Report –Abstract
The present report aims to supply to the additional information requested by the
EGN-GGN in November 2013.
All the Geopark institutional partners have been included in the Public
Administration National Reforms that affected Italy from 2012.
The Emilia Romagna Apennine Geopark project is now running under the
management of the “Bologna Metropolitan Town”.
The Geopark has two employees provided with two full open- ended positions
guarantee by the Public Administration. One employee is in charge as the Geopark
Director and the other employees is the Geologist of the Geopark..The Geopark
guarantees educational activities and Geopark actions through the municipalities
and the “Macroareas” cooperation. The Geopark, through the Leader program
(LAG Appennino Bolognese), has financed activities to increase visibility for more
than 100.000 Euro in cooperation with local Institutions.
The Geopark budget has been planned for the next 4 years.
The “Bologna Metropolitan Town” and other public and private stakeholders will
constitute the Emilia Romagna Apennine Geopark Association by the end of 2015.
Two more position will be implemented in the Geopark Association by the end of
2016.
Resume of the application process
LAG-Local Action Group Bologna Appennino, supported by the EU LEADER
program applied for the European and Global Geoparks Network membership in
October 2012.
In March 2013 the Global Geoparks Network Committee decided to send the
evaluation mission in the ERAGP area.
Following that decision, the evaluators visited the territory at the beginning of
August 2013.

The evaluation mission run two full days in the proposed Geopark and the visit
aimed to give an overview of the area to the evaluators: Mr. Carlos Neto de
Carvalho from Naturtejo Geopark and Mr. Klaus George from the Hartz Geopark.
In date 6th of November 2013, the Global Geoparks Network (GGN) under the
auspices of UNESCO, in the person of Dott. Patrick J.Mc Keever from the Natural
Sciences Sector Division of Ecological and Earth Science of UNESCO, sent to GAL
Appennino Bolognese the recommendation letter.
The letter gave number of tasks to be implemented within two years before the
GGN bureau could take a decision concerning the admission in the Global
Geoparks Network of the Emilia Romagna Apennine Geopark´s area.
This report aims to describe the actions undertaken by LAG Bologna Appennino
and LAG Altra Romagna in order to establish the Emilia Romagna Apennine
Geopark. However the management structure for the Geopark project has changed,
the report has been written by the ERAGP staff under the responsibility of LAG
Bologna Appennino that was in charge for the application.
The local authorities considered the ERAGP crucial for the sustainable development
of the area in connection with the prevention of geological hazards through
education activities and geo-tourism. Geo-tourism practices connected with strong
management and educational programs could support the prevention of landslides
and floods that characterized the ERAGP area.
The ERAGP partners considered the Geopark as one efficient answer for increasing
the awareness of local people about the geological heritage. In this way the local
inhabitants support the Institutions with actions that prevents the geological
hazards.
From the economic point of view, ERAGP partners underlined the importance of
strengthen the cooperation in the field of the geo-tourism within the activities
carried on by public and private institution in the area.
Partners understood the importance of being part of the European and Global
Geoparks Network under the auspices of UNESCO. The membership will increase
the possibilities for International partnership and in order to increase the

knowledge on sustainable practices and local development focused on the
geological heritage.
Actions for the constitution of the ERAGP management structure
The constitution of the ERAGP management structure is the result of one long
process started in 2012. It has been very complex process because the Geopark
project run simultaneously with the National Reforms addressed to the reduction of
the local Institution´s costs.
The ERAGP municipalities have been gather together in five: “Unioni dei
Comuni”- (en: Municipality Unions) in order to reduce the administrative costs.
This happened at the end of 2014.
In the ERAGP areas the Reforms have affected the Bologna´s District that has been
transformed in the legal entity called: “Bologna Città Metropolitana” –(en. Bologna
Metropolitan Town). This happened at the beginning of 2015.

The Natural Parks have been affected by the National Reforms and the Natural
areas included in the ERAGP. Following their natural characteristics, in order to
reduce the administrative standard cost, the Parks in the Region have been linked
together into innovative Institutions called: “Macroarea”. This process started in
2011 and finished at the end of 2012.
There are five “Macroarea” in the Emilia Romagna Region and two of them
belongs to the ERAGP´s area: the Ente Gestore per i Parchi e la Biodiveristà

The macroarea mentioned above includes the following ERAGP Parks: Monteveglio
Park, Corno alle Scale Park, Contrafforte Pliocenico Park, Gessi Bolognesi - Calanchi
dell´Abbadessa Park, Laghi di Suviana and Brasimone Park and the Monte Sole
Historical Park.
The second “macroarea”inside the ERAGP is called: “Ente Gestore per i Parchi e la
biodiversità della Romagna” (en: Management Body for the Parks and biodiversity

of Romagna). This includes the Gypsum Vein Park that belongs to the ERAGP area
as well.

The institutional changes described above caused difficulties and extension in the
process to establish the ERAGP management structure.
LAG supported the development of the ERAGP´s feasibility plan run by the
selected private Company: “ECO&ECO”.
This is so far the first Italian example of such study for the Geopark´s constitution.
The main objectives were:
a) To inform local stakeholders about the ERAGP advantages and procedures.
b) To analyze other similar Geoparks in Europe in order to share best practices.
c) To analyze management solutions for the ERAGP in order to select together
with stakeholders the most suitable solution.
d) To set up realistic proved budget for 2015-2019.
e) Panel´s plan for the ERAGP.
The study gave relevant information concerning the governance possibilities for the
ERAGP. These hypotheses have been presented to the public and private
stakeholders that gave positive feedback. In particular from May 2015, LAG hosted
several meetings with all the municipalities involved, the “Macroareas”, the
“Environmental Department for the Emilia Romagna Region”, the “Bologna
Metropolitan Town”, private investors. As a consequence of these meetings, the
municipalities have submitted to the LAG Appennino Bolognese a letter of
expression of interest to the ERAGP. See attachment n.1
All the stakeholders supported the ERAGP activities aimed to valorize the
geological heritage, to promote the Geopark project awareness within the
population and the educational activities already in place.
All the stakeholders analyzed the Feasibility Plan results and discussed the
management structure possibilities.

The working group set up and share the common “Memorandum of
Understanding” in which they define the mandatory requirements to become
member of the ERAGP. See attachment n.2
Furthermore the stakeholders identified the “Bologna Metropolitan Town” as the
best solution that can guarantee to the Geopark the most efficient and sustainable
management structure in terms of budget and human resources. The Geopark
Director and the Geoscientist have been detected as employees of the “Bologna
Metropolitan Town”.( see description below).
The “Bologna Metropolitan Town”, following the feasibility plan results and the
municipalities will, expressed the official political choice to be the main actor of the
involved partners in charge for the management coordination body for the
proposed Geopark. See attachment n. 3
All the municipalities involved in the ERAGP expressed official political interest to
be part of the Geopark and to guarantee the Geopark´s activities and duties.
However, the mentioned National Reforms, slowed down the administrative
process for the Geopark Association constitution that will be complete in November
2015.
During next board meeting (November 2015) the: “Bologna Metropolitan Town”
and the: “Macroareas” will sign the official memorandum of understanding and
they will officially constitute the Emilia Romagna Geopark Association.
In December 2015 the management body detected will provide the EGN-GGN
Committee by the necessary signed agreement and the Geopark Association
number.
Local Agreements Three main steps characterize the Geopark´s local agreements phase.
a) The “Geopark principles chart” includes the principles and duties to subscribe the memorandum of understanding. This chart will be signed by Geopark´s supporters and includes the rules to be part of the Geopark organization by the end of 2015.

b) The “memorandum of understanding”. Other partners could decide to adhere to the Geopark Association in terms of values, actions, economic and human resources, this document will be signed in November 2015.
c) Constitution of the “Geopark Association”- The signers of the memorandum of understanding will agree on the legal constitution of the Geopark Association by 2015.

Description of the Geopark management structure The management structure is composed as follow: a) Technical scientific Committee. It supports the Geopark in the event´s
organization and in planning the educational activities. The Technical Committee
is the Advisory Committee for the Geopark.
b) Management Committee. Representatives from the partners that plan to sign the
“memorandum of understanding” agreement.
c) Geopark´s supporters. The Geopark´s supporters signed the “Geopark chart”.
They support the Geopark with economic resources and professional expertise
the Geopark Management Committee. In particular the APT- Emilia Romagna
Destination Company will be in charge for the marketing strategy.
The Geopark’s Management Committee will be composed by:
“Città Metropolitana Bologna” - “Bologna Metropolitan Town”.

The Geoscientist of the Geopark is one of the geologist employed by the Città
Metropolitana in charge for the geological hazard. Mr. Stefano Pisauri.
In case of success, they will represent the ERAG in the EGN-GGN Committee
meetings and events.
The Emilia Romagna Apennine Geopark project headquarter is located at: Città
Metropolitana di Bologna located in Via Zamboni n. 13. 40126 Bologna - Italy.
Staff for education programs: The “Ente di Gestione per i Parchi e la biodiversità
dell´Emilia Orientale” and the “Ente di Gestione per i Parchi e la biodiversità della
Romagna”(two “macroarea”) provides the Geopark with the education activities:
the yearly program of the Macroarea in terms of education to the sustainability and
the outdoor activities has been implemented with Geopark activities and geological
programs. All the employees in the education sector from both the Macroarea will
be also the responsible for the education activities in the Geopark together with the
municipalities. The University of Bologna will scientifically support al the
educational activities.

In 2015 LAG has employed the Geopark project manager with project
communication responsibilities and project planning duties.
From 2016 to 2018 two employees will join the Geopark Association staff:
Project manager, duties: coordinate the Geopark activities and project
development – fund raising.
Responsible for the project communication, duties:. Responsible for the Geopark
communication strategy, Geopark events.
Two main solutions have been detected in order to finance the two specialists. The
first solution aims to finance the two positions through the new Leader Program
2014-2020.
LAG Appennino Bolognese is now concurring for being nominated by the Emilia
Romagna Region as responsible for the Leader Program in the Città Metropolitana’s
area.
Following the second possible solution, if LAG fails, the two positions will support
from private investors. LAG hosted several meetings in order to analyze the
intention from private stakeholders to invest in the Geopark; LAG obtained good
feedbacks.
Private stakeholders expressed interest to join the Geopark Association in particular
the Bank Foundation “CARISBO” that already supported the Geopark.
“APT Servizi Emilia Romagna” that is charge for the ERAG marketing and tourism
promotion will support the Geopark activities.

Budget explanation The economic plans are official and fully available by request to LAG
Geopark running expenses
Running expenses: the running expenses include office and administration cost.
These cost are provided by the “Bologna Metropolitan Town” budget and are
specified as running cost already financed with public money and are guarantee
for the future.
EGN-GGN yearly fee: all the stakeholders are aware of the fee and this will be one
point of the “memorandum of understanding” that will be signed in November
2015.
The Geopark Director and the Geoscientist for the Geopark are fix municipalities
and district employees, now in charge for the “Bologna Metropolitan Town”.
Their positions are guarantee for the future. They will be the EGN-GGN
representatives for Emilia Romagna Apennine Geopark.

Education
Many educational activities focus on the geological and natural heritage are carried
on by the Natural Parks in the Geopark.
They are in charge for the development of new activities and for the communication
activities within new generations.
Geopark educational activities: the expenses include all the economic resources
that are in the budget of the two Macroareas in the Geopark. The economic
resources that support the Geopark education activities are guarantee for the
future by National Law.

Actions to increase the ERAGP visibility and identity
LAG Appennino Bolognese, in order to create stronger identity and visibility set up
one invitation to tender addressed to local private and public stakeholders.
The tender´s total amount consisted of 100.000 Euro for developing specific
Geopark actions within the Geopark proposed area.
The call was addressed to all the Institutional subjects included in the ERAGP area
in order to undertake actions that:
Increase the visibility and accessibility to some of the ERAGP Geosites detected
Increase the educational actions focused on Geology
Increase the awareness of people about the Geopark project and its goals
Support the development of new technologies in order to increase the geo-tourism
activities in the area
The tender has been successful, the Macroareas, the municipalities and local
associations joined the call and run many important activities that contribute to
strengthen the ERAGP visibility.
ERAGP branding strategy, social network and photo competition
As first action, LAG run one tailored branding strategy in order to mark out the
ERAGP information panels, leaflets, the App and the website with the ERAGP logo.
The logo is temporary project logo, once become EGN-GGN Geopark the ERAG
will set up a new logo.

The ERAGP partners set up the photo competition inside the Geopark project area.
The completion is host on Panoramio, the group is called: “Let´s create together the
Geoparco Virtuale” . The platform is user friendly and everyone can easily upload
its own pictures concerning the ERGAP Geosites and participate to the contest until
December 2015.

ERAGP panels-plan strategy In order to set up the communication plan for the ERAGP need to take into account
the existing situation that follows the Parks and SIC-ZPS Natura 2000 programme.

ERAGP panels in place ERAGP panels have been settled in four Geosites detected by the project: the
Geosites n. 52: “Calcari a Lucina in Sintria Valley”, the Geosite n. 56: “Da Vinci Blue
Clay Formation”, the Geosite n. 57 “Monte del Casino e Monte Tondo Sections”, the
“Labante Cave” ERAGP Geosite n. 13.
All the panels display the Geopark project logo and the description in Italian and
English. The panel in the Natural Park must follow the Regional rules for the layout
together with the other Parks, however all the panels are characterize by the
common Geopark project logo.

Information material: Several leaflets have been set up to promote the Geopark project, the geology,
itineraries and traditional local food products:

b) “Percorsi Geologici in Alto Reno” ( en:”Geological paths in the ERAGP area”), the
description of four different paths provided with geological and historical
information of the area from the prehistory to the modern age.

The back page of the leaflet aims to explain to the public what is a Geopark and
what is the European and Global Geoparks Network under the auspices of
UNESCO. The leaflet promotes the App and the educational itineraries available for
free from the most common App markets. Leaflets have been distributed in all the
Natural Park headquarters in the ERAGP area, schools and municipalities.

The ERAGP partners organized events to increase the awareness of people in the
area about the geological heritage and the importance of its safeguard.
a) “Quattro Passi nel GeoAppennino” (en: “Four steps in the GeoApennine”) means
to present 30 initiatives carried on from October 2014 to December 2014 by all the
ERAGP partners and local Association in the field of education and geo-tourism.
The events were free of charge and targeted from kids and adults, addressed to
expert geologist and beginners. Many people participate to the events supporting
the increasing of the Geopark´s visibility in the local inhabitants.

b) “Percorsi Geologici nell´Alta Val del Reno” (en: “Geological path in the Northern Reno Valley) in Porretta Terme , Camugnano and Lizzano in Belvedere Municipalities. The events were focused on the discovery of the ERAG Geosites located in the municipalities of Porretta Terme , Camugnano and Lizzano in Belvedere.
The events took place in the main square of the municipalities and were in
connection with local traditional food festivals. Several guide tours with
professional geologists were offered free of charge to the ERAGP Geosites n.4: “
Quarts of Porretta”, Geosites ns. 5,6: “ Brasimone Gorge” and Geosite n. 8 “ Rocca
Corneta”.
During these events the project nanager introduced the Geopark project to the
public, answered questions and shared the Geopark vision for the sustainable
development of the area. In the same events the Geopark project manager
introduced the multimedial Geological paths developed in the “Georoutes App”.
The ERAGP purchased the licence from Magma Geopark, cooperating with the
Geopark in developing contents and sharing good practices.

“The Earth Museum”- Castiglione dei Pepoli
Following the ERAGP initiative the: “Earth Museum” has been opened in
Castiglione dei Pepoli: one of the 32 ERAGP Municipalities. It has been open thank
to the municipality efford and in cooperation with the Geological Department of
the Bologna University.
The museum aims to valorize and explain the geological heritage of the ERAGP
area. The museum run educational activities focused on geology, nature and local
heritage. The Geopark museum is focused on the connection between the geology
and the local traditions. The museum exibith rocks and minerals from the ERAGP
area, explanation panels about the geological processes that affected the area, the
use of local rocks for developing local articrafts. The idea is to develop further the
museum with other displays and explanations.

ERAGP events Partners organized many Geopark events to increase the visibility of the project and
involve the local inhabitants.
a) “Scopriamo insieme il GEOAppennino” “Discovery the GEOApennine”- at
Monteveglio Natural Park: Geological laboratory, simulation of one geological
survey of the area, meal with local products, workshop on the ERAGP geological
heritage. Presentation of the activities and of the ERAGP project by the ERAGP
project manager .

b) “Scopriamo il GEOAppennino” “Discovery the GEOApennine”- at Natural Area
“Contrafforte Pliocenico”.
This event means to present to the public the exhibition “The roman aqueducts in
the Bologna area” set up by the ERAGP partner: the Speleological Association. The
local association: “ organized one day trekking starting from the Geosite n. 24
(Balzo de Rossi) where the underground roman aqueduct still departs from Sasso
Marconi toward Bologna city center.

The App allows you to download educational quiz and outdoor voice guides
discovering some of the ERAGP localities and its geological heritage! Through the
TurfHunt people can get informed about the highlights of the area replying to
tailored quiz in different spots GPS located. Though the SmartGuide is possible to
download outdoor voice guided tours in the ERAGP! Within the GEOroutes app
the ERAGP accommodation, restaurants and events providers can advertise
themselves and their activities.

Conclusion
The staff of the Emilia Romagna Apennine Geopark project has been working for
Geopark constitution since 2009. The Geopark project has been provided with the
management body requested, as the political agreements with the municipalities
and the “Bologna Metropolitan Town” prove, despite the revolutionary
institutional changes occurred. The budget is realistic and documented.
One Director and one geoscientist are working for the Geopark project.
The visibility has been improved than to EU economic investments up to 100.000
Euro.
The political agreements are in place and they will create the Emilia Romagna
Apennine Geopark Association by December 2015.
All the documents will be provided by end of 2015 in order to guarantee to the
EGN-GGN the absolutely serious ongoing process.
The staff would like to ask the member of EGN-GGN Committee to consider the
final decision taking in consideration the totally new political and administrative
