NEW DELHI, Aug 31:
Former President Pranab
Mukherjee passed away on
Monday at Army's Research
and Referral Hospital here,
informed his son and Con-
gress leader Abhijit Mukher-
jee. He was 84.
“With a Heavy Heart, this

has just passed away inspite
of the best efforts of Doctors
of RR Hospital & prayers
,duas & prarthanas from peo-
ple throughout India! I thank
all of You,” his son tweeted.
“There is a decline in the
medical condition of Pranab
Mukherjee since yesterday. He
is in septic shock due to his
lung infection and is being
managed by team of special-
ists. He continues to be in deep
coma and on ventilator sup-
port,” the Army hospital had
said this morning.
He was admitted in Hospi-
tal on August 10 in a critical
condition. He had a large
brain clot for which he un-
derwent emergency life sav-
ing surgery.
Mukherjee was also found
to be COVID-19 positive.

Khandu said that despite
the COVID-19 pandemic, the
spirit and energy of Solung
will not dampen and called
upon everyone to join the
celebrations. He, however,
requested the revelers to fol-
low all prescribed norms of
social distancing etc so that
the spread of the virus is
avoided.

Pasang Dorjee Sona has also

and good wishes to the peo-

fish farmers to adopt scien-
tific methods of fish farming
to increase productivity.

ers training and skill devel-
opment programme at Tarin
High Altitude fish farm at Si-
iro here today, she also sug-
gested them for producing
fish feeds locally to mitigate
the cost factor.
“To assist such initiatives
of the farmers the Govern-
ment has rolled out the
Kissan Credit Card for pro-
viding working capital to
farmers,” she said in her ad-
dress and advised the farm-
ers to avail the benefit.

of different species, fish pa-

be observed throughout In-

During the period of State
Mourning, the National Flag
will fly half-mast on all build-
ings throughout India, where
it is flown regularly and there
will be no official entertainment.
The date, time and venue
of the State Funeral will be
intimated later, a Home Min-
istry statement said.

ITANAGAR, Aug 31: The
mental heroics of a nonage-
narian, who beat the novel
Coronavirus today, marked
the day in which the State
recorded a total of 78 Covid-
19 cases and also discharged
63 patients following their
recovery from the virus, tak-
ing its tally of confirmed cas-
es to 4112, including 1220
active and 2885 discharged
cases coupled with seven
casualties.
A bulletin issued by the
Directorate of Health Ser-
vices here late this evening
stated that the 90-year-old
man, an APST has tested
negative for COVID-19 by
repeat antigen test today.
Earlier, he had tested posi-
tive for COVID-19 on Au-
gust 20 last. The ‘Corona
winner’, who was kept in
strict home isolation, is a
postoperative case for can-
cer prostate surgery which
was done in Guwahati. Now
he has fully recovered from
COVID-19.
Of the 78 cases registered
in the last 24 hours in 17 dis-
tricts, Itanagar Capital Com-
plex (ICC) was at the top with
22 infections. West Kameng
recorded nine cases, Chang-

nel returnees from ICR, two
are Assam Rifles personnel
detected in QF (Quarantine
Facility), one is a returnee
from Bengaluru and one is a
driver.
Of Tawang cases, four are
GREF personnel, two are mil-
itary personnel detected in
QF and one is a driver. The
Papum Pare cases included
four detections from Gumto
and two from Hollongi check
gates.
In East Kameng, three are
IRBn personnel returnees
from ICR and two are also
returnees from ICR. The East
Siang cases comprised two
detections (driver & handy-
man) from Ruksin check
gate, one is an APP person-
nel returnee from ICR and
one is a caretaker from Juve-
nile Home, Pasighat.
Of Lower Siang contrac-
tions, two are returnees from
Assam, one is a GREF per-
sonnel and one is a primary
contact of positive case de-
tected earlier.
Both West Siang cases are
truck driver returnees from
Likabali; In LDV, one is a
GREF personnel returnee
from Delhi and one is a re-
turnee from Assam; the two
Tirap cases are CRPF & As-
sam Rifles personnel detect-
ed in QF, and Shi Yomi dou-
ble cases are truck driver re-
turnees from Assam.
The lone Lower Subansiri
case is an APP personnel re-
turnee from ICR; the Namsai
one is a CRPF personnel re-
turnee from Uttar Pradesh;
the Anjaw case is a returnee
from Assam; the Upper Sub-
ansiri case is a GREF person-
nel detected in QF, and the
Lohit one is an ITBP person-
nel also detected in QF.
Of the total infections, 72
are asymptomatic and six are
symptomatic, as per the bul-
letin.
Of the 63 positive cases
released today in nine dis-
tricts, Papum Pare was
placed first with 18 recover-
ies, followed by 17 each in
Changlang and ICC. East
Kameng discharged four,
while two each in Anjaw and
West Kameng. One patient
each was released in Kamle,
Tawang and Lohit.
Meanwhile, a Cabinet
meeting was held at the Civil
Secretariat here today to dis-
cuss on the adoption and
implementation of the MHA
Order vide MHA Unlock 4.0
guidelines.
Accordingly, notification
on ‘Unlock guidelines for
ICC Region for management
of COVID-19 pandemic’ was
issued by the GoAP.

Reports stated that the
former President passed
away this afternoon after
suffering a ‘septic shock’
due to lung infection. He was
admitted to Army’s Research
and Referral Hospital in Del-
hi Cantonment on August 10
and was operated the same
day for removal of a clot in
his brain.
The Governor said that in
his demise, India has lost a
towering statesman, who
has made immense contribu-
tion in the political field of
Independent India.
“A scholar par excellence,
Late Mukherjee will be re-
membered for his integrity
and compassion. He was
admired across the political
spectrum and by all sec-

Khandu remembered late
Mukherjee as a quintessen-
tial seven-time parliamentar-
ian starting his political jour-
ney as a Member of Rajya
Sabha in 1969. He was re-
elected four more times be-
fore winning his first Lok
Sabha election from Bengal’s
Jangipur in 2004. He was re-
elected in 2009.
“Late Mukherjee was a
formidable political strate-
gist, draftsman and parlia-
mentarian with an astute le-
gal mind. Elected India’s
President in 2012, late
Mukherjee will always be re-
membered for leaving be-
hind the legacy of a presi-
dent who spoke his mind to
the government and yet,
kept the bridges and friend-
ships intact.
People of Arunachal
Pradesh will always be in-
debted to him for having a
soft corner for the state
throughout his political ca-
reer,” Khandu added.
“Deeply saddened by the
news of the passing away of
Pranab Mukherjee Ji, former

ITANAGAR, Aug 31: The
Nyishi Ethnic Students of
Arunachal (NESA) has
urged the Arunachal Pradesh
Government to reconsider the
resolution on the inclusion of
the State under 6th Schedule
of the Constitution which
was passed by the Assembly
on August 27 last.
Addressing a press confer-
ence here today, NESA pres-
ident Biri Chattum said, “The
resolution, which was moved
in the State Assembly by
Home Minister Bamang Fe-
Reconsider resolution for bringing State under 6th Schedule: NESA
lix, was “an act of eyewash
by the State Government to
fool the people of the State”.
“Bringing the State under
6th Schedule is like opening
the floodgates for those re-
gions demanding Autono-
mous District Councils
(ADCs),” the NESA presi-
dent commented.
Condemning the resolu-
tion, the NESA appealed to
the State Government to re-
consider it within a week,
Chattum said. He also urged
Chief Minister Pema Khandu
to not allow creation of Mon
and Patkai Autonomous Dis-
trict Councils.

community based organizations (CBOs) especially the in-
tellectuals should once again meet on the subject to look
out for future ramifications.
While advocating for implementing Article 371(A) like
that of Nagaland or Article 371(G) of Mizoram instead of
bringing the State under 6th Schedule, Chattum said those
Articles do not have the provision of providing ADC which
is there in the 6th Schedule.
The NESA has given a seven days ultimatum to the Gov-
ernment to address its demand, failing which it threatened
to go for a democratic movement, which shall be announced
after one week.

under containment zoneKHONSA, Aug 31: In view of rise in Covid-19 positive
cases in Tirap district, Pansumthong village and the whole
area of Bank Colony, Khonsa have been put under con-
tainment zone for 14 days, with effect from August 29.
Tirap District Magistrate cum DC Bhanu Prabha has an-
nounced this through an order. In this context, the DFCSO,
Khonsa has stated the consumers of containment zone
areas can avail essential commodities in phone/whatsapp
numbers – 98612862106 / 8794789085.
Consequent upon the declaration of containment zone,
District Medical Officer Dr Koblem Mossang has consti-
tuted the rapid response teams for contact tracing in the
areas, which include Dr Monto Lowang, MO and his team
at Upper Bank Colony, Dr Foren Aran, MO and his team at
Lower Bank Colony, and Dr K Mongchan, MO and her
team at Pansumthong village.
The number of Covid-19 active cases in Tirap stood at
39, as on 30th August.
The DC while reiterating her appeal to the denizens of
the district to abide by MHA guidelines said that even
after ‘Unlock 4’ declared by MHA – SOPs must be main-
tained by every individual by using masks, sanitizers, keep-
ing social distancing, avoid crowd and handshakes, stay
indoors, aver unnecessary venturing out and no spitting
in public places.
Further, the DC said that self-awareness about SOP is
the most important weapon to defeat Covid-19 in the re-

Bid to assess performance of
crops distributed during Covid-19HAYULIANG, Aug 31: During this ‘lockdown’, ICAR-KVK,
Anjaw has been actively working for improving the liveli-
hood of the farming community of Anjaw district by dis-
tributing seeds, planting materials, advisory on various
aspects of agriculture, horticulture and veterinary during
Covid-19. In an effort to assess the performance of the
crops distributed during Covid-19, Khoisnam Naveen, SMS
(Agronomy) visited the maize demonstrations field under
Metengliang circle today.
The performance of the maize crops were found satisfac-
tory and farmers have been actively involved in selling
their farm produce from their field itself and fetching good
amount of money by supplying the fresh maize corn pro-
duces to the local residents of the district.
During these visits, Naveen also monitored the work
progress of cluster farming in Metengliang circle.
DC inspects JJB, YupiaYUPIA, Aug 31: Papum Pare Deputy Commissioner Pige
Ligu, who is also the Chairman of Juvenile Justice Board
(JJB), Yupia, today inspected the JJB office here and en-
quired about the present status of the Board.
During the inspection, JJB Member Kani Nada Maling
and Probation Officer of District Child Protection Unit,
Yupia, Tarh Nagu apprised the DC about the difficulties
being faced to conduct case proceedings due to ‘dilapi-

Vills populace under Mariyang
sub-division sensitized on CovidYINGKIONG, Aug 31: A Covid-19 awareness programme for
villages under Mariyang sub-division was conducted on 28th
August last under the chairmanship of Khoda Lasa, CO-cum-
chairman Covid-19 Monitoring Committee Mariyang.
The objective of the prgoramme was to build cooperation
between Govt agencies and villages in prevention of the
pandemic and Covid-19 monitoring effort by way of normal
development and economic activities in the sub-division.
The CO explained in detail on procedural and medico-
legal aspect of Govt guidelines and standard operating
procedures (SOPs). He also apprised the house of Disaster
Management Act, 2005. He informed that govt. is taking all
necessary steps to prevent the spread of Covid-19 and
that there is no reason to panic and impose customary
lockdown in villages.
Such customary lockdown without sanction from lawful
authority is creating hurdle in socio-economic develop-
ment initiative of the govt and causing annoyance to pub-
lic at large, said Lasa.
He urged that five simple basic steps viz face cover, so-
cial distancing of six feet, hand wash/hygiene, no spitting
in public place and prohibition of consumption of alcohol,
tobacco products in public place are to be compulsory
adopted by each village to prevent the spread of Covid-19.
On the occasion, copies of govt guidelines and SOPs on

NEW DELHI, Aug 31: India
on Monday overtook Mexi-
co in total numbers of deaths
from COVID-19--64,469---
and became the third coun-
try in the world, after United
States and Brazil, with high-
est fatalities.
As per the worldometer, a
site recording coronavirus
cases and deaths on real time
basis, Mexico has tallied
64,158 deaths, nearly over 300
fatalities less than India.
According to Union
Health Ministry, India re-
corded another 78,511 COV-
ID-19 cases and 971 more
deaths in the past 24 hours.
This is for the fifth consec-
utive day, the country has
recorded more than 70k cas-
es in a single day.
India's trajectory of daily
cases of the coronavirus dis-
ease is now the highest ever
At 64,469, India's COVID-19death toll third highest in world
recorded by any country.
The total number of coro-
navirus cases now stand at
36,21,246, which includes
7,81,975 active cases,

GUWAHATI, Aug 31: TheCOVID 19 pandemic and con-sequent lockdown in Assamwill lead to fall in growth rate,increase in unemploymentand poverty, and the govern-ment’s revenue will decline,while sectors such as agricul-ture will face complex andcascading impact.
This was stated in a ‘Re-port on Economy of Assamin the Backdrop of COVID 19Pandemic’ by State Innova-tion and TransformationAayog (SITA), laid in thestate Legislative Assemblyhere today.
The Report said, there willbe ‘distinct and significantimpacts on the economy’ atthree different levels – mac-ro-economic level, sectorallevel and cross cutting oroverarching level.
The growth rate of thestate’s economy is expectedto lower by 1.3 to 5.2% in-current fiscal, which sug-gests a potential loss in theGSDP equivalent to Rs 4,442to Rs 17,770 crore at currentprices.
The lockdown has caused
a total loss in GSDP worthRs 27,463 crore at the currentlevel of prices, with agricul-ture and allied sector aloneestimated to face a loss ofabout Rs 3,875 crore.
Manufacturing, construc-tion, trade and hospitality,real estate and transport sec-tors are among the sectorsthat have incurred major loss-es, as per the Report, withthe estimated loss indicating‘minimum losses’.
It has been estimated that67 lakh people’s livelihoodwill face vulnerabilities ofmyriad kind, unemploymentrate in the state will rise to 16to 27% from present 8%, andconsequently, poverty ratemay go up to about 50% inthe state.
As per the Report, the im-pact of COVID 19 on agricul-ture would be rather complexand cascading, and hence,will be far-reaching and thesector is expected to witnessthe most significant impactsindirectly.
The tea and rubber plan-tations, livestock, fish pro-duction, among sectors,
have incurred heavy lossesdue to the lockdown.
The impact is found moreprominent among the MS-MEs and unorganized sec-tor, with estimated loss of Rs318 crore, affected about 5.4lakh workers in the sector.
The handloom and servic-es sectors have also felt theburnt of the lockdown, run-ning losses in hundreds ofcrores and loss of jobs.
Some overarching con-cerns have also been high-lighted in the Report, whichcomprise issue of possibleincrease in inequality, dimen-sions of women requiringspecial attention, issue ofpossible time and cost over-run of the critical infrastruc-ture projects, and possiblechallenges for flood manage-ment this year.
Recommending ‘extraordi-nary measures and innova-tive approaches’, the Reporthas called for policy deci-sions, concerted relief mea-sures, support measures, ef-ficient resource manage-ment, and institutional ar-rangements. (UNI)

Amid the simmering bor-
der tension between India
and China in Eastern
Ladakh, a fresh clash be-
tween the troops of two
Himalayan nations broke
out on the intervening
night of August 29-30 Au-
gust on the southern bank
of Pangong Tso.
As per a statement from
Indian Army, a Brigade Com-
mander-level flag meeting is
in progress at Chushul to
resolve the issue.
According to the state-
ment, on the night of 29/30
August, the People’s Lib-
eration Army (PLA) troops
violated the previous con-
sensus arrived at during
military and diplomatic en-
gagements amid the ongo-
ing standoff in eastern
Ladakh.
The PLA troops carried
out provocative military
movements to change the
s ta tus quo , sa id the
statement.
“Indian troops pre-empted
this PLA activity on the
Southern Bank of Pangong
Tso Lake, undertook mea-
sures to strengthen our po-
sitions and thwart Chinese
intentions to unilaterally
change facts on ground,” it
added.
It further said that the
Army is committed to main-
taining peace and tranquil-
lity through dialogue, but is
also equally determined to
protect its territorial integrity.
As per the sources in the
defence establishment, the
crash occurred in the Chushul
sector of eastern Ladakh.
The area has remained a
concern since the stand-off
between the two countries
began in early May.
India has moved in addi-
tional troops than what was
already deployed in wake of

NEW DELHI, Aug 31: The
Supreme Court on Monday
imposed a token fine of 'Ru-
pee One' on civil rights law-
yer Prashant Bhushan after
he was found guilty of crimi-
nal contempt for
‘scandalising the court’.
The court gave the verdict
on a suo motu criminal con-
tempt case pertaining to two
tweets by Bhushan. One
tweet was over a photo-
graph of Chief Justice of In-
dia (CJI) Sharad A Bobde
astride a bike and another on
the Apex court’s role in the
past six years.
"We are imposing fine of
Rupee one on advocate
Prashant Bhushan in con-
tempt case. If he fails to pay
the amount, he will be sen-
tenced to 3 months in jail and
suspension of his practice for
3 years," the bench headed
by Justice Arun Mishra or-
dered.
The Bench was unhappy
to note that after holding
Bhushan guilty of contempt,
the court gave an opportu-
nity to the convict to
apologise but instead he
gave statements and inter-
views to media which was
against the dignity of the
court.
The court said that it has
taken the appeal of Attorney
General K K Venegopal "to
not punish" the senior law-
yer into consideration and
imposed a nominal fine of
just Rupee one.
"If we have not taken the
cognisance of such conduct,
it would have send a wrong
message to lawyers and liti-
gants throughout the coun-
try," the Bench stated.
The court gave time till
September 15 to Bhushan to
pay the fine, otherwise he
would be liable for the pun-
ishment.
Bhushan, later in the day,
said he will obey the order
and pay Rupee one as a fine
to the court but also men-
tioned that he has the right
to seek a review of the con-
viction and sentence.
"I propose to submit my-
self to this order and will re-
spectfully pay the fine, just
as I would have submitted
to any other lawful punish-
ment," the senior advocate
said while holding a press
conference in Press Club of
India.
Bhushan said he has the
greatest respect for the in-
stitution of the Supreme
Court. "I have always be-
lieved it to be the last bas-
tion of hope, particularly for
the weak and the op-
pressed who knock at its
door for the protection of
their rights, often against a
powerful executive," he
stated.
He clarified that his tweets
were not to disrespect the
Supreme Court or the judi-
ciary as a whole, but "were
merely meant to express my
anguish, at what I felt, was a
deviation from its sterling
past record".
"This issue was never
about me versus the Judges,
much less about me vs the
Supreme Court".
When the Supreme Court
of India wins, every Indian
wins, he added.
The Apex Court on August
14 held Bhushan guilty of
contempt and advice him to
apologise which the advo-

200 super specialty beds, 72

NEW DELHI, Aug 31: The
World Health Organization
(WHO) on Monday pub-
lished a first indicative sur-
vey on the impact of COVID-
19 on health systems based
on 105 countries’ reports.
Data collected from five
regions over the period from
March to June 2020 illustrate
that almost every country (90
per cent) experienced dis-
ruption to its health services,
with low- and middle-income
countries reporting the
greatest difficulties.
Most countries reported
that many routine and elective
services have been sus-
pended, while critical care -
such as cancer screening and
treatment and HIV therapy –
has seen high-risk interrup-
tions in low-income countries.
"The survey shines a light
on the cracks in our health
systems, but it also serves
to inform new strategies to
improve healthcare provi-
sion during the pandemic
and beyond,” said Dr Tedros
Adhanom Ghebreyesus,
WHO Director-General.
"COVID-19 should be a
lesson to all countries that
health is not an ‘either-or’
equation. We must better pre-
pare for emergencies but also
keep investing in health sys-
tems that fully respond to
people’s needs throughout
the life course", he added.
The survey ‘Rapid assess-
ment of continuity of essen-
tial health services during the
COVID-19 pandemic’ was
conducted in 159 countries
(all WHO regions except the
Americas). 105 responses
were received (66 pc re-
sponse rate) from senior min-
istry of health officials cov-
ering the period from March
to June 2020. The purpose
of the survey was to gain
insights and perspectives on
both the impact of the
COVID-19 pandemic on up
to 25 essential health ser-
vices in countries and how
countries are adapting strat-
egies to maintain essential

Health and Family Welfare Min-
istry will deploy high-level Cen-
tral teams in the states of Uttar
Pradesh, Jharkhand,
Chhattisgarh, and Odisha which
are seeing a sudden surge in
Covid cases and some are also
reporting high mortality.
The teams will support the
state efforts towards strength-
ening containment, surveil-
lance, testing and efficient clini-
cal management of the positive
cases. They shall also guide the
states in effectively managing
the challenges related to timely
diagnosis and follow up, an of-
ficial release here said.
Each of the multi-sectoral
teams will comprise an epi-
demiologist and a public
health expert.
Of the four states, Uttar
Pradesh has the maximum active
cases of 54,666, followed by
90 pc countries report disruptions to essential
health services since COVID-19 pandemic: WHO

Odisha (27,219), Chhattisgarh
(13,520) and Jharkhand which
has 11,577 active cases.
In terms of total/cumulative

sical Music and Folk Arts
was launched on August 20
at the IIT, Kharagpur.
Classical music maestro Pt
Ajoy Chakraborty, who is
leading the '100 Ragas Initia-
tive' at the IIT, has advocated
for ''blurring of boundaries''
between disciplines.
He believes that music and
the creative fields can help
engineers think from a ''much
broader perspective" and
increase their confidence.
"Music and the perform-
ing arts help in developing
several traits which are not
yet nurtured by the educa-
tion system. The fundamen-
tal traits of innovation are
abilities to focus, improvise,
communicate and have the
courage to bring about
change, all of which are de-
veloped through training in
music and other performing
arts,'' Pt Chakraborty ob-
served.
At the Academy, Pt
Chakraborty will be working
on the formulation of the
deep structure of Indian
ragas as part of the '100
Ragas Initiative' to forge a
connection between the cre-
ative arts and the cognitive
sciences.

path for interdisciplinary
studies,including fine arts

ence and music are comple-

rooted in collaboration and
communication, but gradu-
ates from the existing envi-
ronment of competition are
often found to be lacking in
these virtues.
"Music helps in under-
standing and developing
collaboration-be it in west-
ern symphonies or in the im-
promptu 'Jugalbandis' in In-
dian music," he said.
Agreeing to the 'view,'
Pallab Dasgupta, professor-
in-charge of the Academy,
said " Scientific excellence
does not come from rote
learning but from the ability
to innovate, apply and com-
municate knowledge. All
these traits are automatically
developed through training
in music and arts. I have
learned sitar for many years
and can advocate how this
has helped me in developing
my research abilities."

of UAPA, the officials said.
“During the investigation, it
was revealed that accused
Md Rashid was in contact
with Defense/ISI handlers of
Pakistan and had visited Pa-
kistan twice. He had transmit-
ted photographs of some
sensitive and strategically
important installations in In-
dia and also shared informa-
tion about the movement of
the armed forces with ISI
handlers in Pakistan,” a se-
nior NIA official said.
“Further investigation in
the case revealed that ac-
cused Rajakbhai Kumbhar
worked as an ISI agent and
transferred an amount of
Rs5,000 through Paytm in the
account of one Rizwan,
which was further handed
over to the main accused Md
Rashid,” he said. It also came
to light that the amount was
remitted to Md Rashid by
Rajakbhai Kumbhar on the
directions of ISI handlers in
lieu of the information sup-
plied by Md Rashid to ISI
agents, the official added.
Following which a search
was conducted at the house
of accused Rajakbhai Kumbhar
on August 28, 2020, and sev-
eral incriminating documents
were seized and later he was
arrested by the agency, the of-

items were stashed of worth
Rs 23,25,505 were recovered.

for further investigation and

Need stronger line of defence
For most of this month, India has consistently
been contributing the most number of daily
confirmed COVID-19 infections to the world.
This week, it reported 78,508 infections on a single
day — a record single day spike — that has pushed
the infection tally to over 3.6 million. In March, when
the epidemic was yet to take hold in the country,
there was the belief that it could be vanquished. In
those days, projections based on epidemiological
modelling which indicated that millions would be in-
fected were met with denial by the government as
well as disbelief by many, especially because of how
it had pulverised health systems in Europe and the
United States. The dominant note in the government’s
narrative on how it has handled the pandemic is that
it has kept India’s death rate low. India’s confirmed
case fatality rate (CFR) is below 2% — totalling to
over 64,500 deaths. The US and Brazil, the only two
countries with more cases than India, have a CFR of
around 3% and a good number of countries that lead
the COVID-19 tally have their confirmed deaths in
that region. Were India too to have a similar death
rate, that would work out to 103,000 deaths. Whether
the nearly 40,000 averted deaths are so far evidence
of a dodged bullet, or in part due to an undercount
that results from States not reporting ‘suspected or
probable deaths’ (as required by ICMR guidelines)
and not medically certifying all deaths can only be
known by more data being made available in the fu-
ture for analysis.
That the virus has managed to infect some of India’s
most secluded tribes in the Andaman and Nicobar
Islands is a pointer that it has now set deep roots
within the country along with several other bacteria
and viruses that thrive in India’s tropical climate. Its
invincibility has contributed to the widespread adop-
tion of face covers and masks and the vital role of
maintaining hygiene and avoiding crowds. These are
welcome behavioural changes that will serve well in
the future when India will continue to grapple with
seasonal outbreaks and epidemics of influenza, den-
gue as well as its old scourge of TB. The health-care
system being pushed to its breaking point has also
underlined the country’s historical neglect of wide-
spread affordable health care as well as the paucity
of qualified personnel to treat the poor. In spite of the
availability of sophisticated labs and expert scien-
tists and doctors, India continues to struggle to de-
velop indigenous testing kits as well as conduct well-
designed trials to check for the efficacy of drugs that
might help with the infection. There must be deep
reckoning to fix gaps in the manufacturing and prod-
uct delivery chain to put in place new habits and
erect a stronger line of defence against future blights.

Assam to continue with current unlock rules till Sep 4 Monsoon session of Parliament from Sep 14NEW DELHI, Aug 31: The Monsoon session of Parlia-ment will be held from September 14 to October 1.
According to a statement from the Rajya Sabha Secre-tariat, President Ram Nath Kovind has summoned RajyaSabha to meet on September 14.
'Subject to exigencies of business, the session is sched-uled to conclude on Thursday, 1 October 2020,' it said.
Another communication from the Lok Sabha Secretariatsaid the President has summoned the Lok Sabha to meeton September 14 and end on October 1.
The Monsoon session of Parliament, which is generallyheld from July-end, has been curtailed to three weeks, dueto severity of Novel Coronavirus.
The strict enforcement of COVID-19 tests for MPs andsocial distancing among MPs are some of the new mea-sures being contemplated for the upcoming Monsoon ses-sion, to ensure limited exposure of Parliamentarians andother staff in the Parliament complex to the infection, dur-ing the abbreviated 18-day session.

Assam to follow Central SOP for teachers’ attendanceGUWAHATI, Aug 31: Toeing the line of the Central gov-ernment, the Assam government today ordered attendanceof 50% of teaching and non-teaching staff in educationalinstitutions from September 21 next.
The Education Department notified that all employees, bothteaching and non-teaching staff of Schools, Colleges, Univer-sities, Technical Colleges/Institutions and Teacher TrainingInstitutions/Colleges, will undergo COVID 19 test up to Sep-tember 18 as per protocol of District Administration and Healthand Family Welfare Department issued from time to time.
“Further, teachers (50% of teaching and non-teachingstaff at a time) should attend their respective Institutionswith effect from September 21 for which subsequent in-structions will be issued by the Education Department,Assam, based on the Standard Operating Procedure (SOP)which will be developed by the MoHFW (Govt. of India),”an official statement said here.
Earlier, state Education Minister Dr Himanta Biswa Sarmahad announced that teachers would have to be present intheir institutions from September 1, while ‘informal classeson experimental basis’ will start for students of class 12and degree third year from September 15.
The minister, who also holds Finance and Health portfo-lios, among others, had initially maintained that the stategovernment’s protocol will remain in place even after theissuance of the Central SOPs.

(b) All Restaurants are allowed to open and function sub-ject to strict adherence to the SOP enclosed as Annexure-8.
(c) All Hotels and other Hospitality Units are allowed toopen and operate subject to strict adherence to the SOPenclosed as Annexure-C.

Covid cases reach 6252 in ManipurIMPHAL, Aug 31: The cumulative number of positive casesis 6,252 (General Population-4,655 and Central SecurityPersonnel-1597). The cumulative number of recoveredcases is 4,330 (General Population-3,500 and Central Secu-rity Personnel-830). The number of active cases is 1,894(General Population -1,129 and Central Security Personnel-765) while the recovery rate is 69.25 %.
In the past 24-hours, 103 persons (82M, 21F) from generalpopulation and 37 personnel from Central Armed Police Force(CAPF) were confirmed as new COVID-19 positive cases.
The positive cases are from VRDL, RIMS - 16, VRDL,JNIMS - 37, Raj Medicity - 2, Christian Hospital - 1, Jiribam— 29, Babina Diagnostics —17, Ukhrul - 4, Thoubal — 13,
Churachandpur - 5, Imphal East RAT — 11, Chandel — 5.They are from Imphal West - 26, Imphal East - 21, Thoubal- 17, Ukbrul - 8, Senapati - 3, Tengnoupal- 11, Bishnupur - 1,Kangpokpi - 1, Jiribam - 9, Churachandpur - 5, Chandel - 1.Six persons (Churachandpur - 1, Senapati - 3, Ukhrul - 1,Jiribam -1) were returnees from other states while the rest
97 were without any significant travel history. They werebeing shifted to the Covid Care facilities. All necessarymedical precautionary measures like containment and con-tact tracing are in place. Today, there was no report ofdeath. The cumulative number of deaths is 28.
In the past 24-hours, 91 persons were discharged. They
were from CAPF (1), CCC Lamboikhongnangkhong (29),UNACCO (34), JNIMS (2), RD Wing (2), DH Thoubal (3),CCC Thoubal (17) and DH Tamenglong (3) after they werefound COVID-19 free on RT PCR test.
Today 135 persons were detained and released later afterwarning by police for violating safety norms. A sum of Rs

GUWAHATI, Aug 31: TheComptroller and AuditorGeneral (CAG) has found thebudgetary assumptions ofthe Assam government ‘notrealistic’ for the fiscal 2018-19, with control over the ex-ecution and monitoring ofbudget also ‘inadequate’,while non-submission ofUtilisation Certificates (UCs)and non-reconciliation of re-ceipts and expenditures re-flecting ‘poorly on the inter-nal control system’ and‘monitoring mechanism’ ofthe state government.
In its audit report of thestate finances for the yearended March 31, 2019, whichwas laid in the state Assem-bly here today, the CAG saidthe budgetary assumptionswere not realistic and bud-getary estimates were ‘offthe mark to a considerableextent, and control over theexecutive and monitoring ofbudget was inadequate’.
Significant policy initia-tives were not fulfilled dueto non-completion of prepa-ratory activities and supple-mentary grants / appropria-tions were obtained withoutadequate justification, the
report claimed, adding, “De-spite flagging this issue ev-ery year for the last severalyears, the state governmenthas failed to take correctivemeasures in this regard.”
Further, with regards tobudgetary management,savings during the year ac-counted for about a third ofthe budget but the control-ling officers did not surren-der the funds on time, whiledepartments also did notvary their budgets in accor-dance with their ability toabsorb the allocations.
In the quality of accountsand financial reporting prac-tices, the CAG report said non-reconciliation of receipts andexpenditure reflected poorlyon the internal control systemwithin the government andraised concerns relating toaccuracy of accounts.
The report pointed to non-submission of UCs, DetailedCountersigned Contingentbills for specific developmentprojects, by AutonomousCouncils, DevelopmentBoards and Authorities, stat-ing that it is indicated to ‘in-adequate internal controlsand reflect poorly on the
monitoring mechanism of thestate government’.
It also noted that ‘indis-criminate operation of omni-bus Minor Head 800 – OtherExpenditure affected trans-parency’ and ‘obscuredproper analysis of allocativepriorities and quality of ex-penditure’.
On the finances of thestate, the CAG noted that anincrease of 17.27% in its rev-enue receipts was registeredby the state government in2018-19 compared to the pre-vious year. With significantincrease in Non-Tax Revenueand higher buoyancy of thestate’s own revenue than pre-ceding four years due to im-plementation of the GST.
Development expenditureof the state as well as expen-diture on health and educa-tion was more than that of oth-er Special Category States.
However, the state contin-ued to be dependent on theCentral government with62% of the revenue comingfrom Central transfers andGrants-in-Aid, though thestate continued to be non-compliant with the IndianGovernment Accounting
Standards while handlingexpenditure incurred out ofGrants-in-Aid.
Pointing to violation ofrules of National PensionScheme, the CAG report saidthe state government’s act of‘shot contribution’ as well as‘retaining the balances in cur-rent account’ is ‘fraught withthe risk of unauthorised useof funds’, ‘thereby creatinguncertainty in respect of thebenefits due to the employ-ees and avoidable future lia-bility to the government’.
The state could achieverevenue surplus during twoyears out of the five-yearperiod of 2014-19 and wassuccessful in containing thefiscal deficit before 3% of theGSDP in four out of the lastfive years, and had in fact afiscal surplus of Rs 3005crore in 2015-16.
During the five-year peri-od, the outstanding debt ofthe state remained between17.08% and 18.84% of theGSDP, which was consistent-ly below the norm of 28.50%of GSDP prescribed by theAssam Fiscal Responsibili-ty and Budget ManagementAct, 2011. (UNI)

SHILLONG, Aug 31: Megha-laya on Monday recorded thehighest ever single-day recov-eries of 113 COVID-19 patients,adding up the total number ofrecoveries up to 1196, whileonly 26 new cases were detect-ed, health officials said.
Out of the 113 recoveries,Health and Family WelfareMinister, Alexander LalooHek informed 80 were report-ed from East Khasi Hills dis-trict, 26 from West Garo Hillsdistrict, three from East Jain-tia Hills district, besides twoeach from Ri-Bhoi districtand North Garo Hills district.
"Fourteen civilians fromEast Khasi Hills district, , oneBorder Security Force (BSF)trooper and four civilians inWest Garo Hills district, four
Meghalaya records highest one-day recoverycivilians in East Jaintia Hillsdistrict and one civilians eachin West Khasi Hills district andSouth West Garo Hills district,tested positive for the viralinfection," Hek informed.
Of the 26 new cases de-tected, Hek said 14 were re-ported from East Khasi Hillsdistrict, five cases that in-clude four Armed/Paramili-tary Forces and one civilianin West Garo Hills district,four each in East Jaintia Hillsand West Khasi Hills dis-tricts besides one each in Ri-Bhoi and South West GaroHills districts.
Meghalaya has so far reg-istered 2,368 COVID-19 pos-itive cases, including 1,196active cases, 1,162 recover-ies and ten deaths.
“Till date, 88,963 sampleshave been sent for testingout of which 85,924 werenegative and results 671tests are awaited. So far32,573 people have returnedto the state from outside,” hefurther informed.
Meanwhile, Deputy ChiefMinister Prestone Tynsongsaid that the government hasalso decided to allot tempo-rary vending zones to ven-dors and streets hawkers inthe State Capital.
“Five to six places have beenidentified. The Deputy Com-missioner of East Khasi Hillsdistrict would notify thesevending zones,” he added.
Tynsong said the State gov-ernment is seized of the plightof the street hawkers and ven-
dors and permanent vendingzones in the State Capital arebeing identified together withthe assistance of the UrbanAffairs department.
"Vendors and street hawk-ers who have registered withthe Shillong MunicipalBoard and the Urban Affairsdepartment would be allot-ted spots at these yet to beidentified permanent vend-ing zones," the Deputy ChiefMinister informed.
There are around 300 ven-dors who are registered withthe vending committee head-ed by Chief Executive Offic-er (CEO) of the ShillongMunicipal Board and thecommittee headed by Depu-ty Commissioner of EastKhasi Hills district. (UNI)
GUWAHATI, Aug 31: Noisyscenes dominated the As-sam Legislative Assemblyon the first day of the au-tumn session today as theOpposition parties ques-tioned the BJP-led govern-ment’s stand on the foreign-ers’ issue, leading to suspen-sion of a Congress MLA forthe Question Hour.
Congress legislator Rupjy-oti Kurmi, during a supple-mentary in the Question Hour,alleged that the governmentwas not taking the NationalRegister of Citizens (NRC) for-ward nor was it working forthe people of the state.
He maintained that the Citi-zenship (Amendment) Act,which brings the base year forcitizenship to 2014, is contra-
dictory to the spirit of the As-sam Accord, and said, “With-out implementing Clause V ofthe accord, the Centre hasformed a committee on ClauseVI, the report of which is yetto be accepted by the govern-ment. The MHA Joint Secre-tary, Satyendra Garg, who isthe member secretary of theClause VI committee, has notsigned the report.”
Refusing to accept thegovernment’s reply to hisquestion, the OppositionMLA continued to createnoisy scenes in the House,leading Speaker HitendraNath Goswami to suspend-ed Kurmi for the remainingof the Question Hour andevicting him from the Housewith the help of marshals.
Another OppositionMLA, Mamun ImdadulHaque Chawdhury of theAIUDF, continued to attackthe government pointingout that only 227 foreignerswere deported from the Statein the last seven years.
“Is this the testimony ofthe government’s steps toimplement the Assam Ac-cord?” he asked, also ques-tioning the confusion overthe status of NRC.
He added, “The CAA clear-ly violates the Assam Accord.What is happening in theNRC? What is the status ofClause VI of the Accord? Thestate government needs tocome clear on these issues.”
Reiterating the state gov-ernment’s commitment in
implementing the Accord inletter and spirit, Parliamen-tary Affairs Minister Chan-dra Mohan Patowary saidthe government has beeninsisting on 20 per cent re-verification of the names inborder districts and ten percent of the names in otherdistricts.
He said India had beenproviding long term visas torefugees and the CAA willonly make them formal citi-zens of the country.
On the small number offoreigners deported from theState in the last seven years,Patowary said cases werepending in courts and legalhassles were delaying thedeclaration and deportationof the illegal migrants. (UNI)

DHAKA, Aug 31: A govern-ment report states that a to-tal of 251 people have diedin parts of Bangladesh dueto floods triggered by heavyseasonal rains.
According to the dailyflood report of the country'sHealth Emergency Opera-tions Center and ControlRoom under the DirectorateGeneral of Health Services(DGHS) on Sunday, threewaves of devastating floodsclaimed lives in 33Bangladeshi districts sinceJune 30.
Most victims weredrowned but some died in
snake bites and lightning inthe flood-hit areas, said theauthorities.
Sarder Udoy Raihan,Bangladesh Water Develop-ment Board (BWDB) execu-tive engineer, said thecountry's overall flood situ-ation had improved in mostof the districts with waterlevels in many rivers reced-ing. And floodwaters havecontinued to recede, improv-ing the situation consider-ably, he added.
Since June, official datashowed that the floods trig-gered by heavy seasonalrains and onrush of water
from hills have left a trail ofdeath, misery and destruc-tion.

wood has admitted to hav-
ing some concern about the
Covid-19 outbreak in the
Chennai Super Kings set-up
in Dubai ahead of joining the
franchise for the IPL 2020.
As many as 13 personnel,
including two players, have
been reported to have tested
positive in the CSK contin-
gent so far, which has delayed
the start of the team's train-
ing and put into doubt the
early tournament schedule.
Hazlewood, who is current-

vealed that everyone's been
kept in the loop about devel-
opments via WhatsApp.
"We have a WhatsApp
group with all the informa-
tion that comes through, it's
obviously a little bit of a con-
cern," Cricbuzz quoted
Hazlewood as saying.
"Ideally you'd have no
cases, they are in quarantine
now and I think that finishes
up in the next few days. All
my focus is on this tour at
the moment and when the
IPL comes closer we'll think
about that," he added.
Hazlewood, who was

2020 auction, said that he is
looking forward to his maid-

'Manolo' Márquez as the
new Head Coach.
The 51-year-old Spaniard
who previously worked at
the helm in the Spanish La
Liga and the Croatian top-
flight has penned a one-year
deal until the end of the 2020-
21 season, the Club said in a
release here on Monday.
“It's a big challenge for me
to join Hyderabad FC as we
are set to begin our season
soon. The club has already
been preparing and working
on a lot of things over the
last few months so that
makes it a comparatively
smoother process for me to
settle in,” said Marquez af-
ter completing formalities.

NEW DELHI, Aug 31: Olym-
pic champion Abhinav Bin-
dra says the thrill -- the big-
gest of his life -- lasted mere-
ly two seconds after his gold
at Beijing Games where re-
lief was the first and only
emotion he felt despite
scripting history.
A web series titled 'The Fin-
ish Line' has been conceptu-
alised to relive eight defining
moments of Indian sports
through the athletes them-
selves. And Bindra was the
first guest to feature on the
show hosted by ace squash
player Saurav Ghosal.
"It was the greatest emo-
tion that I had felt. I was very
happy as this moment was
the biggest thrill of my life,
that thrill lasted for two sec-
onds and that's it," Bindra
said on the show, recalling
the moment 12 years later.
"The greatest emotion I
felt at that moment was the
feeling of relief because,
throughout my journey, I
have been very obsessive
That was my life's biggest thrill but it lasted
two seconds: Abhinav Bindra on Olympic goldwith my goal.
"All my eggs were in one
basket, certainly not the way
I promote to young athletes.
It was a huge amount of re-
lief that, what I had set out
to do in my life, I was able to
achieve that."
Bindra remains India's
only individual gold medal-
list at the Olympics and he
came tantalisingly close to
adding another podium fin-
ish at the 2016 Rio Games,
only to miss out by a point.
While it is documented,
Bindra recalled how he car-
ried on with his shooting af-
ter finding out that his gun
had been tampered with just
before the big final in Beijing.
"Just five minutes before
the big final, I realised that
the sight of my gun had
been altered just a little bit.
There was complete panic
that was running through my
head, but funnily enough,
going into Beijing I had also
trained for it.
"I was frozen for a moment
though and had no clue what
to do but giving up was not
an option. I decided that I
have to fight, hence I got up
and tried to get my sights
working in order. From there
on I shot the best 10 shots
of my life that eventually got
me the medal."
Bindra, who is also a world
championship gold medallist,
said that even before he had
shot his first competition
shot in Beijing, he consid-
ered himself as a winner in
his own eyes.
"Well at that time it was
very important for me to re-
main in the moment, I was not
thinking ahead at all and just
taking it one shot at a time,"
he said.
"There was definitely a
storm brewing up but since I
had accepted the storm, all
the things that were happen-
ing surrounding it did not
really matter to me.
"I was just trying to be
immersed in my technique
and I was actually immersed
in it. That is the difference
between really performing
well and not performing well
at the highest level," said the
champion shooter.

PUNE, Aug 31: Bullish
about the IPL's success as a
TV-only event, BCCI presi-
dent Sourav Ganguly on
Monday said he expects the
T20 extravaganza to shatter
viewership records this year.
The IPL begins on Septem-
ber 19 and will be played
across three cities in the
UAE -- Dubai, Abu Dhabi
and Sharjah, forced out of
India due to the COVID-19
pandemic.
The tournament's build-
up hit a rough patch when
13 members of the Chennai
Super Kings contingent, in-
cluding two players, tested
positive for the dreaded vi-
rus last week.
"Crowds will watch it on
television...they (the broad-
casters) are actually expect-
ing the highest rating of IPL
this season because they
believe if (people) don't turn
up in the ground, they will
be actually watching on their
television sets," Ganguly
said while delivering an on-
line lecture as part of the
'Symbiosis Golden Jubilee
Lecture Series'.
"There is a positive in ev-

Gambhir feels MS Dhoni
should bat higher up the or-
der for Chennai Super Kings
in IPL 2020 and promote him-
self to No 3 slot in absence
of Suresh Raina.
CSK will be missing the
services of their vice-captain
and highest run-scorer,
Suresh Raina in IPL 2020 af-
ter he decided to return home
due to personal reasons.
Two-time IPL-winning
captain Gambhir believes
CSK need some experienced
player batting at No 3 and
with Raina not being there,
Dhoni should take up that
responsibility as a batsman
for the franchise.
"It will be a good opportu-
nity for MS Dhoni to come
and bat at no 3. And he has
been away from the game for
the last one year, so he would
end up getting a lot more
balls to face and then he can
actually play the anchor in-
nings as well which he has
been doing for India for the
last couple of years,'' Gamb-
hir said on Star Sports' show
Cricket Connected.
"So, MS Dhoni at No 3 and
then they have got depth with
Kedar Jadhav, Dwayne Bra-
vo, Sam Curran, all those
guys they can come in. So, I
think it is going to be a great
opportunity for someone like
MS Dhoni and I am sure he is
going to relish that. Also,
Suresh Raina not being there,
you want to have some expe-
rienced player batting at No
3, so it could be MS Dhoni
now,'' he added.
The 13th edition of IPL is
scheduled to being on Sep-
tember 19 and will be played
in Sharjah, Dubai and Abu

golfing ace Aditi Ashok fin-
ished tied 49th at the Walmart
NW Arkansas Championship
after carding two-under 69 in
the final round here.
Aditi, who was playing her
first LPGA event in the United
States since the coronavirus
outbreak, had three birdies
against a sole bogey after
starting from the 10th on Sun-
day. Her earlier rounds fetched
her scores of 69-68 for a three-
day total of five-under 208.
Austin Ernst closed with
8-under 63 to win the cham-
pionship for her second
LPGA Tour. She finished two
strokes clear of Anna Nor-
dqvist (69).
Aditi was coming off two

land but her only other start
on the LPGA in 2020 was in

had the best score of the day,
making 10 birdies and two bo-
geys at Pinnacle Country Club.
Nordqvist closed with a 69
after opening with rounds of
64 and 62. Ernst opened with
consecutive 65s to put her-
self in position to win for the
first time in 144 starts since
the 2014 Portland Classic.
The 28-year-old former
LSU player also won the
2011 NCAA individual title.
Angela Stanford (65) and
Nelly Korda (67) tied for third
at 16 under. Jenny Shin (68)

bring life back to normal. This
will go on for another five-
six months till the vaccine
comes and I am sure every-
thing then will be back to
normal," he asserted.
He said the present situa-
tion is nothing but a small
bump.
"This is just a virus which
is already weakening and we
will hopefully get past it.
These are small bumps in our
life, and we have to get past
it. We could have easily
avoided the IPL...but then,
that's what we humans are
and that's why we have sur-
vived all the difficult times.
"There have been wars,
which people have come out
from, there have been other
bugs which people have
come out from over the
years.
"It is only because man-
kind, people like you and me,
and all of us in this discus-
sion have the mental mind-
set to say 'hey listen if peo-
ple are pushing us to the
wall, we will find a way back
and get life normal'. I think
that is important," he added.

las Pooran played an unbeat-
en knock of 100 runs as Guy-
ana Amazon Warriors defeat-
ed St Kitts and Nevis Patri-
ots by seven wickets on
Sunday (local time) in the
ongoing Caribbean Premier
League (CPL) here at the
Queen's Park Oval.
Guyana Amazon Warriors
is now placed at the third
position in the league stand-
ings with six points from sev-
en matches.
On the other hand, Patri-
ots are at the bottom place
with just two points from
seven matches.
Chasing 151, Guyana Am-
azon Warriors got off to a bad
start as the side was reduced
to 25/3 in the sixth over after
losing Brandon King (14),
Kevin Sinclair (5), and Shim-
ron Hetmyer (1).
At that stage, Nicholas
Pooran and Ross Taylor got
together at the crease for
Warriors and the duo put on
an unbeaten stand of 128
runs for the fourth wicket to
guide Warriors to a victory.
Pooran played a knock of
100 runs off just 45 balls with
the help of four boundaries
and 10 sixes to take Guyana
to victory by seven wickets
with 15 balls to spare.

Morgan will lead the En-
gland squad for the white-
ball series against Australia
starting from September 4-16
at Ageas Bowl and Emirates
Old Trafford, while Test cap-
tain Joe Root again has again
been left out from the T20I
squad.
Root was the third-highest
run-scorer at the 2016 T20
World Cup but has not
played a T20 international for
over a year.
However, Joe Root is in-
cluded in the 13-member
ODI squad.
The National Selectors on
Monday said the three-
match Twenty20 series starts
on September 4 with three
one-day internationals from
September 11.
