RELATIONSHIPS AND RESPONSIBILITIES

1. To provide legal research services and support under the functional direction of the Presiding Judge and the Master of the Court to enable the preparation and provision of information for the purpose of decision making in legal proceedings and matters of a legal nature.

2. Required to respond to the Presiding Judge and Master of the Court on matters of work in progress and liaises when necessary with the Headquarters of the Eastern Caribbean Supreme Court and the Judicial and Legal Services Commission.

DUTIES AND TASKS

1. Conducts legal research in relation to matters before the Court by consulting and accessing information on legal precedent and/or from relevant sources to enable the effective disposition of cases and matters before the Court.

2. Prepares legal briefs by researching, analyzing, interpreting and summarizing legal authorities for presentation to the Presiding Judge or Master in pre-trial and trial matters.

3. Assists the Presiding Judge or Master with the preparation of Judgments and Orders using acceptable legal terminology, set procedures and guidelines for timely execution in accordance with established Court standards.

4. Researches, interprets and scrutinizes legislation and makes recommendations for amendments through the preparation of comprehensive arguments in support of the changes in legislation to the Presiding Judge or Registrar.

5. Recommends improvements where necessary, to rules, forms and processes relevant to the administration of the Court to enable continuous improvements in the Court system and day to day operations.

6. Maintains and updates legal knowledge and remains abreast with current legal developments through research and study for the provision of high quality legal services and advice.

7. Performs any other job-related duties as may be assigned.

Assignment Title: Consultancy to Develop a Sustainable Tourism Plan

SAINT LUCIA has received financing from the World Bank towards the cost of the OECS Regional Tourism Competitiveness Project (ORTCP) and intends to apply part of the proceeds for a Consultancy to Develop a Sustainable Tourism Plan. The consulting services (“the Services”) include carrying a diagnostic assessment which would require consultation and liaising with all relevant public and private sector stakeholders, as well as non-governmental organizations (NGO) and community-based organizations (CBO), to solicit their perspectives, vision and aspirations for tourism development in Saint Lucia. The Services should culminate in developing a clear, sustainable, coordinated practical and realistic Strategic Plan for the tourism sector in Saint Lucia by formulating a time bound and adaptable revised strategy and action plan that can be sustainably financed and articulates the appropriate institutional framework to enable the strategy and action plan to be efficiently implemented and consistently monitored and evaluated. The duration of the assignment is ten (10) man months over a period of six (6) calendar months. The Department of Economic Development, Transport and Civil Aviation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (brochures, description of similar assignments, experience in similar conditions, availability appropriate skills among staff, (please note that the individual experts’ bio data is not required.) 1. At least ten (10) years’ experience in Strategic Planning relevant to the tourism sector. (40 points)

2. At least two (2) successfully completed contracts during the past ten (10) years which entailed preparation of a sustainable tourism strategy, plan and/or policy. At least one of those contracts should have been implemented in a developing country. (60 points)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The associations should clearly indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures shall submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above-mentioned information for each member of the joint venture.
