Admission Process for NEET UG 2021
Clarification
1. The Draft of this Information Brochure was prepared by the Directorate of Medical
Education & Research, Maharashtra State, Mumbai.
2. The aforesaid Draft of the Information Brochure was approved by Medical Education
& Drugs Department, Government of Maharashtra vide letter no MED-1021/CR
264/21/Edu-2 Dated 21/12/2021.
3. The aforesaid Approved Information Brochure was forwarded by the Directorate of
Medical Education & Research, Maharashtra State, Mumbai, to the Sate CET CELL
vide letter dated 27/12/2021, bearing No DMER/UG 2021/admission/rule/
15548/2021/2-A.
4. Thereafter, the aforesaid Approved Information Brochure was put up for further
confirmation/sanction with the admissions Regulation Authority along with the
Programme of Registration and Physical Documents Verification process.
5. The admissions Regulating Authority has granted its sanction to the aforesaid
information Brochure which was already approved by the Medical Education and
Drugs Department, Government of Maharashtra.
6. This State CET Cell, without making any change whatsoever in the aforesaid
Information Brochure, which has been approved by the Medical Education & Drugs
Department, Government of Maharashtra and has been further sanctioned by the
Admissions Regulation Authority, has published the same on the State CET cell
website, which is www.mahacet.org. This is to clarify once again that the State CET
Cell has not at all made any change whatsoever in the Information Brochure so
approved and sanctioned by the aforesaid Authorities. …………………

COMMISSIONERATE, STATE CET CELL MAHARASHTRA PROCEDURE FOR ADMISSION TO HEALTH SCIENCE COURSES AT GOVERNMENT /
CORPORATION COLLEGES FOR MAHARASHTRA STATE QUOTA AND UNAIDED PRIVATE /MINORITY COLLEGES: NEET-UG 2021
1. INTRODUCTION
The Medical Council of India published Gazette dated 23/06/2017. Clause 5A
regarding Common Counseling is added. The Added clause 5A is as under:-
Common Counseling
1.1 There shall be a common counseling for admission to Health Science course in all
Government / Corporation / Government Aided / Government Unaided / Minority
Institutions on the basis of merit list of the National Eligibility Entrance Test (NEET
UG 2021).
1.2 The Designated Authority for counseling for the 15% (MBBS/BDS) All India Quota
seats of the contributing States shall be the Directorate General of Health Services
(DGHS).
1.3 The Designated Authority for counseling for the 15% (AYUSH Courses) All India
Quota seats of the contributing States shall be the as appointed by Ministry of
Ayush New Delhi i.e. (AACCC).
1.4 In Chapter II under Clause 5 “Selection of Students” sub-clause ‘5A’ (2) and (3) as
added vide notification dated 10/03/2017, shall be substituted with the Following :-
Clause 5A (2) Shall be substituted as under:-
The Designated Authority for counseling for the 15% all India quota seats of the
contributing States and all MBBS seats of Medical Educational institutions of the
Central Government, Universities established by an Act of Parliament and the
Deemed Universities shall be the Directorate General of Health Services, Ministry
of Health and Family Welfare, Government of India.
Clause 5A (3), Shall be substituted as under:-
The counseling for admission to MBBS course in a State/Union Territory, including,
Medical Educational Institutions established by the State Government, University
established by an Act of State/Union Territory Legislature, Trust, Society, Minority
Institutions, Municipal Bodies or a company shall be conducted by the State/Union
Territory Government.

1.5 The Counseling for all admission to MBBS/BDS/BAMS/BHMS/BUMS/BPTh/
BOTh/BASLP/BP&O/B.Sc (Nursing) Course in all Health Science Educational
Institutions in a State/Union territory, including Health Science Educational
Institutions established by the Central Government, State Government, University,
Trust, Society/Minority Institutions/Corporations or a Company shall be conducted
by the State/Union Territory Government. Such common counseling shall be under
the over-all superintendence, direction and control of the State/Union Territory
Government.
1.6 This procedure is applicable for NEET UG 2021 admissions for the academic year
2021-2022. No promise is implied therein for subsequent years and no expectations
should be based on this procedure for future.
a. There shall be a single eligibility cum entrance examination namely ‘National
Eligibility-cum-Entrance Test for admission to all Health Science courses’ for
academic year 2021-22.
b. In order to be eligible for admission to Health Science Courses for a particular
academic year, it shall be necessary for a candidate to obtain minimum marks
in ‘National Eligibility-cum-Entrance Test’ held for the said academic year,
besides obtaining minimum prescribed marks at the qualifying examination as
prescribed by respective central council.
c. The reservation of seats for respective categories shall be as per applicable
laws prevailing in States/Union Territories. An All India merit list as well as
State-wise merit list of the eligible candidates shall be prepared on the basis of
the merit (AIR) in National Eligibility-cum-Entrance Test and candidates shall be
admitted to Health Science courses from the said lists only.
d. No candidate who has failed to obtain the minimum eligibility marks as
prescribed by the respective Central Council shall be admitted to respetive
Course in the said academic year.
e. All admissions to Health Science courses within the respective categories shall
be based solely on merit (AIR) in the National Eligibility-cum-Entrance Test.
f. National Testing Agency shall be the organization to conduct National Eligibility-
cum-Entrance Test for admission to MBBS/BDS courses.
Accordingly, the National Testing Agency, Delhi conducted the National Eligibility
Cum Entrance Test for admission to MBBS/BDS Courses for the session 2021-22
on Sunday, 01st August 2021. The responsibility of the National Testing Agency
is limited to the conduct of the entrance examination, declaration of result
and providing merit list to the Counse lling Authorities.

Besides MBBS / BDS, the admission to other health Sciences courses i.e
BAMS/BHMS/BPTh/BOTh/BASLP/BP&O & B.Sc (Nursing) will be filled on the
basis of merit list of NEET UG 2021.
15% seats in Medical / Dental / AYUSH of Maharashtra will be filled by
Directorate General of Health Services, New Delhi (DGHS)/ AACCC on the
basis of All India NEET Rank as per direction of Hon’ble Supreme Court in
Writ Petition No.267 of 2017, order dated 09/05/2017 and Ayush Notification:

CCH(Pt.II)(1).
1.7 Instructions in this information brochure are liable to change based on decisions
taken by Central Government / National Medical Commission (NMC)/ State
Government / Competent Authority / Constitutional Authority / Hon’ble Supreme
Court and High Court from time to time.
1.8 For academic year 2021-2022, online NEET-UG 2021 examination had
beenconducted by Competent Authority appointed by Government of India, New
Delhi.
The validity of result of NEET UG 2021 shall be only for current admissions
session i.e 2021-22, for MBBS, BDS, BAMS, BHMS, BUMS, BPTh,
BOTh,BASLP, BP & O and BSc Nursing courses and can not be carry out for the
next session of admission for MBBS, BDS, BAMS, BHMS, BUMS, BPTh,
BOTh,BASLP, BP & O and BSc Nursing courses.
COMPETENT AUTHORITY : The Commissioner, State CET Cell, Mumbai has
been designated as Competent Authority for selection and admissions at (i)
Government/ Corporation / Government Aided Colleges under Health Science
Courses and (ii) Unaided Private & Minority Colleges under Health Science
Courses for the year 2021-2022, as per provisions of section 2(e) and section
10(4) of the Act (for Unaided Private & Minority Medical colleges) and
Government Resolution No. MED-1015/CR 396/15/Edu-2,Dated 16/12/2015 (for
Government / Corporation Colleges).
These admissions will be done on the available seats at disposal of Competent
Authority in State Quota Seats of Government/Corporation/ Government Aided
/State Quota seat for Central Government/Unaided Private & Minority Colleges
under Health Science Courses from state of Maharashtra. The Competent
Authority will supervise and control the selection process by implementing these
procedures.
The Competent Authority will issue necessary executive instructions for
implementation of these procedures and provide relevant information to be

published or communicated. The Competent Authority will declare time-table,
details of the date(s) of various procedures relating to admission process, in
consultation with Nodal officer.
Nodal Officer: Director of Medical Education and Research, Mumbai will act as
Nodal Officer to guide and supervise admission process of MBBS/BDS/
BPTh/BOTh/BASLP/BP&O/B.Sc (Nursing) and Director of Ayush, Mumbai will
act as Nodal Officer to guide and supervise this admission process of
BAMS/BHMS/BUMS.
2. Application process and provisional Merit list
The Commissioner, State CET CELL, Mumbai will conduct the admission process for all
the Health Science courses in the State of Maharashtra. Online applications will be
invited from eligible candidate(s) for admission to all Government/Corporation, Private &
Minority Colleges. Online application form will be made available on website
www.mahacet.org.
2.1 Admission processing Fee: Cost of online application form of NEET-UG 2021 is
Rs. 1000/- for State quota for all course and for Institutional quota Rs. 5000 and for
both quota Rs. 6000/- for MBBS and BDS course only. This application fee is not
refundable, hence candidates are advised to go through the Information Brochure
and ascertain the eligibility. It is sole responsibility of candidate to ascertain
eligibility and also online payment of fees with in prescribed period, failing which
online application will be rejected.
2.2 The provisional State merit list for seats under State quota in Government /
Corporation, Government Aided and all the quota seats in Private/ Minority colleges
will be published on the website of State CET CELL as per constitutional and / Or
specified reservation claimed by candidate(s).
The list of applicants will be prepared on the basis of information submitted by
candidate(s) through online process made available on website www.mahacet.org.
The provisional state merit list will be prepared on the basis of the information filled
in the registration form and the documents uploaded by the Candidate. The
verification of Original Documents shall be done by the admitting college authorities
in which the candidate submits her/his documents for admission.
2.3 During online process, there will be choice for opting Institutional quota seats (15%)
for MBBS and BDS course at private unaided colleges. The admission process fee

(non refundable) for Institutional quota seats will be Rs. 5000/-. Admission will be
on the basis of NEET UG 2021 rank and on All India basis including NRI / OCI. For
admission to Institutional quota seats other tnan MBBS and BDS courses at private
unaided colleges, candidate(s) will have to apply at respective Institute.
3. DEFINITIONS
a. “Act” means the Maharashtra Unaided Private Professional Educational Institutions
(Regulation of Admissions and Fees) Act, 2015 (Mah. XXVIII of 2015);
b. “Admission Reporting Institution” means an institution where the Candidate shall
report for confirmation for admission by submission of documents and payment of
fees;
c. “Application Form” means the prescribed form to be filled up online or offline by the
candidate for admission to the Courses as defined in clause (e);
d. “CAP Seats” means the seats filled in through the Centralized process of admission
carried out by the Competent Authority/Commissioner State CET CELL;
e. “Courses” means the Undergraduate Medical Courses or Undergraduate Dental
Courses, as the case may be, conducted in the State as per the approval of the MCI
& DCI and NCISM (National Commission for Indian System of Medicine), NCH
(National Commission for Homeopathy) affiliated to MUHS;
f. “Document Verification Centre” means the city or town declared by the competent
authority where the document verification is to be conducted;
g. “DCI” means the Dental Council of India constituted under the Dentists Act, 1948 (16
of 1948);
h. “Eligible Candidates” means the candidates who are eligible for different
professional courses as notified by the Government, from time to time, under sub-
section (1) of section 3 of the Act;
i. “HSC” means the Higher Secondary School Certificate (Standard XII) examination
conducted by Maharashtra State Board of Secondary and Higher Secondary
Education as per the provisions of the Maharashtra Secondary and Higher Secondary
Education Boards Act, 1965 (Mah XLI of 1965) or its equivalent certificate awarded
by a recognised Board;
j. “Institutional Quota” means seats available for admission to eligible Candidates at
Institution level as declared by the Government or appropriate authority from time to
time;
k. “inter-se-merit” means the order of merit in respect of various classes or category of
Candidates;
l. “Minority Quota” means seats earmarked for the Minority Community students from
within the State of Maharashtra, belonging to the Minority Community to which the
institution belongs;

m. “MUHS” means the Maharashtra University of Health Sciences established under
sub-section (1) of section 3 of the Maharashtra University of Health Sciences Act,
1998 (Mah. X of 1999);
n. “MCI” means the Medical Council of India constituted under the Indian Medical
Council Act, 1956 (102 of 1956);
o. “National Eligibility-cum-Entrance Test” or “NEET” means the examination
conducted by Central Board of Secondary Education, Delhi for admission to under
graduate Medical and Dental Courses.
p. “Non-Resident Indian (NRI)” means a person who is “not ordinarily resident” under
sub-section (6) of section 6 of the Income Tax Act, 1961, and includes a person
resident outside India under clause (w) of section 2 of the Foreign Exchange
Management Act, 1999, and also includes his child or ward;
q. “Overseas Citizen of India (OCI)” means a candidate or a person registered as an
Overseas Citizen of India as declared by the Central Government under section 7A of
the Citizenship Act 1955, and includes Persons of Indian Origin (PIO).
Explanation.— For the purposes of this clause, all the existing Persons of Indian
Origin (PIO) card-holders registered under Notification of the Government of India,
Ministry of Home Affairs No. F.No. 26011/04/98- F. I, dated 19th August 2002 and
shall now be deemed to be Overseas Citizens of India, (OCI) cardholders by virtue of
Notification of Government of India, Ministry of Home Affairs, No. 25024/9/2014-F.I,
dated 9th January 2015.
r. “Qualifying Examination” means the Higher Secondary Certificate (12th Standard)
or equivalent examination, from an institution situated in the State of Maharashtra
with English, Physics, Chemistry and Biology (Botany and Zoology) at the time of
admission;
s. “SSC” means the Secondary School Certificate (Standard X) examination conducted
by Maharashtra State Board of Secondary and Higher Secondary Education as per
the provisions of the Maharashtra Secondary and Higher Secondary Education
Boards Act, 1965 (Mah. XLI of 1965) or its equivalent certificate awarded by a
recognised Board;
t. “EWS” means Economically Weaker Section, include persons who are not covered
under the scheme of reservation for SC, ST, DT-A, NT-B, NT-C, NT-D, OBC, and
whose family has gross annual income below Rs. 8,00,000/- as per Government
resolution of General Administration Department ROD-4019/C.R 31/ 16-A Dated 12

February 2019 And Government Resolution no. MED-1018/C.R 37/19/Edu-2, dated
07th March, 2019. This reservation is subject to Hon’ble Supreme Courts / High
Courts decision in W.P (c) No. 961/2021 and related petitions.
u. “Specified Reservation” means Reseration other than constitutional like Female,
Hilly area, PWD, Defense and MKB are classified as specified Reservation. During
allotment of seat in specified Reservation seat will be filled first.
v. “Orphan” means a child— (i) who is without biological or adoptive parents or legal
guardian; or (ii) whose legal guardian is not willing to take, or capable of taking care
of the child; as defined in Juvenile Justice (Care and Protection of Children) act 2015
and Government Letter no. MED-1018/C.R.201/18/Edu-2, Dated 20th June, 2018.
w. “OMS” means candidate who have passed 10th / 12th or both from outside
Maharashtra State and who is not Domicile of Maharashtra.
x. “NMC” means National Medical Commision Act (30 of 2019) shall come into
force with effect from 25 day of September 2020 as per notification of Ministry
Health and Family Welfare, New Delhi dated 24.09.2020.
4. ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES
4.1 The candidate must be an Indian National.
The candidate must be registered with State CET cell, Mumbai through online
application on website of State CET Cell.
4.1.1 Indian Citizen
4.1.2 Overseas Citizen of India (OCI) Candidate will be eligible for Government /
Corporation / Government Aided / Private unaided college for academic year
2021-22 only. Provided such candidate have passed 10th & 12th from the
State of Maharashtra and should be domicile of Maharashtra or staying in
state of Maharashtra for minimum period of 10 years.
4.1.3 Eligiblity for Institutional Quota (For MBBS and BDS Course):- Any
eligible candidates on All India basis can be admitted including non-Resident
Indians (NRI) and Overseas Citizens of India (OCI), as well as Outside
Maharashtra candidate (OMS) who had appeared for the National Eligibility-
cum-Entrance Test and declared eligible for admission to undergraduate
Medical and Dental courses, in accordance with inter-se-merit amongst
candidates who apply for institutional quota seats. These seats will be filled
by Competent Authority through CAP. Such seats if remain vacant after all
CAP round will be surrendered to respective institute for institutional level
round.

4.1.4 Eligiblity for Institutional Quota (For Courses other than MBBS and BDS
Course):- Any eligible candidates on All India basis can be admitted
including non-Resident Indians (NRI) and Overseas Citizens of India (OCI),
as well as Outside Maharashtra candidate (OMS) who had appeared for the
National Eligibility-cum-Entrance Test and declared eligible for admission to
undergraduate Ayurved, Unani, Homeopathy, Physiotherapy, Occupational
Therapy, Speech Therapy, Prosthetic and Orthotics and B.Sc Nursing
Courses, in accordance with inter-se-merit amongst candidates who apply for
institutional quota seats. These seats will be filled by respective institute by
calling application at the respective institutions from all eligible candidates
who are registered with State CET cell. (As per Notification
No.MED.1016/C.R.69/16/Edu-2 of Medical Education and Drugs Dept.
Government of Maharashtra dated 13/10/2020)(Annexure-S)
4.2 Domicile of Candidate: - The Candidates must be Domicile of Maharashtra (Except
candidates under clause 4.1.3, 4.1.4, 4.7, 4.8, Annexure C and E).
4.3 The candidate must be born on or before 31st December 2004 to be eligible for all
Heath Science Courses. The Birth certificate indicating name of the candidate,
Secondary School Certificate i.e. SSC or equivalent examination certificate or
School Leaving Certificate endorsing the date of birth will constitute a valid proof.
4.3.1 Upper age limit for Admission to B.A.M.S., B.U.M.S and B.H.M.S degree
Course – Not more than twenty-five years on or before 31St December of the
year of admission in the first year of the course. Provided that the upper age
limit may be relaxed by five years in the case of the Scheduled Castes,
Scheduled Tribes, Other Backward classes and Physically Handicapped
candidates. Subject to final outcome in SLP (C) No(s).14320/2018.
4.3.2 Upper age limit for admission to BSc Nursing is as per the guidelines of Indian
Nursing Council.
4.4 The candidate must be medically fit and must submit a certificate of medical
fitness at the time of Document Verification as per proforma. (Annexure-“H”)
4.5 The candidate must have passed the SSC or equivalent examination from an
Institution situated in the state of Maharashtra. (Please refer 4.1.3, 4.1.4, 4.7, 4.8,
Annexure "C" & Annexure "E" for exception)
Exemption – Candidate who has passed SSC or equivalent examination in 2017 or
prior to that, from an institute outside the State of Maharashtra is also eligible to
seek admission, provided he has passed HSC or qualifying examination from an

institute in the State of Maharashtra and also possess Domicile Certificate issued
by the authority, who is competent to issue such certificate in the State of
Maharashtra for educational purpose gazette no. MED-1018/C.R. 405/18/Edu-2
dated 20/04/2019.
4.6 The candidate must have passed the qualifying examination i.e. Higher Secondary
Certificate (HSC/12th Standard) or equivalent examination, from an Institution
situated in the State of Maharashtra (Please refer 4.1.3, 4.1.4, 4.7, 4.8,
Annexure"C" & Annexure "E" for exception) with English, Physics, Chemistry
and Biology (Botany & Zoology) at the time of document verification.
4.6.1 Eligibility criteria of Qualifying Examination for various courses
4.6.1.1 For MBBS/BDS/BAMS/BUMS/BHMS: A candidate belonging to
OPEN Category and EWS Category must have obtained not less than
50% (i.e. 150 out of 300) marks in Physics, Chemistry and Biology
taken together at the HSC (or equivalent) Examination. A candidate
belonging to constitutional reservation (Annexure- B except EWS
Category) and constitutional reservation with Person With Disability
claim must have obtained not less than 40% (i.e. 120 out of 300)
marks in Physics, Chemistry and Biology taken together at the HSC
(or equivalent) Examination. Person with disability candidate in
General category must secure not less than 45% marks (i.e. 135 out
of 300) in Physics, Chemistry & Biology (PCB) taken together at the
HSC (or equivalent) Examination or decided by respective Central
Council.
4.6.1.2 For B.Sc. Nursing - A candidate should have passed in the subjects
of PCB and English individually and must have obtained a minimum
of 45% marks taken together in PCB at the qualified examination i.e.
(10 + 2). Furthermore, the candidates belonging to SC / ST or other
backward classes, the marks obtained in PCB taken together in
qualifying examination be 40% instead of 45% as stated above.
English is a compulsory subject in 10 + 2 for being eligible for
admission to B.Sc(N) OR as prescribed by the Indian Nursing Council
from time to time.
4.6.1.3 For BPTh, BOTh, BASLP & BP & O courses: Clause 4.6.1.1 is not
applicable. Passing grade at HSC/12th Standard or equivalent
examination is however necessary.
4.6.1.4 For admission to BP&O candidates who have passed 12th standard
examination with Physics, Chemistry, Biology and / or Mathematics
are eligible.

4.6.1.5 For admission to BASLP, candidates who have passed 12th
standard examination with Physics, Biology, Chemistry and/or
Mathematics and/or Computer Science are eligible.
4.7 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children of
employees of the Government of Maharashtra or its Undertaking:-
Children of employees of the Government of Maharashtra or its Undertaking
posted on deputation or transfer to a place outside the State of Maharashtra;
or transferred from outside to a place situated within the State of
Maharashtra:-
4.7.1 The children of such employees of Government of Maharashtra or its
undertaking who have joined service since beginning at a place
situated outside the State of Maharashtra but who have been
transferred to a place situated within the State of Maharashtra shall be
eligible for admission even though such children might have passed
the S.S.C.(Std.X) and/or H.S.C. (Std.XII) or equivalent exam from the
recognized Institutions situated outside the State of Maharashtra,
provided that such an employee of Government of Maharashtra or its
Undertaking must have been transferred/ deputed at a place of work
located in the State of Maharashtra and also must have reported-for-
duty i.e. joined the duty before the last date of document verification.
4.7.2 The candidates belonging to the aforesaid category at (1) shall be
required to produce the requisite Certificate from the Office at which
such an employee of Government of Maharashtra or its Undertaking
has reported for duty as a proof that such employee has joined the
office and/or reported for duty before the cutoff date for eligibility i.e.
the last date of submission of Preference Form. The certificate should
contain full name of the employee, designation, transfer order number
and date, date of joining and present status of posting. A copy of
transfer order should also be produced at the time of document
verification.
4.7.3 The children of such employees of Government of Maharashtra or its
Undertaking who have been transferred or deputed to a place situated
outside the State of Maharashtra or who have returned to the State of
Maharashtra after initial transfer/deputation shall be eligible for admission
even though such children might have passed the S.S.C. (Std. X) and/or
H.S.C. (Std. XII) or equivalent examinations from the recognized Institutions
situated outside the State of Maharashtra.

4.7.4 The candidates belonging to the aforesaid category at (4.7.3) above shall be
required to produce the requisite Certificate from the Office at which such an
employee of Government of Maharashtra or its Undertaking has reported for
duty. The certificate should contain full name of the employee, designation,
transfer order number and date, date of joining and present status of posting.
A copy of transfer order should also be produced at the time of document
verification.
4.8 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children of employees of Government of India or its Undertaking:- 4.8.1 The children of the employees of Government of India or its Undertaking shall
be eligible for admission even though they might have passed the S.S.C.
(Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that such an
employee of Government of India or its Undertaking must have been
transferred from outside State of Maharashtra at a place of work, located in
the State of Maharashtra and also must have reported for duty and must be
working as on the last date of Document verification at a place located in
State of Maharashtra.
4.8.2 The candidates belonging to the aforesaid category (1) shall be required to
produce the requisite Certificate from the Office at which such an employee
of Government of India or its Undertaking has reported for duty as a proof of
the fact that such employee has joined the office and/or reported for duty
before the cutoff date for eligibility i.e., the last date of submission of
document verification. The certificate should contain full name of the
employee, designation, transfer order number and date, date of joining and
present status of posting. A copy of transfer order should also be produced at
the time of document verification.
4.9 NEET UG 2021 Eligibility for Admission to MBBS/BDS/BAMS/BUMS and BHMS
Courses: A candidate belonging to OPEN Category & EWS Category must
secure not less than 50 percentile marks in Physics, Chemistry & Biology (PCB)
taken together at NEET UG-2021. A candidate belonging to constitutional
reservation (Annexure B except EWS Category) and constitutional reservation with
Person with disability claim must secure not lessthan 40 percentile marks in
Physics, Chemistry & Biology (PCB) taken together inthe NEET UG -2021. Person
with disability candidate in General category mustsecure not less than 45
percentile marks in Physics, Chemistry & Biology (PCB) taken together in the
NEET UG -2021 or decided by respective central council time to time.

4.10 NEET UG-2021 Marks for Admission to BPTh/BOTh /BASLP /BP&O and B.Sc.
Nursing: A candidate will be selected on the basis of merit in NEET UG -2021 to
above stated courses.
4.11 Additional Essential Eligibility for BUMS: Candidate should have passed SSC
(or equivalent) examination from the recognized board with Urdu or Arabic or
Persian Language as one of the subject.
4.12 Cut-off date for the eligibility: The eligibility of the candidate shall be determined
and/or decided for all purposes including for applicability of all these Rules and
Regulations by considering the last date of physical document verification as the
cut off date. It is made abundantly clear that if a candidate is found ineligible as on
the last date of submission of physical document verification, in terms of these
Rules and Regulations, and if such an ineligible candidate acquires the requisite
eligibility after the aforesaid cutoff date (i.e. the last date of Physical Document
Verification), such subsequent acquisition of eligibility will not make an ineligible
candidate eligible for any purpose whatsoever, much less for the purpose of
admission.

Health Science courses except, those exempted under Rule 4.1.3, 4.1.4, 4.7, 4.8,
Defence & MKB and Institutional quota (Clause 4.1.1) in private unaided college.
4.18 Admission to Health Science Courses is subject to the grant of eligibility by
Maharashtra University of Health Science, Nashik.

6. REVALUATION OF HSC OR EQUIVALENT EXAMINATION MARKS
If the marks of a candidate at HSC (or equivalent) examination have been revised on
revaluation, the eligibility of the candidate may be altered. The candidate will be
permitted to avail the benefit of revised marks upto the last date of physical
document verification, subject to his/her representation to that effect to the
Competent Authority and production of necessary proof to the satisfaction of the
latter. Candidates passed in supplimentry / Betterment – HSC examination is not
eligible.
7. DOCUMENT VERIFICATION: - The Candidate will have to report at the allotted college
with her/his Original Documents for physical verification and admission. The candidate
should report personally (proxy not allowed) to the respective allotted College, for the
physical Document Verification and admission.
7.1 Cost of online application form of NEET-UG 2021 is Rs. 1000/- for State Quota
Rs. 5000/- for Institutional Quota (For MBBS and BDS Course) and Rs.6000/- for
both State Quota and Institutional Quota (For MBBS and BDS Course). This
application fee is not refundable, hence candidates are advised to go through the
Information Brochure and ascertain the eligibility (Refer 2.3 for Institutional Quota
- application form fee). It is sole responsibility of candidate to ascertain online
payment of fees within prescribed period, failing which online application will be
rejected.

7.2 Online application Form will be decleared as per notice, candidate should

7.3 EWS candidates who do not have EWS Eligibility Certificate issued after

8. STATE MERIT LIST
After document verification of candidates, the Competent Authority will prepare and
publish the State Merit List on website of State CET Cell as per schedule.
9. DISTRIBUTION OF SEATS
9.1 Selection to various health science courses at these colleges shall be
subject to permission/approval/affiliation from, the (1) Govt. of India; (2)
Respective Central Council (NMC/DCI/NCCIM/NCH/etc.); (3) Govt. of
Maharashtra and (4) Maharashtra University of Health Sciences, Nashik
The “intake capacity” at a particular college shall be the ‘minimum number
of seats’ permitted by the above said authorities.
Intake capacity of all health sciences institutions / courses and their seat
distribution shall be available on website www.mahacet.org at later date.
9.2 DISTRIBUTION OF SEATS- UNDER GOI NOMINEES AND ALL INDIA QUOTA.
9.2.1 NOMINEES OF GOVERNMENT OF INDIA: In Government /
Corporation / Government aided colleges.
A specified number of seats i.e. at the Government Medical Colleges
(16 seats), Dental Colleges (3 seats) and Ayurved Colleges (5 seats) in

the Maharashtra State have been kept at the disposal of the Government
of India. Seats for nominees of Government of India will be filled up by
The Ministry of Health & Family Welfare, Government of India,
Nirman Bhavan, New Delhi.
9.2.2 All India quota In Government / Corporation Medical & Dental
colleges as well as in the Government, Government aided and
Private BAMS, BUMS & BHMS Colleges :- 15% seats of the intake
capacity for MBBS & BDS courses at Government & Corporation Medical
and Dental Colleges and 15% seats of intake capacity for BAMS, BUMS
and BHMS course at Government, Government Aided and Private
colleges will be filled through all India NEET UG 2021 merit. These seats
will be filled by Medical counseling committee (MCC) and by the Ayush
Admissions Central Counseling Committee (AACCC) respectively. The
seats surrendered from all India quota to state quota will be filled by the
Commissioner, State CET CELL. The eligibility and constitutional
Reservation / PWD Reservation of State quota seats will be applicable to
All India Quota surrender seats.
9.2.3 ICCR Nominated Foreign Candidates for BAMS Course under
AYUSH Scholarship Scheme : As per Govt. of India, Ministry of Health
& Family Welfare Dept., letter No.L-20025/4/2012-IC (AYUSH), dt.10-4-
2012 and Govt. of Maharashtra letter No.PGA-1012/ CR-275 /Edu-2,
dt.18-10-2012, total 10 seats are kept reserved for admission to BAMS
course for Foreign National candidate sponsored by Govt. of India.

9.3 DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT

Unaided / Minority colleges, after excluding the seats as provided in Para
9.2.1 and 9.2.2; the remaining seats will be at the disposal of the Competent
Authority & available for candidates for Selection in the following manner.

9.3.1 85% seats under State quota will be made available for all the
candidates from the State and these seats shall be filled on the
basis of NEET Merit list. There shall be constitutional and female
reservation in these seats as per prevailing Rules in this behalf.
9.3.2 All the seats for MBBS, BDS, BAMS, BHMS, BUMS, BPTh, BOTh,
BASLP, BP&O & B.Sc. (Nursing) courses will be filled by the candidates
from the State Merit List.
9.3.3 15% Institutional quota for MBBS/BDS course in Private/Minority
colleges shall be filled on the All India basis which shall also
include eligible NRI, OCI candidate and candidate from other State
(OMS). These seats will be filled by competent authority through
CAP. Such seats if remain vacant after all CAP round will be
surrendered to respective institute for institutional level round.

9.3.4 15% Institutional quota for other than MBBS/BDS course in
Private/Minority colleges shall be filled on the All India basis which
shall also include eligible NRI, OCI candidate and candidate from
other State (OMS). These seats will be filled by respective institute
by calling application at the respective institutions from all eligible
candidates. (Please refer Annxure-S dated 13.10.2020)
9.4 DISTRIBUTION OF CONSTITUTIONAL & SPECIFIED (PARALLEL)
RESERVATION SEATS:
There will be constitunal / specified reservation as per annexure B, C, D, E
and F.
The candidates desirous of claiming the constitutional and / or specified
reservations must have claimed the same in the online application form of
NEET UG 2021 for the State of Maharashtra, failing which the claim will not
be entertained subsequently.
The distribution of seats at the disposal of Competent Authority will be
made, by taking into consideration the constitutional reservations and the
specified reservations.
9.4.1 CONSTITUTIONAL RESERVATIONS:
The candidate should have claimed the constitutional reservation in the
original online application form for the State of Maharashtra. For claiming
of category, Request for category claim after submission application form
will not be granted. During document verification process, if constitutional
category claim is found to be incorrect, same will be rectified as per the

document(s) available with the candidate. However no fresh claim for
constitutional reservation i.e. from open category to reservation category
will not be considered.
The Caste Certificate and the Caste/ Tribe Validity Certificate:- If a
candidate claiming reservation in online application form does not submit
online / produce document, then he/she will be automatically considered
in open category if otherwise eligible for Open Category.
Candidates belonging to constitutional reserved category EWS
must have claimed so in his online registration form of Maharashtra
State quota seats, failing which such a claim will not be entertained
subsequently. Candidate belonging to above Categories (except EWS)
should produce Caste Certificate, Caste Validity Certificate and
Non-Creamy Layer Certificate (wherever applicable) at the time of
physical document verification process. However EWS candidates must
produce eligibility certificate issued by the competent Authority.
Candidate who fails to produce above said certificates will be considered
as Open Category Candidate provided he/she fulfills the eligibility
criteria of NEET-UG 2021.
The applicant request for change in category from Open to reserve once
last date of online application form is over, will be straight way rejected.
The candidates belonging to the backward class categories will be
required to submit the Caste Certificate / validity at the time of document
verification failing, which the category claimed, will not be granted and
the candidate will be treated as a general candidate. While applying
online all the category candidates must mention their category as SC,
ST, DT(A), NT(B), NT(C), NT(D), OBC, and EWS.
EWS reservation – 10% seats of the available seats will be reserved
for EWS candidates for MBBS/BDS/BAMS/BHMS and BUMS
courses, this reservation will be applicable only if central
Government / respective council increases existing seats. For
courses other than MBBS/ BDS/BAMS/BHMS and BUMS courses
10% EWS reservation will be applicable on available seats (refer
Annuexure-T).
The Caste Validity Certificate:
The candidates belonging to the following Backward Class categories i.e. SC, ST,
DT(A), NT(B), NT(C), NT(D), OBC and will be required to submit the Caste Validity
Certificate at the time of physical Document Verification, failing which the category
claimed, will not be granted and the candidates will be treated as a general candidate.

Candidates belonging to Backward Classes / EWS must have claimed so in his online

Candidate provided he/she fulfills the eligibility criteria of NEET-UG 2021.
Non-Creamy Layer Certificate: A candidate belonging to DT(A), NT(B), NT(C), NT(D),
OBC (including SBC) and will be required to produce non-creamy layer certificate valid
up to 31/3/2022, at the time of physical document verification and at the time of admission
also, failing which claim will not be granted. It is mandatory to produce Non-Creamy Layer
Certificate (NCL) at the time physical document verification, candidates producing NCL after
the physical document verification will be treated as open candidates.
A Candidate belonging to ‘Creamy Layer’ amongst the categories DT -A, NT-B, NT-C,
NT-D, OBC, SBC and must note that the provision of reservation is NOT applicable to
him / her. A candidate claiming benefit of reservation under these categories will be
required to produce Non-Creamy Layer Certificate as specified in the Govt.
Resolutions form time to time. The certificate in prescribed Proforma stating that it is
valid up to 31/3/2022 should be submitted at the time of physical document
verification process.
EWS candidates should produce eligibility certificate issued by Competent Authority
issued after 31/03/2021.
In all the Government, Municipal Corporation and Government aided medical
Institutions constitutional reservation will be as per NEET UG 2021 Information
Brochure Annexure B.
A candidate belonging to backward class from Maharashtra State only, is eligible for
claiming seat under reserved category. All applications for change in category from
open to reserve after the declaration of provisional merit list will be straight way
rejected.

9.4.2 Inter-se for vacant constitutional reserve seats :- The seats remaining vacant
from the categories SC, ST, DT(A), NT(B), NT(C), NT(D) & OBC will be filled from
among the reserve candidates as per following groups

If the seats still remain vacant then these seats will be filled by Inter-se ,merit from the above
three combined common group of reserve candidates.,
If the seats still remain vacant then these seats will be filled by Inter-se merit among the
candidate of the common state merit list.
9.4.3 The seat(s) remaining vacant – from EWS category will allotted to general category
candidates.
9.4.4 Children of Defence personnel (DEF): (Refer Annexure-C)
The candidate should have claimed the Defence Category Claim in the original
online application form. Request for Defence category claim after submission
application form will not be granted.
The seats reserved for Defence category candidates will be filledon the basis of
State merit list. In the event of non-availability of candidate in any of the defence
category, the vacancies that have remained unfilled will be filled by inter-se merit of
the candidates from remaining two defence categories. Minimum eligibility criteria for
defence quota seats shall be as per open merit candidate for selection. As Defense
quota is specified reservation seat of Defense quota will be allotted first.
9.4.5 Person with Disability (PWD) Quota: The candidate should have claimed the
Person with Disability (PWD) quota reservation in the original Online application
form. Request for PWD category claim after submission of application form will not
be granted. The parallel constitutional researvatioin will be applied for PWD quota
seats. The eligibility under PWD quota as prescribed by respective central Council
from time to time will be applicable.

As per Medical Council of India, New Delhi amendment notification No: MCI-
34(41)/2018-Med/170045 dated 5th Feb 2019, Five percent (5%) seats of annual
sanctioned intake capacity shall be filled up by candidates with specified benchmark
disabilities contained in the schedule to the Rights of Persons with Disabilities Act,
2016, as per Annexure – D. Constitutional reservation will be applied parallelly
within PWD quota seats.

The Medical Board after ascertaining his/her disability must be satisfied that the
candidate is physically fit to undergo the course despite his/her disability. The
PWD certificate issue by Medical Board other than mentioned in above table will
not be held valid for the purpose of admission in Health Science Course.
3. Candidate is required to submit the proof of his/her disability by way of a
certificate (issued in year 2021) in prescribed proforma (Annexure "D") from the
authorities stated above. These PWD quota seats will be distributed in State
level. Any seat remaining vacant will be reverted back to respective category.
For filling unfiled PWD quota seats, no fresh preference(s) will be called from the
candidates. These seats will be added to the seat matrix of the state in
respective category and allotted as per the preferences (choices) already
exercised by the eligible candidate(s) during online preference filing system. AS
PWD quota is specified reservation, seats of PWD quota will be allotted first.
The candidate must satisfy other conditions of eligibility as prescribed in NEET UG
2021 brochure for selection to MBBS/BDS/BAMS etc. Courses as prescribed for
respective course.
9.4.6 Maharashtra-Karnataka disputed border area residents (MKB) Quota: (Refer
Annexure.-E)
The candidate should have claimed the MKB Quota reservation in the original online
application form. Request for MKB quota claim after submission application form will
not be granted.
Minimum eligibility criteria shall be as per open merit candidate for selection. If the
seat(s) from MKB quota remains vacant, they will be filled in from Open category as
they are carved out from the same category. MKB quota is specified reservation,
seat of MKB quota will be allotted first.
9.4.7 Hilly Area (HA) Reservation:- The candidate should have claimed the Hilly area
reservation in the original Online application form. Request for Hilly area reservation
claim after submission application form will not be granted.
As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. /
Corporation Medical colleges (MBBS course only) are reserved for the candidates
from Hilly area. These seats will be distributed Uniformly at State level. There will
be constitutional reservation and female reservation. Any seat remaining vacant
will be reverted back to State quota in respective category. For filling unfiled H.A.
quota seats, no fresh preference(s) will be called from the candidates. These seats
will be added to the seat matrix of the state quota in respective category and allotted

as per the preferences (choices) already exercised by the eligible candidate(s)
during online preference filing system. Hilly area quota is specified reservation, seat
of Hilly area quota will be allotted first.

9.4.8 RESERVATION FOR FEMALE CANDIDATES:
30% seats at the disposal of the Competent Authority shall be reserved for female
candidates in all the courses. This reservation shall be for all the categories like SC,
ST, DT(A), NT(B), NT(C), NT(D), OBC, EWS, Common, HA, MKB & DEF and will be
operated in parallel. Female Candidate will be first allotted female quota seats after
exhausting female quota seat then female candidate will be allotted general seat as
per merit. If requisite numbers of female candidates are not available, then these
seats shall be offered to male candidates of that category.
9.4.9 CRITERIA FOR DISTRIBUTION OF SEATS FOR MINORITY INSTITUTIONS:
All the seats at Minority College will be filled by the respective minority candidate
from within the State of Maharashtra and if particular Minority candidate is not
available then the remaining seats will be filled by general candidates.
9.4.10 In private unaided institution there shall be 15% institutional quota seats for
MBBS/BDS course which shall be initially filled through CAP on All India basis
including NRI/OCI/OMS. After CAP round institutional quota seats will be
surrendered to institution that shall be filled by Concerned institute by calling
application from candidate on All India basis including NRI/OCI/OMS, through Inter-
se merit. The insitutuonal quota seats for courses other than MBBS/BDS shall also
be 15% of the intake capacity which shall be filled by concerned institute by calling
application from eligible candidate on All India basis including NRI/OCI/OMS through
Inter-se merit.
9.4.11 There will be 25% seats of the total intake capacity from Unaided Private
Professional Educational Institutions shall be reserved for constitutional reservation
category candidates as notified under sub section (1) of section 5 of Maharashtra
Act No XXX of 2006 Dated 01/08/2006.
9.4.12 In all private unaided institution, all the seats will be distributed uniformly at State
level. There shall be 30% female reservation. There shall not be any other specified
reservation.
9.4.13 Intake capacity of all health science institutions / courses and their seat distribution
shall be made available on website “www.mahacet.org” at later date.

9.4.14 One percent seats from Open category are reserved in parallel for Orphan
category candidate (Annexure - “V”)
9.4.15 Seats left unfilled in an academic year, shall not be carried forward to the next or
subsequent academic year.
9.4.16 The validity of all India rank based on result of NEET UG 2021 shall be only
applicable for current admission session i.e academic year 2021-22 for any Health
Science courses and cannot be carried forward for the next session of admission for
Health Science Courses.
10. ONLINE PREFERENCE FILLING PROCESS AND SELECTION PROCESS BY CAP
COMPUTERISED ROUND: The details of State Quota seat matrix will be made
available for counseling and Schedule of online preference form filling process is
as per schedule.
10.1 Admission to various Health Sciences courses for academic year 2020-21, will
be done online by way of filling of the online “Preference Form” on (Annexure-
W). The selection of the candidates will be made on the basis of preferences
given by the candidate. Candidate will be allowed to fill Preferences
(choices) online, for all those candidates who appeared for online/physical
document verification and found to be eligible. List of eligible candidates
will be published as provisional state merit list. Seat allocation shall be
made centrally at a later date on the basis of NEET UG 2021 merit in the State
of Maharashtra, and preferences exercised by the candidate for each group
separately as mentioned in Rule No. 10.3.
10.2 ONLINE PREFERENCE FILLING PROCESS: The candidate can fill online
preference form multiple times before clicking submit button. Once submit
button is clicked, then there is no provision to change the preference(s).These
preference(s) will be used for 1st round and subsequent round(s) including Mop
Up round of selection / upgradation (if any). Upgradation in subsequent round
including Mop Up round is compulsory. 10.3 Online preference form filling process will be divided in to groups and schedule
will be notified by Competent Authoruty in due course. Group A :- For MBBS/ BDS courses,
Group B:- For all courses other than MBBS/BDS courses There shall be two or more rounds of selection of candidates, depending on the
availability of vacant seats. The selection will be on the basis of merit and the

preferences submitted by the candidates. For second and subsequent
rounds, including Mop Up round no separate online preferences will be
filled by the candidate. The choices of courses and colleges, once entered
online, shall be final and irrevocable. This final data shall be used in entire
selection process for the admission to first year Health Science Courses for the
academic year 2021-2022. 10.4 The College code is a four digit number with S or N suffix, specific for each
college & course combination. Candidate should fill minimum one preference
and maximum as desired. It is not compulsory to fill all Preferences. Suffix S
indicates State quota (All seats of Government / Corporation Colleges & 85%
each in Private Colleges / Minority Colleges), and N suffix indicates 15%
Institutional quota in Private Colleges / Minority Colleges. The candidate should
verify the fee structure of State / Institutional Quota Seats prescribed by Fee
Regulating Authority, before filling online preferences. The FEE STRUCTURE
of Private and Minority medical colleges is available on website -
www.sssamiti.org
Note 1: Candidate who have applied for Institutional quota in online
application form by paying requisite fee (Rs. 5000) can only fill
preference for institutional seats with suffix N.
Note 2: Candidate who is NRI or ward of NRI must claim NRI Status in online
application form and should give preferences with suffix ‘N’ only.
However such candidates are not permitted for state quota seats
hence suffix S for state quota seat will not be available for them.
Note 3: Candidates who are Not NRI or ward of NRI but other wise eligible for
85% state quota can also give preferences for Institutional quota
seats in preference form with suffix ‘N’, provided such a candiate
apply for Institutional quota seat in online application form by paying
requiste fee (Rs 5000/-). However such candidate who wants to claim
State quota as well as Institutional quota will have to pay Rs. 1000/-
for State quota and additional Rs. 5000/- for Institutional quota, such a
Non NRI candaites will have to pay fees fixed for Institutional quota.

10.5 Candidate should fill his most preferred subject and college code as preference
no. 1 followed by his next choice as preference no. 2 and so on in each group
separately. While filling the course and college codes, four digit number with
specific suffix should be entered in five boxes of NEET-UG 2021 Online
preference form. 10.6 Candidate must be very careful while filling the online preference form.
Candidate can fill minimum one preference or any desired number of
preferences for NEET-UG 2021. 10.7 If a candidate does not give preference for a code for particular course and
particular college (Government / Corporation / Private); then it means that he /
she is not interested / desiring to take that Under Graduate Health Science seat.
Candidate should note that there will be no change / addition / deletion in his /
her list of preferences at later date / stage. 10.8 The candidates may kindly note while filling the preference form, that NEET UG
2021 merit list will be operated from NEET UG 2021 Rank number 1 onwards in
each round of selection for each group separately. a. Based on preferences given, the seat will be allotted on merit and the
allotment will be displayed on website of State CET CELL
"www.mahacet.org".
b. Logic of allotment of seat in
i. General category seat will be allotted to any candidate as per merit.
ii. The reserve category candidate will be allotted general category or
reserve category seat as per rule of Ear-marking.
iii. For specified quota (PWD, DEF., HILLY, WOMEN) the seat in the respective
quota will filled first. The general seat will be allotted to such candidate after
exhausting specified quota seat.

c. Candidates as per allotment should report along with all original certificates
and a set of attested photocopies of each document as per NEET UG 2021
brochure, at allotted college as per the schedule. The Dean/Principal should
verify all the original documents before finalizing the admission. Candidate
will have to compulsorily join the college and course so allotted, with in
prescribed period as per schedule by completing the requisite formalities.
i.e. submission of all original document and a set of attested photocopies of
each documents as per the list given in NEET-UG 2021 Information
Brochure and payment of requisite fees in respective institution.
d. A candidate who is selected in first or subsequent round of selection
process but does not join the college or cancels the admission after
joining, it will be presumed that such a candidate is not interested in
the admission process and for all further CAP round(s) including MOP-
UP round(s) of admission. Such candidate shall not be considered for
allotment of any seat during NEET UG 2021 admission process
thorugh CAP round.
The candidate getting selected in previous round will be considered for
betterment in the subsequent round. The betterment herein means the higher
preference exercised by the candidate. The Shift in such betterment shall be
compulsory and mandatory except for those who have filled ‘Status Retention
Form’. Such a candidate who has filled Status Retention form will not be
considered for any subsequent rounds of selection process for the year 2021-
2022. The last date for filling Status Retention Form will be notified along with
the selection list. It is hereby made abundantly clear that shifting on account of a better
choice given by a candidate in any round, will be effected only and only if
such a candidate in the subsequent round(s) is found entitled for 'change of
course' or a 'change of college'. Mere possibility of a 'change in category' on
account of availability of seat in the same college and/or same course in the
further round(s) will not amount to "betterment" as such and therefore, no
shifting will be effected in such an eventuality. Such a 'change in category' will
include inter-alia change from reserved category to open category or vice-versa.
The shift in such betterment shall be compulsory and mandatory, except those
who have filled Status Retention Form. Once a status retention is submitted
then there is no provision to withdraw or cancel the status retention.

10.9 Status Retention: In case if a candidate to whom a seat has been allotted in
the first round and who has joined the college accordingly, is satisfied with the
allotment, such a candidate must submit a Status-Retention Form (Annexure-J)
in the given format on or before prescribed date with the Dean of the College
where such a seat has been allotted to such a candidate. The Dean of every
Medical College in which admissions are so made in terms of these rules, may
appoint an appropriate Officer to receive such Status Retention Forms. Upon
receipt of such Status Retention Forms, an acknowledgement in writing shall be
issued immediately to the concerned candidates by the officer appointed by the
Dean of concerned college. It is mandatory for every such candidate submitting
a Status Retention Form to insist for issuance of acknowledgement thereof and
to preserve such acknowledgement till the present admission process is finally
concluded. In absence of such an acknowledgement, the claim of submission of
Status Retention Form within the prescribed time shall not be entertained.
Candidate who has submitted status retention forms will not be eligible for
remaining subsequent round(s).
It is hereby made clear that the period provided for submission of Status
Retention Form is crucial and vital. This period shall not be extended for
any reason whatsoever. Submission of the Status Retention Form is an
irrevocable and irreversible act for the candidate submitting such Status
Retention Form. It is made clear that under no circumstances whatsoever,
a candidate will be allowed to submit a Status Retention Form after the
aforesaid last date. Under any circumstances whatsoever, a candidate
who has submitted a Status Retention Form shall not be allowed to
withdraw the same. All the candidates therefore, should take the note of
this before submission of such a Status Retention Form.
Names of all the candidates who have submitted the Status Retention
Form as above within the prescribed time and the seats occupied by them
will be removed out of consideration for the remaining admission process.
After concluding the first round, for the further round(s) candidates who
have been allotted seat(s) in the earlier round(s) and joined the course, as
also the candidate(s) who have not been allotted any seat, will be eligible.
In the subsequent round(s), betterment chance(s) will be given to the

candidate(s) who have already been allotted seat(s). After selection in any
round if a candidate fails to join the college, he/she will be ineligible for
the subsequent entire admission process. The status retention will be
operated for each group separately.
The seat so allotted to such a candidate who does not join, will be presumed to
be a vacant seat as on and from the next date after the date set out as the last
date for joining the college in terms of such allotment. Such a vacant seat will
be allotted in the next round of admission process within prescribed period.
All the candidates who have filled the preference form and to whom a seat could
not be allotted in the first round will be held eligible for allotment of a seat in the
subsequent Round(s) in each group.
All India surrendered seats: If these seats become available, will be filled by
State CET CELL as per rules of state quota. For filling these seats, no fresh
preference(s) will be called from the candidates. These seats will be added to
the seat matrix and allotted as per the preferences (choices) already exercised
by the eligible candidate(s) during online preference filing system
10.10 Mop-Up Round (s) :After conducting two or more CAP rounds of seat allotment
for Government /Corporation /Private aided / Private Unaided / Minority colleges,
if seats remain vacant due to non allotment, non reporting for admission and
resigning after joining or any other reason, those seats will be filled in Mop-Up
round(s). The details of CAP Mop-Up round will be declared on the website in
due course
A) Eligibility for MOP-UP Round(s):
1. All candidates admitted in 1st round, 2nd round and secured the
admission but not filled status retention form in respective group.
2. All the candidates who are wait listed and to whom choice was not

10.11 INSTITUTION LEVEL ROUND FOR VACANT SEATS AFTER CAP MOP-UP ROUNDS COMPETENT AUTHORITY COMMISSIONER STATE CET CELL WILL CALL ONLINE APPLICATION ON STATE CET CELL PORTAL FROM DESIROUS CANDIDATES: 10.11.1 Vacant State quota (85%) seats for all the courses
MBBS/BDS/BAMS/BHMS/BUMS/BPTh/BOTh/BASLP/BP&O/B.Sc (Nursing) If the seat(s) remain vacant in Private Unaided /Private Minority
Colleges after all CAP Mop-Up Rounds, the said seats shall be filled in
by the Institution through Institution Level Round with the prior approval
of the Competent Authority. The Dean or Principal of the institutions
shall carry out the admission for these vacant seats from eligible
candidate for State quota on the basis of inter-se merit from the list of
NEET-UG-2021 eligible candidates (refer rule 9.4.2 and 9.4.3) as per
the directions issued by the Competent Authority during academic year
2021-22. The vacancies for institutional round and list of eligible
candidate for institutional round will be published on website
www.mahacet.org.
10.11.2 Vacant Institutional quota (15%) seats for MBBS/BDS-
The Institutional quota (15%) seats for MBBS/BDS surrendered to
institute shall be filled by the concerened institute by calling application
from eligible candidates for Institutional quota on All India basis
including NRI/OMS, through inter-se merit, as per the directions issued
by the Competent Authority during academic year 2021-22. The
vacancies for institutional round and list of eligible candidate for
institutional round will be published on website www.mahacet.org.
10.12 Any issue regarding filling of vacant seats not dealt herein above will be dealt
with, when arising fully and finally by the competent authority.
10.13 While filling the seats for any college/Institution all seats will be filled at State
level from the eligible candidates of respective specified reservation category.
The seats for the MKB shall be available as per state merit list only. The seats
for Defence category shall be allotted at State level.
10.14 Vacancies under GOI Quota shall be filled in by OPEN category at State level.
10.15 Constitutinal Reserved Category Candidates - "Ear-Marking": Reserve
category candidate entitled to admission on the basis of merit in an open
category seat will have the option of taking admission either against his / her
respective category seat or on an open category seat. If he / she opts for the
reserved category he / she will be deemed to have been admitted as an open
category candidate and not as reserve category candidate. One seat in the
college where he / she was eligible for admission against open seat shall be

earmarked for a candidate belonging to the respective reserved category. Such
earmarked seat will be made available immediately to the successive reserve
category candidate from the same category merit during the counselling". The
Ear marking is not applicable for Specified Reservation.
10.16 The inter-se round will be conducted for remaining vacant seats from the
category as per rule 9.4.2 and 9.4.3 of this Brochure, if necessary at the end of
each round.
10.17 The Cut-Off-date for all courses will be as declared by the respective councils.
After cut of date there will be no refund of Fees.
10.18 Selection shown on the official website will only be considered as valid,
selection letter given to candidate by unknown person/agency or available
on unauthentic website will not be treated as valid. Candidates should not
believe in such false/fake selection letter.
10.19 DISQUALIFICATION FOR ADMISSION
10.19.1 The candidate who was allotted a seat in any course under MUHS
Nashik in previous year(s) and who vacates / abandons it after availing
the said seat, has completed such a period of course which would
result into lapse of the said seat,
10.19.2 Maharashtra University of Health Sciences, Nashik shall take the
decision regarding eligibility and granting of the term of selected
candidates. The selection of a candidate by the Competent Authority at
a later date does not place any onus to accord approval for grant of
term.
11. PAYMENT OF FEES:
11.1 The fee for the course should be paid at the respective college by Demand Draft
from any Nationalised / Scheduled commercial Bank in favour of Dean/Principal of
College, as applicable.
11.2 REFUND OF FEES BY THE COLLEGE AFTER CHANGE OF COLLEGE /
COURSE OR CANCELLATION OF ADMISSION:
The candidate who has been admitted and desire to cancel admission he/she
should submit an application. The refund of fees to candidate admitted in the
college shall be made after deduction as under:
1. Before cutoff date as declared by the respective council - Rs.1500/- (Rs. One
thousand five hundred only) to be deducted and rest of the fees to be refunded
(Exception for MBBS/BDS as per clause 12).

2. On or after cut-off date as declared by respective council no refund of fees for
Health Science Courses.
3. The Dean/Principal of the college shall be responsible for making refund of the
fees, on the basis of cancellation letter from the candidate. If the candidate
expires or becomes invalid within 90 days from the date of admission, no
deduction shall be made.
12. CANCELLATION:
The selected candidate must join the college at which he/she is selected, on or before
the date prescribed by the Competent Authority, failing which his/her admission stands
cancelled.
The selected candidate who has joined the college and desire to cancel the admission
should cancel it, at the respective college. The college should accept the cancellation
and inform the Competent Authority along with copy of the cancellation letter
immediately. Last date to cancel the admission of Medical/Dental and Ayush Course on
or before the prescribed date to be declared in due course. If a candidate cancels
his/her admission after this date, he/she has to pay penalty as per rule 14. Any
application for cancellation admission send to competent authority will not considered.
Note:- Candidate who has filled status retention form can also cancel the admission before prescribed date.
13. FINAL SELECTION:
13.1 The selection made by the Competent Authority as per this procedure is final, and
will be binding on the candidate.
13.2 Request for mutual transfer is not permissible. Such requests will not be
entertained.
14. SERVICE SOCIAL RESPONSIBILITY SERVICE & PENALTY:
14.1 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th
Feb 2008 and any G.R issued in this regard from time to time), candidates joined
against the seats of Government/Municipal Corporation colleges for admission to
MBBS/BDS Courses either through GOI nominee, All India quota or through NEET
UG 2019 will be required to sign a social responsibility service to serve the
Government of Maharashtra or local self government or Defence services for a
period of one year, after the completion of internship, failing which he/she will be
required to pay Non Refundable Rs.10,00,000/- (Rupees ten lacs only) for the
default as penalty.

14.2 Additionally, he/she will be required to sign an undertaking to the effect that he/she
will not leave India within a period of five years from the date of obtaining the
degree, otherwise he/she will have to pay Non Refundable Rs. 10,00,000/-
(Rs.Ten lacs only) as penalty.
14.3 PENLTY FOR LAPSE OF SEAT (MBBS/BDS COURSES): Any candidate
responsible for lapse of MBBS/BDS seat will have to pay Non Refundable a
penalty of Rs.10,00,000/- (Rupee Ten Lacs Only). This penalty is applicable to all
those candidates who do not join during last round or cancel a seat after last round
of admission. This penalty is also applicable to any candidate resigning a seat
after cut off date for MBBS/BDS courses or also fails to complete the course,
irrespective of admission quota of the candidate.
14.4 Penalty for Lapse of seat at Government/Government Aided/Private unaided
College (Ayush Course): Any candidate who resigns a seat after cut off date
from Government/Government Aided/Private unaided College (Ayush
Course) will have to pay Rs. 3,00,000/- (Rs. Three lakhs only) as penalty.
14.5 Social Responsibility Service for Private Unaided MBBS Courses: As per
Government Resolution No. MED 1016/C.R.345/16/Edu-2 Dated 05/01/2018 (As
per Annexure - Q). The Government is providing reimbursement Scholarship to
following group of constitutional reserve category candidate(s) admitted in
Government Aided / Private Unaided Medical (MBBS) College(s) in the state of
Maharashtra.
14.5.1 The candidate availing reimbursement / Scholarship will have to do one
year social responsibility service as Medical officer in rural difficult and tribal
area of Maharashtra.
14.5.2 This social responsibility service condition will be applicable for candidate
admitted from academic year 2018-19 onwards for MBBS course in
Government Aided / Private Unaided Medical College of Maharashtra.
14.5.3 The Candidate who are not availing reimbursement of fees / Scholarship,
the said social responsibility service is not applicable.
14.5.4 The aforesaid social responsibility service candidate, if fails to comply the
social responsibility service condition, then he/she will have to return all the
amount withinterest to the Government of Maharashtra. The condition
applicable to social responsibility service candidate passing MBBS from
Government Medical College (as mentioned in rule no 14.1) will also to
applicable to social responsibility service candidate of Government Aided /
Private Unaided Medical College.

14.5.5 The allotment of social responsibility service will be implemented by
Directorate of Medical Education Research, Mumbai and Directorate of
Health Services, Government of Maharashtra.

15. INSURANCE SCHEME:
In accordance with GR No.MED-100/880/CR-129 /EDU-1, dated 23/10/2003 “Amartya
Shiksha Yojana”, an insurance scheme has been introduced by Govt. of Maharashtra.
The details about this scheme shall be known to the candidate at the time of admission.
16. CONDUCT AND DISCIPLINE:
16.1 Failure of the candidate in making full and correct statements in the application
form and/or suppression of any information would lead to disqualification of the
candidate, even at later date. Such a candidate will be debarred from the entire
selection process.
16.2 It is responsibility of every candidate to submit proper documents. Any attempt to
submit documents which are not genuine will lead to cancellation of the admission
of the candidate, forfeiture of the fees, deposits and expulsion of the candidate
from the college by the Competent Authority or by his authorised official. The
name of such candidate/s shall be deleted from the State Merit List and he/she will
not be eligible for further rounds of the selection process and will be debarred from
the selection process. If deemed fit even criminal proceeding may be initiated by
the Competent Authority against such candidates / their parents.
If any candidate / authorised representative or person accompanying is
found obstructing the counseling and / or admission process, or trying to
influence in unlawful manner/ creating nuisance, the candidate shall be liable
for disqualification from the process of selection and appropriate legal
action will be taken. The decision taken by the Competent Authority in this
respect shall be final and binding.

16.3 The student while studying in the Health Sciences Courses, if found indulging in
antinational activities, unlawful activities or ragging in any form, contrary to the
provisions of relevant Acts and Law enforced by Government, will be liable to be
expelled from the college by the Dean/Principal of the College.
16.4 Pursuant to orders in W.P. (Civil) No. 656 of 1999, Hon’ble Supreme Court of
India, has directed the Department of Human resources Development and
Education, Govt. of India, to take all necessary steps to curb the menace of
ragging and take severe action against the students involved in such activities.
16.5 As per the provisions of Maharashtra Act XXXIII known as “Maharashtra
Prohibition of ragging Act of 1999”, students indulging in ragging can be
punished under the Act resulting in suspension, expulsion from the college
and imprisonment.
16.6 Any issue not dealt here in above will be dealt with when arising, fully and
finally by the competent Authority. Any amendment made by Government of
India / Government of Maharashtra / Hon’ble courts from time to time will be
implemented.
17. LEGAL JURISDICTION
All disputes pertaining to the selection state quota seats, shall fall within the
jurisdiction of Courts, at Mumbai only. The Competent Authority shall be the
legal person in whose name the Government of Maharashtra may sue or may be
sued.

communities mentioned at Section V except the other backward communities on
caste basis are considered for exemption from payment of fees in accordance with
the G.R. & SWD No.DC/1059-E, dated 21st January 1962, dated 19th November
1962. If, however, any of these students are granted scholarship under the scheme
of post matric-scholarship to scheduled caste and scheduled caste converts to
Buddhism, scheduled Tribes, Denotified, Nomadic and Semi Nomadic Tribes and
Lower Income Group students, educational concession in their favour are covered
by regulation there under prepared by the Government of India.

R. cited above will be an extension of concession like tuition fees and University
examination fees to such students, even if they fail once in their annual examination
and for one reason or the other, they are not in receipt of Government of India

5) The candidate should have claimed the constitutional reservation in the
original application form. The candidate claiming constitutional reservation
must submit original caste validity certificate at the time of counseling for
document verification, failing which the category claim will not be
granted.
6) NON-CREAMY LAYER
A candidate belonging to ‘Creamy Layer’ amongst the categories (C) to (G) must note
that the provision of reservation is NOT applicable to him/her. A candidate claiming
benefit of reservation under the categories (C) to (G) above will be required to produce
Non-Creamy layer certificate as specified in the Government resolution CBC-
10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate should be valid upto
31/03/2021. The Non-Creamy Layer Certificate is issued by Sub-Divisional
Officer/Deputy Collector/Collector of the district.
However, such a Non-Creamy Layer Certificate shall be produced in any case at the
time of filling up of Preference Form, failing which the category claimed will not be
granted.
Applicants belonging to Special Backward Class
N.B.: As per the Maharashtra government ACT NO. XXX of 2006 dated 1st August
2006 the candidate belonging to the Special Backward Category shall be considered
from and out of their respective original / parent Reserved Category such as Other
Backward Classes.
7) Inter-se amongst the reserved categories will be operated at the end of each admission
process against the unfilled reserved categories seats as per merit and choice of the
reserved categories candidates.
The seats remaining vacant from various categories will be filled in during inter-se
admission process as follows:
a) From among the candidates of their respective group from the Interse State Merit
List of that particular group where the vacancies exist.

II- The seats remaining vacant from and EWS category will be allotted to general
Category candidate.
8) Ear-Marking : Constitutional Reserved category candidate entitled to admission on the
basis of merit in an open category seat will have the option of taking admission either
against his/her respective category seat or on an open category seat. If he/she opts for
the reserved category he/she will be deemed to have been admitted as an open
category candidate and not as reserved category candidate. One seat in the college
where he/she was eligible for admission against open seat shall be earmarked for a
candidate belonging to the respective reserved category. Such earmarked seat will be
made available immediately to the successive reserved category candidate from the
same category merit. Ear Marking is not applicable for specified Reservation.
Admission under constitutional reservation seat will be governed by the Maharashtra
Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes,
Other Backward Classes and Special Backward Category (Regulation of Issuance and
Verification of) Caste Certificate Act, 2000 (Mah. Act No. XXIII of 2001).

CHILDREN OF DEFENCE PERSONNEL
A specified number of seats i.e. 5% of the intake capacity, subject to a maximum of 5 seats in each
Government/ Municipal Corporation / Government Aided Medical, Dental/ Ayurved, Unani Colleges
and some allied Health Science courses are reserved for children of Defence Service Personnel and
Ex-Defence personnel, including those permanently disabled or killed in action. The ratio of these
seats between Ex-defence and In-service Defence personnel is as given below.

1) DEFENCE CATEGORIES
(a) Def1 - For a son/daughter/spouse of an Ex-defence service personnel, domiciled in the state of Maharashtra.
(b) Def2 - For a son/daughter/spouse of Active defence service personnel domiciled in the state of Maharashtra.
(c) Def3 - For a son/daughter/spouse of Active defence service personnel, transferred to Maharashtra State from out-side Maharashtra, who is domicile of State other than Maharashtra.
2) For selection against Def-1 & Def-2 seats following conditions will apply;
a) To be eligible for such a seat, a candidate must be a son/daughter/spouse of a person who has been a member of the Armed Forces of India and who has put in at least 5 years’ active service and has been subject to Indian Army Act, Indian Navy Act or Indian Air Force Act; and includes an ex-serviceman who has retired from such service or was permanently disabled/killed in action. A candidate claiming a seat under Defence category will be required to produce a certificate from an Appropriate Authority, who is authorized to issue such certificate/Zilla Sainik Board in the State of Maharashtra certifying the same.
b) However, the condition of minimum active service for five years will stand relaxed in case of Defence service person who has been permanently disabled or killed in action. The exception is admissible subject to production of a certificate from Zilla Sainik Board in the State of Maharashtra certifying permanent disability/death of such Defence Service person.
c) To be eligible for seat in Def-1 & Def-2 category candidate should produce following certificates, i) Certificate mentioning that his / her parent who is/was defence personnel ii) Domicile certificate of the parent stating that he/she is domicile in the State of Maharashtra. The domicile certificate should be obtained from District Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Tehsildar.
d) Candidates belonging Def-1 & Def-2 category shall be considered eligible for admission even if they have passed SSC and /or HSC examination from outside Maharashtra State.
3) For selection against Def.-3 category following conditions shall apply:-
(a) The concerned Defence Service person who is domicile of the State other than Maharashtra and who has been transferred in public interest to Maharashtra State, prior to the last date for filling up of Preference Form.
(b) The concerned Defence Service person ought to be working as on the last date of filling of Preference Form, at a place within the jurisdiction of the concerned regional area in Maharashtra in which the candidate is seeking a seat.
(c) The candidate ought to have appeared and passed the qualifying examination.
(d) The candidate is required to attach necessary and sufficient proof to fulfill above conditions and a certificate in proforma issued by appropriate authority who is authorized to issue such certificate.
Note: The specified reservation for children of defence personel is not applicable to the civilian staff working in the Indian Army, Navy & Air Force.

ANNEXURE-E MAHARASHTRA-KARNATAKA DISPUTED BORDER AREA (MKB)
RESERVATION Eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five
seats in Government and Govt. aided Ayurvedic Colleges in Maharashtra are reserved for the
candidates belonging to Maharashtra-Karnataka Disputed border area on the following conditions:
a) The candidate must be a domicile of place situated in the areas as specified in the list given
below, and produce a domicile certificate from the District Collector accordingly.
b) He should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an
Institution situated in the border area. The candidate must produce a certificate from the
Principal/Head-Master of the College/School stating that candidate has passed SSC/HSC (or
equivalent) examination from the Institution.
c) Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from
the Principal/Head-Master of the School from which he/she has passed the SSC (or equivalent)
examination, stating that the candidate’s mother tongue is Marathi as per the original school
record.
d) To avail the benefit of MKB claim, the candidate must appear at NEET UG -2021 examination.
e) The Competent Authority shall select the candidates claiming MKB Quota, on the basis of their
Merit at NEET UG -2021 examination

ANNEXURE - F HILLY AREA (HA) RESERVATION
As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / Municipal
Corporation Medical colleges are reserved for the candidates from Hilly areas.
In accordance with G.R. issued by the Govt. of Maharashtra MED Dept. G.R. No. MED-
1002/3852/CR-617/02/Edu-2, dated 17/4/2003 and resolutions issued by Govt. of Maharashtra from
time to time, the candidates claiming seat under HA claim should satisfy following criteria to be
eligible:
i) Domicile Certificate of the parent stating that he/she is domicile in the village declared as a Hilly area specified in the Table for the respective Regions (Rest of Maharashtra/Vidarbha /Marathwada, As per the latest list issued by concerned Department) The said certificate should be obtained from the concerned Revenue Department officer (Tehsildar and Above).
ii) To avail the benefit of HA claim, the candidate must appear at NEET UG -2021 examination.
iii) The Competent Authority shall select the candidates claiming HA, on the basis of their Merit at NEET UG -2021 examination.
iv) The constitutional reservation is provided under these HA claim seats.
v) The candidate should pass SSC/HSC (or equivalent) examination from School/Junior College situated in the hilly area of his/her parents domicile or if not so, at the most, from a School/Junior College situated in the taluka of his/her parent's domicile.

General Instructions for filling online Preference Form & Specimen Copy of Preference Form (Sample of online Preference Form)
IMPORTANT: Candidates are advised to read the Information Brochure for Registration, Counselling & Preference form filling and Admission before filling this Online Preference Form.
1. Candidates, who are eligible during document verification and received Acknowledgement of
Document Verification, can only fill the Preference Form.
2. Candidate should submit one Preference Form. After filling and final submission of
Preference Form, no chance will be given to fill fresh preference form / change the
preferences.
3. Login with Application No. / Username, Password and Document Verification Code.
Document Verification Code is mentioned in Acknowledgement at left down corner.
4. After Login, Preference Form will be displayed.
5. Candidate can fill Minimum 1 preference and Maximum 300 preferences.
6. 100 preferences will be displayed; one after another in TAB .You have to click < SAVE
Preferences > with all 100 filled preferences to display next TAB for next 100 preferences.
7. Candidate must click < Lock Preferences > for final submission of Preference Form.
8. Before < Lock Preferences > Candidate can change Preference and < Save Preferences >
by multiple Logout & Login.
9. Before < Lock Preferences >, please check your Preferences carefully. After final
submission, in any Case of change of Preferences after locking is not allowed.
10. For Final submission, Click < FINISH > on TAB then, < Lock Preferences > TAB will
open, you have to click checkbox as you check all the preferences and then click on <
Lock Preferences >.
11. If Candidate fails to < Lock Preferences >, his/her Preference Form will not be saved and will
be rejected.
12. After submitting the form, please get the print out of the Preference form.
13. Candidate should not send copy of filled Preference form to this office.
14. Your login session may expire in 10 Minutes, So Please < SAVE Preferences > in an interval
of 10 Minutes. Hence candidate should decide preference to be fill in advance.
15. The preference code is a four digit college code, specific to each college.
16. Candidate should ensure about a particular code, that given faculty is available in the said
College/Institute from the table of seat matrix.
17. Candidates are required to fill the Preference form well in advance to avoid last day rush.
They should not wait till last date to fill the Preference form. Any delay due to electricity
failure or due to any technical fault will not be considered by this office.

18. Candidate can fill online preference form multiple times before clicking submit button. Once
submit button is clicked, then there no provision to change the preferences. These
preferences will be used for 1st round and subsequent rounds of selection / upgradation
process if any. Upgradation in subsequent round is compulsory.
19. Candidate should fill four digit number of all the colleges(more than 300) given in this
brochure from page no 26 to 41.
20. While submitting the preference candidate must go through website of Admissions
Regulating Authority / Admission Regulating Authority and also on the website of respective
college for tuition fee, other fees and other terms and condition
21. Candidate submitting preference for a college / course, indicates that he / she has accepted
tuition fees, other fees and other terms and condition of that college.
22. While filling the preference form, candidates must consider all the colleges including colleges
not approved by the respective council. A non recognized / non approved college if gets
recognition/ approval during selection process of First Round or Second Round, then same
preferences will be considered. A candidate not filling preference of a college (because it is
not recognized/ not approved) will not be considered for selection in that college if the said
college later on gets approval/ recognition.
23. If total college intake capacity shown in the present brochure is increased/ decreased during
admission process, then also same choices will be considered while preparing selection list.
24. There are following eventualities which may/ may not happen after submission of choices.
i. College capacity may increase (eg. 100 to 150)
ii. College capacity may decrease (eg. 150 to 100)
iii. College may be derecognized (Capacity 100 to Zero)
In all eventualities fresh preferences will not be called again. Candidates must
consider all above eventualities while filling choices / preference.
