatualia - DOTr: Regarding the NLEX-SLEX connector, imagine ninyo po looking south po tayo from North-South papuntang Calamba, yong NLEX-SLEX connector dito po sa kaliwa yong PNR Project po natin dito po sa kanan. Ngayon po, we understand na magagamit po yong NLEX-SLEX connector yong current alignment po ng PNR. As we said po, dahil magagamit nila yong ibang sukat ng aming alignment, yong mangyayari po uusog po kami sa kanan. So lahat po ng ma aapektuhan ng NLEX-SLEX connector ay dito po sa kaliwa at yong ma aapektuhan ng PNR South Commuter Project ay na andito po sa kanan. Ngayon po, meron na po kaming ongoing technical discussion at natapos na din po yong mga high level discussion with DPWH nakakapag exchange na po kami ng mga information about sa mga technical details on the civil works po ng NLEX-SLEX connector. Ngayon po pinag-uusapan po ng mga engineers namin, paano po yong magiging hatian talaga mismo down to the very technical details of the alignment. So ang masasabi po namin ngayon basta lahat po nasa right side ng PNR alignment sa project po namin ay mauusog sa kanan. Same requirements pa din po yong kailangan namin, 30 meters for the Right of way (ROW), mauusog lang po talaga kasi ang centerline po natin not necessary yong current PNR tracks kasi nga po mauusog nga tayo sa kanan. Well, ang tingin po namin diyan ay as utility provider, may another pa din po tayong separate na pag-uusap na gagawin. How would you secure the area in case there will be expropriation process going on? How about the location, how it will be secured by you? Kasi di ba magiging open na siya. I’d like to explain because we are from Celadon Residences and we have perimeter walls and now the walls will be opened in case there will be expropriation process going on? Ano yong mangyayari sa security ng area? Are you going to give us extra security to us? And also a big concern to the community.

Kahit ako naman po, sasama ang loob ko. Yong transparency na sinasabi po ng stakeholders, pinarating na po namin sa upper management. Mula po sa center ng tracking, 15 meters to the right, 15 meters to the left. Yan po yong demarcation for study purposes. Ngayon po, yong sinasabi nyong centerline kung nasaan, yan po ay dinidetermine pa at nireresurvey na ulit kasi alam naman po natin na ang riles natin ay may nag-

encroach, may lumapad. So, kailangan po malaman yong final na linya nya na naayon sa pagrelocate, sa pagrereview kung saan po talaga yong demarcation line ng PNR doon sa katabing private property. Marami na po kasing nag-encroach sa area. Kaya yong isang task po ng DOTR at ng JICA, ay hanapin kung saan po yong eksaktong demarcation na hindi po natin nakikita. Nakikita po natin may pader, hindi po yon. Baka po lumabas yon o pumasok. Malalaman po yong linya na yon mula Solis hangang Calamba na 56 km na ginagawa po namin ngayon. Ginagawa po namin ngayon kung saan talaga yong gilid, yong pinal na gilid, na naaayon po sa survey law ng Pilipinas at the same time ang centerline. So yong 30 m po na yon, for the purpose of our feasibility study. Yon po yon.

Kasi the shelter agency being tapped for this project is the Social Housing Finance Corporation. Nagpatawag kasi kami ng mga affected LGUs. Unfortunately, Taguig wasn’t able to attend. Pero yong Manila, Parañaque, Muntinlupa was there. Gusto ko lang po i-clarify yong sa sinabi na by 2nd quarter of 2019 yong sa detailed design. We are talking of about 1 year. Kapag sinabi natin na kompleto ang detailed design by 2nd quarter, kailan mag-start ang construction and when we, supposedly, the SHFC should start the social preparation. Naiintindihan ko ang nararamdaman ngayon, yong sentimyento ng mga tao. Kasi nong nagmeeting kami together with the LGUs, we already advised the LGUs to create their LIAC para po makapagstart na. And, yong social preparation kasi will be done by the LIAC to be done by SHFC. So, kung ano po yong mga misunderstandings ngayon, lahat po yan, matatackle sa LIAC level. So, gusto ko lang po iklaro, kasi nga di kami makababa. So, for the LIAC, kelan yong construction para alam lang namin. So, we could go down.

Muntinlupa, almost 9 km mahigit. Walong barangays yan. Eh, 9 barangays lang kami, 8 yong tatamaan. Ang isang common na reklamo ng tao sa amin ay una, pagbumusina ang tren, gising lahat. Pangalawa, ang isa sa magiging solusyon ay mawala yong busina ng tren ay sarhan ang mga hindi recognize na crossing. Eh sa Muntinlupa po, maraming ganon. Kahit pa pong subdivision, my mga criss-cross yan don sa PNR, ano pong yong balak sa proyektong eto? Kasi maganda, pag-naelevate, walang sasarhan kasi magiging elevated sya. Ang mangyayari po kasi sa amin, pagnakita nyo po yong geographical location ng Muntinlupa eh halos tawiran ng riles yan. Kasi kalahati ng residente ng Muntinlupa sa eastern side, yong kalahati, nasa western. Kaya, riles and dinadaanan. Tinatawiran talaga. So yon lang po. Una, yong sa busina kasi andami po talagang subdivision na tinatamaan nyan. Pangalawa, kung elevated tracks yong gagamitin samin.

PNR ngayon, di ba po bumubusina. Yong tren po natin ngayon ay parang MRT. So, hindi na po sya ganon kaingay. So direderecho po yon. Kaya po kasi bumubusina yong tren ng PNR kasi may mga tao po talagang tumatawid sa riles. Ayaw naman po natin sagasaan nalang sila diba? So yon po. At saka, may mitigation din po tayo sa noise. Maglalagay din po kami ng pader don para contained lang po yong ingay don sa loob ng riles especially po during the construction.

Yong tanong ko po ay tungkol sa relocation. Kasi nasabi po na by 2,000+ families ay maapektuhan. Meron na ba target na relocation site para don sa 2000+ families? At alam naman natin na kapag meron tayo relocation dapat may tubig, ilaw at kuryente? Kung target natin na simula ng construction ay May 2019, so malapit-lapit na yon. Isang tanong ko pa po, halimbawang outside the Muntinlupa yong mga tatamaan, saan nyo silang relocation dadalhin at ano ang processo ng paglilipat sa relocation area. Yon lang po. Para maiwasan na din yong pagbalik sa PNR ROW.

Regarding naman po sa mandate ng MMDA po don sa traffic management plan, tapos may waste disposal plan na po ba don sa mga stations?

Kung maari po sana ay don sa Biñan, pag-ininvite kami ay don natin pag-usapan ng maigi lalo na ang mga tanong ko ay concern ng bawat stakeholder. Napakarami kong katanungan. Una, ang sabi ko nga eh sana matuloy to. Nong nakaraan may LIAC at nagkaroon pa ng relocation. Ang kaso hindi naman natuloy. Pangalawa, nagbalikan ngayon yong informal settlers. Pero kung meron na po, nagsesend po talaga kami ng notice. Parang pinakaminimum na po ay 3-4 days before po the scheduled consultation meeting. Pero kung sakaling my mga instances po na nabigla po tayo, ipaalam po natin para pwede po nating maaksyonan agad sa mga susunod natin na consultation meetings.

Ay sorry ha, explain ko na din po yong sa resettlement. Bale po kasi, itong public hearing natin ang focus po sa environmental impact po sa komunidad natin.
