Res Sir, This is in context of above captioned subject & references, we being a representative recognised association would like to submit our .justification for the number of executives' posts in pune BA as per operational norms & guidelines for organisational restructuring issued by BSNL CO, New Delhi vide above even dated referred letters. ln post vRS-2019 era, every unit of BSNL, Pune is facing an acute manpower shortage. lnterestingly, the claim of management about outsourcing of various activities like, outdoor plant maintenance through cluster partners, BTS Maintenance, cscs, encouraging payment through online mode & others have proved very futile as none of these hired agencies have stopped the churning of the customer base. Hence, the revenue generation is not showing any improvement. Moreover, during these nearly last 2 years of period, ownership of BSNL brand & its associated services become questionable amongst the all customers. lt is imperative that' everyone needs to come out from the illusion that, after VRS-2019' work load on executives has reduced. But in veracity, every executive is carrying the work load which is increased manifold as all the activities which are appears to be outsourced but in past same were performed by non-executive staff. so, therefore, due to tender & vendor clauses, poor workmanship, non- professional approach by vendors, erratic & irresponsible behaviour of vendor appointed staff, our executives are compelled to face aggravated & furious customers' From BSNL point of view, Pune BA forms the backbone for core network of western region catering connectivity to& from all directions of Maharashtra aggregating. data & mobile traffic' Pune BA is also hosting Billing, vAS including sMSC which is presently delivering monthly average 500 Million bulk messages & lN network consisting customer base of Gujarat, MP, chhattisgarh & Maharashtra of cM vertical. BSNL's ambitious project of migrating customers from old & obsolete electronic switches to NGN switching is also being operational in Pune. recognised association would like to submit our .justification for the number of executives' posts

in pune BA as per operational norms & guidelines for organisational restructuring issued by

BSNL CO, New Delhi vide above even dated referred letters.

ln post vRS-2019 era, every unit of BSNL, Pune is facing an acute manpower shortage.

lnterestingly, the claim of management about outsourcing of various activities like, outdoor plant

maintenance through cluster partners, BTS Maintenance, cscs, encouraging payment through

online mode & others have proved very futile as none of these hired agencies have stopped the

churning of the customer base. Hence, the revenue generation is not showing any

improvement. Moreover, during these nearly last 2 years of period, ownership of BSNL brand &

its associated services become questionable amongst the all customers. lt is imperative that'

catering connectivity to& from all directions of Maharashtra aggregating. data & mobile traffic'

Pune BA is also hosting Billing, vAS including sMSC which is presently delivering monthly

As per restructuring norms circulated, Pune BA is ranked in category-1 very large area

i.e. having annual revenue more than Rs.250 Cr. Above details show that, Pune BA is having

Ligger op-eration area than other 4 large BAs as well as 2 metro circles. Hence, keeping vision &

mis-sion ior at least next 5 years, executive strength exclusively for Pune BA shall be maintained

at par witn metro circles. ti is to oe emphasised that, Pune BA is futfilling the connectivity need

of iwo separate & large Municipal Corporations, 3 Cantonment areas which are now covered by

pune Meiropolitan Regional Development Authority (PMRDA) along with 13 tehsils even though

it is not a state capital;s like other similar very large BAs. Future business growth in wireline as

well as wireless segment considering advent of technology & its associated challenges may be

considered before drawing any conclusion.

C) One Network staff at NIB Level of CFA as well as CM vertical as now

activities of both units need to be integrated as per BSNL CO, New Delhi

instructions. Iolal22 nos of man power need to be deployed for this activity

fot 24X7 centrally monitoring purpose.

D) For Liaoning & co-ordinating with other agencies, & customers a dedicated

DGM cadre officer as a Public Relation Officer shall be provisioned'

E) i) ln S&M, clarification shalt be issued regarding manpower norms for CSCs

& Franchisee Manager (FM). As activities of both posts.are totally different &

cannot be clubbed with each other.

ii) Moreover, FM & EB posts are marked for activity related to CM & LCverticals, separate manpower may be earmarked for CFA vertical to carryS&M activities.iii) Manpower shall need to be provisioned for Retailer Manager Co-ordinator

(RMC), Mobile Provisioning Customer Centre (MPCC), Approval &preservation of CAFs.

F) Core Network (lndoor plant)i) SDH/DWDM equipments have become obsolete & are not fulfilling the

requirement of ever-growing data demand.ii) Due to linear OFC routes, many of BSNL's PoPs are vulnerable to

frequent outages. Therefore, migration of services through various otherroutes by rearranging bandwidth becomes a top priority for core networkindoor staff(PCM).

iii) PCM units in large BAs form the interface between transmission team &teams of all other verticals during commissioning, testing, operation &

Maintenance work of any BSNL services.iv) These teams shall be deployed at every location of edge

router/BNGs/MSC/BSC/TMGA//TR stations/Pols/Main Exchanges.v) ln view of proposed 4Gl5G services as well as popularity of TIP business

module for FTTH services, PCM teams will have larger role to play.

G) lvlanpower for billing of leased circuits (LC),

Pune BA is having an exclusive account & billing unit for LCs. Averageannual amount billed for (ABF) is more than Rs.55 Cr. for more than 350

numbers of EB Customer having nearly 7000 circuits spread across PAN

lndia. However, it is seems that, there is no provision of man power for this

activity. Hence, a dedicated & exclusive TR unit for LC with one CAO & 4AO/JAOS is required.

Projected manpower is require to smoothly run this mammoth organisation which spread

across the nook & corner of this district covering almost all the strategic sectors as well as

locations. The proposed executive staff strength in the executive cadre is essential to deliver &

maintain the satisfactory level of services to our esteemed customers including all Govt Deptts,

PSUS, autonomous bodies, BFSI sector & other prominent entities to which BSNL has been

exclusively mandated to provide uninterrupted connectivity as per the direction of Govt. of lndia.

It is kindly requested to consider this as our feedback before finalisation of restructuring

of executives' strength in Pune BA.
