Skills for Change is known for pioneering programs thatrespond to shifting immigration and workplace trends and lead to employment. The first program, in 1982, was an officetraining program that successfully led all its first graduates, a group of women from Southeast Asia, into full timeemployment. We take pride in our track record and therecognition of our agency within and outside the GreaterToronto Area and province as a leader in services tointernationally trained immigrants.

EXECUTIVE MESSAGE

Dear Stakeholders

We are pleased to present to you the 2019-2020 Annual Report for Skills for Change.

We had an extremely busy and exciting 37th year, implementing our strategic plan initiatives with a focus ondiversity through our programs and our people – continuing to build new programs for our diverse set ofclients, while strengthening organizational capacity and operations. I am pleased to report that throughstrong management and the launch of new programs, we are in a surplus state for this fiscal year.

Below are some key highlights of the year:

Organizational CapacityFocusing on program and service enhancements, we further developed our brand and presence in thecommunity through enhanced digital marketing strategies. We increased our Facebook followers by 40%and LinkedIn followers by 46.4% while increasing engagement with clients and the community on socialmedia, and provided relevant and interesting content and promoted an increased number of targeted eventsand workshops.

We further developed our bridging programs through the creation of our Bridge2Work model, designingprogram teams that provide wrap-around services to our clients, embedding employment supports andemployer connections, mental health and wellness supports and the delivery of industry-specific trainingmodules.

Review and Expansion of ProgramsFocusing on delivery methods and employer engagement, and in preparation for the COVD-19 pandemic inearly 2020, we implemented a strategy to expand our offerings to include virtual delivery of programs andworkshops, generating a broader reach and engagement with our clients. In addition, through enhancedemployer engagement, we increased participation of our mentoring events by an average of 30% from theprevious year.

Funding DiversificationFocusing on funding opportunities and strategic partnership development, we are pleased to have launchednew programs and program expansion pieces in 2019-2020. Our IRS Hub programs, including ourNewcomer Entrepreneurship Hub and Health Informatics programs were approved for an additional 5 yearscommencing April 2020; we expanded our mental health and wellness supports beyond our WomenConnecting with Women program to provide these supports to all clients; we launched our HorticultureTechnician Pre-Apprenticeship Program for women in June 2019 with 17 clients completing the program;through strategic partnerships developed in Peel region, we engaged 13 key organizations/companies aspart of our Advisory Board in our Employer Innovation for Newcomer Employment project.

Finally, we were approved for new programs to be launched in 2020-2021, including ourHorticulture Technician Pre-Apprenticeship Program in Hamilton-Niagara Region (to commencein 2020); Welding and Employment Skills Training program, and our Women in IT program.

People Management

Focusing on training and development, and in preparation for the unforeseen pandemic at thestart of 2020, we launched a full suite of training for our staff to provide them with the tools todeliver programs, virtually. The rollout and measures of success will commence in the 2020-2021year.

With the successes of the 2019-2020 year and the need to take rapid action due to theunprecedented pandemic, our Board of Directors is extremely proud of the work being done toadvance our strategic plan and deliver on our business continuity through emergency planning.Our management team has done an incredible job in leading program design and new andexisting program delivery; our staff continue to provide the highest quality service to our clients.

We would like to thank our staff, management team and the Board of Directors for their hardwork in meeting the needs of our clients and the community. In addition, we’d like to thank ourfunders, donors, sponsors and community partners for their continued support. We’d also like tothank our many volunteers and mentors for their continued commitment to communityengagement. Together, we are one step closer to building welcoming and equitablecommunities, where every immigrant succeeds in Canada.

In Celebration of

ROLAND RHOOMS

1967 -  2020

On March 17, 2020 we lost our friend, colleague and mentor Roland Rhooms, Director ofPrograms and Services. Roland joined Skills for Change as a facilitator/counsellor for theSTIC program 22 years ago. He held various management roles, including Manager ofPrograms and Services. For the past 8+ years, Roland was the Director of Programs andServices, overseeing the IRS Hub (Settlement, Language and Mentoring programs) as wellas Bridge-Training programs. 

He really enjoyed facilitating and would jump at the opportunity to do so. He was aspeaker/MC for many of our events such as Mentoring for Change recognition, AnnualGeneral Meeting and others. He was passionate about mentorship and was a mentor formany of his colleagues at Skills for Change. 

He was a great public speaker, extremely engaging, funny and really understood thesector needs. He was a senior member of the Consortium of Agencies SupportingInternationally Trained Persons (CASIP) and sat on several community roundtablesincluding the Regional Diversity Roundtable of Peel. Roland was involved in manycollaborative projects internally and externally, with a particular focus on ensuringinternationally trained professionals’ skills and credentials are recognized and can fullycontribute to the Canadian economy. Roland was a leader in sector knowledge andexperience, by many of our community partners.  

Roland was instrumental in building new programs, having spearheaded the developmentof our Trades Win Support Program, IRS Hub, and our recently launched Welding andEmployment Skills Training program, one of the last proposals he had developed. He waswell-known in the sector and developed many partnerships with colleges, universities,unions and community agencies that supported the work of our Agency.

Roland was a devoted husband and father to two children; Roland was passionate aboutbasketball and was an assistant coach of his son Aaron’s basketball team with theOakville Vytis basketball club. 

Roland was a mentor and friend to so many of us at Skills for Change and he will bedearly missed.

PAULO FARIA

1978-2020

"Paulo lived a life that was full of joy.

Full of joy for gardening, quantum physics, cooking and baking.Whenever I think about him, I remember how much he lovedhis partner, his life with him and what he was doing to makehim happy. He enjoyed baking cakes and decorating them.

His garden was full of various kinds of flowers. Each flowerwas planted for a reason. He wanted his garden to beappealing to different species of birds and butterflies. I wish Ihad told him how much I loved listening to him talking abouthis garden. We shared the same passion!

He used to tell me he did not enjoy going to family resortsbecause kids would drive him crazy, but after a few months, hecame to me and told me maybe after all it was time for him toadopt a kid and teach him all what he loved, about physics,gardening and baking... Paulo had so much passion and lovefor his life!

He and his partner renovated their house themselves andmade it a home they loved so much. I know he wanted tofurther his studies in quantum physics and make it possible forhuman beings to be transferred from the current time into thefuture or past, just like movies... At least, he himself, managedto move to another world...

To a lot of colleagues, he was an IT staff who would come tothe office to settle an IT issue, but to me he was a kind heartedhuman being who would bring interesting topics to the officeto discuss while we were trying to figure out why one of theprinters or computers was not working anymore...

Paulo will be for sure missed."

colleague, Paulo Faria. Paulo was our IT support for

many years. Below are two tributes:

"Paulo was a giving person.Aspiring scientist.Endlessly optimistic in his world view and approach to life.

For those who didn't know him well he didn't particularly stand out, or if hedid, it was likely as an idiosyncratic acquaintance.

At work Paulo worked tirelessly and pushed the boundaries of theconventional. Frequently he would prove peers in IT wrong, with hisstrategic thinking and problem solving skills.

It was not unusual, for example, for him to work on a problem through thenight to help a staff member or department with a particularly difficultissue that he thought he could solve. The type of problem others wouldgive up on.

But few knew this.He shared his excitement and life adventures freely butwith just a small group.

He was a tough guy. I recall a winter evening near 791 when he went outfor a coffee next door. This is where someone stole his phone when heplaced it down momentarily on the counter at the shop. He didn't see theperson. He new only that the phone was there one moment and gone thenext. Because this was work property, I remember him telling it, he took itpersonally; and upon himself to use his personal phone, and the "find myphone" feature to track down the thief.

With his other phone as a tracker and in his car, he followed this personacross town that evening, to a mall parking lot in Vaughan, he said, wherehe forcefully took his phone back. And may or may not have gentlysmacked the thief in the face.

He was a gentle guy. I recall some time ago Paulo proudly showing me apicture of a hummingbird eating out of his hand. It turned out that in hisbeautiful home garden, where he laboured regularly, he had taken theinitiative to train the hummingbird. A process that takes tremendouspatience and upwards of 2 weeks of repetition to complete. With equalflare he created an ecosystem with housing, food and safety, that invitedsimilarly exotic birds to visit his garden often. He was an avid fan of livetheatre.And equally sensitive to the differences between Vivaldi fourseasons concerti, for example (he seemed to prefer spring, if I recallcorrectly)

Mostly, he was a true child of life."

"I would like to emphasize that I had a valuable collaboration from mymentor, who was by my side supporting me even at the bad timeswhen I was sad due to a bad interview. She also raised opportunitiesthat I was not seeing and with that I was able to open some new pathslike this spot as Architectural Model Maker. In this position I amresponsible for translating the architectural designs of architecturaloffices in Canada and the United States and sending them to theproduction team using AutoCad Software.

Participants reported a high level of satisfaction with the program, with avast majority being satisfied or very satisfied with the workshops, speakerand mentoring sessions, recreation sessions, and facilitators.

Participants also reported learning more about leadership,entrepreneurship, career options, and actively participating in thecommunity. More than 85% felt that they had improved their skills andknowledge through group mentoring sessions and workshops.

Participants expressed that they had made new friends, enjoyed spendingtime with old friends,and felt more connected to their community.

This year we piloted our Skills for Change Job Board. The Job Boardallowed our registered employers to share their employment opportunitieswith our clients. Clients had the opportunity to apply directly to thesepositions where the feedback on the recruitment progress and outcomeswere shared with our Counsellors and Employment Engagement team.The strategy for 2020-2021 is to improve our assisted client access to theJob board by offering a private portal for clients to log in and track thejobs they have applied and their progress to ensure that clients get the fullbenefits of our customized client focused services.

HORTICULTURE TECHNICIAN PRE-APPRENTICESHIP PROGRAM

Women had the opportunity to attend Landscape Ontario Congress onJanuary 9, 2020. The Congress is an annual trade show and Conference forCanada’s horticulture and landscape professionals. It has over 600 vendors,45 presenters, and approximately 15,000 industry professionals attend thetwo day event. Women were able to explore the career pathways and buildtheir networks. In addition, Skills for Change was one of the presenters onJanuary 8, 2020 - “Be Outside the Box - develop a toolbox for Training,Incentives and Recruitment Strategies; Upskill your Workforce!”. In addition to the weekly workplace preparation sessions, Skills for Changeincorporated Mentoring Networking events. The first mentoring sessionwas on December 3, 2020 in where sector employers and alumni were ableto present and connect with the participants to discuss their experiences inthe sector, both the challenges and the progressions, as well as providecareer advice. The second session was held on March 3, 2020. Thisincluded a panelist discussion with 3 former pre-apprenticeship studentsand 1 diploma student. Mentors shared their career pathways in the sector,what attracted them to a green career and future aspirations. Skills forChange also discussed the shared benefits of mentoring receiving andgiving back, to introduce the idea of peer mentoring with the current andfuture 2020-20201 pre-apprenticeship students. Both of these events wereeducational, empowering and inspiring forwomen.

As a result of our strong performance with the Bridging the Gapprogram, the agency was offered an additional $2000 to continueoperations.

Participants in the Bridging the Gap program identified multiplebenefits from attending the technology training workshops. Theseinclude:

- An increased understanding of how to access and utilize technology(i.e. computers, smart phones, tablets)- An increased ability to utilize technology independently;- An increased understanding of social media, internet safety,applications (apps) specifically designed for Seniors- Increased capacity to navigate online resources competently andsafely;- A stronger sense of community and connection through face to faceinteraction and research online- Personal enrichment and reduction of isolation- Deeper connection to family and friends via technology (e.g. Skype)- An increased sense of empowerment and independence related totheir use of technology; social connection to staff.

BRIDGING THE GAP

Skills for Change’s Bridging the Gap program was an intergenerationallearning project whereby volunteers and staff supported seniors to learnto use technology (i.e. cell phones, laptops, tablets, safely navigate theinternet, utilize apps, and develop web pages).

In total 17 participants attended individual coaching sessions. 1workshop was presented to 10 participants on Internet Safety andAvoiding Illegal Activity/Scams.

On Thursday, June 13, 2019 we held our 27th annual Pioneers for Change fundraiser gala, at thespectacular Artscape Wychwood Barns event space. The evening commenced with a danceperformance by the Korean Traditional Music Association of Canada, and singing performance bysoul singer Mel Dube.

On Friday, September 20th, Skills for Change held our milestone 10th annual Diversity@Workconference, themed Turning Policy into Practice: The Disrupters, Pioneers & Innovators withover 200 participants in attendance.

The morning started with a joint keynote address by Helen Peng, Vice President, TalentAcquisition and Development and Dr. Aaron Barth, Founder and President of Dialectic, followedby an inspiring panel discussion led by Dr. Wendy Cukier, Professor of Entrepreneurship andStrategy at Ted Rogers School of Management Ryerson University and Academic Director of theDiversity Institute and featuring Eleanor McIntyre, Managing Director, is Canada’s ChiefOperating Officer for BlackRock, Kristine Remedios, Chief Inclusion and Social Impact Officer,KPMG, Rahima Mamdami, Vice President, People and Culture, United Way Greater Toronto andVivian Li, Senior Manager, Inclusive Recruitment, RBC. The afternoon concluded with concurrentworkshops. The conference was approved by the HRPA for 5.95 CPD hours.

SKILLED TRADES EXPO 2019

On Thursday, November 14th we held our 5th annual Trades Expo. This Expo is designed to provide Skillsfor Change clients, prospective clients, internationally trained tradespersons and the broader communityinterested in the Trades sector, with access to information and employment opportunities.

Exhibitors included Bell Tech Solutions, TTC, FGF Brands, Seneca College, Paragon Testing, MarcaCollege, CUSW and more.

For the second year, we partnered with TIFF for our TIFF in the Trades programme, providing youth withan opportunity screen a film and speak with trades industry experts on the development of the film. Thisyear, the documentary Life Without Basketball, and got a chance to interact with the film’s director TimO’Donnell and lead Bilqis Abdul-Qaadir.

Humans of Skills for Change Campaign

In December, we launched our annual Humans of Skills for Change campaign to raise funds for theagency during the holiday season. Humans of Skills for Change is a series highlighting the drivingforce and inspiration behind our organization: OUR PEOPLE. Through this online campaign, we arefeature people who we work with and serve at Skills for Change.

On January 28, 2020 Patrick Marccone ofParagon Testing presented Skills for Changewith a cheque. Through our partnership withParagon Testing, they selected our Agencyas their charity of choice for their 2019annual giving campaign. As a result,Paragon was able to raise over $8,000 forour Agency, contributing over 65% of theoverall funds raised for the Agency duringour holiday giving campaign.

TD Give to Grow

In October of 2019, Skills for Change was selected as a recipient of TD’s Give to Grow initiative,where a select group of 100 Sr Managers from across the TD enterprise (US and Canada) providean experience-based program, focused on driving real business impact through a combination ofcritical experiences and in-classroom learning through a strategic team assignment. This group ofindividuals supported Skills for Change’s strategy that advocates for equality of access andopportunity to translate efforts into action and ensure a future of gender equality, through ourwomen’s programming. A series of workshops were held in 2019 and early 2020. Project washalted due to the COVID-19 pandemic and expected to commence later in 2020.

Accenture’s Corporate Citizenship Pro Bono

In January of 2020, Skills for Change was approved to have support through Accenture’s Pro BonoConsulting Program – a 2-week workshop to provide low fidelity solutions or refine ideas for aspecific project or program.  Accenture developed a  Future State Roadmap for the expansion ofthe Newcomer Entrepreneurship Hub Program.  

Creative Day for Social Good

Capacity Canada, in partnership with Conestoga College provided free design and marketing workto non-profit organizations across Canada through Creative Day for Social Good (CD4SG). Skillsfor Change was a recipient of this project. For a one-day blitz on Oct. 17, 100 graphic design andpublic relations students from Conestoga College filled a room at Google Canada’s Kitcheneroffice, as they worked alongside 30 professional art directors, writers, account managers andother creative workers. Our team was tasked to provide concepts and imagery for a re-design ofour women’s programming.  As a result of their work, Skills for Change re-branded our women’sprogramming in 2020.

Futures Youth Employment Conference (First Work) – October 22, 2019

We presented (together with a project partner from Toronto Community Benefits Network) on the evolution of our Jane/Finch CollectiveImpact project. The presentation allowed an introduction of the collective impact approach and methodology, and sharing the importanceof ensuring that projects be driven and grounded in community, and led by experts with lived experience -- in this case, namely youth andformer youth residents of the Jane/Finch community.

Pathways to Prosperity Conference - November 1, 2019

The Pathways to Prosperity Partnership (P2P) is an alliance dedicated to fostering welcoming communities that promote the economic,social and civic integration of migrants and minorities in Canada.Skills for Change delivered a workshop on our Employer Innovation forNewcomer Employment project, funded by Toronto Pearson Airport (GTAA) at their annual conference. The focus of the workshop was onbreaking through the glass ceiling for newcomer economic integration. Key areas addressed were overcoming the barriers to employmentfor newcomers, employment and retention strategies for employers through our Employer Innovation for Newcomer Employment project,and building capacity in employment services for newcomers through Skills for Change’s programs. Session attendees participated in alively discussion on the programs available for employers to access newcomer talent.

People for Education's Annual Conference: Public Education in a Changing World – November 2, 2019

We presented on "Reclaiming What Education Means to Youth: Findings from Participatory Action Research for the Jane/FinchCollaborative on Education to Employment" where we introduced participatory action research from taking a collective impact approachwith Toronto’s Jane and Finch community. The youth researchers reflected on their experiences in the field and shared findings from theirwork. Session participants had the opportunity to test out their strategies in an activity that tackled real-world challenges for stakeholdersin public education, considering the various ways that youth can inform solutions.

Landscape Ontario’s annual Congress 2020 – January 8, 2020

Skills for Change delivered a workshop at Landscape Ontario’s annual Congress tradeshow and conference. The theme of our workshopwas on developing a toolbox of training, incentive and recruitment strategies to upskill your workshop, where we discussed the tools foremployers to better integrate the four generations of workers and barriered individuals in the workplace, and the programs and supportsavailable to trades sector employers to access skilled workers.

Cannexus Conference (National Career Development Conference) – January 27, 2020

We presented on our work and lessons learnt with our Women Connecting with Women program, especially in providing trauma informedcounselling and support for newcomer and refugee women. We shared on the importance of supporting and empowering newcomerwomen, and how this leads to important outcomes such as improvements in psychological and physical well-being, promotion ofadjustment to life in Canada, and positive employment and/or service outcomes. We also delved into the importance of taking acollaborative, holistic, intersectional, anti-oppression and client-centered approach in our work including counselling, workshops andsupport groups. Session participants were invited to take part in an interactive exercise to reflect and share on the diverse experiences ofnewcomer women and support strategies.
