Secretary of Kayin State PDC U Maung Maung reported on the forming of Kayin State, land utilization, complete cultivation of rice, new kind of crops and peren- nial crops, self-sufficiency in rice and oil, breeding of fish, prawn and chicken, river water pumping projects, roads, transpor- tation, education and health sectors, village-to- village roads, bridges, drinking water supply in rural areas and regional development work, GDP and services in 2007-2008. Chairman of Kayin State PDC Brig-Gen Zaw Min gave a supplemen- tary report on regional de- velopment tasks, extended agricultural and livestock breeding tasks, education and health care services, information, transporta- tion and rural develop- ment tasks. Next, the Prime Min- ister said that they were there to inspect develop- ment tasks of Kayin state, fulfill the requirements and inform what the local people and departmental officials should know. Sharing border with Thailand, Kayin state is indispensable for bilateral trade, economy and rela- tions of the two nations. But, there is still armed insurgency in some re- mote areas of Kayin state. The insurgent groups are still committing destruc- tive and sabotage acts. Peace and tranquility and prevalence of law and order are a must for re- gional development. Hence, all are to join hands and cooperate with the State to bring peace and tranquility to the whole Kayin state. In addition, blessed with rich natural re- sources, Kayin state has prospects for economic development by exten- sively carrying out agri- cultural and breeding tasks. All the people in Kayin state are to redou- ble their efforts for more economic development through agricultural and livestock breeding tasks, for it is blessed with ar- able land, creeks and riv- ers. Reinforce trafficrules for road safety

Road safety measures deserve a seriousattention for safety of those using roads andthose commuting daily in busy cities.

In 2007 alone, Myanmar saw more than900 road accidents, leaving more than 100dead and more than 1500 injured. Themajority of the traffic accidents have beendue to reckless driving. Road accident alsoresults from negligence of road users andmechanical problems.

The traffic accidents that took place inthe early 2008 included head-on collisions,and some that stemmed from high speed,killing the drivers.

Although authorities concerned areconstantly reinforcing traffic rules, makingsurprise-check tours and giving educativetalks for reducing the rate of traffic accidents,road accident is also common owing toreckless driving of some drivers. In particular,the accident of private cars is on the increase.

Therefore, it is required to give talks toensure that every driver abides by trafficrules and the people use zebra-crossing andoverpasses in crossing the roads. Similarly, itis needed to take measures constantly to dealwith bumper-to-bumper traffic and congestedtraffic and to enable road users to walk withconvenience on pavements of both sides ofthe roads.

Each citizen will enjoy road safety ifauthorities concerned supervise traffic rulesenforcement measures systematically, anddrivers, road users and slow-moving vehiclesrespect the traffic rules.

US military death toll rises to 4,012WASHINGTON, 4 April —As of Thursday, 3 April, 2008, at least 4,012

members of the US military have died since the beginning of the Iraq war inMarch 2003, according to an Associated Press count. The figure includes eightmilitary civilians. At least 3,272 died as a result of hostile action, according tothe military’s numbers.

The AP count is one more the Defence Department’s tally, last updatedThursday at 10 am EDT.

Most Americans believe country on wrong track

WASHINGTON, 5 April— Most Americansbelieve their country is onthe wrong track, thehighest level since theearly 1990s, according toa poll published on Friday.

The poll conductedby the CBS News and theNew York Times foundthat 81 percent of the 1,368Americans surveyed saidthey believed "things havepretty seriously gotten offon the wrong track,"compared to 69 percent in2007 and 35 percent inearly 2002.

A majority of nearlyevery demographic andpolitical group, includingDemocrats and Repub-licans, men and women,residents of cities and ruralareas, college graduatesand those who onlyfinished high school,believed the country is

moving forward in thewrong direction, the pollshowed.

At least three injured intwo blasts in S-W Pakistan

The government on its part hasestablished necessary infrastructures for theimprovement of socio-economic standard of the people.Therefore, the people should effectively utilize thesebetter foundations.

The State has fulfilled the requirements for theimprovement of education and health standards of thepeople. So service personnel from related fields are tostrive for the people to become educated and healthycitizens. Since the unavoidable assumption of Stateduties when the nation was about to break up due tounrest and anarchic acts in 1988, the Tatmadaw hasgiven priority to peace and stability of the State andcommunity peace and tranquility. It has exerted effortsto built economic and social infrastructures of thenation that lacked development in all sectors.

Thanks to the government’s goodwill attitudetoward the people, the State has significantly developedin all aspects. The government, despite difficulties and

hardships, has been in the process of democratictransition and as a result, the constitution that isinstrumental for the emergence of a new nation will beapproved very soon by holding the national referendum.

Legal experts took time to complete the draftconstitution based on the fundamental principles anddetailed basic principles adopted by the delegates to

the National Convention. The draft constitution hasbeen written not for an individual, a party or anorganization but for ensuring perpetual existence ofthe nation, rights of all the national people and interests

of the people.This is why all are to guard against any

destructive acts and to take part in their respective roles

with Union Spirit holding the belief that the emergenceof the State constitution is the duty of all citizens.

Next, the Prime Minister presented gifts to themembers of Kayin State USDA, Women’s AffairsOrganization, Maternal and Child Welfare SupervisoryCommittee, Hpa-an Township War VeteransOrganization, Red Cross Society and Auxiliary FireBrigade. He then greeted those present.

Mexican police seize80 kilos of cocaine, cash

MEXICO CITY, 4 April — Mexican police seized atleast 80 kilos of cocaine and 480,000 US dollars cashon Wednesday in Reynosa, in Tamaulipas State, onMexico’s northern border with the United States, thecountry’s National Defence Ministry (Sedena) said.

Sedena said in a communique that the money andillicit drugs were found in an abandoned truck.

The vehicle was abandoned three km from acheckpoint where routine inspections were being carriedout near the border with the US.

The Gulf Cartel, one of Mexico’s biggest drugtrafficking gangs, operates in this region, and hasrecently been struck heavily by Mexican authorities.

at a Florida Airport after bomb parts were found in hisluggage said he intended to blow up a pipe bomb on atree stump in Jamaica and to show his friends how tomake explosives like those used in Iraq, USinvestigators said on Wednesday.

Kevin Brown, 32, who was arrested at OrlandoInternational Airport on Tuesday, made an initialcourt appearance, standing silently in a white jailjumpsuit and leg shackles before US Magistrate KarlaSpaulding.

Spaulding scheduled a bond hearing for Thursdayat which Assistant US Attorney Vincent Citro said hewill provide some details on the case.

In an affidavit, FBI agent Kelly Boaz said twogalvanized pipes, end caps with holes drilled in them,two prescription bottles containing air gun pellets, amodel rocket igniter, batteries, lighters, lighter fluidand two bottles of nitromethane were found in Brown'sluggage.

Investigators also found bomb-making instructionsin his backpack. Nitromethane is a liquid commonlyused as a solvent and cleaning agent, and can be usedto manufacture explosives.

85 cholera affected patientsfound in Vietnam

HANOI, 4 April — Cholera has spread to 10Vietnamese northern localities, affecting 85 peoplesince 5 March, local newspaper Saigon Liberationreported Thursday.

Hanoi capital has been the hardest-hit locality with44 cases, the paper quoted Nguyen Huy Nga, head of thePreventive Medicine Department under the VietnameseMinistry of Health, as saying.

Other affected localities include Hai Phong City, andthe provinces of Ha Tay, Bac Ninh, Thanh Hoa, PhuTho, Bac Giang, Nam Dinh, Ha Nam and Vinh Phuc.Most of the patients ate unsafe food such as raw shrimppaste, seafood salad and puddings. In thecase of botulinum type A,the kind used in Botox,they found that wreckagealong nerves originatingfrom the injection site andin neighboring nerves. Thetoxin even reached part ofthe brain stem.

”A significant portionof the toxin is active whereit’s not intended to be,”said Matteo Caleo, the leadresearcher.The experi-ment is the first to showthat botulinum migrates.

The aircraft will be putthrough trials before beingdelivered to the PAF in2009, according to officials.

The PAF plans to have afleet of five SaaB 2000Erieye aircraft. Pakistansigned a contract withSaab for the AWACS inJune 2006 and the aircrafthave been speciallydeveloped to the PAF'srequirements.

No happy returns as NZschool bans birthday cake

WELLINGTON, 5 April — Children in a New Zealandschool have been banned from bringing cakes to shareon their birthdays, due to new government healthyeating guidelines.

Pupils at Oteha Valley primary school north ofAuckland have been told they are allowed to celebratetheir birthdays, but the cake must stay at home, the NewZealand Herald newspaper reported.

The Ministry of Education has been on a fat-busting crusade, introducing sweeping guidelines againstunhealthy food in New Zealand schools.

Oteha Valley has a large number of pupils born inSeptember and October, and there can be up to fourcakes a week in some classes, principal Megan Bowdentold the Herald.

It had gotten to the point where parents thoughtthey were required to provide a cake for their child’sbirthday.

The school has advised parents in a newsletter tostop sending cakes to school from the next term.

SEOUL, 5 April —South Korean exports ofdigital goods expanded12.8 per cent in March fromthe same period last year,said a government reporton Thursday.

According to thereport by the Ministry ofKnowledge Economy,South Korean companiesexported a total of 11.33billion US dollars worth ofdigital goods last month. Itis the first time that South

Korea has posted double-digit export growth in thedigital sector sinceNovember 2007.

Meanwhile, imports ofdigital goods stood at 6.51billion US dollars duringthe same month, up 13 percent from a year earlier. Thetrade surplus in the sectorwas 4.82 billion US dollars,the ministry added.
