30 years in Construction industry as Project Management Consultant,
Structural design, Repairs & Restoration of dilapidated buildings. He is a
member of Rotary Club of Mumbai Mulund East & also served as a President
of Rotary Club of Mumbai Mulund East in the year 2017-18. He is a
founder of NGO called “Prawas” an organization who refurbish the old &
unused bicycles and donating the same to unprivileged children in the /
remote village area. He has been rewarded as “Achiever of the year” in the
year 2009-10 and “Outstanding Leadership award”. He has been also
awarded as best Entrepreneur award from Mr. Prasad Lad vice president
of BJP in the year of 2018-2019. He is one of the Trustee of Brainstorm
Share Succeed NGO, which is constantly working for creating new generation
entrepreneurs and developing support system for them.
Dr. Ajay Radke (Licensed Structural Engineer): Director
Mr. Ajay Radke completed his qualification in B E (Civil), M Tech in Structural
Engineering from IIT Bombay, India and Ph.D (Civil) Structural
Engineering. His Research area was „Rebar corrosion in Concrete‟. He is a
faculty in Civil engineering at Mumbai University for last 24 years and
currently Director of an Engineering institute in Mumbai University. He is a
Practicing Structural Engineer and holds Licenses of BMC and NMMC. He
provides consultancy in the field of Structural distress monitoring, structural
auditing, repairs, retrofitting, concrete mix design and application of concrete
chemicals and other materials in RCC and Steel Structures. He has attended
and published Research papers in National and International Conferences
and Research publications in National and International Journals. He has

He is appointed as an „Expert on Rainwater Harvesting‟ in the panel by Municipal
Commissioner Thane Municipality in the year 2005 & Vasai Virar City Municipal
Corporation in the year 2012 and also, as a Technical Service Provider for Rural
Water Supply Schemes in Raigad District, on the panel formed by Chief

PROJECT MANAGEMENT AND ARCHITECTURAL SERVICES
Phase I: Detail survey and estimation of the building
1. Carrying out structural audit survey of the building in detail to identify
structural damage, deterioration and defects, classify and categorize
them and locate them on individual floor / apartment drawings for
records and for verification by repair committee members and the
occupant of the apartment.
2. Carrying out survey of plaster conditions, status of brick / block
partition walls, leakages and seepages throughout the building, both on
internal and external surfaces and locate their sources and affected
areas on the respective floor / apartment drawings for record and
verification by repair committee members and the occupant of the
apartment.
3. Carrying out survey of the plumbing and drainage pipes, inlets and
outlets and marking them on the respective floor / apartment plans or
elevations for record and verification by repair committee members and
the occupant of the apartment.
4. The survey will cover floors, ceilings and walls of all living areas,
bathrooms, toilets, kitchens, windows and balconies, passages, lofts,
doors, columns, beams, slabs, staircases, parapets, chajjas, pardis,
grills, hand rails, underground and overhead water tanks, terraces,
stilts, pump rooms, STP, compound wall, plinth, pavements, gates, lift
shaft, lift machine room, staircase mumty, underground drainage lines,
storm water lines, rainwater spouts and any other part of the building,
waterproofing on terraces, water tanks, toilets, bathrooms etc, the
damage to which may affect the life and durability of the building in
short or long term.
5. Carrying out visual survey and wherever necessary, with the help of
instruments such as Rebound Hammer and Ultrasonic Pulse Velocity
measuring equipment.
6. Identifying areas with problem, measuring them in geometric shapes,
maintaining appropriate records on plans mentioning the location,
dimensions of the affected area and nature of the problem. All such
areas shall be photographed for future reference.
7. The survey shall be carried out within fifteen days after your
acceptance of this appointment. Society will make every effort to
provide access to your personnel to all parts of the building.
8. Our Engineers will always carry and display our company Identity Card
within the premises of the building whenever they enter the building.
9. Preparation and submission of the Civil and Structural Audit Survey
Report which shall necessarily include the following:
a. Plans of the floors / apartments marked with specific problems
identified during the survey
b. Description of the problems and probable causes.
c. Readings and inferences of the tests conducted on the structural
members using the Rebound hammer and UPV equipment (wherever
necessary).
d. Suggested remedial measures
e. Item wise Budgetary cost of the repairs.
f. Approximate timelines for carrying out repairs.
10. The report shall be submitted within ten working days after
completing the survey.
Phase II: Approval of Draft Tender
1. Discuss with the Repairs Committee the priorities of various work
items and organize them according to the cash flow of the society
across the estimated time period of repair works.
2. Finalize the repair methodology for each repair item with the Repair
Committee members including its sequence, materials, workmanship,
safety measures, construction chemicals and admixtures, post-repair
treatment and monitoring etc.
3. Preparing a tender document consisting of Bill of Quantities,
Specifications, General and Special conditions, targets and milestones,
necessary drawings or sketches to be issued to intended tenderers,
approved work methodology for each repair item, phasing of the work
in consultation with the Society, as a draft for approval of society.
4. Modify and finalize the tender documents as per suggestions of the
Society, for any number of times until the Society is satisfied with the
contents.
5. Obtain final approval to the draft of the Tender Document from the
Society
Phase III: Tender
1. Conduct background surveys of the tenderers as regards their
capabilities, resources, past track record, solvency and references, and
report to the Society a preferential list for short listing the contractors.
2. Hold negotiation meetings with the tenderers to arrive at the most fair
and workable rates for the execution of the work and obtain final
quotations from the tenderers on the basis of these explanatory
negotiation meetings.
3. Evaluate and analyses the quotations on the technical and commercial
basis and submit to the Society a Short-list of three contractors with
appropriate justification.
4. Arrange visits to the sites being executed by the short listed
contractors for the Repairs Committee members to ascertain the
capability, resources and skills of the short listed contractors. Also
arrange meetings with the office bearers of the societies being repaired
by the short listed contractors for referrals.
5. Hold final negotiation meetings with the contractors to arrive at the
most appropriate contract amount for the intended project.
6. Advise on selection of the most appropriate contractor for the proposed
work in view of the society‟s exact requirements and available budget
as informed by the society.
7. On completion of the whole grind a competent and sound Contractor
will be selected for the work from the short listed contractor by the
society.
Phase IV: Post Tender-Pre Execution
1. Draft a contract document to be signed by the Contractor including
all terms and conditions, financially agreed amounts towards contract
value, retention amount, defects liability, technical specifications, bill
of quantities, methodology of work, timelines agreed etc. and submit
for the approval of the Society.
2. Incorporate any suggestions from the Society into the draft
agreement and prepare final agreement document.
3. Witness the signing of the contract document and arrange for the
registration of the document as per the regulatory and tax laws.
4. Organize a detail survey to be carried out by the selected
Contractor.
5. Supervise the detail survey by the contractor to identify areas to be
repaired and treated to ensure that the entire structure is covered.
6. Suggest technical solutions for repairing any damage or
deterioration that will be observed after exposing doubtful areas
during detail inspection and after testing if carried out.
7. Finalize detail work methodology with the contractor of each repair
item / repair category including preparation, treatment, recovery of
section, jacketing, anti-corrosion, supplementing with new rebars,
plastering, grouting, crack filling, Gunitting, structural mortar,
jointing, painting, brick work, masonry, plumbing / drainage
repairs, waterproofing or any other activities. Submit the
methodology to the Society and obtain approval to the methodology
from the Society.
8. Plan the repair works sequentially taking into account the
convenience of all residents and also within the agreed time period,
within the limits of the detail estimate / quotation of the contractor.
9. Obtain approval of the Society for the technical solutions and time
table with mile stones and overall targets.
10. Advise the Society on the cash flow required to execute the work
on the basis of detail survey and accurate estimate of time, also
agreed by the contractor.
PHASE V:Execution
1. Supervise the work as regards technical appropriateness of the repair
methodology, material usage, consumption of various material usages,
consumption of various materials sequence and progress of work.
2. Maintain daily record of all activities of the contractor.
3. Maintain daily record of all manpower of the contractor.
4. Maintain photographic record of all stages of work of each and every
area repaired.
5. Maintain records of measurements and material consumption, inward
and outward material flow.
6. Ensure safety of residents, workers, consultants, visitors, vendors and
all and any member of public, pets or any vertebrate animal passing
by, at all cost by insisting adequate safety measures on part of the
contractor.
7. Obtain confirmation from all individual; residents of the society
regarding satisfactory progress and completion of the work within their
premises and that all problems mentioned in the structural audit report
pertaining to individual apartment have been properly addressed to the
fullest satisfaction.
8. Certify works of the contractor periodically and after completion of
each phase and milestone, and also after overall completion, backed
up by photographic evidence, measurement sheets, material
consumption records and certification from the residents in whose
apartment the repairs were executed.
9. Advise Society regarding the payments to be made to the contractor
for the satisfactory work completed from time to time and any
deductions or retention amount thereof on account of defects liability
or incompletion of work.
Phase VI: Completion Stage
1. Carry out visual survey of the completed work and create
photographic record of all the works executed in relation to the
Corresponding pre-repair condition of all the areas where repairs
were executed.
2. Submit final report on the repair works to Society.
3. Advise Society to make the final payment to the contractor and the
appropriate deductions thereof on account of defects liability.
Phase VII: Defects Liability
1. Conducting visual survey after one year / defect liability period of
virtual completion of the repair works and observed any recurrence
of defects repaired during the execution stage.
2. Summon the contractor to rectify the defects such observed, to
your satisfaction, under your supervision.
3. Advise on releasing the retention amount of the contractor after
the defects liability period.
A] INVESTIGATION BY VISUAL SURVEY:
Flat / Shop wise Internal as well as External visual survey for diagnosing
all the existing problems.
Prescribing the appropriate technical solution of the problem along with
the optimum costs, with various alternatives.
Submitting a detailed report giving a total, gross estimated cost of the
repair work.

B] STRUCTURAL AUDIT BY NDT:
Assessment of the BUILDING STRUCTURE and EVALUATION Report
The complexities of structural repair and leakage protection demands in-
depth and rational analysis of the problems, hence, it is imperative that
the cause, effect, and degree of influence that the identified problems
have on the present and long term serviceability and integrity of the
structure are established. Once the causes are known, mechanisms of the
problem can be determined, rational decisions can then be made
concerning a suitable remedial action plan, selection of materials and
preparation of specifications.
The scope of our work at this stage would be:
Internal survey of every flat / shop to be done by visual and tapping
observations, the observations for the internal structural distress are
made from the floor of the flat and then recorded.
Ascertaining the structural status of the building based on location and
level of structural deterioration.
Evaluate and opine on structural provision and deficiencies [if any].
Detecting the location and level of dampness and leakages.
To establish the specific causes behind the above problems.
Suggesting remedial measures for rectifying the problems.
Enlist the priorities of the various activities based on demand of the
problem.
Preparing a budgeted cost of the works.
To inspect the society building from outside and common places like
staircase, staircase room, overhead tank, terrace, lift machine room etc.
Carrying out Non- Destructive Testing.

Our Fees:-
Our fees for Assessment of the Building structure and Submission of
Evaluation report will be Rs. _________________-plus18% GST

C] REPAIR PROCESS:
Floating tender containing General and Technical specifications, Legal
terms & conditions & Bill of quantities, keeping in view your budgetary
constraints.
Assisting the Society in the selection of a good contractor and monitoring
the work being carried out through proper supervision, keeping in view
the timeframe allocated and budgetary constraints.
Certifying the work carried out in terms of both qualities as well as
quantity.
Process includes :
Inviting Tender,
Opening of tender documents.
Preparing comparative evaluation,
Submitting our recommendation,
Awarding the work to the selected contractor‟s work, including
quality control.
Preparation of Contract documents.
Verifying the Tri-party measurements,
Checking the submitted bills,
Certification of bills for release of payments.
Schedule of Payment
The Project Management consultant‟s fees will be charged ______% on total
cost of repairs including the extra items executed by the contractor plus 18%
GST. The schedule of payment will be released as follows:
1. Along with work order :10% (Rs. _____/- + GST)
2. Approval of Repair estimate by society :20% (Rs._____/- + GST)
3. Letter of Intent to Contractor by Society :10% (Rs. _____/- + GST)
4. Actual Execution of project :60% (Rs._____/- + GST)
The above 60% payment will be released on monthly basis, in ___ equal
installments of Rs. ________/(approx) + GST, which will be released on
1st day of every month. If the project cost increases above the tender cost
than the difference of professional fees will be paid as per agreed terms that
is ______%.In case the project gets delayed due to negligence of contractor,
then for the additional period the Project Management Consultant‟s payment
of Rs 25,000/- (Rupees Twenty-Five Thousand only) per month will be
deducted from Contractor‟s R.A. Bills till the completion of the project. If this
delay is due to society then the amount will have to paid by the society. It is
