The purpose of the visit was to familiarise themselves with the Vice- Chancellor and to inform him about the completion of their six months course in the University. The team was led by Capt. Olayinka, FAS, ably represented by the Deputy Vice-Chancellor (Academic), Prof. A.A. Aderinto in his office on Tuesday, 08 May, 2018. The purpose of the visit was to discuss the way out of the lingering problem over non-issuance of certificates to their graduands from 2000 to 2012 during the period of affiliation of Ignatius Ajuru University of Education to University of Ibadan as a College. The purpose of the visit was part of the activities lined up for the Maiden Awolowo Legacy Lecture at University of Ibadan organised by the Obafemi Awolowo Hall. The team was led by Ambassador (Dr.) Olatokunbo Awolowo Dosumu (Daughter of Chief Obafemi Awolowo). The purpose of the visit was to appreciate the University management for the prompt payment of its monthly electricity bills which runs into millions of naira monthly and to intimate the management of the ongoing effort for a better service delivery. FOR THE YEAR 2018

6.0. REPORT ON UNIVERSITY FINANCES FOR THE YEAR 2018th

The quarter ended 30 June, 2018 was rather challenging in the financial management radar of the University. This was principally in the area of liquidity as it relates to specific segments of the Institution's finances. The following remain the major regular sources of external income to the University: Personnel cost grant: This is strictly for payment of salaries and other personnel costs. It is released monthly. Overheads grant: This is for overhead expenditure of the Institution. It is supposed to be released monthly, but has always been remitted haphazardly and irregularly, despite its gross inadequacy.

Capital expenditure grant: This is for capital expenditure transactions. It has suffered continued unimpressive attention over the years. We have not received anything for this year.

Other sources of quasi-government funding include:Regular Intervention Grants from the Tertiary Education Trust Fund (TETFund):These are in fulfilment of the mandate of this agency of the federal government.

Special Intervention Grants from the Tertiary Education Trust Fund (TETFund): These are tied to specific needs of the Institution. The six projects given to UI FOR 2014 SIP have been vacated by TETFund due to what is called over budgetary allocation.

Revitalization Fund:This is the product of the struggle of the Academic Staff Union of Nigerian Universities and the resultant needs assessment exercise that was carried out in the federal universities. Total sum of N201,111,038.72 was utilized from the fund between January and June, 2018.

Fund for payment of arrears of Earned Allowances:This is a product of the Federal Government/Staff Unions' agreements 2009.

8.1. IncomeAs stated earlier in this report, grants from federal Government and its agencies remained the major sources of income. However, Administration also utilised its internally generated revenue and internal borrowings to finance some its activities in the quarter.The major internally generated revenue units in the university are the Postgraduate College and the Distance Learning Centre. Administration records and appreciates the increasing productivity and cooperation of the management of both units in this regard.

Subventions from Government The following were the receipt in the respect of the major of income in the quarter under review

Personnel cost grants: N2,347,039,486.77Personnel cost grants remain the highest monthly subvention from the federal government. From April till date, the monthly release has been N882,800,220.60 except for July 2018 when N879,237,257.64 was released. With the inadequacy of the subvention to pay staff salaries and allowances, the management resulted into part-payment of staff salaries and allowance for July 2018 having agreed with all stakeholders. The shortfalls on personnel cost for July 2018 stand as N3,562,962.96

Overhead Grant: N13,947,012.42Release in this respect remained very haphazard in the year, in terms of the amount released and the timing of same.

Capital Grant: N0.00As at the time of writing this report, the University has not received any grant as regard capital project for this year.

Tertiary Education Trust Fund (Tetfund): N10,656,455.00TETFund is becoming the highest financier of infrastructural development in the Nigerian tertiary education sub-sector. Its regular intervention funds, special interventions and funds for staff local and overseas training and conferences, have remained the bastion of improved teaching and learning environment in our university.

Revitalization Fund: N0.00The revitalization fund is one of the results of the struggle of the staff unions, especially the Academic Staff Union of Nigeria universities (ASUU). This is in further implementation of the Needs Assessment report for conscious improvement in Universities' teaching and learning environment. As at date we are still awaiting the receipt of second tranche of this fund.

Internally Generated Fund: N36,872,400.00The Internal Revenue Board, chaired by the Deputy Vice-Chancellor (Administration), continued to monitor the performance of IGR points. It also continued finding ways of expanding internally generated revenue profile of the University.

Having received the report of a special committee that looked in-depth into the activities of the commercial ventures, Administration is considering a review of the management structure and mode of operations of these ventures, with a view to having a total commercial approach to the running of the units. This is to precede the establishment of more business units, which include a paper conversion pl nt and a block-making factory.a

External GrantsAdministration and the academic staff of the University continued to attract external grants to the University. Some grants were moved by the Federal Government to our Treasury Collection Account but our accounts have been credited with these funds as at the time of writing this report. The only ones outstanding are the domiciliary funds. We are still awaiting CBN to open the domiciliary accounts for us.

Zoological GardenThe transformed Zoological Garden continued to be a tourist Centre of choice, attracting visitors from far and near. The Zoo management remained resourceful and innovative, with a resultant rise in the income-generating profile.

SalariesThis continued to be the highest recurrent expenditure item. As at June our salary figure amounted to N5,296,801,323.60.

Energy Expenses A total amount of N186,771,330.02 was expended on energy during the first half of the year. This consists of N173,188,179.02 direct payments to Ibadan Electricity Distribution Company and #13,583,151.00 for the purchase of diesel.

Water Supply and Infrastructure The quest by management to improve water infrastructure and supply, continued in the year. The water treatment plant enhancement project is nearing completion. The dredged Oba Dam remained the sole source of raw water supply in the year, saving the University the cost and inconvenience attached to the procurement of raw water from Oyo State Water Corporation

Staff School: New Directive from Federal Governmentth

Management, in its report for the quarter ended 30 September, 2014, informed Council of the directive from the Federal Government through the National Universities Commission and the National Salaries, Income and Wages Commission, asking that the University cease to use Government funds to finance the University Staff School.

Management was poised to implement the directive after Council approval. However, Staff Unions have taken the issue up with the Federal Government, referring to the agreements they signed with government and implication of such decision on the industrial peace on campus.The implementation of the said directive has commenced with the payment of salaries of staff school from their IGR effective from January 2016. However, there are agitations from the Unions on change of ownership of the school.

University of Ibadan School of BusinessThe university has remitted the required accreditation fee to the National Universities Commission (NUC). The accreditation team had come and approval granted. The school, which is expected to be a major source of IGR for the University, will commence operation and admission of their own students beginning from next academic session.There have been veritable pledges of huge financial support for the School from philanthropists, which will propel it to high-level service delivery as soon as it commences operation. Management appeals to members of council to help in this regard by connecting the University to credible high net worth individuals and organizations, for donations and endowments.

University of Ibadan Research Foundation This Foundation, through its Board and Management, has made great strides in its short period of existence.It has awarded grants to research groups within the University, and is working on expanding its spread in this regard.

thThe turning of the soil ceremony of the Foundation's building was held on 6 March, 2015. The execution of the project has since began, and is progressing steadily. The Chairman of the Foundation, Rt. Hon. Itsueli, who donated the sum of N10m towards the construction of the Building, has also indicated that he is adding N90m to the building fund, while the Board of the Foundation is exploiting ways of raising funds for the project and other activities.

Computerization The computerization project being executed for the Bursary and Audit is 98% completed.

Treasury single account (TSA)All our funds that were moved have now been credited into our TSA. We have also received our domiciliary funds. We now run TSA seamlessly.

Implementation of Earned Allowances Since the disbursement of, and accounting for, the first tranche of earned allowances, government has only made N1,731,827,144.53 available for the Academic Staff Unions (ASUU) in November 2017 in this regard. There were agitations by the other unions in the University for payment of earned allowances. Management, through dialogue and openness, was able to convince the unions that funds were not sent by government for this purpose.

Financial Planning and Control Management continued to attach importance to fiscal discipline through participatory budgeting process and efficient budgeting and budgetary control system.

It expected that the emerging trends in financial management mode at the Centre will be well synchronized with the University internal machinery to further promote accountability, transparency and value addition.

Conclusion Management will continue to ensure that the limited resources available to the Institution are well managed to improve the system and enhance teaching, learning and working environment.

Conscious of the interest of the Federal Government in the improvement of internally generated revenue, Management will continue to seek ways to improve its IGR level.
