GENERAL NOTES

1. DIMENSIONS ON DRAWINGS ARE FOR GENERAL REFERENCE ONLY, AND WERE DEVELOPED FROM OBSERVATIONS MADE IN THE FIELD OF

AS-BUILT CONSTRUCTION AND LIMITED ORIGINAL DRAWINGS. CONTRACTOR TO VERIFY ALL DIMENSIONS IN FIELD.

2. CONTRACTOR SHALL PROMPTLY SUBMIT VERBAL AND WRITTEN NOTICE TO ARCHITECT/ENGINEER OF OBSERVED VARIANCE OF THE

CONTRACT DOCUMENTS FROM ACTUAL ON-SITE CONDITIONS.

3. PRIOR TO SUBMITTING A BID, VISIT THE PROJECT SITE TO LOCATE, SURVEY, AND VERIFY EXISTING CONDITIONS, INCLUDING (BUT NOT

LIMITED TO) ROOF ACCESS CONDITIONS, FALL ARREST CONDITIONS, SCUPPERS, DRAINS, MECHANICAL EQUIPMENT, AND COMPONENT

INTERFACES.

4. PROVIDE ALL EQUIPMENT, INCLUDING HYDRAULIC LIFT EQUIPMENT, LADDERS, PLATFORMS, LABOR, SUPERVISION, AND MATERIALS AS

REQUIRED TO ACCESS THE ROOF AREAS AND PERFORM THE WORK.

5. ROOF OPENINGS MUST BE PROTECTED DURING THE WORK TO PREVENT ENTRY OF FOREIGN DEBRIS, FUMES, AND WATER INTO EXISTING

CONSTRUCTION AND INTERIOR OF BUILDING.

6. UNLESS OTHERWISE INDICATED BY THE CONTRACT DOCUMENTS OR THE MATERIALS MANUFACTURER'S WRITTEN INSTALLATION

INSTRUCTIONS, FOLLOW THE LATEST EDITION OF INSTALLATION PROCEDURES AND RECOMMENDED PRACTICES OF, INCLUDING BUT NOT

LIMITED TO, THE NATIONAL ROOFING CONTRACTORS ASSOCIATION (NRCA) AND SHEET METAL AND AIR CONDITIONING CONTRACTORS'

NATIONAL ASSOCIATION (SMACNA).

7. TARGETED NOTES ON THE PLAN ARE INTENDED TO IDENTIFY EITHER TYPICAL OR SIMILAR DETAILING. IN THE EVENT THAT THE

CONDITIONS ENCOUNTERED ARE SUBSTANTIALLY DISSIMILAR TO THOSE SHOWN ON THE DRAWINGS, PROMPTLY NOTIFY THE

ARCHITECT/ENGINEER IN WRITING.

8. ALL NOTES SHALL INDICATE NEW CONSTRUCTION AND ARE PART OF THE SCOPE OF WORK UNLESS NOTED OTHERWISE.

9. CONSTRUCTION SHALL BE IN ACCORDANCE WITH LOCAL CODES APPLICABLE TO THE CITY OF EUGENE AND THE STATE OF OREGON,

INCLUDING THE 2014 EDITION OF THE OREGON STRUCTURAL SPECIALTY CODE, 2014 OREGON MECHANICAL SPECIALTY CODE, 2017

OREGON PLUMBING SPECIALTY CODE, 2014 OREGON ENERGY EFFICIENCY CODE, 2014 OREGON FIRE CODE, AND OTHER LOCAL AND

NATIONAL CONSENSUS CODES AND STANDARDS.

10. UNLESS SPECIFICALLY STATED OTHERWISE, THE MOST RECENT EDITION OF ALL CODES AND STANDARDS SHALL APPLY.

11. THE CONTRACTOR SHALL PERFORM WORK IN ACCORDANCE WITH THE APPLICABLE REQUIREMENTS OF THE LATEST EDITION OF THE

WILLIAM STEIGER OCCUPATION SAFETY AND HEALTH ACT (OSHA).

12. CONTRACTOR SHALL SUPPLY THE OWNER WITH MATERIAL SAFETY DATA SHEETS (MSDS) FOR EACH SUBSTANCE THAT WILL BE BROUGHT

ONTO THE JOB SITE AND SHALL COMPLY WITH THE REQUIREMENTS OF THE OSHA HAZARD COMMUNICATION STANDARD.

13. CONTRACTOR IS RESPONSIBLE FOR WAYS AND MEANS OF ALL WORK.

14. CONTRACTOR MUST SUBMIT A DEMOLITIONS SCHEDULE TO OWNER AND ARCHITECT/ENGINEER FOR REVIEW PRIOR TO DEMOLITION

INITIATION.

15. CONTRACTOR SHALL SUBMIT A COMPLETE CONSTRUCTION SEQUENCE FOR EXECUTION OF THE PROJECT PRIOR TO COMMENCING THE

WORK.

16. SHOULD CONDITIONS OF WORK OR SCHEDULE INDICATE CHANGE OF MATERIALS OR METHODS, SUBMIT RECOMMENDATIONS INCLUDING:

A. CONDITION INDICATING CHANGE.

B. RECOMMENDATION FOR ALTERNATIVE MATERIALS OR METHODS.

C. SUBMITTAL AS REQUIRED FOR SUBSTITUTIONS. NO WORK SHALL PROCEED UNTIL ARCHITECT/ENGINEER'S APPROVAL IS RECEIVED.

17. WJE ENGINEERS & ARCHITECTS, P.C. (WJE) SHALL NOT HAVE CONTROL OVER OR CHARGE OF AND SHALL NOT BE RESPONSIBLE FOR

CONSTRUCTION MEANS, METHODS, TECHNIQUES, SEQUENCES, OR PROCEDURES, OR FOR SAFETY PRECAUTIONS AND SAFETY

PROGRAMS IN CONNECTION WITH THE PROJECT, SINCE THESE ARE THE RESPONSIBILITY OF THE CONTRACTOR(S). WJE SHALL NOT BE

RESPONSIBLE FOR THE CONTRACTOR'S SCHEDULES OR FAILURE TO CARRY OUT THE PROJECT IN ACCORDANCE WITH CONTRACT

DOCUMENTS. WJE SHALL NOT HAVE CONTROL OVER OR CHARGE OF ACTS OR OMISSIONS OF THE CONTRACTOR, SUBCONTRACTORS, OR

THEIR AGENTS OR EMPLOYEES, OR OF ANY OTHER NON-WJE PERSONS PERFORMING PORTIONS OF THE PROJECT.

18. THE CONTRACTOR SHALL LEAVE INTACT AND UNDISTURBED ELEMENTS THAT ARE TO REMAIN. EXISTING BUILDING AND ALL SERVICE

SHALL REMAIN IN USE DURING THE REROOFING AND REPAIR WORK.

19. REPAIR INTERIOR FINISHES DAMAGED DURING INSTALLATION OF NEW COMPONENTS. PROVIDE NEW INTERIOR SUBSTRATE TO MATCH

ADJACENT SUBSTRATES AT LOCATIONS WHERE INCREASED HEIGHT TO CURBS REQUIRES NEW INTERIOR FINISH.

20. THE EXISTING BUILDING MUST REMAIN IN OPERATION 100 PERCENT OF THE TIME. DEMOLITION REQUIRED SHALL PROCEED ONLY AT THE

DIRECTION OF THE OWNER ACCORDING TO SCHEDULES MUTUALLY AGREED UPON. THE CONTRACTOR SHALL PROVIDE ALL TEMPORARY

CONTROLS AS NECESSARY TO ALLOW FOR BUILDING OPERATIONS.

21. THE CONTRACTOR SHALL PROVIDE PROTECTION TO BUILDING COMPONENTS AND SYSTEMS AS REQUIRED IN THE AREA OF WORK OR AS

REQUIRED FOR ACCESS AREAS TO THE WORK. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPAIRING ANY DAMAGE TO THE

EXISTING STRUCTURE CAUSED BY THE WORK. ANY SUCH DAMAGE SHALL BE REPORTED TO THE OWNER AND ARCHITECT/ENGINEER

PRIOR TO REPAIRING DAMAGE.

22. CONTRACTOR SHALL PROVIDE ALL SHORING, BRACING, SHEETING, AND WEATHER PROTECTION AS REQUIRED FOR SAFETY AND PROPER

EXECUTION OF THE WORK.

23. CONTRACTOR SHALL PROVIDE PROTECTIVE BARRIERS, FENCES, WALKWAY ENCLOSURES WITH LIGHTING, ETC. TO ENSURE THE SAFETY

OF PEDESTRIANS, BUILDING OCCUPANTS, VEHICULAR TRAFFIC, SITE FEATURES, ETC. AS APPROVED BY THE OWNER AND IN

ACCORDANCE WITH THE REQUIREMENTS OF LOCAL AUTHORITIES.

24. THE CONTRACTOR SHALL NOT UNREASONABLY ENCUMBER PROJECT SITE WITH MATERIALS OR EQUIPMENT. THE MATERIALS AND

EQUIPMENT SHALL BE CONFINED TO THE AREAS INDICATED IN THE CONTRACT DOCUMENTS OR BY THE DIRECTION OF THE OWNER. DO

NOT LOAD STRUCTURE WITH WEIGHT THAT WILL ENDANGER STRUCTURE. CONTRACTOR SHALL ASSUME FULL RESPONSIBILITY FOR THE

PROTECTION AND SAFEKEEPING OF PRODUCTS STORED ON PREMISES. MOVE ANY STORED MATERIAL PRODUCTS THAT INTERFERE WITH

OPERATIONS OF OWNER OR OTHER CONTRACTORS. STORE MATERIAL ONLY IN AREAS PROVIDED BY OWNER.

25. DRAINS, SUMPS, AND SEWERS: THE CONTRACTOR SHALL NOT PERMIT DEBRIS OR OTHER CONTAMINANTS DELETERIOUS TO THE SEWER

SYSTEM TO BE WASHED DOWN DRAINS WITHIN THE BUILDING OR OTHERWISE DISCHARGED INTO THE SEWER SYSTEM. PRIOR TO THE

START OF WORK, THE CONTRACTOR SHALL INSPECT THE CONDITION OF THE MAIN ROOF DRAINS IN AREAS AFFECTED BY THE

CONTRACTOR'S WORK TO DETERMINE THAT THEY ARE CLEAN AND IN PROPER WORKING ORDER. THE OWNER SHALL BE NOTIFIED OF

ANY ELEMENTS THAT ARE NOT IN PROPER WORKING ORDER. AT THE COMPLETION OF THE PROJECT, THE DRAINS SHALL BE TESTED TO

VERIFY THAT THEY ARE IN SIMILAR CONDITION AND WORKING ORDER AS OBSERVED IN THE INITIAL INSPECTION.

26. THE CONTRACTOR SHALL PROVIDE TEMPORARY FIRE PROTECTION AS REQUIRED BY FEDERAL AND LOCAL LAWS AND ORDINANCES.

27. CONTRACTOR SHALL PROVIDE TEMPORARY VENTILATION AS REQUIRED TO CONTROL DUST AND FUMES IN WORK AREA.

28. ALL ROOF ACCESS LADDERS MUST REMAIN SECURED AT ALL TIMES, AND NOT LEFT UNATTENDED UNLESS LOCATED IN A SECURED

GATED AREA AND AS APPROVED BY THE FACILITY.

29. CLEAN UP AND DEBRIS REMOVAL SHALL BE UNDERTAKEN DAILY AND SHALL BE SATISFACTORY TO THE ARCHITECT/ENGINEER AND

OWNER.

30. THE PROJECT MANUAL ENTITLED "LANE COUNTY ADULT CORRECTIONS FACILITY (LCAC), ROOFING SYSTEM REPLACEMENT PHASE 1" IS A

PART OF THE CONSTRUCTION DOCUMENTS.

31. THE PRODUCTS NOTED AND SPECIFIED ARE BELIEVED TO HAVE PROPERTIES ADEQUATE FOR SUCCESSFUL COMPLETION OF THE WORK.

IF CONTRACTOR HAS FOUND THESE PRODUCTS TO BE UNACCEPTABLE OR HAS HAD DIFFICULTY USING THESE MATERIALS, CONTRACTOR

SHALL IMMEDIATELY INFORM ARCHITECT/ENGINEER AND OWNER IN WRITING.

32. IN THE EVENT OF CONFLICT BETWEEN THE DRAWINGS AND THE SPECIFICATIONS, THE MORE STRINGENT REQUIREMENT AND BETTER

QUALITY SHALL GOVERN UNLESS WRITTEN NOTIFICATION IS PROVIDED BY THE ARCHITECT/ENGINEER.

33. THE ARCHITECT/ENGINEER MAY PERFORM QUALITY CONTROL TESTS ON A RANDOM BASIS FROM TIME TO TIME TO EVALUATE

INSTALLATION OF THE NEW CONSTRUCTION FOR CONFORMANCE TO THE DRAWINGS AND SPECIFICATIONS. THE CONTRACTOR SHALL

MAKE ACCESS AVAILABLE TO INSPECT AND TEST THE SPECIFIED AREAS AND MAKE APPROPRIATE REPAIRS AFTER COMPLETION OF

ARCHITECT/ENGINEER'S INSPECTION. ANY DEFECTIVE WORK WILL BE REPAIRED AT NO COST TO THE OWNER.

34. THESE CONSTRUCTION DOCUMENTS (DRAWINGS AND SPECIFICATIONS) APPLY TO THE ROOFING SYSTEM REPLACEMENT AT THE LANE

COUNTY ADULT CORRECTIONS FACILITY AND SHALL NOT BE USED FOR ANY OTHER PURPOSE WITHOUT THE EXPRESSED WRITTEN

CONSENT OF WJE.

EXISTING CONDITIONS

INFORMATION SHOWN THAT WAS USED IN DEVELOPMENT OF THE REPAIR DOCUMENTS HAS BEEN BASED UPON LIMITED VISUAL EXAMINATION

OF EXPOSED CONDITIONS. CONTRACTOR SHALL MEASURE AND FIELD VERIFY ALL NECESSARY AND REQUIRED DIMENSIONS AND

INFORMATION, AND SHALL DETERMINE ALL EXISTING CONDITIONS REQUIRED TO PERFORM WORK PRIOR TO PROCEEDING WITH THE WORK

OR FABRICATION OF COMPONENTS. CONTRACTOR SHALL REPORT ANY SIGNIFICANT VARIATIONS FROM THE DIMENSIONS AND CONDITIONS

SHOWN ON THESE DRAWINGS TO THE ARCHITECT/ENGINEER IN WRITING. CONTRACTOR PROCEEDING WITH WORK SHALL INDICATE THAT THE

CONTRACTOR HAS MEASURED AND VERIFIED ALL REQUIRED INFORMATION FOR ACCURACY. ANY CONCEALED CONDITIONS ADVERSELY

AFFECTING THE SPECIFIED WORK SHALL BE BROUGHT TO THE IMMEDIATE ATTENTION OF THE ARCHITECT/ENGINEER.

THE SCOPE OF WORK INCLUDES ROOF AREAS 5, 6, 7, 10, 15, AND 16 AS SHOWN IN THE PROJECT DRAWINGS.

1. THE EXISTING ROOFING SYSTEM AT ROOF AREAS 5, 6, 7, AND 15 GENERALLY CONSISTS OF THE FOLLOWING FROM BOTTOM TO

TOP: CONCRETE DECK, BITUMINOUS VAPOR RETARDER, VARYING THICKNESS OF PERLITE AND POLYISOCYANURATE

INSULATION (ASSUME AN AVERAGE OF 5”), BUILT-UP ROOFING MEMBRANE SYSTEM, AND A FLOOD COAT AND GRAVEL SURFACING.

DECKING SUPPORTED ON STEEL FRAMING, LIGHTWEIGHT INSULATING FILL, BUILT-UP ROOFING MEMBRANE, AND A FLOOD COAT AND

GRAVEL SURFACING.

SUMMARY OF WORK

THIS PROJECT WILL GENERALLY INCLUDE, BUT IS NOT LIMITED TO, THE FOLLOWING ITEMS:

1. GENERAL

A. REMOVE AND DISPOSE OF EXISTING ROOFING MEMBRANE SYSTEM, INCLUDING BUT NOT LIMITED TO THE VAPOR RETARDER

MEMBRANE, BUILT-UP ROOFING MEMBRANES AND FLASHINGS, RIGID INSULATION, SHEET METAL AND RELATED COMPONENTS, AND

ACCESSORIES DOWN TO THE SUBSTRATE.

B. TEMPORARILY REMOVE OR SUPPORT EXISTING ROOF TOP MECHANICAL AS REQUIRED FOR INSTALLATION OF NEW CURBS OR

NON-PENETRATING EQUIPMENT SUPPORTS.

C. PROVIDE AND INSTALL NEW WOOD BLOCKING AS REQUIRED.

D. PROVIDE AND INSTALL NEW PREMANUFACTURED NON-PENETRATING CONDUIT AND DUCT SUPPORTS.

E. PROVIDE AND INSTALL NEW SELF-ADHERED MEMBRANES, SHEET METAL COMPONENTS AND FLASHING, FASTENERS AND SEALANTS,

FOR WEATHER TIGHT INSTALLATION.

F. PROVIDE AND INSTALL NEW MEMBRANE CLAD METAL SCUPPER, TRANSITION FLASHING AND ALL ACCESSORIES.

G. REMOVE ALL EXISTING DRAINS AND REPLACE WITH NEW DRAIN BODIES AND CAST IRON STRAINERS, INCLUDING ALL RELATED

DRAIN COMPONENTS FOR COMPLETE INSTALLATION AND AS INDICATED ON THE DRAWINGS. FURNISH AND INSTALL NEW DRAIN

BOWLS, CLAMPING RINGS AND STRAINERS, AND MODIFY DRAINS TO BE SET AT ELEVATION INDICATED IN THE DRAWINGS.

H. FURNISH AND INSTALL SILICONE TAPE SEALS AT JOINTS IN EXISTING COPING SECTIONS THAT ARE TO REMAIN.

2. ROOFS AREAS 5, 6, 7 AND 15

A. CLEAN AND PROPERLY PREPARE SUBSTRATE AS REQUIRED FOR INSTALLATION OF VAPOR RETARDER/AIR BARRIER/TEMPORARY

ROOFING.

B. INSTALL SELF-ADHERING MEMBRANE AS VAPOR RETARDER / TEMPORARY ROOFING.

C. PROVIDE AND INSTALL A FULLY ADHERED SINGLE PLY TPO THERMOPLASTIC ROOFING MEMBRANE SYSTEM INCLUDING TAPERED

INSULATION, ADHESIVES, COVER BOARD, FLASHING, AND RELATED ANCILLARY ACCESSORIES.

D. RAISE ALL SMOKE VENTS AS REQUIRED TO ACHIEVE PROPER FLASHING HEIGHTS, INCLUDING WOOD BLOCKING.

E. INSTALL NEW SUPPLEMENTAL DRAINS AS INDICATED ON THE DRAWINGS INCLUDING CREATING OPENINGS IN DECK, ALL

ACCESSORY COMPONENTS, SUPPLEMENTAL DRAIN LINES AND CONNECTING NEW SUPPLEMENTAL DRAIN LINES TO STORM SYSTEM.

F. FURNISH AND INSTALL PREFABRICATED RETRO SCUPPER DRAIN ASSEMBLY AT ROOF AREA 6.

G. FURNISH AND INSTALL NEW SHEET METAL COUNTERFLASHINGS INTO EXISTING REGLETS OR AS SURFACE MOUNTED AS INDICATED

ON THE DRAWINGS.

H. FURNISH AND INSTALL SHOP FABRICATED PREFINISHED AND GALVANIZED SHEET METAL SADDLES BELOW COPING BETWEEN ROOF

C. FINISH AND PAINT STEEL THAT IS PART OF THE ROOF SYSTEM IN THE AREA OF WORK AS INDICATED ON THE DRAWINGS.

1. PROVIDE ROOFING SYSTEM THAT IS IDENTICAL TO SYSTEMS THAT HAVE BEEN SUCCESSFULLY TESTED BY QUALIFIED TESTING AGENCY

EXISTING CONNECTION IS UNKNOWN.

2. CLEANING AND PAINTING HORIZONTAL STEEL TUBE BRACES, TOP CHORD OF OPEN WEB STEEL JOISTS, AND OTHER

MISCELLANEOUS STEEL THAT IS PART OF THE ROOF SYSTEM IN AREA OF WORK. PAINTING IS INTENDED TO RESTORE

CORROSION PROTECTION TO STEEL MEMBERS.
